This paper provides evidence that the combination of land-use restrictions and anincreasing demand for housing can create incentives to induce forest fires as a means tocircumvent regulation and increase the supply of land available for residential construction.I estimate the effect of the price of housing on the incidence of forest fires using Spanishdata by region for 1991-2005. The results suggest that higher house prices led to asignificant increase in the incidence of forest fires in a region. I also find that the increasedincidence of forest fires led to a subsequent reduction in forest area and an increase in urbanland area. This evidence supports the claims often found in the media that propertyspeculators trying to build in forest land may be behind the recent increases in the incidenceof forest fires in Mediterranean countries.

The purpose of this paper is to examine the relation between government measures, volunteer participation, climate variables and forest fires. A number of studies have related forest fires to causes of ignition, to fire history in one area, to the type of vegetation and weathercharacteristics or to community institutions, but there is little research on the relation between fire production and government prevention and extinction measures from a policy evaluation perspective.An observational approach is first applied to select forest fires in the north east of Spain. Taking a selection of fires with a certain size, a multiple regression analysis is conducted to find significant relations between policy instruments under the control of the government and the number of hectares burn in each case, controlling at the same time the effect of weather conditions and other context variables. The paper brings evidence on the effects of simultaneity and the relevance of recurring to army soldiers in specific days with extraordinary high simultaneity. The analysis also brings light on the effectiveness of twopreventive policies and of helicopters for extinction tasks.

Disseny, dimensionament i anàlisis de l’estructura iles parts mecàniques necessàries per al funcionament d’una atracció fixa de comportamentpendular, més concretament una de tipus booster.L’atracció s’ubicarà en els termes municipals de Salou i Vila-Seca, a la província de Tarragona,dins del recinte del parc temàtic en el projecte de macrocomplexturístic i d’oci BCN World.L’atracció “BOOSTER” esta composta per una columna fixada a una fonamentació de formigó,dos braços giratoris s’instal•len en la part superior de la columna mitjançant un rodamentdentat. A l’extrem de cada braç hi ha un vehicle amb capacitat per a quatre passatgers deltipus ‘esquena contra esquena’, amb sistema de cames penjants, aquests vehicles es trobenequipats amb un fre de mà que permet bloquejar el balanceig del vehicle, i així assegurar alspassatgers un accés segur alhora de pujar o baixar del vehicle. Cada seient es troba equipatamb una barra de seguretat que es col•loca en el passatger passant per sobre l’espatlla, lesquals compten amb un sistema de retenció doble, la barra de seguretat és operada per aire

We analyse the recent evolution of fires in Catalonia (north-eastern Iberian Peninsula), a typical Mediterranean region. We examine a homogeneous series of forest fires in the period 1970-2010. During this period, more than 9000 fire events greater than 0.5 ha were recorded, and the total burned area was more than 400 kha. Our analysis shows that both the burned area and number of fire series display a decreasing trend. Superposed onto this general decrease, strong oscillations on shorter time scales are evident. After the large fires of 1986 and 1994, the increased effort in fire prevention and suppression could explain part of the decreasing trend. Although it is often stated that fires have increased in Mediterranean regions, the higher efficiency in fire detection could have led to spurious trends and misleading conclusions.

Deliberate fires appear to be borderless and timeless events creating a serious security problem. There have been many attempts to develop approaches to tackle this problem, but unfortunately acting effectively against deliberate fires has proven a complex challenge. This article reviews the current situation relating to deliberate fires: what do we know, how serious is the situation, how is it being dealt with, and what challenges are faced when developing a systematic and global methodology to tackle the issues? The repetitive nature of some types of deliberate fires will also be discussed. Finally, drawing on the reality of repetition within deliberate fires and encouraged by successes obtained in previous repetitive crimes (such as property crimes or drug trafficking), we will argue that the use of the intelligence process cycle as a framework to allow a follow-up and systematic analysis of fire events is a relevant approach. This is the first article of a series of three articles. This first part is introducing the context and discussing the background issues in order to provide a better underpinning knowledge to managers and policy makers planning on tackling this issue. The second part will present a methodology developed to detect and identify repetitive fire events from a set of data, and the third part will discuss the analyses of these data to produce intelligence.
