En su edición 2015, el Estudio Económico de América Latina y el Caribe consta de tres partes. En la primera se resume el desempeño de la economía regional durante 2014 y se analizan la evolución durante el primer semestre de 2015 y las perspectivas para el resto del año. En la segunda parte se analiza la dinámica de la inversión en los países de América Latina y el Caribe, su relación con el ciclo económico, el papel de la inversión pública, las carencias en infraestructura y los desafíos de financiamiento de la inversión privada. En la página web de la CEPAL (http://www.cepal.org/es/publicaciones/38713-estudio-economico-de-america-latina-y-el-caribe-2015-desafios-para-impulsar-el) está disponible la tercera parte, que contiene las notas referentes al desempeño económico de los países de América Latina y el Caribe durante 2014 y el primer semestre de 2015, así como los respectivos anexos estadísticos, en que se muestra la evolución de los principales indicadores económicos de los países de la región. La fecha límite de actualización de la información estadística de la presente publicación ha sido el 30 de junio de 2015.

In the introduction to this collection on the principal–agent approach and the European Union’s (EU) foreign economic policies we briefly present the EU’s institutional structure for policy-making in trade, monetary, development and international competition and financial policy. We also offer some data on the extent of the EU’s involvement in the international economy. Our discussion of the principal–agent approach and how it can be applied to an analysis of the EU’s foreign economic policies forms the basis of the following contributions. It allows us to formulate three questions that are of particular interest for applications of the principal–agent approach to the EU. Finally, we summarize the various studies included in this collection.

I would like to briefly recapitulate where Europe stands today, and what has been achieved. Because I maintain that in the EU’s 27 Member States we have, despite the failings and shortcomings we all bemoan, reached a level of unity, prosperity and rule of law unheard of in the history of this continent, and possibly of the world. As far as territory is concerned: the European Economic Community started out with six members. The late Bronislaw Geremek, former Foreign Minister of Poland and an eminent historian, used to point out that this, at the time, corresponded in size and shape roughly to the empire of Charlemagne, one of the greatest unified territories the continent has ever known. And yet, a mere 55 years after the Treaty of Rome we have gone far beyond that. Today’s European Union encompasses 27 countries, more than 4 million square kilometers in territory and 500 million people. When it comes to Europe’s policies, at present, all eyes are on the Euro and the future of our common monetary and financial policy. But within our common space, we have achieved so much more than a common currency for a majority of Member States.

En su edición número 68, que corresponde al año 2016, el Estudio Económico de América Latina y el Caribe consta de tres partes. En la primera se resume el desempeño de la economía regional en 2015 y se analiza la evolución durante el primer semestre de 2016, así como las perspectivas de crecimiento para el año. Se examinan los factores externos e internos que han incidido en el desempeño económico de la región y se destacan algunos de los desafíos para las políticas macroeconómicas en un contexto externo caracterizado por el bajo crecimiento y elevados grados de incertidumbre. En la sección temática de este Estudio se analizan los desafíos que tienen los países de América Latina y el Caribe en el ámbito interno y externo para movilizar el financiamiento del desarrollo. En lo interno, la desaceleración del crecimiento y las mayores restricciones fiscales imponen importantes retos a la movilización de recursos. En lo externo, la condición de países de renta media dificulta el acceso al financiamiento externo concesionado o de la cooperación internacional. La tercera parte, que está disponible en la página web de la CEPAL (www.cepal.org), contiene las notas referentes al desempeño económico de los países de América Latina y el Caribe en 2015 y el primer semestre de 2016, así como los respectivos anexos estadísticos. La información que se presenta ha sido actualizada al 30 de junio de 2016.

Examina os fatores externos e internos que incidiram no desempenho econômico da região e destaca alguns dos desafios para as políticas macroeconômicas num contexto externo caracterizado por baixo crescimento e elevados graus de incerteza. A seção temática deste estudo analisa os desafios que os países da América Latina e do Caribe enfrentam no âmbito interno e externo para mobilizar o financiamento para o desenvolvimento. No âmbito interno, a desaceleração do crescimento e as maiores restrições fiscais impõem importantes desafios à mobilização de recursos. No âmbito externo, a condição de países de renda média dificulta o acesso ao financiamento externo concessional ou à cooperação internacional. A terceira parte, que está disponível no site da CEPAL (www.cepal.org), contém as notas referentes ao desempenho econômico dos países da América Latina e do Caribe em 2015 e no primeiro semestre de 2016, bem como os respectivos anexos estatísticos. A cikk röviden összefoglalja az optimális valutaövezetek elméletének fejlődési állomásait, miközben felvet néhány kérdést a 2008-ban kezdődött válsággal kapcsolatban. Ezt követően áttekinti az elmélet és a válság által felvetett problémákra a gazdasági és monetáris unió által adott válaszokat. Végül az elmélet, az európai szabályozás aktuális állapota és a hazai tapasztalatok, lehetőségek tükrében megvizsgálja, hogy a jelenlegi helyzetben Magyarországnak milyen érdekei és ellenérdekei fűződhetnek az euró bevezetéséhez. Az írás kísérletet tesz arra, hogy kijelölje a hazai gazdaságpolitika kívánatos irányvonalát. _______ The article briefly summarizes the developments of the optimum currency area (OCA) theory, while states some questions regarding the crises starting in 2008. Secondly, it reviews the solutions given by the economic and monetary union to the problems raised by the OCA theory and the crisis. Thirdly, it evaluates the pros and cons for Hungary to introduce the euro as its own currency in the light of the OCA theory, the state of the European legislation and the Hungarian track record and possibilities. Finally, it shows the desired direction for the official Hungarian economic and financial policy.

The study reviews the theoretical and empirical literature on the effect of tight monetary conditions, crisis on corporate capital structure, further creates a framework for analyzing their relation, as well as sheds light on the lessons learned and open research areas. The results highlight that the supply side of capital has an effect on corporate capital structure, though the analysis of this relation is scarce. However, the impact of tight monetary conditions on capital structure is analyzed by several studies, there is limited evidence on the financial policy and the development of financing mix during a crisis period. The impact of the 2007/08 crisis on the corporate capital structure and especially in case of firms with impaired access to external financing is scarce. The study also highlights our lack in understanding of the relation of crisis and capital structure in case of the CEE region.

The Australian Accounting Research Foundation (AARF) recently issued Legislative Policy Discussion Paper No.4 which proposes a framework for financial reporting by Australian incorporated associations.This paper comments on both the merits and deficiencies of the proposal. In particular it notes that the proposal simply advocates that the application of differential reporting, accounting standards, and the conceptual framework be imposed on incorporated associations by amended statutes. It is noted that in light of long experience in the corporate sector, he espoused benefits of such a move may not eventuate. Further, concern is expressed that the proposal is a blank cheque one because of the inadequacy of existing relevant accounting standards and the proposal to introduce new relevant standards. Another major defect in the proposal is that it emanates from accountants who acknowledge in their conceptual framework, the need for external reports to report on performance through both financial and non-financial reporting methods. Despite that acknowledgment, the standard set of external reports prepared by accountants do not measure performance as defined in their own conceptual framework (SAC 2) and in their auditing pronouncements (AUP 33), and they have restricted their domain to financial reporting (SAC 2). Accordingly the proposal appears to be seriously deficient and it is suggested that it be rejected and a new proposal be prepared by a multi-party group free from vested interests.

One of the principal tasks facing post-crash academic political economy is to analyse patterns of ideational change and the conditions that produce such change. What has been missing from the existing literature on ideational change at times of crises however, is a sense of how processes of persuasive struggle, and how the success of those ‘norm entrepreneurs’ arguing for ideational change is shaped by two contextual variables: the most immediate material symptoms and problems that a crisis displays (the variety of crisis); and the institutional character of the policy subsystem that agents have to operate within to affect change. Introducing these two variables into our accounts of persuasive struggle and ideational change enables us to deepen our understanding of the dynamics of ideational change at times of crisis. The article identifies that a quite rapid and radical intellectual change has been evident in the field of financial regulation in the form of an embrace of a macroprudential frame. In contrast in the field of macroeconomic policy - both monetary and fiscal policy, many pre-crash beliefs remain prominent, there is evidence of ideational stickiness and inertia, and despite some policy experimentation, overarching policy frameworks and their rationales have not been overhauled. The article applies Peter Hall’s framework of three orders of policy changes to help illuminate and explain the variation in patterns of change in the fields of financial regulation and macroeconomic policy since the financial crash of 2008. The different patterns of ideational change in macroeconomic policy and financial regulation in the post-crash period can be explained by timing and variety of crisis; sequencing of policy change; and institutional political differences between micro policy sub systems and macro policy systems.

In the aftermath of the Irish revolution and Civil War the governments of independent Ireland introduced various compensation schemes to provide financial reintegration assistance to revolutionary veterans. This would be recognised today as part of a programme for DDR. This paper will examine various service and disability pensions paid to veterans in the context of literature on post-conflict reintegration. It will examine various challenges to reintegration in an effort to analyse the success of revolutionary compensation as a post-conflict reintegration mechanism in independent Ireland after 1922.
