This article examines the determinants of positional incongruence between pre-election statements and post-election behaviour in the Swiss parliament between 2003 and 2009. The question is examined at the individual MP level, which is appropriate for dispersion-of-powers systems like Switzerland. While the overall rate of political congruence reaches about 85%, a multilevel logit analysis detects the underlying factors which push or curb a candidate's propensity to change his or her mind once elected. The results show that positional changes are more likely when (1) MPs are freshmen, (2) individual voting behaviour is invisible to the public, (3) the electoral district magnitude is not small, (4) the vote is not about a party's core issue, (5) the MP belongs to a party which is located in the political centre, and (6) if the pre-election statement dissents from the majority position of the legislative party group. Of these factors, the last one is paramount.

This is a guide that the reader may utilize to learn Iowa’s reporting and compliance system and also as a handy day-to-day document that may be referred to thereby assisting that individual and/or entity to understand and maintain compliance with Iowa Workers’ Compensation statutes and rules and the requirements required therein.

The Iowa EDI Implementation Guide is designed to help any individuals or businesses understand and implement the IAIABC’s Release 2 EDI package. In order to process workers’ compensation claims in Iowa after July 1, 2001, that information will have to be exchanged using EDI as the IAIABC and State of Iowa have standardized. Below are sections that make this process easier to understand.

SUMMARY: We present a tool designed for visualization of large-scale genetic and genomic data exemplified by results from genome-wide association studies. This software provides an integrated framework to facilitate the interpretation of SNP association studies in genomic context. Gene annotations can be retrieved from Ensembl, linkage disequilibrium data downloaded from HapMap and custom data imported in BED or WIG format. AssociationViewer integrates functionalities that enable the aggregation or intersection of data tracks. It implements an efficient cache system and allows the display of several, very large-scale genomic datasets. AVAILABILITY: The Java code for AssociationViewer is distributed under the GNU General Public Licence and has been tested on Microsoft Windows XP, MacOSX and GNU/Linux operating systems. It is available from the SourceForge repository. This also includes Java webstart, documentation and example datafiles.

We present a georeferenced photomosaic of the Lucky Strike hydrothermal vent field (Mid-Atlantic Ridge, 37°18’N). The photomosaic was generated from digital photographs acquired using the ARGO II seafloor imaging system during the 1996 LUSTRE cruise, which surveyed a ~1 km2 zone and provided a coverage of ~20% of the seafloor. The photomosaic has a pixel resolution of 15 mm and encloses the areas with known active hydrothermal venting. The final mosaic is generated after an optimization that includes the automatic detection of the same benthic features across different images (feature-matching), followed by a global alignment of images based on the vehicle navigation. We also provide software to construct mosaics from large sets of images for which georeferencing information exists (location, attitude, and altitude per image), to visualize them, and to extract data. Georeferencing information can be provided by the raw navigation data (collected during the survey) or result from the optimization obtained from imatge matching. Mosaics based solely on navigation can be readily generated by any user but the optimization and global alignment of the mosaic requires a case-by-case approach for which no universally software is available. The Lucky Strike photomosaics (optimized and navigated-only) are publicly available through the Marine Geoscience Data System (MGDS, http://www.marine-geo.org). INTRODUCTION: The 2004 version of the World Health Organization classification subdivides thymic epithelial tumors into A, AB, B1, B2, and B3 (and rare other) thymomas and thymic carcinomas (TC). Due to a morphological continuum between some thymoma subtypes and some morphological overlap between thymomas and TC, a variable proportion of cases may pose problems in classification, contributing to the poor interobserver reproducibility in some studies. METHODS: To overcome this problem, hematoxylin-eosin-stained and immunohistochemically processed sections of prototypic, "borderland," and "combined" thymomas and TC (n = 72) were studied by 18 pathologists at an international consensus slide workshop supported by the International Thymic Malignancy Interest Group. RESULTS: Consensus was achieved on refined criteria for decision making at the A/AB borderland, the distinction between B1, B2, and B3 thymomas and the separation of B3 thymomas from TCs. "Atypical type A thymoma" is tentatively proposed as a new type A thymoma variant. New reporting strategies for tumors with more than one histological pattern are proposed. CONCLUSION: These guidelines can set the stage for reproducibility studies and the design of a clinically meaningful grading system for thymic epithelial tumors.

"Metric Training For The Highway Industry", HR-376 was designed to produce training materials for the various divisions of the Iowa DOT, local government and the highway construction industry. The project materials were to be used to introduce the highway industry in Iowa to metric measurements in their daily activities. Five modules were developed and used in training over 1,000 DOT, county, city, consultant and contractor staff in the use of metric measurements. The training modules developed deal with the planning through operation areas of highway transportation. The materials and selection of modules were developed with the aid of an advisory personnel from the highway industry. Each module is design as a four hour block of instruction and a stand along module for specific types of personnel. Each module is subdivided into four chapters with chapter one and four covering general topics common to all subjects. Chapters two and three are aimed at hands on experience for a specific group and subject. This module includes: Module 2 - Construction and Maintenance Operations and Reporting. This module provides hands on examples of applications of metric measurements in the construction and maintenance field operations.

A review of the Iowa Department of Transportation's field data collection and reporting system has been performed. Included were several systems used by the Office of Construction and Local Jurisdictions. The entire field data collection and reporting systems for asphalt cement concrete (ACC) paving, portland cement concrete (PCC) paving, and PCC structures were streamlined and computerized. The field procedures for materials acceptance were also reviewed. Best practices were identified and a method was developed to prioritize materials so transportation agencies could focus their efforts on high priority materials. Iowa State University researchers facilitated a discussion about Equal Employment Opportunity (EEO) and Affirmative Action (AA) procedures between the Office of Construction field staff and the Office of Contracts. A set of alternative procedures was developed. Later the Office of Contracts considered these alternatives as they developed new procedures that are currently being implemented. The job close-out package was reviewed and two unnecessary procedures were eliminated. Numerous other procedures were reviewed and flowcharted. Several changes have been recommended that will increase efficiency and allow staff time to be devoted to higher priority activities. It is estimated the improvements in ACC paving, PCC paving and structural concrete will by similar to three full time equivalent (FTE) positions to field construction, field materials and Office of Materials. Elimination of EEO interviews will be equivalent to one FTE position. It is estimated that other miscellaneous changes will be equivalent to at least one other FTE person. This is a total five FTEs. These are conservative estimates based on savings that are easily quantified. It is likely that total positive effect is greater when items that are difficult to quantify are considered.

Globalization of software today is making many companies in the industrialized nations to outsource their work to low-wage countries. This thesis aims at obtaining an initial general overview of offshore software development in Africa. It seeks to explore the state of offshore software outsourcing in Africa with a focus on the factors contributing to the successes and challenges of offshore software development practicesin Africa. The thesis made use of electronic questionnaires and voice interviews to collect the data. Identified African vendors were interviewed, and the data was analyzed qualitatively. The study found that theAfrican software outsourcing industry is still at its infancy. It is expected that the industry will grow. However, a lot needs to be done, and African governments are called upon to actively implement supportive infrastructures that will promote the growth of the local and export software industries. Further research is recommended to cover the wide context ofthe topic.

BACKGROUND: The diagnosis of malignant hematologic diseases has become increasingly complex during the last decade. It is based on the interpretation of results from different laboratory analyses, which range from microscopy to gene expression profiling. Recently, a method for the analysis of RNA phenotypes has been developed, the nCounter technology (Nanostring® Technologies), which allows for simultaneous quantification of hundreds of RNA molecules in biological samples. We evaluated this technique in a Swiss multi-center study on eighty-six samples from acute leukemia patients. METHODS: mRNA and protein profiles were established for normal peripheral blood and bone marrow samples. Signal intensities of the various tested antigens with surface expression were similar to those found in previously performed Affymetrix microarray analyses. Acute leukemia samples were analyzed for a set of twenty-two validated antigens and the Pearson Correlation Coefficient for nCounter and flow cytometry results was calculated. RESULTS: Highly significant values between 0.40 and 0.97 were found for the twenty-two antigens tested. A second correlation analysis performed on a per sample basis resulted in concordant results between flow cytometry and nCounter in 44-100% of the antigens tested (mean = 76%), depending on the number of blasts present in a sample, the homogeneity of the blast population, and the type of leukemia (AML or ALL). CONCLUSIONS: The nCounter technology allows for fast and easy depiction of a mRNA profile from hematologic samples. This technology has the potential to become a valuable tool for the diagnosis of acute leukemias, in addition to multi-color flow cytometry.

TTCN-kieltä käytetään testitapausten määrittelemiseen tietoliikennejärjestelmissä. Nykyään TTCN:stä on tullut yhä suositumpi tapa toteuttaa testitapauksia. TTCN tarjoaa hyvän ja yksinkertaisen tavan muuntaa käsin testattavat testitapaukset automatisoiduiksi. Tämän diplomityön yhteydessä toteutettiin TTCN testitapaukset WCDMA -tukiaseman käyttö- ja kunnossapito- (O&M) ohjelmistolle. Ohjelmistoa on käytetty myös toisen sukupolven tukiasemissa, mutta kolmannen sukupolven tukiasemissa sillä on huomattavasti isompi rooli. WCDMA -tukiasemassa O&M käsittelee muun muassa tukiaseman käynnistyksen, virhetilanteet ja valvoo tukiaseman komponentteja. Ensimmäisiä tehtäviä diplomityötä tehdessä oli valita ne testitapaukset, jotka olisivat mahdollisia ja hyödyllisiä toteuttaa TTCN:n avulla. Testitapaukset valittiin valmiina olleista testitapausten kuvauksista. Valitut testitapaukset toteutettiin käyttäen rinnakkaista ja modulaarista TTCN-kieltä ja testattiin WCDMA -tukiasemaa vasten käyttäen TTCN Tester ohjelmistoa. Tämän diplomityön yhteydessä toteutettuja testitapauksia käytetään varmistamaan, että tukiasema voi toipua erilaisista virhetilanteista O&M ohjelmiston avulla. Testitapauksia WCDMA -tukiasemaa vasten ajettaessa varmistetaan myös, että O&M ohjelmisto toimii määrittelyn mukaisesti eri tilanteissa. Toteutetut testi tapaukset korvaavat nykyään käsin testatut O&M testi tapaukset tukiaseman O&M ohjelmistoa testatessa. Automatisoidut testi tapaukset tekevät O&M ohjelmiston testaamisen merkittävästi nopeammaksi ja helpommaksi.
