During the past two decades in Thailand, non-governmental actors, such as NGOs, intellectuals, and people's organizations, have found widening opportunities to participate in policy formation and in the implementation of local development. The government has facilitated the formation of civil society forums, in the expectation of influencing local-level governance. The last two national five-year development plans were formulated after taking into account the voices of people in the provinces. Even though they may seem petty, some state funds are now transmitted through non-governmental institutions for policy implementation at the grassroots level. These changes have their origin in a reformation of rural development administration in early 1980s. This reformation in due course led to policies that have allowed the participation of non-governmental actors. Meanwhile, rural people have proved their ability to engage in participatory development by forming various local organizations, while NGOs have grown to be proficient facilitators of local development. This paper describes the process whereby three leading actors, namely the government, local people, and the NGOs, have interacted to bring about a more participatory system of local development administration.

In Thailand, communitarian ideas have been widely accepted and even institutionalized as a principle of national development plans and the Constitution of Thailand. This paper examines how and why the communitarian body of thought, described as "community culture thought," and originally created and shared within a small circle of social activists and academics in the early 1980s, came to be disseminated and authorized in Thai society. Contributors and participants, ways of expression, and avenues for disseminating this paradigm are the main topics in this paper. The paper reveals that these thoughts and concepts have been diversified and used as guiding principles by state elites, anti-state activists, and social reformists since the late 1980s. These people with such different political ideologies were connected through some key individuals. These critical connections networked them onto the same side for promoting communitarian thought in Thailand. When such leading advocates assumed key political positions, it was easy for them to push communitarian ideas into the guidelines and principles of state administration.

The research reported here is an investigation into the problems of social and economic development of a multiethic and multicultural country which has the added challenge of adopting a non-indigenous code to facilitate the development process. Malaysia's power to negotiate outcomes favourable to the interest of the country is critical for the successful attainment of the goals and objectives of VISION2020. Therefore the mechanisms of the human resource development programme have to be efficacious. The three hypotheses of this study are as follows: 1. there is a fear that the problems and challenges posed by the development plans, have been conceptually trivialised; 2. based on (1) above there is a concern that solutions proposed are inadequate and inappropriate and 3. the outcome of both (1) and (2) can lead to the potential underachievement of national goals and objectives. The study proposes a complex model for conceptualising the problem which looks at the relationship between society and language, which any solutions proposed must take into proper consideration. The study looks at the mechanisms available for the smooth absorption of new Malaysian members to new and international communities. A large scale investigation was undertaken with the researcher functioning as a participant observer. An in-depth study of one particular educational ecology yielded approximately 38 hours of interviews and 100 questionnaires. These data were analysed both for explicit information and implicit implications. By some criteria national policies appear to be having the desired effect, and can be given a clean bill of health. By others it is clear that major adjustments would be necessary if the nation is to achieve its objectives in full. Based on the evidence gathered, thr study proposes an apprenticeship approach to training programmes for effective participation of new members in the new ecologies.

The status of Science and Technology in KUWAIT has been analysed in order to assess the extent of the application of Science and Technology needed for the Country's development. The design and implementation of a Science and Technology Policy has been examined to identify the appropriate technology necessary to improve KUWAIT's socio-economic-industrial structures. Following a general and critical review of the role of Science and Technology in the developing countries, the author has reviewed the past and contemporary employment of Science and Technology for development.of various sectors and the existence, if any, of any form (explicit, implicit, or both) of a Science and Technology Policy in KUWAIT. The thesis is structured to evaluate almost all of the sectors in KUWAIT which utilise Science and/or Technology, the effectiveness of such practices, their policymaking process, the channels by which policies were transformed into sources of influence through Governmental action and the impact that various policy instruments at the disposal of the the Government had on the development of S & T capabilities. The author has studied the implications of the absence of a Science and Technology Policy in Kuwait by examining some specific case studies, eg, the absence of a Technology Assessment Process and the negative impacts resulting from this; the ad-hoc allocation of the research and development budget instead of its being based on a percentage of GNP; the limitations imposed on the development of indigenous contracting companies and consultancy and engineering design offices; the impacts of the absence of Technology Transfer Centre, and so forth. As a consequence of the implications of the above studies, together with the negative results from the absence of an explicit Science and Technology Policy, eg, research and development activities do not relate to the national development plans, the author suggests that a Science and Technology Policy-Making Body should be established to formulate, develop, monitor and correlate the Science and Technology Activities in KUWAIT.

In the first part of the study the types of barriers to tourism development that may occur during the planning phase of this development, and in the phase of implementation of these plans, including the endogenous and exogenous barriers, were presented. The second part presents the results of research on the factors hindering the development of tourism identified in the selected region of Wielkopolska Province (Poland). The article presents detailed description of tourism barriers categories, which include: political and legal, economic, infrastructure, social, geographical and organizational problems. In the final part article presents a difference in the understanding of problems depending on the stakeholder groups, which leads to the conclusion that in order to be able to specifically identify problematic issues opinion of different stakeholders categories should be recognized. Only such action can lead to the construction of the development strategy, which will not have any areas of uncertainty (i.e. «gaps» in the identifying problem areas).

The increased emphasis within Europe on the role of second-tier cities has implications for the ways in which these urban centres are considered within national spatial planning strategies. In centralised, monocentric states like Ireland, there has been a general ambivalence towards urban policy for cities outside the capital city, and historically this has prevented the development of a strong, diversified urban hierarchy undermining prospects for balanced regional development. This paper examines the extent to which a new found emphasis on Ireland’s second-tier cities which emerged in the ‘Gateways’ policy of the National Spatial Strategy (NSS, 2002) was matched by subsequent political and administrative commitment to facilitate the development of these urban centres. Following a discussion of the position of second-tier cities in an international context and a brief overview of recent demographic and economic trends, the paper assesses the relative performance of Ireland’s second-tier cities in influencing development trends, highlighting a comprehensive failure to deliver compact urban growth. In this context, the paper then discusses the implications of current development plans for the second-tier cities and proposals for Irish local government reform for securing compact urban development.

Ao profissional de hoje é exigido o domínio de competências que transcendem a sua própria função, área ou nível de qualificação, colocando-se assim às empresas o desafio de identificar e desenvolver as referidas competências, a partir de uma gestão de recursos humanos (GRH) que tenha por base as competências, seja ela uma gestão mais ou menos formalizada. A gestão por competências permite uma gestão estratégica, integrada e coerente dos processos de GRH, na medida em que poderá ser transversal a todos os seus subsistemas e acontece de forma articulada com os objetivos globais do negócio. Neste contexto, emerge a investigação que se segue, um estudo exploratório, de cariz qualitativo que tem como objetivos compreender em profundidade a realidade de diversas empresas em termos de competências transversais valorizadas e as suas práticas de gestão de recursos humanos baseadas em competências. Entrevistamos dez gestores de recursos humanos e administradores de empresas, com um número diferenciado de trabalhadores, representando assim as micro, peque- nas, médias e grandes empresas do norte de Portugal. Concluímos que as competências transversais mais valorizadas pelas empresas são a flexibilidade, relacionamento interpessoal, adaptação à mudança e trabalho em equipa. Esta investigação permitiu ainda compreender que a presença das competências na GRH é caracterizada por uma forte informalidade. Nesta informalidade, as competências transversais estão presentes na contratação, na retenção e nos planos de desenvolvimento, sendo menos frequente a sua utilização em práticas como a gestão e avaliação de desempenho, gestão de carreiras e gestão de benefícios e recompensas. Estes resultados representam vantagens para a produção científica e para as empre- sas, sistemas de ensino, profissionais e estudantes, não só pela importância que as competências e as competências transversais assumem no mercado de hoje e porque fornecem dados atualizados e pistas para investigações futuras.

Waste oil recycling companies play a very important role in our society. Competition among companies is tough and process optimization is essential for survival. By equipping oil containers with a level monitoring system that periodically reports the level and alerts when it reaches the preset threshold, the oil recycling companies are able to streamline the oil collection process and, thus, reduce the operation costs while maintaining the quality of service. This paper describes the development of this level monitoring system by a team of four students from different engineering backgrounds and nationalities. The team conducted a study of the state of the art, draw marketing and sustainable development plans and, finally, designed and implemented a prototype that continuously measures the container content level and sends an alert message as soon as it reaches the preset capacity.

The environmental management domain is vast and encompasses many identifiable activities: impact assessment, planning, project evaluation, etc. In particular, this paper focusses on the modelling of the project evaluation activity. The environmental decision support system under development aims to provide assistance to project developers in the selection of adequate locations, guaranteeing the compliance with the applicable regulations and the existing development plans as well as satisfying the specified project requirements. The inherent multidisciplinarity features of this activity lead to the adoption of the Multi-Agent paradigm, and, in particular, to the modelling of the involved agencies as a community of cooperative autonomous agents, where each agency contributes with its share of problem solving to the final system’s recommendation. To achieve this behaviour the many conclusions of the individual agencies have to be justifiably accommodated: not only they may differ, but can be interdependent, complementary, irreconcilable, or simply, independent. We propose different solutions (involving both local and global consistency) to support the adequate merge of the distinct perspectives that inevitably arise during this type of decision making.

Given the increasingly demanding labor market, today’s professional should act according to certain generic competencies, which allows him to perform as required by the contemporary world. In parallel, human resource management (HRM) current trends, highlight the importance that managing by competencies has in the organizational context, in the sense that it impels a more strategic and integrated HRM. The evidence of the theoretical and practical pertinence of this theme resulted in an exploratory study of a qualitative nature, which findings lead us to conclude that the most valued generic competencies by firms are flexibility, interpersonal relationship, adjustment to change and teamwork. Another finding is that HRM managing by competencies practices is characterized by informality. Managing by competencies is more frequent presence in processes as: recruitment, retention and in the employees’ development plans.

A solFORM é uma empresa de Consultoria e Formação Profissional nas áreas da Energia e Eletricidade, Higiene e Segurança no Trabalho e Comportamental. O seu foco de atuação é a oferta de formação profissional especializada a empresas que trabalham na rede de distribuição de energia elétrica. O diagnóstico realizado permitiu identificar como potencialidade de intervenção os serviços de recursos humanos prestados pela empresa, mais especificamente conceber uma metodologia de avaliação de competências e de identificação de necessidades de desenvolvimento para os técnicos do setor elétrico. A aplicação deste projeto permite adequar as competências dos colaboradores dos clientes da solFORM, empresas do setor elétrico, aos perfis profissionais exigidos pela agência reguladora da formação do setor, a AQTSE - Associação para a Qualificação Técnica do Setor Energético. Assim, o objetivo final será que a solFORM possa propor planos de desenvolvimento adequados às necessidades específicas dos colaboradores das suas empresas clientes. Depois de definido o planeamento estratégico e operacional da nova metodologia foi implementada num grupo piloto. Ao longo da implementação e no final foram avaliados os indicadores que demonstram o cumprimento dos objetivos estabelecidos, assim como a finalidade do projeto.

This Code of Practice sets out best practice approaches that should be followed by planning authorities in ensuring that the planning system plays its full part in facilitating the timely and cost-effective roll-out of school facilities by the Department of Education and Science and in line with the principles of proper planning and sustainable development. Complementing and expanding on previous planning guidelines issued by the Department of the Environment, Heritage and Local Government (DEHLG) in 2007 on the preparation of development plans (2007), these guidelines also include details of how: the Department of Education and Science will support the work of planning authorities in their planning functions, and planning authorities can complement and build on such interaction through site identification and acquisition

The Office of Transportation Data, in cooperation with the Federal Highway Administration, prepares this biennial traffic report. This report is used by federal, state, and local governmental agencies in determining highway needs, construction priorities, route location and environmental impact studies, and the application of appropriate design standards. The general public uses this information in determining the amount of traffic that passes a given area as they make their development plans and propose land use changes. The above reflects only a few of the many technical uses for this data.

Tämän diplomityön tavoitteena oli kehittää ABB Service Oy:n tekemien huoltotöiden asiakkaille suunnattua raportointia tietojärjestelmän avulla hallittavaksi elektroniseksi kokonaisuudeksi. Työn perusteella havaittiin suurimmiksi kehityskohteiksi raporttien laadinnan nopeuttaminen ja niiden sisältämän informaation hyödyntäminen ennakoivan kunnossapidon tarpeisiin. Työtä varten tehtiin syksyllä 1998 haastattelututkimus ABB Service Oy:n asiakkaille ja muille ABB yhtiöille, jonka avulla selvitettiin eri osapuolten näkemät suurimmat ongelmat ja kehitystoiveet huoltoraportoinnissa. Työssä kartoitettiin ABB Service -yhtiöiden huoltotoiminnan laajuus ja raportoinnin tämänhetkinen toteutus sekä siinä ilmenneet kehitystarpeet. Työssä tutkitaan eri vaihtoehdot raportoinnin kokonaisuuden hallitsemiseksi tietokoneavusteisesti sekä tehdään ehdotus ja pilot-toteutus huoltoraportointitietojärjestelmästä. Raporttien hyötykäytön mahdollistamiseksi on ne tallennettava tietokantaan, johon myös ABB:n tuoteyhtöiden henkilöillä on pääsy. Asiakaspalvelun parantamiseksi on raportit toimitettava sähköisessä muodossa asiakkaalle mahdollisimman nopeasti huollon päätyttyä. Standardoimalla lisäksi raporttien ulkoasu, helpottuu raporttien käsittely niin asiakkaalla kuin ABB Service -yhtiöissäkin. Työn lopuksi tarkastellaan tietojärjestelmän jatkokehitysnäkymiä toteutustapaa ja -järjestystä silmällä pitäen.
