Introduction The Netherlands Antilles is an autonomous entity within the Kingdom of the Netherlands and comprises a federation of five Caribbean islands: Bonaire and Curacao (the Leeward islands) which comprise 80 per cent of the population of 211,000 and Saba, St. Eustatius and the southern part of St. Maarten (the Windward islands). Like the other countries in the Kingdom, it enjoys full autonomy in internal matters as, for example, education, public health, justice and customs. It has a per capita income of about US$ 12,000. The Leeward Islands and the Windward Islands account for about 75 per cent (Curacao (70 per cent) and Bonaire (5 per cent)) and 25 percent respectively of the economy of the Netherlands Antilles. The Netherlands Antilles has its own currency, the Netherlands guilder, which is pegged to the United States dollar at a fixed rate since 1971. The economy has some unique features that stem from its close relations with the Netherlands, its undiversified nature and heavy dependence on tourism, offshore finance, oil refining and shipping, the high share of trade (exports of goods and services of about 75 per cent of GDP), its geographical characteristics, its common border with the French Republic on St. Maarten, its duty-free access for imports from Aruba, its de facto free trade zone (FTZ), partial dollarization, especially for the Windward Islands, and its highly regulated labor market (1). Adverse economic shocks in the last two decades affected particularly the offshore financial sector and the oil refinery and, to a lesser extent, tourism. The repeal of withholding taxes in the United States in the 1980s indirectly caused the collapse of a number of highly profitable offshore financial activities in Curacao, leading to significant drops in government revenue and contributions to foreign exchange earnings. The withdrawal of Shell from Curacao in 1986 and the (temporary) closure of the oil refinery which had been a mainstay of the Curacao economy for almost three quarters of a century was the second major shock. It was subsequently leased to the Venezuelan State Company, Petroleos de Venezuela Sociedad Anonima (PDVSA), which resumed operations and preserved employment. In the 1990s, the Windward Islands were bit by several devastating hurricanes, which destroyed much of the economic infrastructure on the islands, including about half of the number of available hotel rooms in St Maarten. Further negative shocks were related to the discontinuation of certain trade privileges on European markets for Overseas Countries and Territories (OCTs), the withdrawal by the Netherlands of certain tax privileges for Dutch pensioners residing in the Netherlands Antilles and disruptions in the availability of Solidarity Fund resources for the smaller islands. National income has been on the decline since 1997. GDP declined by about 6 per cent between 1997 and 1999. Underlying fiscal imbalances and structural weaknesses have also impacted negatively on the economy. In recent years, with recession high unemployment and migration have been experienced (2). The Netherlands Antilles has been able to survive thanks to additional aid from the Netherlands, large-scale spontaneous emigration (mostly to the Netherlands), some drop in international reserves, an increase in domestic debt and arrears and reduced outlays for the maintenance of public assets. From 1986 onwards, successive efforts at restoring macroeconomic balance, particularly with regard to public finance, were made, but were unsuccessful. Adjustment was also attempted in 1996 and 1997, but failed to meet the desired targets. In 1999, the government launched a new National Recovery Plan" (NRP). The NRP contains important medium-term structural adjustment measures aimed at restoring macroeconomic balance and conditions for revitalizing the economy. The NRP subsequently served as an important input into a comprehensive adjustment plan drawn up with the assistance of the International Monetary Fund (IMF) and reflected in the government's Memorandum of Economic Policies dated 15 September 2000. Beyond restoring macroeconomic balance and reforming the economic incentive framework, the government aims at establishing a Comprehensive Development Framework (CDF) for the formulation and implementation of a sustainable long-term growth strategy. It is against the above background that this study is undertaken. Its main objective is to assess the integration options facing the Netherlands Antilles (3) vis-a-vis the Caribbean Community (CARICOM). A secondary objective is to examine the above taking into account, inter alia, the level of trade between the Netherlands Antilles and CARICOM, the barriers to trade between the two groups of countries and the requirements for increasing trade between the two groups of countries. The Consultant was given an initial Draft Terms of Reference (Annex 1) with the intention of modifying it in the course of the interviews with all the stakeholders. The main idea that emerged from these interviews was a concern with some possible form of association with CARICOM. The Consultant was asked to exam the costs and benefits of various forms of association and to recommend an option. This adjustment of the Terms of Reference (TOR) was substantial and involved the Consultant having to do some interviews and collect documentation in CARICOM. The study essentially revolves around the search for a road map for the Netherlands Antilles. It is tackled in the first instance by describing the existing system of trade of the Netherlands Antilles with a view to determining the import and export structures and the specific nature and extent of trade in goods and services between the Netherlands Antilles and CARICOM. 1 Netherlands Antilles: Elements of a Strategy for Economic Recovery and Sustainable Growth. A presente tese busca estabelecer relações entre as práticas participativas institucionalizadas no Brasil, no recente período democrático, e o desenvolvimento em suas dimensões econômica, social, jurídica e política, com ênfase em seu caráter inclusivo ou distributivo, além de sustentável. Este é o modelo de desenvolvimento referido aqui como abrangente, ressaltando, ainda, que neste conceito as diferentes dimensões e atributos do desenvolvimento são considerados não como etapas sucessivas ou causais, mas como elementos constitutivos que se complementam em favor de uma integridade conceitual. Por sua vez, as práticas participativas aqui consideradas são as que se desenrolam em instâncias híbridas que pertencem tanto ao Estado como à sociedade civil e por isso são tratadas preferencialmente como interfaces socioestatais. A partir da observação de uma amostra desses arranjos, propõe inicialmente as seguintes questões: (a) a participação social tem contribuído com o Estado na elaboração, implementação e controle de programas e políticas públicas inclusivos e de relevância para o modelo de desenvolvimento proposto? (b) a crescente formalização institucional da participação, tendente a um certo grau de centralização ou coordenação, contribui para a sua racionalidade e efetividade ou pode antes contribuir para a sua burocratização e a descaracterização de sua genuinidade? As hipóteses propostas são a de que a participação potencializa o desenvolvimento abrangente e que este só é realizável como fruto de uma gestão cooperativa entre a estrutura estatal e o conjunto de cidadãos, própria da democracia participativa e que a institucionalização pode contribuir para a racionalidade e organicidade no tratamento dos pactos elaborados nessas instâncias, além de contribuir para a consolidação de um capital social e institucional.

O presente trabalho propõe um estudo sobre a inserção de bebês em creches públicas no município de São Paulo. De acordo com Rosemberg (2010), a infância constitui fase importantíssima na formação da criança e embora a duração da primeira infância seja de curta duração, considerando-se a expectativa de vida de 70 anos, ela constitui a vida inteira dos bebês e das crianças pequenas. Nos dias atuais os bebês ingressam na creche a partir dos quatro meses de idade e lá permanecem por até dez horas. Nesse sentido, esta pesquisa buscou compreender as políticas públicas para esse atendimento, o qual, com a Constituição de 1988, foi considerado a primeira etapa da Educação Básica compondo a Educação Infantil brasileira, de oferta obrigatória e direito das crianças, garantindo, em complementação à família, o desenvolvimento integral da criança pequena. Desse contexto, alguns questionamentos foram trazidos para a discussão: quais as propostas de atendimento de bebês na creche e como funcionam as instituições que os recebem? Qual o olhar das políticas públicas para esse segmento de educação? A Constituição garante o ingresso dos bebês na creche, mas e seu desenvolvimento integral, está garantido? Recentemente atrelada à esfera educacional, a creche tem o desafio de compreender seu papel com essas crianças, desvinculando-se de práticas apenas assistencialistas e higienistas, e de construir novas concepções acerca desse atendimento. Tais concepções ficam explícitas não nas politicas públicas, mas efetivam-se na prática da creche, nas atividades desenvolvidas, nos espaços e processos pedagógicos pensados para receber o bebê. Em face do exposto, esta pesquisa possibilitou inferir que, apesar dos avanços acerca do atendimento educacional ofertado a primeira infância, falta ainda clareza por parte da sociedade em geral, sobre a importância de uma educação de qualidade para as crianças pequenas e seu impacto na formação humana. Essa lacuna merece o olhar das políticas públicas, uma vez que demanda ações nas diversas instâncias da creche, desde a formação e a valorização do professor de Educação Infantil, até a estrutura física e a escassez das vagas. Os poucos estudos que discutem tais políticas para a educação de bebês nas creches, justificam a realização deste trabalho.

The Green Economy offers real possibilities for productive innovation, economic growth and employment creation in Spain. These three factors are critical to facilitate the necessary change in the productive model to overcome the crisis. However, the measures taken by the current Conservative government have moved in the opposite direction: significant cutting in incentives for renewable, increasing tax burden on renewable energy production to self-consumption and privatizing public spaces of social and environmental interest. This hinders the achievement of the environmental objectives of the Europe 2020 strategy. A strategy that is born already in itself highly limited, unambitious and subordinated to the interests of energy oligopolies and the imperatives of the Stability and Growth Pact (Maastricht) and the Austerity policies imposed from EU institutions to overcome the 2008 financial crisis. So the Ecological Transition goes further, claiming a substantially change in Economic Policy away form the increasing commodification proposed by the Green Economy. Despite these limitations, young and unemployed people have much to gain from a comprehensive development of environmental industries. Therefore, innovative-sustainable plans, investment and training in green sectors are necessary to make easier the transition from a services low-valued economy to an innovative and sustainable model to make our country an environmental reference in Europe.

Sports and recreation management is addressed here using a model that combines the policies and methodologies applied in the Costa Rican context as a result of a concern to identify the real needs in the sports, recreation, and health promotion fields through the different manifestations of human movement. This approach has been developed during eight years of work in the Costa Rican Sports and Recreation Institute (Instituto Costarricense del Deporte y la Recreación-ICODER) together with different Costa Rican communities, both rural and urban, and local organizations, such as Comprehensive Development Community Associations, Sports and Recreation Community Boards (CCDR), Municipal Mayorships, and NGOs, among others. This article particularly takes into consideration the experience of the CCDRs as entities that have been given the responsibility by the Costa Rican Government to promote and manage municipal sports and recreation services with a convenient offering that would meet the needs of users or customers. In this way, this article is aimed at answering the question on how Boards should conduct an efficient management in a way that they also meet the needs of public users or customers in the municipalities of the country, by proposing a management model that serves as an additional instrument to improving the already existing services managed by the aforementioned entities. This study presents a model of Costa Rican management structured with the theoretical elements that currently define the organization and planning of sports and recreation as a service.

This paper identifies the parameters required to create opportunities that would strengthen the social fabric and would promote a comprehensive development through the artistic expression as a method for expressing feelings and constructing –cultural and social– identities as individuals, which, in our global context have been eroded by the homogenization of experiences.

Esta tese é o resultado de uma pesquisa no plural, realizada a partir de uma escola pública exemplar de onde se pluralizaram os procedimentos metodológicos, os lugares e as pessoas, bem como os resultados que apresento. Tudo mobilizado por uma questão central relativa aos sentidos e relevância dos artistas e brincantes brasileiros que, majoritariamente se conectam à formação de docentes para a educação infantil. Dividido em seis capítulos ou movimentos, o trabalho possui variações em termos de gêneros textuais. Alguns tópicos possuem características acadêmicas convencionais, outros são apresentados em formas de ensaios e contos pedagógicos e até em formato de vídeo. Constata-se, por meio da tese que múltiplos conhecimentos e saberes oriundos desses sujeitos, ou seja, as linguagens artísticas e o brincar aparecem como elementos imprescindíveis nas normas da educação infantil tornando-os indispensáveis para o amplo desenvolvimento das crianças sendo, por isso, fundamentais na profissionalização das professoras da primeira infância. Por essa perspectiva é que se concebe como pedagogia o conjunto de saberes originários da cultura das infâncias brasileiras, consubstanciados por artistas e brincantes formadores e não formadores, aqueles que se lançam a apreenderem diversos elementos de natureza artística e lúdica dessas infâncias que, vistas, revistas, mantidas, transformadas e reinventadas, se voltam aos educandos infantis. É justamente por meio do predicado de unidade que se admite tal concepção: pedagogia de artistas e brincantes! Uma pedagogia que não se define pela imposição de estruturas curriculares oficiais, mas que conforma uma unidade pedagógica por reunir ações, conteúdos e experiências que reverberam, consequentemente, no cotidiano das escolas.

The article is composed of two sections. The first one is a critical review of the three main alternative indices to GDP which were proposed in the last decades – the Human Development Index (HDI), the Genuine Progress Indicator (GPI), and the Happy Planet Index (HPI) – which is made on the basis of conceptual foundations, rather than looking at issues of statistical consistency or mathematical refinement as most of the literature does. The pars construens aims to propose an alternative measure, the composite wealth index, consistent with an approach to development based on the notion of composite wealth, which is in turn derived from an empirical common sense criterion. Arguably, this approach is suitable to be conveyed into an easily understandable and coherent indicator, and thus appropriate to track development in its various dimensions: simple in its formulation, the wealth approach can incorporate social and ecological goals without significant alterations in conceptual foundations, while reducing to a minimum arbitrary weighting.

This report is Iowa’s Three-Year Plan, which serves as the application for federal Juvenile Justice and Delinquency Prevention Act formula grant funding (JJDP Act). The Division of Criminal and Juvenile Justice Planning (CJJP) wrote Iowa’s Three-Year Plan. CJJP is the state agency responsible for administering the JJDP Act in Iowa. Federal officials refer to state administering agencies as the state planning agency (SPA). The Plan was developed and approved by Iowa’s Juvenile Justice Advisory Council. That Council assists with administration of the JJDP Act, and also provides guidance and direction to the SPA, the Governor and the legislature regarding juvenile justice issues in Iowa. Federal officials refer to such state level groups as state advisory groups (SAG’s). The acronyms SPA and SAG are used through this report.
