This note reviews the political-scientific literature on European competition policy (ECP) in the 2000s. Based on a data set extracted from four well-known journals, and using an upfront methodology and explicit criteria, it analyzes the literature both quantitatively and qualitatively. On the quantitative side, it shows that, although a few sub-policy areas are still neglected, ECP is not the under-researched policy it used to be. On the qualitative side, the literature has greatly improved since the 1990s: Almost all articles now present a clear research question, and most advance specific theoretical claims/hypotheses. Yet, improvements can be made on research design, statistical testing, and, above all, state-of-the-art theorizing (e.g. in the game-theoretical treatment of delegation problems). Indeed, it is paradoxical that ECP specialists do not pay more attention to theoretical questions which are so central to the actual policy area they study.

The remarkable increase in trade flows and in migratory flows of highly educated people are two important features of globalization of the last decades. This paper extends a two-country model of inter- and intraindustry trade to a rich environment featuring technological differences, skill differences and the possibility of international labor mobility. The model is used to explain the patterns of trade and migration as countries remove barriers to trade and to labor mobility. We parameterize the model to match the features of the Western and Eastern European members of the EU and analyze first the effects of the trade liberalization which occured between 1989 and 2004, and then the gains and losses from migration which are expected to occur if legal barriers to labor mobility are substantially reduced. The lower barriers to migration would result in significant migration of skilled workers from Eastern European countries. Interestingly, this would not only benefit the migrants and most Western European workers but, via trade, it would also benefit the workers remaining in Eastern Europe. ¿Quién soporta los costes de la ‘reducción de costes’? La competencia entre empresas implica, lógicamente, que unas dejan de producir al quedarse sin demandantes y cansarse sus propietarios de perder dinero, mientras las exitosas mejoran sus resultados. Y las personas que trabajaban en las primeras pasan a la situación de parados. Cuando esta competencia empresarial es interna a un país, existen –o existe la posibilidad de instrumentar- mecanismos de compensación (sistema de subsidios de paro). De alguna manera, mejor o peor, más o menos justamente, los que salen ganando comparten así parte de sus ganancias con los que salen perdiendo. Pero respecto al mismo tipo de consecuencias, cuando la competencia es internacional tales mecanismos de compensación no existen. Ni siquiera en la UE los hay aún. ¿No deberíamos pensar en hacer algo al respecto?

Increasing evidence support the claim that international trade enhances innovation and productivity growth through an increase in competition. This paper develops a two-country endogenous growth model, with firm specific R&D and a continuum of oligopolistic sectors under Cournot competition to provide a theoretical support to this claim. Since countries are assumed to produce the same set of varieties, trade openness makes markets more competitive, reducing prices and increasing quantities. Under Cournot competition, trade is pro-competitive. Since firms undertake cost reducing innovations, the increase in production induced by a more competitive market push firms to innovate more. Consequently, a reduction on trade barriers enhances growth by reducing domestic firm's market power.

In a recent paper Tishler and Milstein (2009) fi…nd that increased competition may increase aggregate R&D spending while market output decreases. Therefore, they obtain the surprising result that R&D spending is excessive when competition becomes intense. Their result is based on the standard linear demand function for differentiated products introduced by Bowley (1924) where decreased product differentiation is interpreted as more competitive pressure. In this paper I show that at an aggregate level this interpretation is problematic because equilibrium effects are dominated by a demand reduction effect. A slight modifi…cation of the standard demand function eliminates this effect. For the Tishler and Milstein (2009) setting it is shown that then increased competition increases both R&D spending and aggregate market output. En un context de crisi, els Estats es troben en un trade-off entre “relaxar” el sistema de control d’ajudes d’Estat per reduir l’impacte de la recessió, o mantenir-lo i evitar així distorsions competitives. Es tracta d’un cas especial de trade-off entre el curt i el llarg termini. La present recerca investiga com la política europea ha gestionat la demanda d’ajudes públiques durant la recent crisi financera. Es diferencia entre “llei” i “procediment”, i es determina que mentre la primera s’ha adaptat al nou context de crisi per donar cabuda a mesures de rescat, una sèrie d’evidències suggereixen que el segon s’ha “relaxat”, i que pot haver estat una estratègia second best per reduir el risc moral associat als rescats i una estratègia necessària per a mantenir el propi sistema de control d’ajudes d’Estat

Relevant market definition is still a key element of economic analysis of competition in the gasoline market. It is particularly difficult to handle when competition is local and market power is geographically constrained like is the case in the gasoline market. We analyse how the application of the hypothetical monopolist or Small but Significant Non-Transitory Increase in Prices (SSNIP) test performs for defining isochrones using only information on prices and distance among competitors. We conclude that geographic information systems can be very successfully used to define more precisely relevant geographic market in the gasoline retailing. The application to the Spanish gasoline market concludes that geographic relevant market is composed by 5-6 minutes of travel time. Localised market power should be taken into account when analysing the adverse effects of mergers and entry regulations in gasoline retailing. Only drawing small enough isochrones will drive competition in local markets because it is just close rivals that compete effectively with each other.
TIC, orientación al mercado e innovación de producto : un análisis empírico para la empresa catalana

El propòsit d'aquest treball és explorar si una orientació proactiva al mercat inhibeix o potencia el desenvolupament de nous productes. Més concretament, vol establir si els factors que són antecedents i conseqüències d'aquesta orientació contribueixen en major o menor grau a discriminar entre les empreses que innoven en producte. La investigació, per a una mostra representativa de 2.038 empreses catalanes (que desenvolupen l'activitat a Catalunya i estratificades per sector d'activitat i dimensió) l'any 2003, va permetre contrastar les hipòtesis inicials i establir la relació que hi ha entre els factors analitzats en l'estudi.Dos resultats principals emergeixen de l'anàlisi. El primer és que els principis filosòfics que determinen una orientació proactiva al mercat, i també les implicacions estratègiques que aquesta té, potencien clarament el desenvolupament de nous productes per part de les empreses. El segon resultat obtingut és que el sector d'activitat a què pertany l'empresa determina el poder de cada un dels factors potenciadors.

Aquest article analitza l’evolució recent i les perspectives de futur de l’economia gironina en productivitat i competitivitat, és a dir, en la capacitat de l’economia de millorar el nivell de vida dels gironins

We analyze the effect of research joint ventures (RJVs) on consumer welfare in an international context when collusion can occur. The main novelty of our analysis is to study the differentiated effect of domestic and international RJVs. The recent literature shows that RJVs with collusion harm consumers. However, our results introduce a qualifi cation to this statement: international RJVs with collusion might be bene ficial for consumers when internationalization costs are high. The EU and US competition policy advises against RJVs that facilitate collusion on the grounds of their expected negative effects. Our results suggest that antitrust authorities should distinguish between domestic and international RJVs and, in certain cases, be more benevolent with international RJVs. Given that firms develop their activities in a network of multiple players, interfirm rivalry is not only a matter of direct competitors, but also of indirect competition. In spite of this, the literature on competitive dynamics tends to focus on analyzing rivalry as an exclusive function of the competitive relationship between a focal firm and its direct rivals. In this article, we extend competitive dynamics literature by considering how focal firms are affected by the relationships of their rivals with third-party firms. Specifically, we study the effect that the multimarket contacts of rivals produces on the performance of the focal firm. Additionally, we incorporate the idea that there are different strategic options for operating in an industry that affect the intensity of multimarket contact externalities. Our results show that multimarket contact among firms causes externalities that indirectly affect firms that are not directly involved in this competitive relationship. We find that multimarket contact externalities differ between and within strategic groups.

El principal objectiu d'aquest estudi és reflectir quins són els principals factors competitius per a les pymes a Catalunya. Per això, es va escollir una mostra de 1000 empreses de diferents sectors i amb els límits que marca la Unió Europea per a definir una pyme. A partir d'aquí, es va analitzar la informació financera. Amb aquesta font d'informació, es va poder arribar a la conclusió que tots aquells aspectes relacionats amb el personal i reflectits a través de ràtios, eren els més significatius estadísticament per a poder explicar la rendibilitat en les empreses. També es va enviar un qüestionari a la mostra esmentada i es va preguntar el punt de vista del gestor o empresari. Només 50 empreses van contestar, i una vegada més, el factor humà es va revelar com el més important. S'ha d'assenyalar que altres elements tals com la inversió en tecnologia, que s'esperava fossin significatius, no van donar els resultats esperats en el sentit que cap altre fos considerat tan rellevant com els recursos humans.

This paper gives new evidence on the relationship between integration and industrial agglomeration in the presence of scale economies, by testing directly one of the predictions that can be derived from Krugman (1991), that is, the existence of regional nominal wage gradients and its transformation following changes in trade regimes. Our case study analyzes the effects of the substitution of an open economy by a closed economy regime, exactly the opposite process studied by Hanson (1996, 1997). In Spain, during the interwar period, protectionist policies would have favored the loss of centrality of the coastal location (Barcelona) and the relative rise of central locations (such as Madrid). Our results indicate the existence of a wage gradient centered in Barcelona during the interwar period (1914-1930) and its weakening after 1925.

New economic geography models show that there may be a strong relationship between economic integration and the geographical concentration of industries. Nevertheless, this relationship is neither unique nor stable, and may follow a ?-shaped pattern in the long term. The aim of the present paper is to analyze the evolution of the geographical concentration of manufacturing across Spanish regions during the period 1856-1995. We construct several geographical concentration indices for different points in time over these 140 years. The analysis is carried out at two levels of aggregation, in regions corresponding to the NUTS-II and NUTS-III classifications. We confirm that the process of economic integration stimulated the geographical concentration of industrial activity. Nevertheless, the localization coefficients only started to fall after the beginning of the integration of the Spanish Economy into the international markets in the mid-70s, and this new path was not interrupted by Spain¿s entry in the European Union some years later

Este trabajo analiza si las series de Contabilidad Nacional Trimestral de España son excesivamente suaves y, por lo tanto, si son realmente informativas de la evolución de la economía española a corto plazo. Mediante la utilización de las técnicas de análisis espectral se observa que las series trimestrales españolas presentan una variabilidad mayor que las de otros países de la OCDE en el intervalo de frecuencias más bajas (asociadas al comportamiento de la serie a largo plazo ) y una variabilidad menor en el intervalo de frecuencias más altas (asociadas al ruido que contiene la serie). El motivo de este comportamiento diferencial de las series trimestrales españolas se encuentra en el método utilizado por el Instituto Nacional de Estadística por estimar la señal ciclo-tendencia de los indicadores utilizados como referencia, concretamente, el conocido como filtro de líneas aéreas modificado (LAM)
