International donors and state bureaucrats in the developing world have promoted decentralization reform as the primary means to achieve equitable, efficient and sustainable natural resource management. Relatively few studies, however, consider the power interests at stake. Why do state agencies decentralize power, what political patterns unfold, and how do outcomes affect the responses of resource users? This paper explores decentralization reform by investigating the political processes behind the Philippine state's decisions to transfer authority over national parks management to local government units. Drawing on a case of devolved management at Puerto Princesa Subterranean River National Park, Palawan Island, we examine how political motives situated at different institutional scales affect the broader process of decentralization, the structure of management institutions, and overall livelihood security. We demonstrate how power struggles between the Philippine state and City Government of Palawan over the right to manage the national park have impacted the livelihood support offered by community-based conservation. One of the main challenges of emergency management lies in communicating risks to the public. On some occasions, risk communicators might seek to increase awareness over emerging risks, while on others the aim might be to avoid escalation of public reactions. Social media accounts offer an opportunity to rapidly distribute critical information and in doing so to mitigate the impact of emergencies by influencing public reactions. This article draws on theories of risk and emergency communication in order to consider the impact of Twitter as a tool for communicating risks to the public. We analyse 10,020 Twitter messages posted by the official accounts of UK local government authorities (councils) in the context of two major emergencies: the heavy snow of December 2010 and the riots of August 2011. Twitter was used in a variety of ways to communicate and manage associated risks including messages to provide official updates, encourage protective behaviour, increase awareness and guide public attention to mitigating actions. We discuss the importance of social media as means of increasing confidence in emergency management institutions.

This research inquires into the value of two commonmanagement technologies’, namely ISO 9001 and project management. To avoid certain methodological problems, we study the value of these micro-level practices by inductively analysing macro-level data, specifically the intensity of project management and ISO 9001 certification (termed project management score and ISO 9001 score) in different countries against national measures of wealth and innovation. There is no correlation between ISO 9001 score and innovation, while high ISO 9001 scores are correlated with decreasing levels of wealth. The project management score is positively correlated with wealth and with innovation, though very high project management scores are negatively correlated with innovation. The study includes a cluster analysis which finds that, with one exception, countries tend to adopt either project management or ISO 9001 but not both. The analysis indicates that project management is more likely to be associated with high innovation and high wealth than ISO 9001.

Fisheries are very important to Uganda's economy. The sector provides a vital source of food, recreation, trade and socioeconomic well being for the people and community globally. The fisheries of small lakes are important for producing fish for local populations who are not near the large lakes. These satellite lakes support important fisheries and other economic activities like fishing, water for domestic purposes and tourism, besides socio-cultural values. A number-of fish;- species, some of which were found only in Lake Victoria have been depleted through over-exploitation, introduction of exotics especiaily Nile perch and environmental degradation. Some of these fishes have been observed to survive in satellite lakes in the Victoria and Kyoga Lake basins. The Nabugabo satellite lakes (Manywa, Kayugi and Kayanja) contain endemic Cichlid fish species acting as reservoirs and therefore very important for conservation of fish biodiversity. Despite the socio-economic importance and uniqueness of these satellite lakes little research on socio-economic studies has been carried out. The sustainability of the lake is being threatened by increasing human activities. The fish stocks and species diversity are declining and this poses a threat to the livelihood of the people who depend on fish for food and income. Arising from this need a study was carried out to establish the socio-economic aspects of Nabugabo fisheries and implications for management, on which basis resource users would be made aware of the impacts of their activities. It was hoped that this would go further to ensure wise use and management of the resources by the users. The specific objectives were identifying activities around the lake, establishing socioeconomic values attached to the lake, identifying problems of the lake and resource users and examining existing local based management institutions. Results show that the activities taking place around the lakes include fishing, farming, watering of animals, deforestation and charcoal burning, brick making, resort beach development and food and refreshment. The major problem facing the lake was found to be encroachment of Hippo grass (Vossia) on the lake, which is decreasing the size of the lake, and limiting open waters for fishing (this only applied to Lake Nabugabo). Other important problems include use of illegal fishing methods, declining fish stocks and loss of cultural identity. The resource users are most pressed by the low incomes resulting from poor fish catches, theft of gears and lack of market. On examining the resource base for the lakes, it was only Lake Nabugabo that had a Landing Management Committee. The other three lakes did not have leadership institutions in place except the local councils for the respective villages. This was probably due to observed limited fisheries activities. Majority of the respondents agreed that Government and other service providers should work jointly to supplement local beach management committees in the management of the lakes resources. This is a good gesture because with increase in fishing effort and rampant use of illegal fishing methods, there is need to strengthen management institutions present on the lake. This would require Government, local community and other service providers to work together in a participatory way to control environment-degrading activities and stop the use of illegal fishing methods. Burning of vegetation on the lake should be stopped since it enhances growth of this grass. Finally, traditional taboos; which are present on some of the Nabugabo lakes, should be enhanced, as away of preserving them.

A number of fish species once native only to Lakes Victoria and Kyoga have considerably declined over the years, and in some cases disappeared, due to over exploitation, introduction of exotic species especially the Nile Perch, and environmental degradation resulting from human activities. Some of the species have been observed to survive in satellite lakes in the Victoria and Kyoga Lake basins. The Nabugabo satellite lakes contain the endemic Cichlid fish species, Oreochromis esculentus and two haplochromine species previously found only in Lake Nabugabo. There is, therefore, need to conserve these species by ensuring sustainable use and management of the resources. The study revealed that the Nabugabo lakes provide a range of socio-economic benefits accruing from fishing, farming, logging, resort beach development and watering of animals. However, although these activities impact on the lakes ecosystems, the participation of resource users in management is limited because of the weak local management institutions operating on the lakes, hence the need to strengthen them through capacity building. It is recommended that Government should work jointly with the beach committees and fishing community in a participatory way to eliminate the use of destructive fishing practices and control the other environment degrading activities.

Australian Universities are very successful in attracting large number of international students. A large proportion of University revenue comes from the full fee paying international students. However, there have been many reports that international students face numerous problems when they arrive in Australia. The common management practice is to provide support staff services to deal with the orientation and welfare of international students. Such service units act as intermediaries between the students and the teaching and learning community of the university. However, the actual experience of international students may be difficult for support staff, counsellors, advisers and academic staff to anticipate. There is little information on the actual experience of students relative to their expectations. This study aimed at securing a deeper understanding of the contextually relevant issues facing by international students in Australian universities in order to develop management strategies aimed at improved teaching and learning outcomes for international students. Using a highly reliable survey questionnaire, a questionnaire survey was conducted among the international students at Queensland University of Technology (QUT), Brisbane, Australia. About 180 engineering students responded in the survey resulting in a response rate of 81%. Results indicate that international students face many difficulties including understanding colloquial language, Australian accent, cost of tuition, feelin isolation, safety, security, health services, accommodation and part time jobs. They also face difficulty in coping with learning methods in Australia, particularly in research report writing. However, they are happy with their lecturers and find them very helpful. Many of the students lacked the information regarding various community groups, recreational and sports facilities in Australia before arriving. Findings of the study show that there is a significant gap between the expectation of the students before coming to Australia and actual experience they experience here. Importantly, there is a lack of coordination between international students, international student services (ISS) and university management and as a consequence there have been little improvement in conditions. There is no direct link between student experience and University management. Many important suggestions arisen from this study and most important suggestion is that the student information system should be integrated with the University enterprise resource planning (ERP) to reduce the huge gap between international student expectation and actual experiences.

Ecosystem based management requires the integration of various types of assessment indicators. Understanding stakeholders' information preferences is important, in selecting those indicators that best support management and policy. Both the preferences of decision-makers and the general public may matter, in democratic participatory management institutions. This paper presents a multi-criteria analysis aimed at quantifying the relative importance to these groups of economic, ecological and socio-economic indicators usually considered when managing ecosystem services in a coastal development context. The Analytic Hierarchy Process (AHP) is applied within two nationwide surveys in Australia, and preferences of both the general public and decision-makers for these indicators are elicited and compared. Results show that, on average across both groups, the priority in assessing a generic coastal development project is for the ecological assessment of its impacts on marine biodiversity. Ecological assessment indicators are globally preferred to both economic and socio-economic indicators regardless of the nature of the impacts studied. These results are observed for a significantly larger proportion of decision-maker than general public respondents, questioning the extent to which the general public's preferences are well reflected in decision-making processes.

Executive Summary: For over three decades, scientists have been documenting the decline of coral reef ecosystems, amid increasing recognition of their value in supporting high biological diversity and their many benefits to human society. Coral reef ecosystems are recognized for their benefits on many levels, such as supporting economies by nurturing fisheries and providing for recreational and tourism opportunities, providing substances useful for medical purposes, performing essential ecosystem services that protect against coastal erosion, and provid-ing a diversity of other, more intangible contributions to many cultures. In the past decade, the increased awareness regarding coral reefs has prompted action by governmental and non-governmental organizations, including increased funding from the U.S. Congress for conservation of these important ecosystems and creation of the U.S. Coral Reef Task Force (USCRTF) to coordinate activities and implement conservation measures [Presidential Executive Order 13089]. Numerous partnerships forged among Federal agencies and state, local, non-governmental, academic and private partners support activities that range from basic science to systematic monitoring of ecosystem com-ponents and are conducted by government agencies, non-governmental organizations, universities, and the private sector. This report shares the results of many of these efforts in the framework of a broad assessment of the condition of coral reef ecosystems across 14 U.S. jurisdictions and Pacific Freely Associated States. This report relies heavily on quantitative, spatially-explicit data that has been collected in the recent past and comparisons with historical data, where possible. The success of this effort can be attributed to the dedication of over 160 report contributors who comprised the expert writing teams for each jurisdiction. The content of the report chapters are the result of their considerable collaborative efforts. The writing teams, which were organized by jurisdiction and comprised of experts from numerous research and management institutions, were provided a basic chapter outline and a length limit, but the content of each chapter was left entirely to their discretion. Each jurisdictional chapter in the report is structured to: 1) describe how each of the primary threats identified in the National Coral Reef Action Strategy (NCRAS) has manifested in the jurisdiction; 2) introduce ongoing monitoring and assessment activities relative to three major categories of inquiry – water quality, benthic habitats, and associated biological communities – and provide summary results in a data-rich format; and 3) highlight recent management activities that promote conservation of coral reef ecosystems.

A partir de 1994, com a cessão das terras e benfeitorias do extinto Instituto Penal Cândido Mendes na Vila Dois Rios, a Universidade do Estado do Rio de Janeiro (UERJ) passou a atuar na Ilha Grande (Angra dos Reis/RJ), de forma mais expressiva, fundando o Centro de Estudos Ambientais e Desenvolvimento Sustentável (CEADS). Em função da relevância socioambiental da Costa Verde, em especial, da Ilha Grande, e dos compromissos assumidos pela universidade com a implantação do CEADS, o presente estudo buscou avaliar como a gestão desse campus pode contribuir para o estabelecimento de políticas públicas que promovam a sustentabilidade socio-ambiental da Ilha Grande. Desta forma, a partir de um diagnóstico socioambiental da Costa Verde, com ênfase na Ilha Grande, foi realizada uma reflexão crítica sobre os processos de territorialização em Dois Rios e uma apreciação dos problemas socioambientais prioritários por meio da Análise da Cadeia Causal. Identificou-se como as principais causas raízes dos problemas prioritários da Ilha Grande, a fragilidade do sistema de governança (dificuldade de implementar acordos; dificuldade de mobilização social; falta de ordenamento dos diferentes níveis de governo; inadequada integração de considerações ambientais nas políticas públicas; impunidade; corrupção, precariedade da fiscalização) e causas políticas (conflitos entre diferentes instância públicas). Evidenciou-se, também, um distanciamento entre as instituições gestoras locais e os centros de produção de conhecimento que atuam na região, entre os quais a UERJ, através do CEADS. A partir do envolvimento institucional mais forte e de uma política ambiental a ser assumida como estratégia de gestão da UERJ como um todo, propõe-se a implantação de um ecocampus na unidade de Dois Rios, que oportunize à universidade contribuir, de forma pró-ativa, para a sustentabilidade da Costa Verde, sem exclusão da população local, assim como, realizar uma ampla reflexão e reformulação de suas práticas. The scoping mission team was composed of 14 people representing research institutions (RUPP), government (FiA, IFReDI), NGOs (ANKO, ADIC) and CGIAR institutions (WorldFish and Bioversity). The scoping trip was carried out over a 7-day period from April 28 to May 4 within eight (8) communities in Kampong Thom, Siem Reap, Battambang, Pursat and Kampong Chhnang. In addition, panel discussions were held with local government, fishery, agriculture and water management institutions, NGOs, the private sector and communities, and were convened in Siem Reap, Battambang and Pursat. The AAS scoping team focused their enquiries on five themes, and the findings of this report are presented in sections that highlight the opportunities, challenges and knowledge gaps related to each theme. The sections have been lightly edited to maintain the style and intention of the authors. The themes are: 1) AAS production systems--fish, rice, aquaculture. 2) Livelihoods, poverty, and gender equity . 3) Value chains and markets. 4) Institutions and governance. 5) Knowledge management and partnerships.

The monitoring of fish stocks as well as the magnitude, distribution and trends of fishing effort and fish catches is required for sound fisheries resources management. Conducting regular Catch Assessment Surveys (CASs) in Lake Victoria is one of the ways through which the partner states sharing the lake are generating information to contribute to the above process. The EU funded Implementation of a Fisheries Management Plan (IFMP) project for Lake Victoria through the Lake Victoria Fisheries Organisation (LVFO) is supporting the implementation of regionally harmonised CASs in Lake Victoria . The CASs under IFMP are following a statistical design laid down in Standard Operating Procedures (SOPs) agreed by the three partner states of the East African Community sharing the lake. In the Ugandan part of the lake, the CASs are carried out at 54 fish landing sites selected in the eleven riparian districts sharing the lake. The National Fisheries Resources Research Institute (NAFIRRI), Jinja; the Department of Fisheries Resources (DFR), Entebbe; and the Districts of Busia, Bugiri, Mayuge, Jinja, Mukono, Wakiso, Kampala, Mpigi, Masaka, Kalangala and Rakai jointly conduct the surveys. The CAS enumerators are recruited from the fishing communities and work under direct supervision of subcounty Fisheries Officers. NaFIRRI seeks to continue strengthening the engagement of the Beach Management Units (BMUs) and other fisheries Co-management Institutions in fisheries data collection .

In der vorliegenden Arbeit werden die Erfolge und Misserfolge der Freiraumpolitik im Ruhrgebiet untersucht. Ausgangspunkte sind der Freiraumschwund, der über einen Zeitraum von fast 200 Jahren dokumentiert wird, sowie die Gegenbewegungen, die sich für den Freiraumschutz einsetzen. Nach der Vorstellung einer Freiraumtypologie werden diese Entwicklungen in detaillierten historischen Abrissen für jeden Freiraumtyp dargestellt, woraus sich eine eigene Ruhrgebietsgeschichte - aus der Perspektive der Freiflächen und ihrer Nutzer - ergibt. Folgerichtig beginnt die vorliegende Arbeit nicht mit Kohle und Eisen, sondern mit der Land- und Forstwirtschaft. Anhand historischer Quellen wird die gängige Am-Anfang-war-die-Heide-These widerlegt, denn das Ruhrgebiet war waldreich und ein produktiver Agrarraum. Landwirtschaftliche Flächen- und Waldverluste sind die Basis der Siedlungstätigkeit. Ohne die Gemeinheitsteilungen im 19. Jahrhundert wären die Stadterweiterungen und Industrieansiedlungen im Ruhrgebiet nicht möglich gewesen. Die - in Grundzügen im Ersten Weltkrieg entwickelte - Agrarpolitik mit der Förderung von Produktivitätssteigerungen und Hofaufgaben erleichterte den weiteren Entzug von Agrarflächen, und genauso wirkt heute die Liberalisierung der Agrarmärkte. Alternative Ansätze (z.B. Direktvermarktung) konnten diesen Trend noch nicht aufhalten. Auch das Baumschutzgesetz von 1922 konnte die nationalsozialistischen Kahlschläge, die Waldverluste im Zweiten Weltkrieg und durch den Wiederaufbau nicht verhindern. Erst seit der Deindustrialisierung, der Aufforstung von Halden und der Umweltbewegung nehmen Wälder wieder zu. Demgegenüber treten Ende des 19. Jahrhunderts völlig neue Freiraumtypen auf. Die bürgerschaftliche Kleingartenbewegung wurde dank ihrer Bedeutung für die Ernährung in den Städten seit dem Ersten Weltkrieg vom Staat stark unterstützt, von den Nationalsozialisten gleichgeschaltet, konnte aber in den 1950er Jahren ihren bürgerschaftlichen Charakter und ihre Stärke wieder zurückgewinnen. Auch wenn Kleingärten als bauliche Reserveflächen missbraucht werden, geschieht dies nicht mehr ohne Ersatzland. Im Unterschied hierzu wurde die Stadtparkbewegung kommunalisiert. Sodann entstanden Volksparks mit Sportanlagen, ästhetisch ausgerichtete Gartenschauen, die breit gefächerten Revierparks der 1970er Jahre und neue Parktypen im Emscher Landschaftspark. 1920 wird der Siedlungsverband Ruhrkohlenbezirk gegründet, der mit den Verbandsgrünflächen ein eigenes Instrument zum Freiraumschutz und die Kompetenz zur Fluchtlinien- bzw. Bebauungsplanung erhielt. Inzwischen darf der Verband, vor einigen Jahren in den Regionalverband Ruhr umgewandelt, zu kommunalen Planungen nur noch Stellungnahmen abgeben. Schon früh versuchte der Verband, industrielles Ödland zu begrünen. Nach den Bahndammbegrünungen vor dem Zweiten Weltkrieg hat er seit den 1950er Jahren Halden aufgeforstet, bis in den 1990er Jahren der Aufbau des Emscher Landschaftsparks begann. Zechen- und Industriebrachen werden in neue Parks, Halden und Mülldeponien in Landmarken und Freizeitlandschaften verwandelt. Zu fragen ist, was aus diesen Geschichten für die Freiraumpolitik folgt. Zwei gegensätzliche Thesen werden diskutiert: die Tragedy of the Commons, die im Gemeineigentum die Ursache ökologischer Probleme sieht, während der Common-Property-Ansatz gerade in gemeinschaftlichen Nutzungen einen Ansatz für Problemlösungen sieht. Dabei liegt eine Besonderheit von Freiräumen in ihrem hohen Öffentlichkeitsgrad, d.h. dass sie von vielen Menschen genutzt werden und gleichzeitig mehrere, z.B. produktive, ökologische, politische oder berufliche Funktionen erfüllen. Untersucht wird, inwieweit erfolgreich gesicherte Freiflächen Merkmale von stabilen Common-Property-Institutionen tragen, d.h. welche Funktionen die Freiräume erfüllen, wie ihre Nutzung geregelt ist und vor allem welchen Einfluss die Nutzer auf Entscheidungen haben. Thesenhaft lässt sich zusammenfassen, dass ein Teil der Freiräume sein Wachstum einer derzeit unverzichtbaren Funktion verdankt, nämlich der Camouflage von Müll und Altlasten, die eine bauliche Nutzung ausschließen. Andere Freiräume verdanken ihren Bestand ihren vielfältigen Nutzungen, zur Erholung, durch Denkmäler, für Veranstaltungen, aber auch der Wertsteigerung für umliegende Wohngebiete. Ein kleiner Teil der Freiräume hat tatsächlich einen Common-Property-Charakter: Kleingartenanlagen, die von bürgerschaftlichen Gruppen gegründeten Parks sowie die Flächen, die durch Bürgerinitiativen o.ä. gegen eine bauliche Umnutzung verteidigt werden. Grund genug, um die Idee eines Netzwerks von Parkvereinen aufzugreifen, die sich von bürgerschaftlicher Seite aus für Freiräume einsetzen können.
