L’entre-deux-guerres représente une période charnière dans l’évolution de la pensée économique au Canada. Le contexte économique et social des années 1920-1940 est des plus favorables au foisonnement de nouvelles idées et de nouvelles approches. Face à la crise et à l’urgence d’en sortir, les économistes, les intellectuels et les milieux politiques commencent à se questionner sérieusement sur les dysfonctions du capitalisme et de l’économie de marché. Pénétrée par des courants émergents, dont le keynésianisme et le corporatisme, et en parallèle avec une discipline économique en pleine formation, la pensée économique évolue considérablement durant ces années alors que les économistes s’interrogent sur les orientations des politiques gouvernementales. L’étude des deux grandes revues d’économie-politique, L’Actualité économique et le Canadian Journal of Economics and Political Sciences, ainsi que l’analyse des travaux des principaux économistes de l’époque, incarnés par Harold A. Innis, W. A. Mackintosh, Esdras Minville et Édouard Montpetit, révèlent les nouvelles orientations face aux problèmes qui confronte le Canada.

L’objectif de cette étude est de saisir une image des éléments explicitement reconnaissables de la recherche en communication visibles dans les revues savantes Canadian Journal of Communication et dans Communication de 1974 à 2005. Il s’agit d’une analyse bibliométrique des articles publiés par les chercheurs d’institutions canadiennes et de leurs références bibliographiques. La bibliométrie est « l’application de méthodes statistiques aux livres et aux autres moyens de communication » (Pritchard, 1969: 348-349). C’est la première fois qu’une analyse de ce type est tentée dans ce corpus particulier. Nous nous sommes appuyés sur des postulats théoriques provenant de la sociologie des sciences et des études en communication scientifique. L’idée maîtresse est la suivante : l’activité scientifique est un « continuum de création de nouvelles connaissances » (Vassallo, 1999), dont l’organisation est basée sur l’échange d’information (Price, 1963; Crane, 1972), qui se traduit en reconnaissance sociale, en autorité scientifique, et constitue un investissement pour l’acquisition de crédibilité (Merton, 1938; Hagstrom, 1965; Bourdieu, 1975; Latour et Woolgar, 1986). À partir de l’analyse des articles, nous identifions s’ils sont le résultat de recherches empiriques ou fondamentales, ou le produit d’une réflexion critique. Il s’agit aussi de détecter les approches méthodologiques et les techniques d’investigation utilisées, ainsi que les sujets qui y sont abordés par les chercheurs. Nous détectons également les principaux lieux de recherche (universités et types de départements). Nous analysons aussi les thématiques des articles. Enfin, nous analysons des références bibliographiques des articles afin de cerner les sources d’idées qui y sont décelables. Notre corpus principal comporte 1154 articles et 12 840 titres de documents en référence. L’analyse bibliométrique des articles révèle ainsi une recherche canadienne en communication d’emblée qualitative, intéressée pour les spécificités historiques, le contexte social et la compréhension des interrelations sous-jacentes aux phénomènes de communication, en particulier, au Canada et au Québec. Au cœur de ces études se distingue principalement l’application de l’analyse de contenu qualitative dans les médias en général. Cependant, à partir de 1980, l’exploration du cinéma, de l’audiovisuel, des nouvelles technologies de l’information et de la communication, ainsi que la multiplication des sujets de recherche, annoncent un déplacement dans l’ordre des intérêts. Communication et le CJC, se distinguent cependant par l’origine linguistique des chercheurs qui y publient ainsi que dans les thématiques. L’analyse des références bibliographiques, et de leurs auteurs, met en relief l’intérêt partagé des chercheurs d’institutions universitaires canadiennes pour les agences de réglementation et les politiques gouvernementales canadiennes s’appuyant souvent sur l’analyse de documents législatifs et de rapports de diverses commissions d’enquête du gouvernement canadien. L’analyse révèle aussi les principales inspirations théoriques et méthodologiques des chercheurs. Parmi les plus citées, on voit Innis, McLuhan, Habermas, Tuchman, Bourdieu, Foucault, Raboy, et Rogers. Mais ces références évoluent dans le temps. On voit aussi une distinction relativement claire entre les sources citées par la recherche francophone et la recherche anglophone.

O Diretor da London School of Economics and Political Science (LSE), Craig Calhoun, foi recebido na terça-feira (29) pelo Presidente da Fundação Getulio Vargas, Carlos Ivan Simonsen Leal, durante visita institucional à FGV. Pela manhã, os presidentes das duas instituições tiveram uma reunião com a presença do Secretário-Executivo da LSE, Hugh Martin, do Diretor da DAPP, Marco Aurélio Ruediger, do Diretor da EPGE (Escola Brasileira de Economia e Finanças), Rubens Cysne, da Diretora-Executiva da Editora FGV, Marieta de Moraes Ferreira, e do Prof. Antônio Carlos Porto Gonçalves, também da EPGE. No encontro, foi discutido o maior intercâmbio de alunos entre a LSE e a FGV e em projetos de pesquisa. À tarde, Calhoun realizou uma visita à sede da DAPP, onde participou de uma reunião de apresentação dos métodos de monitoramento e análise de rede desenvolvidos pela DAPP. Participaram da reunião, além do Diretor da DAPP, os pesquisadores Roberta Novis, Amaro Grassi e Pedro Lenhard.

Protocorporatist West European countries in which economic interests were collectively organized adopted PR in the first quarter of the twentieth century, whereas liberal countries in which economic interests were not collectively organized did not. Political parties, as Marcus Kreuzer points out, choose electoral systems. So how do economic interests translate into party political incentives to adopt electoral reform? We argue that parties in protocorporatist countries were representative of and closely linked to economic interests. As electoral competition in single member districts increased sharply up to World War I, great difficulties resulted for the representative parties whose leaders were seen as interest committed. They could not credibly compete for votes outside their interest without leadership changes or reductions in interest influence. Proportional representation offered an obvious solution, allowing parties to target their own voters and their organized interest to continue effective influence in the legislature. In each respect, the opposite was true of liberal countries. Data on party preferences strongly confirm this model. Although the ‘chronicle of chronicles’ compiled at Worcester c1095-c1140 is now firmly attributed to John of Worcester, rather than Florence, major questions remain. A central issue is that the semi-autograph manuscript of the chronicle (now Oxford, Corpus Christi College, Ms 157) underwent several alterations to its structure and contents, as codicological evidence demonstrates. These included the incorporation of important illuminations, which have been surprisingly little considered in their overall manuscript context. This article focuses on these illuminations, and will argue that their presence in this version of the chronicle makes it something even more distinctive than the learned, revisionist chronological work of Marianus Scotus upon which it was based. John of Worcester’s chosen images are linked not only to his political narrative but also to theological works and to cutting-edge science, newly translated from Arabic. The presence of such miniatures in a twelfth-century chronicle is unique, and they are central to the final form given to the Worcester chronicle by John of Worcester himself in this key manuscript. Their analysis thus brings into focus the impressive assembly of materials which the chronicle offered to readers, to shape their understanding of ongoing events.

Purpose – The paper discusses the reasons and approaches used at three health organisations in introducing outsourcing. It specifically answers the question: why have managers of health organisations outsourced some functions in preference to others?

Design/methodology/approach – This research employs a case study method making use of qualitative analysis. The health organisations were chosen first as representatives of their type, and secondly due to the nature of the outsourcing decisions made. The first health organisation operates in the rural sector; the second is a metropolitan network; and the third is a large metropolitan hospital, which, in contrast to the other two case study organisations, had made only one decision to outsource, producing the largest outsourcing contract in health in Australia. Furthermore, this situation was distinctive as the contract was terminated and re-issued to another private sector organisation.

Findings – The reasons for outsourcing varied within and between health organisations. Although generally they were made on the bases of the characteristics of the labour market, employee skill levels and the nature of industrial relations, the perception of what was core, the level of internal management skills, the ability of internal teams to implement change and the relationship between management and staff. Even though cost savings and a downsized labour force resulted, generally these occurred even when services were not outsourced, through the use of other change processes, such as introducing new technology, changing structures and promoting workforce flexibility. The interplay of political reasons and economic effects was evident along with the political nature of the decision-making and processes used. The paper concludes that the power of managers was a moderating factor between the desire for outsourcing and whether outsourcing actually occurred.

Research limitations/implications – Although this research was conducted solely within the health sector it has implications for other public sector bodies and the private sector.

Practical implications – Managerial decision making can be enhanced with the exploration of the full complement of reasons for the outsourcing decision.

Originality/value – The paper has value to both academics researching in the public sector and public sector managers.
