El proyecto busca establecer las competencias que debe desempeñar el gestor cultural frente al reto de la cibercultura y la sociedad del conocimiento. A partir del análisis de las actividades de gestores en ejercicio y de la oferta de programas de formación se pueden elaborar nuevos significados e identificar nuevas prácticas del trabajo del gestor cultural en sus comunidades. La investigación del perfil profesional permitirá entender cómo fortalecer las redes sociales – integración social -; fomentar el reconocimiento de las diferencias – pluralismo -; promover el uso de TIC como vehículo de comunicación, proyección, formación de redes y gestión de comunidades; agenciar a los individuos y comunidades para una apropiación eficiente de sus saberes y tradiciones, de sus deberes y derechos como ciudadanos. Si la gestión cultural está íntimamente ligada a la construcción de nuevos sentidos de identidad, creatividad y participación democrática, entonces conocer, articular y fortalecer el perfil profesional de los gestores culturales coadyuvará para el logro de éstas y otras metas de la política cultural de Colombia.

Construyendo Legado Cultural es un modelo de gestión cultural sostenible aplicado al patrimonio cultural de Suesca Cundinamarca, que involucra a la comunidad en la gestión de proyectos culturales relacionados con el patrimonio, a través de la aplicación de un instrumento de acción participativa que le permite a la comunidad, con la mediación del gestor cultural, ser autogestora junto con el sector público y privado, de sus procesos culturales fortaleciendo su identidad cultural y fomentando el desarrollo del municipio.

Diseñar un modelo de gestión cultural que busca llevar el arte, la ciencia y la tecnología a distintas regiones y ciudades del país, iniciando en la ciudad de Tunja, por medio de una exposición itinerante que vincule estos tres campos de una manera transversal con el fin de acercar a los distintos públicos a experiencias vivenciales de aprendizajes, interacción y exploración. Estas experiencias tendrán lugar por medio de contenedores.

When it comes to human rights, the first thoughts that come to mind are the rights to life, liberty or equality, among others, which possess the concept of being fundamental. Commonly, culture and heritage are not usually considered as rights; however, as well as there is the right to own legal identity, there is also the right to enjoy a cultural identity. This paper deals precisely with the study of culture and cultural heritage as a human right. Cultural heritage’s meaning concept is analyzed, its enclosure between fundamental rights and the way that it should be protected, essentially by the State. The Ecuadorian case is also analyzed around their legislation and cultural management, in order to assess the treatment that this right has been received in the country.

Purpose – The purpose of this paper is to examine relational and task dimension of online communication and the associated emotional experience.

Design/methodology/approach – This paper examines four categories of work outcomes: emotional experiences of work, work attitudes, work dynamics and work behaviours; and links each to the cross-cultural online communication context.

Findings – It was found that diversity-oriented HRM can reduce the cultural fault-lines betweenindividualist and collectivist (IC) cultures, and thereby positively moderate the relationship between cross-cultural online communication and affective, cognitive and behavioural outcomes.

Practical implications – Diversity-oriented HRM can capitalize on an organisation’s cultural diversity and avoid cross-cultural misunderstandings. In a more practical sense, the research purports that combined use of IC HRM practices can produce greater efficiency and effectiveness in
online communications worldwide.

Originality/value – The paper provides an insight into the potential implications of increased use of information technology on cross-cultural communication, and human resource management. The significance of diversity-oriented human resource management in managing these implications is also highlighted.

The study analyzed regarding cultural policies developed in the city of North-EC Limoeiro by the Municipal Culture and Tourism (Semuc) in the period between the years 2005 and 2010. Period that marks the resumption of the figure of the State Ministry of Culture (MinC) as a major factor in formulating and implementing public policies in the area of culture in the country, especially with the creation of the National Culture System (CNS) and the preparation of National Culture Plan (NCP). The work was through research documents (laws) about what had legislated on culture in the city, the reports of consultation activities undertaken by Semuc and interviews with former managers, a former - employee and the Secretary of that folder. Thus, given the contemporary context where the culture is replaced by increasing visibility, the analysis undertaken on policies developed by cultural Semuc revealed the most diverse forms of action: investment in events (capture and promotion), the institution permanent cultural policies, cultural background, the appreciation of local culture, and specific actions

En este artículo se propone la reflexión acerca de la relación entre los campos cultural y político en la definición de las orientaciones de la política cultural en la Ciudad Autónoma de Buenos Aires (CABA) Argentina, en 2000-2010. Para ello se toma el incendio del local “República de Cromañón" ocurrido en diciembre del 2004, donde murieron 194 jóvenes y un número no determinado quedó afectado física y psicológicamente, y a consecuencia del cual fue destituido el Jefe de Gobierno Aníbal Ibarra. Se considera que la productividad de dicho acontecimiento resultó en un cambio de direccionalidad en la política cultural de la Ciudad Autónoma con consecuencias que excedieron el espacio local para proyectarse en el ámbito nacional. El análisis se realizó desde la perspectiva de la relativa autonomía de los campos (Pierre Bourdieu, 1995) y a partir de la hipótesis de la “autonomía variable" (Raymond Williams, 1982). En la máxima conducción del estado local, se encontraría una suerte de dominación de las instancias políticas sobre la gestión de la política cultural, en tanto que en la implementación de los programas, los técnicos y profesionales continúan desarrollan acciones que pueden resultar relativamente autónomas de las orientaciones del Ejecutivo de la CABA.

Understanding the cultural value systems of nations is a key factor in anticipating the behaviour of business managers and employees in a specific business environment. Many research studies have acknowledged the impact of culture on communication across nations and its impact on business operations, however no study has attempted to measure and quantify the cultural orientations of people originating from one nation, but working in two different national settings. This study adopted Kluckhohn and Strodtbeck's framework to examine cultural dimensions of a total of 580 Indian respondents comprising two groups: 429 Indian natives living and working in India and 151 Indian migrants living and working in the USA. It initially compares the cultural orientations of the total population of each of the two groups and then examines cultural differences in the same based on demographic characteristics consisting of occupation, gender, age, and level of education. The study found significant cultural value differences between the two groups on both levels of analysis. The theoretical and practical implications of these findings are discussed in detail.

This study examines the issues of `integration' of human resource management (HRM) into the corporate strategy, `devolvement' of HRM to line managers and the perceived influence of national culture on HRM in a cross-national comparative context. In order to achieve this, the cognition of personnel specialists from a matched sample of 48 Indian and British firms in the manufacturing sector using the `Visual Cards Sorting' and `CMAP2' methodologies are analyzed. The findings show that even where there is an apparent convergence of strategy — e.g., the desire of both Indian and British personnel managers to increase integration between HRM and business strategy, and to increase the level of devolvement to line managers, the two sets of specialists clearly follow a different logic of action, which is subject to a different set of cross-cultural influences. The implications of pursuing apparently similar HRM solutions in different cross-national contexts are considered. The analysis shows that HRM strategies, when considered in a cross-national context, vary a lot. Different logic leads to the adoption of similar HR strategies, and similar strategies in turn are perceived as producing different outcomes. This variance centres around the existence and perceived influence of several contextual variables such as industrial relations systems, operation of labour markets, and changes in business systems. Specific cross-cultural influences, along with different aspects of competitive business environment associated with the generic HR strategies of integration and devolvement in the two countries are highlighted. This research contributes to the fields of cross-cultural management research, international HRM and managerial and organizational cognition. It also has important messages for policy makers.
