Esta dissertação busca, através do estudo antropológico sobre o processo de etnogênese, inserir-se na ótica de produções científicas que abordam a temática dos territórios quilombolas no Brasil. Para tanto, se propõe a investigar, a partir do método etnográfico, o processo que engendra as identidades étnicas produzidas pelas ações protagonizadas por distintos agentes sociais. O universo de pesquisa abrange o território do Quilombo da Anastácia, no município de Viamão/RS, o qual vem construindo uma trajetória de resistência e luta naquilo que as falas nativas denominam como a busca pelas terras perdidas. A proposta é a análise do processo de etnogênese a partir do pleito reivindicatório de reconhecimento da posse territorial e do auto-reconhecimento como quilombolas, analisando como diferentes agentes sociais – as comunidades quilombolas, o movimento social negro em sua multiplicidade e agentes do poder público – atuam e contribuem para a (re) fabricação de identidades coletivas e étnicas. Este projeto atém-se na singularidade desse pleito, pois o RS – é um estado agrário e de majoritária população não negra – fato que contrasta com outros estados da nação, por conta disso ressalta-se, também, o processo de territorialização protagonizado pelo retorno dos parentes ao território de origem comum.

No Brasil, água e energia têm uma forte e histórica nterdependência, de forma que a contribuição da energia hidráulica ao desenvolvimento econômico do País tem sido expressiva, seja no atendimento às diversas demandas da economia, ou da própria sociedade, melhorando o conforto das habitações e a qualidade de vida das pessoas. Também desempenha papel importante na integração e desenvolvimento de regiões distantes dos grandes centros urbanos e industriais. A década de 70 registrou um crescimento elevado da demanda por energia elétrica no Brasil; reflexo de políticas desenvolvimentistas de governos anteriores que promoveram o crescimento industrial do País atraindo e criando indústrias de uso alto intensivo da letricidade. No caso da região Nordeste, o crescimento econômico trouxe consigo o risco de um grave racionamento de energia. Para eliminar tal risco, o Estado por intermédio do Sistema Eletrobras realizou a construção de grandes usinas hidrelétricas interligando-as ao sistema nacional. Não há como negar que esta solução provocou um grande benefício para grande parte da população brasileira, mas trouxe, para uma parcela do povo brasileiro, um custo social bastante elevado. Essas pessoas ficaram então conhecidas como os “atingidos por barragens”. Para eles, a construção das barragens de usinas como Itaipu, Tucuruí, Sobradinho e Itaparica significou o deslocamento compulsório dos locais aonde viviam e tinham suas tradições e referência culturais e afetivas. Esta pesquisa objetiva resgatar a memória deste período de grandes obras, promessas de desenvolvimento e marcas deixadas em milhares de famílias brasileiras. O estudo em questão é também uma tentativa de mostrar como o Programa de Reassentamento de Itaparica, projeto conduzido pela Companhia Hidro Elétrica do São Francisco – CHESF foi o marco de uma nova dinâmica para tratamento das questões sociais envolvendo a reparação de danos causados aos atingidos por barragens e se constitui talvez, no primeiro caso de Responsabilidade Social Corporativa do setor elétrico brasileiro.

The semiarid potiguar presents a quite discrepant. It is a region with one of the highest rates of artificial lake the world, but the policy of building dams to mitigate the problem of water scarcity does not solve, given that they have not demonstrated the ability to ensure supply human priority during periods of great drought and fail to solve the widespread demand existent in the semiarid. This work aims to present the optimal allocation of water, according to multiple uses and limited availability of water resources in the reservoir, from the simulation of the operation of the same, with the application of techniques to support decision making and performance evaluation alternatives for water use. The reservoir of Santa Cruz, the second largest reservoir of RN with storage capacity of approximately 600 million cubic meters, located about 20 km from the town of Apodi in RN, was conceived as a way to promote economic development in the region as well as the water supply of nearby towns. The techniques used are the simulation model of network flow ACQUANET and also the set of performance indicators. The results showed that the container has the capacity to serve up to 3,83m3/s flow required by existing uses, without any compromising the same. However, it was also observed that all anticipated future demands are implemented it will generate failures in meeting some uses

In Brazil, between the late nineteenth and early decades of the twentieth, polytechnic engineers assumed an important role in discussing the establishment of a modern country. The problem of drought in northeastern Brazil gave the professionals performance, within an interventional process more mounts, the conception plans and measures for the purposeful integration of the territory afflicted. With the foundation of Inspetoria de Obras Contra as Secas (IOCS), in 1909, the actions to combat drought and would be institutionalized, them, studies performed out by technical and scientific committees would be systematically applied in the Brazilian Northeast. So, This work was central objective understand the historical process inplantation of a whole infrastructure of modern character by professional technical and their consequences within the Northeast Geographic space, in specific, in the municipality of Acari in the State of Rio Grande do Norte, in the first half of the twentieth century. The politics of the government, through technical education and scientific engineers polytechnics, would emphasize, during the twentieth century, the building of dams, and irrigation canals, wells, railways, highways, between other elements, that would soon transform the physical space-northeast, specifically, the territory acariense. These works began to contribute to the setting of man backcountry their land, promote the regular practice of agriculture even in periods of drought and, the integration, especially, economic of territory acariense the other producing regions of Rio Grande do Norte and the Northeast as well as promoting the modification of the landscape of the world backcountry. These actions functioned as elements of modernity and progress that transformed the space by favoring by favoring the formation of urban networks (urban) in this space

Most methods employed to estimate the height of waves generated by the wind require the surface length over which the wind blows. The choice of method depends on the nature of the water body, being applicable to ocean areas or interior water bodies, such as bays, lakes and reservoirs. One of the usual solutions has been the direct usage of the method validated in ocean waters for interior waters, therefore, not taking into consideration the effect of the restriction imposed by the shores. Nevertheless, the excessive quantity of operations of the method applied to interior water bodies (where the shore is a restraint condition) may not assure a satisfactory precision degree, unless an accurate enough graphic base of the shore with the addition of the operator's subjectivity is used. Thus, this scientific community brings this discussion to light, proposing a classic solution based on the application of the adequate method to interior waters (Saville et al., 1954) via automatized processing. Therefore, a program in AutoLISP, a computational language, has been developed. The application of the program has determined the maximum wind fetches in Ilha Solteira, state of São Paulo, reservoir as being between 9.5 and 12.5 km, in contrast with a previous study which has predicted far longer fetches (factor of three).

The knowledge of the phytoplankton community, as an integral and dynamic processes of eutrophication, provides information essential for proper management and handling. A growing problem of cyanobacteria in reservoirs around the world as a result of artificial eutrophication processes, generating a particular concern, because some species produce cyanotoxins, which can cause adverse effects on human health. The present work aims to characterize the spatial and temporal dynamics of phytoplankton, assessing their potential as ecological indicator of water quality in reservoirs semiarid region. The samples of water were collected monthly between 2009 and 2011, at three points along the dam Armando Ribeiro Gonçalves / RN. In each sample were measured physico - chemical analysis of water and biological components. We conducted a scientific dissemination activity, with distribution and reading primer on eutrophication, informative talk about water quality, questionnaires and performing a play in a public school in the city of Itajá / RN. The reservoir was considered eutrophic in three points, taking into account the values of chlorophyll -a and phosphorus, adopted to characterize eutrophic environments of semi-arid areas. High density of cyanobacteria, with a maximum value of 2.227.862 cél.ml- 1 and minimum of 43.456 cél.ml- 1 was recorded in lentic and semilêntico points throughout the study, exceeding the levels of drinking water (20.000 cél.ml- 1) established in 2.914/2011 Ordinance of the Ministry of Health of Brazil. All samples contained microcystin, and 44 % had values superiores1μg L- 1. The thermal pattern of the water column showed micro stratifications with differences of less than 1 ° C from five feet deep. The distribution pattern was the type profile clinogrado with oxygen deficit in the bottom of the reservoir. Oxiclina from 10 meters depth was observed during the rainy season (May-June) in the two years of study. The phytoplankton community was represented by 10 functional groups: S1, M, H1, Lo, P, F, Sn, P, W2 and R. The assessment of the ecological status of the system by the index Q showed poor water quality. The results of the study show that the vertical variations were less pronounced than the seasonal variations of cyanobacteria and phytoplankton community in general in the reservoir. The presence of cyanotoxins confirms the need for the monitoring of water quality and measures to reduce eutrophication in water supply reservoirs semiarid RN and demonstrates the challenge for water managers and health authorities to ensure water quality and consequently minimize risks to human health. Compared to the lecture, the primer was considered more efficient in sensitizing the participants, featuring a dynamic practice, differentiated learning, create opportunities for students to rethink attitudes of respect and care for the environment, and shall have the opportunity to learn the subject content from your reality and living environment. Este trabalho teve como objetivo principal analisar as mudanças ocorridas no clima local onde o município de Apodi/RN está inserido, em virtude da construção da Barragem Santa Cruz do Apodi. Foram utilizadas para o tratamento dos dados climáticos precipitação pluviométrica, umidade relativa do ar e temperatura técnicas estatísticas como Desvio Padrão, Teste T, Coeficiente de Variação e Média aritmética, além do modelo matemático. Para o balanço hídrico foi aplicado o método de Thornthwait (1948), considerando dois períodos em análise: o anterior e posterior a construção da Barragem Santa Cruz do Apodi, respectivamente 1995 e 2005. os resultados obtidos permitiram inferir que a hipótese inicial levantada se confirma, ou seja, a construção da Barragem Santa Cruz do Apodi, está influenciando diretamente numa alteração no que concerne à condição atmosférica local, especialmente no parâmetro umidade relativa do ar. Quanto ao balanço hídrico, observou-se a predominância do déficit hídrico especialmente entre os meses de junho a janeiro, período de estiagem; um excedente ocorrente entre os meses de maio e junho, conseqüente do período chuvoso; e uma reposição hídrica antecedendo e sucedendo este período, chuvoso, ou seja, compreendendo os meses de fevereiro a junho. Todas as considerações e análises poderão contribuir para o planejamento de abastecimento d´água, a irrigação, auxílio na previsão de enchentes e estiagens, bem como o manejo do uso da água subterrânea

The Culicidae composition of the Barra Grande Lake Situated between the Municipalities of Esmeralda (Rio Grande do Sul State) and Anita Garibaldi (Santa Catarina State) was assessed by monthly samplings. Twenty-four species were identified from a total of 1, 185 specimens (74.7% as adults and 25.3% as immatures), with Aedes fluviatilis Lutz as the most frequent species. Several species are new records, and some of them are of public health interest. It is suggested that local environmental changes may alter the relationship between humans and vector mosquitoes.

The fiscal policies of national governments are an important instrument of economic policy, as they contribute directly or indirectly to growth and economic development. Since Keynes, the utilization of active fiscal policy is unavoidable during periods of crisis, especially a policy of public investment spending aimed at reducing macroeconomic uncertainty. In the same way, Abba Lerner and functional finances indicate the use of fiscal policy in favor of macroeconomic stability, and not according to a single objective of seeking equilibrium in the public accounts. However, at the present time, the debate on fiscal policy is not sufficient to guarantee public sector financial equilibrium. The article picks up on the contributions of Keynes and Abba Lerner regarding the importance of the public budget in economic activity, and discusses the present scenario for fiscal policy.

Hemiodus unimaculatus (Bloch, 1794) está entre as principais espécies desembarcadas na área de influência da Usina Hidrelétrica de Tucuruí (UHE Tucuruí), contudo são poucas as informações existentes sobre a pesca e biologia da espécie na área. Logo, o trabalho se propõe a verificar as mudanças espaciais na população de H. unimaculatus, determinar as curvas de seletividade das redes utilizadas e calcular alguns parâmetros de sua dinâmica populacional. O local de estudo corresponde à área localizada a partir da barragem da UHE Tucuruí, compreendendo Reservatório (zona de inundação) e Montante. As coletas foram efetuadas trimestralmente nos anos de 2001, 2003, 2005, 2006 e 2007 e semestralmente nos anos de 2002 e 2004, em cinco locais no reservatório e dois na montante, utilizando bateria de redes de emalhar de 50 m de comprimento e 3 m de altura, com malhas de 40, 60, 80 e 100 mm entre nós opostos. O teste de Kruskal-Wallis foi utilizado para comparar as médias de comprimento total e o peso dos espécimes ao nível de significância de 5%; a variação espaço-temporal das capturas foi determinada pela análise de Cluster e pelo SIMPER; a seletividade de rede pela construção das curvas de seleção; e os aspectos populacionais (crescimento, longevidade, mortalidade, recrutamento e o rendimento por recruta) com o auxílio do programa FISAT II. Os resultados demonstraram que as fêmeas são maiores e mais pesadas que os machos. No período inicial (2001-2003) a espécie dividia a área de estudo em zona de desova e crescimento, enquanto no período final (2005-2007) não havia diferença quanto o uso do espaço. A malha de 60 mm é a mais indicada para a pesca, considerando a captura de 50% de indivíduos adultos. A proporção sexual de 1,44:1 foi favorável as fêmeas (χ2c = 28,86; p < 0,0001). As relações peso total/comprimento total apresentaram correlação positiva, não diferindo entre os sexos (t = -0,097; p = 0,9229), sendo que machos e fêmeas exibiram crescimento do tipo isométrico. O fator de condição não foi diferente entre os pontos de coleta, sugerindo que a espécie utiliza toda a área de estudo como zona de alimentação. Os parâmetros de crescimento de von Bertalanffy foram L∞ = 358 mm, k = 0,55 ano-1 e t0 = -0,15 ano. As médias de mortalidade total e natural foram de 3,04 ano-1 e 0,7 ano-1, respectivamente. A taxa de explotação foi estimada em 0,77 e o rendimento por recruta mostrou que a taxa de exploração do estoque de H. unimaculatus deve ser reduzida em 52% para manter o recrutamento e a desova. Assim, com todas as informações geradas, é possível notar que as mudanças na estrutura e dinâmica espaço-temporal de H. unimaculatus são um processo de adaptação contínuo e o manejo pesqueiro adequado se torna essencial para a preservação da espécie. Para atingir esse objetivo, faz-se necessário rever a legislação pesqueira atual, buscando uma otimização do tamanho de malha para a captura da espécie, diminuir a taxa de exploração e monitorar regularmente a seletividade e os parâmetros populacionais.

The freshwater phytoplankton, responsible for a significant part of primary production in rivers and lakes, is of great importance for matter and energy available to other trophic levels of structuring aquatic food chains. In recent decades, the construction of dams, especially for the generation of electricity, produced changes not only in physical and chemical characteristics of rivers, but also in biocoenosis of these ecosystems. Thus, research is needed to expand the basic knowledge about these environments and subsidize actions appropriate conservation and management. Considering that lotic environments are relatively little studied, and the river-reservoir interaction, the work aims to analyze the limnological conditions and assemblies phytoplankton along the gradient established by the Itaipu reservoir and downstream stretch of the Paraná River. During two periods of the year, winter and summer, we analyzed nine sampling stations: one in lentic environment (the dam), six on the Parana River (each 5 km), at the mouth of a river Monday and another at the mouth of the Iguazu river. The phytoplankton community was composed of 315 taxa, with the class Bacillariophyceae most specious. At every point the richness was higher in summer and with a longitudinal trend in the increasing points after falling after the dam and the contribution of the tributaries. The number of taxa common to the three rivers was low in both study periods. The higher taxa can be explained by the variety of environments sampled, different residence times of water and nutrient concentrations, whereas the rivers Iguazu and Monday suffer high human influence. The greater abundance of organisms in the dam, in both periods, it should be the class Cryptophyceae contributing over 75% of total phytoplankton in point. Interventions in nature made by man are very common since the beginnings of human history, especially in the case regarding the storage of water. The construction of dams have been and still are fundamental in maintaining human life due to the vital importance that water plays. The size of these structures vary according to need, such as water catchment, fish-farming or electricity generation. Embankment dams are the most common type of these structures. Can be defined as dams natural material obtained from loan chambers located near the dam site. This type of barrier may be divided into earth dams and rockfill dams. The study area covers an earth dam located in Cordeirópolis (SP) and is essentially composed of diabases altered soil of the Serra Geral Formation of the Paraná Basin. With the aid of geophysics, more specifically of the Electrical Resistivity method, the aim is to check any water infiltration zones in the dam's body. Given the risks associated with water seepage in earth dams, that may generate breakdown structures, erosion, and consequently accidents and / or harmful factors in the nearby areas. One of the main structural problems married by water infiltration is the possible generation of pipes that could jeopardize the dam structure. This work aims to contribute towards the evaluation of the effectiveness of using an indirect technique of research and monitoring in aid to direct research techniques such as piezometers and drive stakes. The results are presented in the form of 2D and 3D geophysical models, the analysis shows a low resistivity zone with typical values of the presence of humidity originating upstream of the dam and downstream bottleneck trend, that are the basis for interpretation by percolation or not water in the dam

This article aims to point out the changes occured in the life story of the resettled Irapé Hydroelectric Power Plant in Jequitinhonha Vale, Minas Gerais. The study was conducted in the Community Reminiscent of Porto Coris Quilombo in Leme do Prado - MG. For this, we used as the main method the case-study, with information collected from written documents, interviews, participant observation and participation in meetings of neighborhood associations that form the resettlement. Through this study, confirmed that the life trajectory of these resettled populations at Irapé is marked by the inevitability that a forced resettlement process has.
