Assessing the ways in which rural agrarian areas provide Cultural Ecosystem Services (CES) is proving difficult to achieve. This research has developed an innovative methodological approach named as Multi Scale Indicator Framework (MSIF) for capturing the CES embedded into the rural agrarian areas. This framework reconciles a literature review with a transdisciplinary participatory workshop. Both of these sources reveal that societal preferences diverge upon judgemental criteria which in turn relate to different visual concepts that can be drawn from analyzing attributes, elements, features and characteristics of rural areas. We contend that it is now possible to list a group of possible multi scale indicators for stewardship, diversity and aesthetics. These results might also be of use for improving any existing European indicators frameworks by also including CES. This research carries major implications for policy at different levels of governance, as it makes possible to target and monitor policy instruments to the physical rural settings so that cultural dimensions are adequately considered. There is still work to be developed on regional specific values and thresholds for each criteria and its indicator set. In practical terms, by developing the conceptual design within a common framework as described in this paper, a considerable step forward toward the inclusion of the cultural dimension in European wide assessments can be made

ABSTRACT In 1979 Nicaragua, under the Sandinistas, experienced a genuine, socialist, full scale, agrarian revolution. This thesis examines whether Jeffery Paige's theory of agrarian revolutions would have been successful in predicting this revolution and ln predicting non-revolution in the neighboring country of Honduras. The thesis begins by setting Paige's theory in the tradition of radical theories of revolution. It then derives four propositions from Paige's theory which suggest the patterns of export crops, land tenure changes and class configurations which are necessary for an agrarian and socialist revolution. These propositions are tested against evidence from the twentieth century histories of economic, social and political change in Nicaragua and Honduras. The thesis concludes that Paige's theory does help to explain the occurrence of agrarian revolution in Nicaragua and non-revolution in Honduras. A fifth proposition derived from Paige's theory proved less useful in explaining the specific areas within Nicaragua that were most receptive to Sandinista revolutionary activity.

The work presented in this report is part of the effort to define the landscape state and diversity indicator in the frame of COM (2006) 508 “Development of agri-environmental indicators for monitoring the integration of environmental concerns into the common agricultural policy”. The Communication classifies the indicators according to their level of development, which, for the landscape indicator is “in need of substantial improvements in order to become fully operational”. For this reason a full re-definition of the indicator has been carried out, following the initial proposal presented in the frame of the IRENA operation (“Indicator Reporting on the Integration of Environmental Concerns into Agricultural Policy”). The new proposal for the landscape state and diversity indicator is structured in three components: the first concerns the degree of naturalness, the second landscape structure, the third the societal appreciation of the rural landscape. While the first two components rely on a strong bulk of existing literature, the development of the methodology has made evident the need for further analysis of the third component, which is based on a newly proposed top-down approach. This report presents an in-depth analysis of such component of the indicator, and the effort to include a social dimension in large scale landscape assessment.

A focus on crisis provides a methodological window to understand how agrarian change shapes producer engagement in fair trade. This orientation challenges a seperation between the market and development, situating fair trade within global processes that incorporate agrarian histories of social change and conflict. Reframing crisis as a condition of agrarian life, rather than emphasizing its cyclical manifestation within the global economy, reveals how market-driven development encompasses the material conditions of peoples' existence in ambiguous and contradictory ways. Drawing on the case of coffee production in Nicaragua, experiences of crisis demonstrate that greater attention needs to be paid to the socioeconomic and political dimensions of development within regional commodity assemblages to address entrenched power relations and unequal access to land and resources. This questions moral certainties when examining the paradox of working in and against the market, and suggests that a better understanding of specific trajectories of development could improve fair trade's objective of enhancing producer livelihoods.

A evolução de políticas públicas na esfera rural, anteriormente desenvolvida pelo Ministério da Agricultura, passando para o Ministério do Desenvolvimento Agrário e ganhando prioridade na agenda do governo a partir do mandato do ex-presidente Luis Inácio Lula da Silva ao incorporar no Ministério da Casa Civil a política pública dos Territórios da Cidadania, demonstra o retorno da importância da esfera rural brasileira e de sua população para o desenvolvimento real do país. Tendo a certeza de que a política pública hoje, gerida pelo Ministério da Casa Civil, apresenta um histórico evolutivo e que desde o final da década de 90 já priorizava como ação estratégica a gestão social como pressuposto para uma atuação do Estado pautado por ações e critérios republicanos, foi realizado um levantamento de algumas explicações que apontam a mudança da ação estatal para uma gestão que incorpora a população como um agente importante para o alcance das metas preestabelecidas pelo Estado. Sabendo da real importância do aspecto histórico para a evolução das políticas públicas, este estudo resgatou o Programa Nacional de Fortalecimento Familiar (PRONAF) como objeto de investigação, já que tal política apresenta-se como um grande marco para o desenvolvimento da gestão social nas políticas públicas territoriais. Foi realizada então uma análise de conteúdo de (4) relatórios institucionais que cobrem (4) estados e mais ou menos 100 municípios para evidenciar se as mudanças preconizadas pela atuação do conceito da gestão social estão efetivamente mudando a cultura política do país. O foco para verificação da presente questão ocorre a partir da análise dos Conselhos Municipais de Desenvolvimento Rural (CMDR). As constatações feitas a partir dos relatórios e interpretadas através das categorias trabalhadas no presente estudo demonstram que a realidade social brasileira ainda apresenta fragilidades advindas da formação social do país, apresentando-se como verdadeiros obstáculos para a efetivação do interesse coletivo e para a consolidação de um Estado brasileiro efetivamente republicano

The world`s ecology crisis has in the capitalism way of production one of the possible causes. The unstopped search for the profits, into unlimited exploration of limited resources, made a huge transformation in human relationships with the nature, causing environment devastation, shortage of resources and species disappearance. Arises the necessity of question the society model that we are and which brings this crisis state, while we are impelled to search an alternative way. The ecosociallist praxis blows marxist principles with ecological matters, bringing important contributions regarding alternatives to capital/exploratory modus, advocating for a social fair society and environmentally sustainable. This way, by bibliographic review, we will research about this theory which have been growing in academic middles. In the same way, we will analyze the rural social movements paper in the construct of this reality. President Cardoso delivered this address at the First Regional Conference in Follow-up to the World Summit for Social Development, held in Sao Paulo from 6 to 9 April 1997. On that occasion President Cardoso reviewed the issues examined at the World Summit, with special emphasis on poverty and the search for an environmentally sound, democratic form of development that will lead to a greater degree of social equity. Within this context, he discussed the relationship between economic and social factors, devoting particular attention to State reform, education, competitiveness and job creation. He also outlined the situation in Brazil with regard to economic development, education and health services, the neeed for agrarian reform based on the principle of equity, and respect for human rights. In concluding his statement, he stressed the need to overcome the traditional division between community and society and between the public and private spheres. To that end, he called for a re-examination of ethical considerations, not as an empty discussion of morality but rather as an effective means of motivating action for change.

Conclusiones y recomendaciones del Seminario cuyo objetivo fue analizar los problemas del campesinado andino en ecosistemas de altura relacionados con la penetración del estilo de desarrollo predominante en Latinoamérica, resaltando los complejos influjos recíprocos entre la oferta ambiental de recursos, las particularidades de los distintos pisos ecológicos, las formas y sistemas de organización social, los cambios y tendencias de la situación ambiental, para recomendar políticas de desarrollo que sean opciones viables para resolver los problemas del campesino de esas áreas. Incluye lista de participantes y documentos presentados.
