Under the circumstances of the desestatization that penetrate Brazilian economy in the 90‟s, new features in the monopoly of oil by the Union were designed by the constitutional amendment number 9. of 1995. This deep change in the legal regime of oil sector brought the possibility of entrance to small and medium size producers in this industry, especially through the production activities developed in mature and marginal fields of oil, which are located mainly in northeast region of Brazil. Considering that the intervention of state over the economy finds its guidelines and limits in Federal Constitution disposals, the present work investigated in which way states regulation, mainly through taxation rules, has obeyed the constitutional regime in force, and specially, the reduction of regional inequalities principle. By mean, firstly, of an analysis of central concepts (mature fields, marginal fields, small and medium size producers) we observed that the imprecision over the conceptual aspect has constituted an obstacle to a specific states‟ regulation, directed to this newborn class of producers, whose growth has been pursuit by the state. That is verified in the case of concession procedures, and also, concerning the taxation system applied to small and medium size producers. Examining the main constitutional principles related to this universe which are the legality, equality, privileged treatment to small enterprises, contributive capacity, and reduction of regional inequalities we conclude that it is legally possible, a truly specific regulation, including a special taxation regime, to the small and medium size producers whose activities are concentrate over mature-marginal fields, aiming the concretization of the Brazilian state main goals

The Six Sigma methodology consists of a program guided to the continuous improvement of enterprise processes, which aims at customer satisfaction, as well as increasing financial and operational profits. Considering that more than 99% of the Brazilian companies have up to five hundred employees, this study investigates how Six Sigma can be applied in small or medium size companies. This study was conducted based on literature review and application of the ideas in a medium size newspaper company, which manufactures newspapers that circulate daily in the state of Rio Grande do Norte. The results of the research point to the viability of use of the methodology in this market segment, as well as suggest a method that can be used in similar companies

Background and Objectives - Postoperative pain is one of the major discomforts but often under treated, especially in the pediatric patient. The aim of this study was to evaluate nasal morphine postoperative analgesia as an alternative drug administration route and show its applicability, effectiveness, tolerability and side effects. Methods - Participated in this study 20 patients aged 3 to 13 years, physical status ASA I and II sequentially submitted the different small and medium-size surgeries. Analgesia was obtained with nasal morphine hydrochloride in aqueous solution in variable concentrations of 2%, 1%, 0.5%, 0.25% and 0.125%. The dose for each instillation has been 0.1 mg.kg -1 at three-hour intervals for 36 postoperative hours. Quality of analgesia in pre-verbal age patients was evaluated by a pain intensity scale based on facial expression and crying, sleep, motor activity, sociability and food ingestion was used. Standardized evaluations were performed at 3-hour intervals. A four-grade scale was used to evaluate tolerability, where: 1) Good; 2) Regular; 3) Bad; 4) Very bad. Result - Postoperative analgesia results have proven to be good and safe, especially from the third evaluation on (6 hours). Drug tolerability has been good, although side effects were observed, especially nausea and vomiting. Conclusions - Patients and relatives accepted the method very well. The nasal route was considered an adequate way for opioid administration although more studies are needed to accept it as a routine for postoperative morphine analgesia.

Electric propulsion is now a succeful method for primary propulsion of deep space long duration missions and for geosyncronous satellite attitude control. Closed Drift Thruster, so called Hall Thruster or SPT (Stationary Plasma Thruster), was primarily conceived in USSR (the ancient Soviet Union) and, since then, it has been developed by space agencies, space research institutes and industries in several countries such as France, USA, Israel, Russian Federation and Brazil. In this work we present the main features of the Permanent Magnet Hall Thruster (PMHT) developed at the Plasma Laboratory of the University of Brasilia. The idea of using an array of permanent magnets, instead of an electromagnet, to produce a radial magnetic field inside the plasma channel of the thruster is very significant. It allows the development of a Hall Thruster with power consumption low enough to be used in small and medium size satellites. Description of a new vacuum chamber used to test the second prototype of the PMHT (PHALL II) will be given. PHALL II has an aluminum plasma chamber and is smaller with 15 cm diameter and will contain rare earth magnets. We will show plasma density and temperature space profiles inside and outside the thruster channel. Ion temperature measurements based on Doppler broadening of spectral lines and ion energy measurements are also shown. Based on the measured plasma parameters we constructed an aptitude figure of the PMHT. It contains the specific impulse, total thrust, propellant flow rate and power consumption necessary for orbit raising of satellites. Based on previous studies of geosyncronous satellite orbit positioning we perform numerical simulations of satellite orbit raising from an altitude of 700 km to 36000 km using a PMHT operating in the 100 mN - 500 mN thrust range. In order to perform these calculations integration techniques were used. The main simulation paraters were orbit raising time, fuel mass, total satellite mass, thrust and exaust velocity. We conclude comparing our results with results obtainned with known space missions performed with Hall Thrusters. © 2008 by the American Institute of Aeronautics and Astronautics, Inc.

This article presents software architecture for a web-based system to aid project managing, conceptually founded on guidelines of the Project Management Body of Knowledge (PMBoK) and on ISO/IEC 9126, as well as on the result of an empiric study done in Brazil. Based on these guidelines, this study focused on two different points of view about project management: the view of those who develop software systems to aid management and the view of those who use these systems. The designed software architecture is capable of guiding an incremental development of a quality system that will satisfy today's marketing necessities, principally those of small and medium size enterprises.

The climate is one of the main elements of the natural environment that governs the life of man. Specific conditions of temperature, humidity, light, wind and precipitation have direct influence on physiological conditions that man needs to survive and more than that, besides the influence on human and animal physiology, the climatic elements are also responsible for a significant portion of economic activities such as industry, agriculture, commerce, transportation, and others. Therefore, any change in weather patterns has great impact on daily activities, and even more in urban sites, where the most of population is concentrated nowadays. El vertiginoso avance de la informática y las telecomunicaciones en las últimas décadas ha incidido invariablemente en la producción y la prestación de servicios, en la educación, en la industria, en la medicina, en las comunicaciones e inclusive en las relaciones interpersonales. No obstante estos avances, y a pesar de la creciente aportación del software al mundo actual, durante su desarrollo continuamente se incurre en el mismo tipo de problemas que provocan un retraso sistemático en los plazos de entrega, se exceda en presupuesto, se entregue con una alta tasa de errores y su utilidad sea inferior a la esperada. En gran medida, esta problemática es atribuible a defectos en los procesos utilizados para recoger, documentar, acordar y modificar los requisitos del sistema. Los requisitos son los cimientos sobre los cuáles se construye un producto software, y sin embargo, la incapacidad de gestionar sus cambios es una de las principales causas por las que un producto software se entrega fuera de tiempo, se exceda en coste y no cumpla con la calidad esperada por el cliente. El presente trabajo de investigación ha identificado la necesidad de contar con metodologías que ayuden a desplegar un proceso de Gestión de Requisitos en pequeños grupos y entornos de trabajo o en pequeñas y medianas empresas. Para efectos de esta tesis llamaremos Small-Settings a este tipo de organizaciones. El objetivo de este trabajo de tesis doctoral es desarrollar un metamodelo que permita, por un lado, la implementación y despliegue del proceso de Gestión de Requisitos de forma natural y a bajo coste y, por otro lado, el desarrollo de mecanismos para la mejora continua del mismo. Este metamodelo esta soportado por el desarrollo herramientas que permiten mantener una biblioteca de activos de proceso para la Gestión de Requisitos y a su vez contar con plantillas para implementar el proceso partiendo del uso de activos previamente definidos. El metamodelo contempla el desarrollo de prácticas y actividades para guiar, paso a paso, la implementación del proceso de Gestión de Requisitos para una Small-Setting utilizando un modelo de procesos como referencia y una biblioteca de activos de proceso como principal herramienta de apoyo. El mantener los activos de proceso bien organizados, indexados, y fácilmente asequibles, facilita la introducción de las mejores prácticas al interior de una organización. ABSTRACT The fast growth of computer science and telecommunication in recent decades has invariably affected the provision of products and services in education, industry, healthcare, communications and also interpersonal relationships. In spite of such progress and the active role of the software in the world, its development and production continually incurs in the same type of problems that cause systematic delivery delays, over budget, a high error rate and consequently its use is lower than expected. These problems are largely attributed to defects in the processes used to identify, document, organize, and track all system's requirements. It is generally accepted that requirements are the foundation upon which the software process is built, however, the inability to manage changes in requirements is one of the principal factors that contribute to delays on the software development process, which in turn, may cause customer dissatisfaction. The aim of the present research work has identified the need for appropriate methodologies to help on the requirement management process for those organizations that are categorised as small and medium size enterprises, small groups within large companies, or small projects. For the purposes of this work, these organizations are named Small-Settings. The main goal of this research work is to develop a metamodel to manage the requirement process using a Process Asset Library (PAL) and to provide predefined tools and actives to help on the implementation process. The metamodel includes the development of practices and activities to guide step by step the deployment of the requirement management process in Small-Settings. Keeping assets organized, indexed, and readily available are a main factor to the success of the organization process improvement effort and facilitate the introduction of best practices within the organization. The Process Asset Library (PAL) will become a repository of information used to keep and make available all process assets that are useful to those who are defining, implementing, and managing processes in the organization.

O principal objetivo deste estudo é analisar os determinantes de composição de Conselho de Administração em pequenas e médias empresas de sociedade anônima de capital fechado da região do ABC paulista. A razão de iniciar este trabalho, surgiu devido à constatação de que no Brasil existem poucos artigos e dissertações que tratam de composição de Conselho e os elaborados no exterior se centralizaram na composição em termos de tamanho e tipos de diretores, de desempenho financeiro, de independência etc., mas nenhum deles focou nas determinantes de composição de pequena e média empresa. Portanto, baseando-se nas observações acima, se efetuou pesquisa de campo para responder à seguinte problemática Que determinante(s) estabelece(m) a composição de Conselho de Administração de Pequenas e Médias Empresas de Sociedade Anônima de Empresas da Região do ABC paulista? Partindo dessa problemática, se estabeleceu as seguintes hipóteses: se o poder e a influência do CEO/Presidente do Conselho em empresas de pequeno e médio porte são grandes, então existem baixas possibilidades de ter Conselheiros Externos; se houver segregação de cargos entre o CEO e o Presidente do Conselho e o CEO estiver interessado em preservar a sua atuação, então há probabilidade de escolher Conselheiros Internos; se houver segregação de cargos entre o CEO e o Presidente do Conselho e o CEO estiver interessado na eficiência, orientação e na necessidade de recursos externos, então há probabilidade de escolher Conselheiros Externos; se a empresa está no Ciclo de Vida Expansão e Maturidade- , então há possibilidades de adotarem Conselheiros Externos.(AU)
