Records of adventive marine algae in New Zealand: Antithamnionella ternifolia, Polysiphonia senticulosa (Ceramiales, Rhodophyta), and Striaria attenuata (Dictyosiphonales, Phaeophyta)

Three species of introduced marine macroalgae are reported for Wellington Harbour (North Island, New Zealand). One of these, Polysiphonia senticulosa (Ceramiales, Rhodophyta) is illustrated from New Zealand for the first time, and the known distributional ranges of two species, Striaria attenuata (Dictyosiphonales, Phaeophyta) and Antithamnionella ternifolia (Ceramiales, Rhodophyta), are extended to the North Island.

Relatively Absolute? The Undermining of Article 3 ECHR in Ahmad v UK

The recent decision of the European Court of Human Rights in Ahmad v UK dangerously undermines the well-established case law of the Court on counter-terrorism and non-refoulement towards torture, inhuman and degrading treatment or punishment. Although ostensibly rejecting the ‘relativist’ approach to Article 3 ECHR adopted by the House of Lords in Wellington v Secretary of State for the Home Department, the Court appeared to accept that what is a breach of Article 3 in a domestic context may not be a breach in an extradition or expulsion context. This statement is difficult to reconcile with the jurisprudence constante of the Court in the last fifteen years, according to which Article 3 ECHR is an absolute right in all its applications, including non-refoulement, regardless of who the potential victim of torture, inhuman or degrading treatment is, what she may have done, or where the treatment at issue would occur.

Home-range size in juveniles of the temperate reef fish, the common triplefin (Forsterygion lapillum)

An organism’s home range dictates the spatial scale on which important processes occur (e.g. competition and predation) and directly affects the relationship between individual fitness and local habitat quality. Many reef fish species have very restricted home ranges after settlement and, here, we quantify home-range size in juveniles of a widespread and abundant reef fish in New Zealand, the common triplefin (Forsterygion lapillum). We conducted visual observations on 49 juveniles (mean size = 35-mm total length) within the Wellington harbour, New Zealand. Home ranges were extremely small, 0.053 m2 ± 0.029 (mean ± s.d.) and were unaffected by adult density, body size or substrate composition. A regression tree indicated that home-range size sharply decreased ~4.5 juveniles m–2 and a linear mixed model confirmed that home-range sizes in high-density areas (>4.5 juveniles m–2) were significantly smaller (34%) than those in low-density areas (after accounting for a significant effect of fish movement on our home-range estimates). Our results suggest that conspecific density may have negative and non-linear effects on home-range size, which could shape the spatial distribution of juveniles within a population, as well as influence individual fitness across local density gradients.

Patterns of co‑occurrence and interactions between age classes of the common triplefin, Forsterygion lapillum

Many marine organisms have pelagic larval stages that settle into benthic habitats occupied by older individuals; however, a mechanistic understanding of inter cohort interactions remains elusive for most species. Patterns of spatial covariation in the densities of juvenile and adult age classes of a small temperate reef fish, the common triplefin (Forsterygion lapillum), were evaluated during the recruitment season (Feb–Mar, 2011) in Wellington, New Zealand (41°17′S, 174°46′E). The relationship between juvenile and adult density among sites was best approximated by a dome-shaped curve, with a negative correlation between densities of juveniles and adults at higher adult densities. The curve shape was temporally variable, but was unaffected by settlement habitat type (algal species). A laboratory experiment using a “multiple-predator effects”design tested the hypothesis that increased settler mortality in the presence of adults (via enhanced predation risk or cannibalism) contributed to the observed negative relationship between juveniles and adults. Settler mortality did not differ between controls and treatments that contained either one (p = 0.08) or two (p = 0.09) adults. However, post hoca analyses revealed a significant positive correlation between the mean length of juveniles used in experimental trials and survival of juveniles in these treatments, suggesting that smaller juveniles may be vulnerable to cannibalism. There was no evidence for risk enhancement or predator interference when adults were present alongside a hetero specific predator (F. varium). These results highlight the complex nature of intercohort relationships in shaping recruitment patterns and add to the growing body of literature recognizing the importance of age class interactions.

Inteligência Geoespacial : seu impacto e contribuições nos modelos de gestão policial

Um dos mais graves problemas que se apresentam ao poder público em nossos dias é a manutenção da segurança pública, em especial, graças às mudanças sociais ocorridas após os anos 60 do século passado. Para fazer frente aos novos desafios, houve necessidade de uma mudança de paradigmas nos modelos de gestão policial. O policiamento era caracterizado por patrulhas dispostas de forma aleatória e de forma reativa, atendendo às ocorrências. Contudo, tal forma de atuar não respondia mais às necessidades das comunidades. Era necessário que a polícia se tornasse mais proativa, e dispusesse seus meios de uma forma mais eficiente. Paralelamente aos fenômenos anteriormente comentados, o mundo conheceu um rápido desenvolvimento das tecnologias de informação como um todo. Estes novos sistemas permitiram o desenvolvimento de uma nova capacidade de processamento de informações dos mais diversos tipos, numéricas, de texto, figuras e de localização. Este último tipo de dado, em razão de sua relevância levou a criação dos sistemas de Informação Geográficas (SIG), os quais permitiram um aprofundamento da análise espacial de fenômenos de interesse. Com o avançar das tecnologias disponíveis, foram possíveis análises cada vez mais complexas dos dados, sendo necessária a possibilidade de fusão entre dados de diversas fontes e tipos, incluindo o dado espacial. Este novo tipo de análise, unindo dados geoespaciais com diversos outros tipos de informações deu origem a uma nova modalidade de inteligência: a Geointeligência. Desta forma, tendo em vista que o crime é, por sua própria natureza, um evento espacialmente localizado, é natural que houvesse uma aproximação entre as necessidades de novos modelos de gestão policial, fundamentados principalmente em dados objetivamente analisados e na Geointeligência. Dessa aproximação surgiram diversos modelos de negócios de gestão de policiamento, dentre os quais se destacam o policiamento orientado ao problema (POP) e o policiamento orientado pela inteligência (ILP). Assim, o principal objetivo dessa dissertação é verificar como seu deu tal impacto, bem como, através de exemplos, demonstrar a aplicação prática da Geointeligência em modelos de gestão de policiamento.

Also includes facsimilies of treaties signed between Great Britain and Sweden, Russia and Sicily.
