The Welland Power and Supply Canal Company Limited, established in 1893 and incorporated in 1894 with a capital stock of $500,000. The aim of the company was to harness the natural water supply of the Niagara and Welland Rivers. In 1898 the Canadian Electrical News published a report by Henry Symons, QC outlining the main project of the company. This project involves the construction of a canal from the Welland River to the brow of the mountain at Thorold, a distance of 8 miles; the construction at Thorold of a power house, and from Thorold to Lake Ontario, a raceway by which to carry water into the lake. The estimate for the machinery to generate 100,000 horse power is £125,000; for transmission line to Toronto at a voltage of 10,000….The total estimate therefore amounts to £2,452,162, or roughly speaking, $12,000,000. Source: Canadian Electrical News, August 1898, p. 172. In 1899 the company officers petitioned the federal government desiring a name change to the Niagara-Welland Power Company Limited. Officers of the company were Harry Symons, President; Charles A. Hesson, Vice-President; and M.R. O’Loughlin, James B. Sheehan, James S. Haydon, Frederick K. Foster, directors; John S. Campbell, secretary-treasurer. The company’s head offices were located in St. Catharines, with a New York (City) office on Broad Street. In 1905 and 1909 the company petitioned the federal government for additional time to construct its works, which was granted. The company had until May 16, 1915 to complete construction. John S. Campbell (1860-1950) was a graduate of the University of Toronto and Osgoode Hall. During his university years John began his military career first in "K" Company, Queens Own rifles and then later as Commanding Officer of the 19th Lincoln Regiment, from 1906 to 1910. Upon his return to St. Catharines John Campbell served as secretary in the St. Catharines Garrison Club, a social club for military men begun in 1899. After being called to the Bar, he became a partner in the firm of Campbell and McCarron and was appointed to the bench in 1916, serving until retirement in 1934. Judge Campbell served as an alderman for several terms and was the mayor of St. Catharines in 1908 and 1909. He also served as the first chairman of the St. Catharines Public Utilities in 1914. John S. Campbell was married to Elizabeth Oille, daughter of Jerome B. and Charlotte (St. John) Oille. The family home "Cruachan" was located at 32 Church St.

This paper examines the life cycle GHG emissions from existing UK pulverized coal power plants. The life cycle of the electricity Generation plant includes construction, operation and decommissioning. The operation phase is extended to upstream and downstream processes. Upstream processes include the mining and transport of coal including methane leakage and the production and transport of limestone and ammonia, which are necessary for flue gas clean up. Downstream processes, on the other hand, include waste disposal and the recovery of land used for surface mining. The methodology used is material based process analysis that allows calculation of the total emissions for each process involved. A simple model for predicting the energy and material requirements of the power plant is developed. Preliminary calculations reveal that for a typical UK coal fired plant, the life cycle emissions amount to 990 g CO2-e/kWh of electricity generated, which compares well with previous UK studies. The majority of these emissions result from direct fuel combustion (882 g/kWh 89%) with methane leakage from mining operations accounting for 60% of indirect emissions. In total, mining operations (including methane leakage) account for 67.4% of indirect emissions, while limestone and other material production and transport account for 31.5%. The methodology developed is also applied to a typical IGCC power plant. It is found that IGCC life cycle emissions are 15% less than those from PC power plants. Furthermore, upon investigating the influence of power plant parameters on life cycle emissions, it is determined that, while the effect of changing the load factor is negligible, increasing efficiency from 35% to 38% can reduce emissions by 7.6%. The current study is funded by the UK National Environment Research Council (NERC) and is undertaken as part of the UK Carbon Capture and Storage Consortium (UKCCSC). Future work will investigate the life cycle emissions from other power generation technologies with and without carbon capture and storage. The current paper reveals that it might be possible that, when CCS is employed. the emissions during generation decrease to a level where the emissions from upstream processes (i.e. coal production and transport) become dominant, and so, the life cycle efficiency of the CCS system can be significantly reduced. The location of coal, coal composition and mining method are important in determining the overall impacts. In addition to studying the net emissions from CCS systems, future work will also investigate the feasibility and technoeconomics of these systems as a means of carbon abatement.

In recent years, the potential role of planned, internal resettlement as a climate change adaptation measure has been highlighted by national governments and the international policy community. However, in many developing countries, resettlement is a deeply political process that often results in an unequal distribution of costs and benefits amongst relocated persons. This paper examines these tensions in Mozambique, drawing on a case study of flood-affected communities in the Lower Zambezi River valley. It takes a political ecology approach – focusing on discourses of human-environment interaction, as well as the power relationships that are supported by such discourses – to show how a dominant narrative of climate change-induced hazards for small-scale farmers is contributing to their involuntary resettlement to higher-altitude, less fertile areas of land. These forced relocations are buttressed by a series of wider economic and political interests in the Lower Zambezi River region, such dam construction for hydroelectric power generation and the extension of control over rural populations, from which resettled people derive little direct benefit. Rather than engaging with these challenging issues, most international donors present in the country accept the ‘inevitability’ of extreme weather impacts and view resettlement as an unfortunate and, in some cases, necessary step to increase people’s ‘resilience’, thus rationalising the top-down imposition of unpopular social policies. The findings add weight to the argument that a depoliticised interpretation of climate change can deflect attention away from underlying drivers of vulnerability and poverty, as well as obscure the interests of governments that are intent on reordering poor and vulnerable populations.

Plantas aquáticas, especialmente macrófitas, tornam-se sério problema em hidrelétricas, afetando a múltipla utilização dos corpos d'água, incluindo produção de peixes e atividades de pesca, perdas d'água por evapotranspiração, esportes aquáticos, canoagem, irrigação e produção de energia nas usinas hidrelétricas. Com o objetivo de analisar o potencial de uso do carfentrazone-ethyl no controle das principais plantas daninhas aquáticas no Brasil, foi instalado um experimento em vasos com água. Utilizaram-se os seguintes tratamentos herbicidas (g i.a. ha-1): carfentrazone-ethyl a 15, 30 e 60; glyphosate a 4.536; 2,4-D a 4.690; imazapyr a 1.250; e uma testemunha sem herbicida. Esses tratamentos foram testados nas seguintes espécies: Eichhornia crassipes, Salvinia auriculata, Pistia stratiotes, Myriophyllum aquaticum, Brachiaria arrecta, Hydrocotyle umbellata, Typha sp. e Echinochloa polystachya. As avaliações foram efetuadas aos 7, 14, 21 e 28 dias após os tratamentos. Os resultados mostraram que o carfentrazone-ethyl foi eficiente no controle de E. crassipes (maior dose) e P. stratiotes (duas maiores doses), com efeito supressivo sobre S. auriculata. Foi observado que nas outras plantas daninhas estudadas não houve eficiência de controle.

Dentre as várias plantas daninhas aquáticas imersas que proliferam nos reservatórios de usinas hidrelétricas, destaca-se em importância Ceratophyllum demersum, devido à sua grande capacidade de reprodução e produção de biomassa. Contudo, apesar de problemática, estudos relacionados com o mecanismo de propagação e persistência dessa espécie em ambiente aquático são bastante escassos no Brasil. Dessa forma, o objetivo deste estudo foi avaliar diferentes métodos de superação de dormência em sementes desta planta daninha aquática coletadas na Lagoa Vírgula, localizada no rio Tietê-SP. As sementes coletadas foram divididas em dois lotes, sendo um constituído por sementes acondicionadas em um recipiente contendo água destilada e o outro por sementes acondicionadas em sacos de papel em condições de câmara fria (16,8 ºC). Após 650 dias da coleta das sementes, foram realizados os testes de superação de dormência, utilizando os seguintes tratamentos: escarificação manual; imersão em ácido sulfúrico concentrado (98%) por 5, 15, 25 e 35 minutos; imersão em água quente (98 ºC); e testemunha A, constituída pelo lote de sementes acondicionadas em um recipiente contendo água destilada, e uma testemunha B, constituída pelo lote de sementes acondicionadas em saco de papel. Os resultados demonstraram que a espécie C. demersum produz sementes férteis e podem permanecer viáveis no sedimento por vários anos após a fecundação. A escarificação das sementes foi o método mais eficaz na superação da dormência, sendo significativamente superior aos demais tratamentos e apresentando 65,0% de germinação aos 79 DAT. Ficou evidente a necessidade de realização de mais estudos para determinação de uma metodologia mais adequada à avaliação de dormência em sementes de C. demersum.

O objetivo deste trabalho foi o de avaliar e comparar a composição florística de 18 reservatórios pertencentes a cinco bacias hidrográficas do Estado de São Paulo. Os levantamentos foram realizados no período de fevereiro a setembro de 2002, com o auxílio de um barco. Percorreu-se a margem dos reservatórios das bacias hidrográficas dos rios Paraíba, Paraná, Paranapanema, Grande e Tietê, à velocidade de 30 km h-1. A cada 20 minutos, estabeleceu-se um ponto de amostragem, determinando-se sua posição por meio de GPS. em cada ponto, em área de 1.000 m², identificaram-se as espécies ocorrentes e respectivas densidades, em porcentagem da área amostrada. Foram identificadas 39 espécies, distribuídas em 21 famílias, destacando-se as flutuantes Salvinia auriculata, Eichhornia crassipes, Eichhornia azurea e Pistia stratiotes e as emersas Polygonum lapathifolium, Brachiaria arrecta,Brachiaria mutica, Cyperus sp. e Typha latifolia, considerando as quatro espécies com maior freqüência em cada bacia. O maior índice de similaridade (0,71) ocorreu entre as bacias dos rios Paranapanema e Grande, e o menor (0,49), entre as bacias dos rios Paraíba e Tietê.

This work evaluates the environmental impact resulting from the natural gas and diesel combustion in thermoelectric power plants that utilize the combined cycle technology (CC), as regarding to Brazilian conditions according to Thermopower Priority Plan JPP). In the regions where there are not natural gas the option has been the utilization of diesel and consequentily there are more emission of pollutants. The ecological efficiency concept, which evaluates by and large the environmental impact, caused by CO2, SO2, NOx and particulate matter (PM) emissions. The combustion gases of the thermoelectric power plants working with natural gas (less pollutant) and diesel (more pollutant) cause problems to the environment, for their components harm the human being life, animals and directly the plants. The resulting pollution from natural gas and diesel combustion is analyzed, considering separately the CO2, SO2, NO2 and particulate matter gas emission and comparing them with the in use international standards regarding the air quality. It can be concluded that it is possible to calculate thermoelectric power plant quantitative and qualitative environment factor, and on the ecological standpoint, for plant with total power of 41441 kW, being 27 170 kW for the gas turbine and 14271 kW for the steam turbine. The natural gas used as fuel is better than the diesel, presenting ecological efficiency of 0.944 versus 0.914 for the latter, considering a thermal efficiency of 54% for the combined cycle. The recovery of native area used in hydroelectric power station construction is a slow process, and it requires the use of covering plant as a source of organic matter, application of nutrients and amendments as soil conditioner. Thus, this study has the objective to study the recovery of physical attribute of subsoil in a distrophic Red Latosol, used in the embankment and foundation of Hydroelectric Power Station, Ilha Solteira, São Paulo, Brazil. The design used was randomized blocks with eight treatments and four replications. The research started in 1992. The treatments consisted of green manure, pasture and soil amendment. After 13 years, total porosity, macroporosity, microporosity, bulk density, aggregate stability, resistance to penetration, organic matter of soil and dry matter of pasture production were evaluated. The adopted treatments are slowly contributing towards recovery of physical attributes of exposed subsoil. The effects of the soil recovery are reaching 0-0.10 m depth.

During the building of a hydroelectrical power plant at Ilha Solteira in the Parana River (Brazil), materials of a highly weathered soil Oxisol were extracted from a depth between 5 and 8 m for engineering works. This resulted in an abandoned depression area. The topsoil was not salvaged and the open pit was not backfilled, and as result vegetation hardly or not at all recovered. on the residual saprolite materials, an experimental field was established to assess different soil rehabilitation treatments. Field experiments were initiated in 1992. After soil tillage, two different crops and three different liming strategies were compared, giving six combinations. In addition, two uncropped control treatments, tilled and no-tilled, were established so that a total of eight treatments were assessed. The experimental design consisted of four randomized experimental blocks, which included a total of 32 plots with a plot area of 100 m(2). This experiment was used to study the effectiveness of the soil-reclamation treatments after a 9-year period. Soil samples were taken at three different depths (0-10, 10-20, and 20-40 cm), and they were analyzed routinely for pH, organic-matter content, and cation exchange capacity (CEC). Revegetation of the abandoned saprolite material increased soil organic-matter content and cation exchange capacity (CEC), and to some extent small differences between treatments were evidenced. Exchangeable calcium (Ca) and magnesium (Mg) recovered faster than organic-matter content. A significant linear relationship was found between organic-matter content and CEC, suggesting continued addition of organic material will further approach the value of these parameters to those levels corresponding to natural soils under "Cerrado" vegetation.

Algumas espécies de plantas aquáticas têm-se tornado problemáticas em reservatórios hidrelétricos no Brasil, devido a sua grande capacidade de reprodução. O objetivo destes trabalho foi diferenciar Brachiaria mutica, Brachiaria subquadripara, Panicum repens, Eichhornia crassipes, Heteranthera reniformis, Typha ubulata e Enhydra anagallis, utilizando-se 19 caracteres estruturais quantitativos do limbo foliar, que se relacionassem com a penetração e translocação de herbicidas. Amostras do terço médio do limbo foram fixadas em FAA 50, cortadas transversalmente em micrótomo com 8 mm de espessura e coradas com azul-de-toluidina. Foram quantificados (%) os seguintes caracteres estruturais da nervura central (NC) e da região internervural (IN): epidermes adaxial e abaxial, feixe vascular, bainha do feixe vascular, esclerênquima, parênquima e lacunas do aerênquima, além da espessura da folha, do número de estômatos e do número de tricomas nas faces adaxial e abaxial. Os 19 caracteres estruturais foram submetidos à Análise de Agrupamento e Análise de Componentes Principais. Houve a formação de três grupos principais: grupo 1 B. mutica, B. subquadripara e P. repens (Poaceae); grupo 2 E. crassipes e H. reniformis (Pontederiaceae) e E. anagallis (Asteraceae); e grupo 3 apenas T. subulata (Typhaceae). Os caracteres com maior poder discriminatório foram: porcentagem de epiderme adaxial (IN); porcentagem de epiderme abaxial; feixe vascular; bainha do feixe vascular; esclerênquima e lacunas do aerênquima (NC e IN); espessura da folha e número de estômatos das faces adaxial e abaxial. Concluiu-se que os caracteres estruturais quantitativos permitiram diferenciar essas espécies daninhas aquáticas em fase vegetativa.
