This exegesis focuses on the work of minority committees of transnational associations in the interwar period. Most of their members considered the League system to be inefficient and supported the establishment of non-state alternatives, which included private investigations on the spot, publicity for specific problems of minorities, and attempts to reconcile representatives of ethnic minorities with those of the majority. Members of non-involved states were pre-destined especially to act as neutral moderators. Only those in close contact with League officials avoided being misused by political forces that did not seek reconciliation but border revision. They learnt that the League rules looked inadequate from the outside but turned out to be useful in coming to applicable solutions once they started their own alternative methods. Their publications and investigative journeys turned out to deepen the problems, whilst their reconciliation work became an appreciated supplement of the League system.

The Food and Drug Administration (FDA) is responsible for risk assessment and risk management in the post-market surveillance of the U.S. medical device industry. One of the FDA regulatory mechanisms, the Medical Device Reporting System (MDR) is an adverse event reporting system intended to provide the FDA with advance warning of device problems. It includes voluntary reporting for individuals, and mandatory reporting for device manufacturers. ^ In a study of alleged breast implant safety problems, this research examines the organizational processes by which the FDA gathers data on adverse events and uses adverse event reporting systems to assess and manage risk. The research reviews the literature on problem recognition, risk perception, and organizational learning to understand the influence highly publicized events may have on adverse event reporting. Understanding the influence of an environmental factor, such as publicity, on adverse event reporting can provide insight into the question of whether the FDA's adverse event reporting system operates as an early warning system for medical device problems. ^ The research focuses on two main questions. The first question addresses the relationship between publicity and the voluntary and mandatory reporting of adverse events. The second question examines whether government agencies make use of these adverse event reports. ^ Using quantitative and qualitative methods, a longitudinal study was conducted of the number and content of adverse event reports regarding breast implants filed with the FDA's medical device reporting system during 1985–1991. To assess variation in publicity over time, the print media were analyzed to identify articles related to breast implant failures. ^ The exploratory findings suggest that an increase in media activity is related to an increase in voluntary reporting, especially following periods of intense media coverage of the FDA. However, a similar relationship was not found between media activity and manufacturers' mandatory adverse event reporting. A review of government committee and agency reports on the FDA published during 1976–1996 produced little evidence to suggest that publicity or MDR information contributed to problem recognition, agenda setting, or the formulation of policy recommendations. ^ The research findings suggest that the reporting of breast implant problems to FDA may reflect the perceptions and concerns of the reporting groups, a barometer of the volume and content of media attention. ^

Under the name Nollywood a unique video film industry has developed in Nigeria in the last few decades, which now forms one of the world’s biggest entertainment industries. With its focus on stories reflecting „the values, desires and fears” (Haynes 2007: 133) of African viewers and its particular way of production, Nollywood brings „lived practices and its representation together in ways that make the films deeply accessible and entirely familiar to their audience“ (Marston et al. 2007: 57). In doing so, Nollywood shows its spectators new postcolonial forms of performative self‐expression and becomes a point of reference for a wide range of people. However, Nollywood not only excites a large number of viewers inside and outside Nigeria, it also inspires some of them to become active themselves and make their own films. This effect of Nigerian filmmaking can be found in many parts of sub‐Saharan Africa as well as in African diasporas all over the world – including Switzerland (Mooser 2011: 63‐66). As a source of inspiration, Nollywood and its unconventional ways of filmmaking offer African migrants a benchmark that meets their wish to express themselves as minority group in a foreign country. As Appadurai (1996: 53), Ginsburg (2003: 78) and Marks (2000: 21) assume, filmmakers with a migratory background have a specific need to express themselves through media. As minority group members in their country of residence they not only wish to reflect upon their situation within the diaspora and illustrate their everyday struggles as foreigners, but to also express their own views and ideas in order to challenge dominant public opinion (Ginsburg 2003: 78). They attempt to “talk back to the structures of power” (2003: 78) they live in. In this process, their audio-visual works become a means of response and “an answering echo to a previous presentation or representation” (Mitchell 1994: 421). The American art historian Mitchell, therefore, suggests interpreting representation as “the relay mechanism in exchange of power, value, and publicity (1994: 420). This desire of interacting with the local public has also been expressed during a film project of African, mainly Nigerian, first-generation migrants in Switzerland I am currently partnering in. Several cast and crew members have expressed feelings of being under-represented, even misrepresented, in the dominant Swiss media discourse. In order to create a form of exchange and give themselves a voice, they consequently produce a Nollywood inspired film and wish to present it to the society they live in. My partnership in this on‐going film production (which forms the foundation of my PhD field study) allows me to observe and experience this process. By employing qualitative media anthropological methods and in particular Performance Ethnography, I seek to find out more about the ways African migrants represent themselves as a community through audio‐visual media and the effect the transnational use of Nollywood has on their form of self‐representations as well as the ways they express themselves.

Background: Futile medical treatments are interventions that are not associated with a benefit to the patient. The definition and concept of medical futility are controversial. The Texas Advance Directives Act (TADA) was passed in 1999 to address medically inappropriate interventions by allowing providers to withdraw inappropriate interventions against a surrogate decision maker's wishes following a review, attempt to transfer the patient, and 10-day waiting period. The original legislation was a negotiated compromise by players across the political spectrum. However, in recent years there has been increasing controversy regarding TADA and attempts to alter its applicability in Texas. ^ Purpose: The purpose of this project was to apply Paul Sabatier's advocacy coalition framework (ACF) to gain understanding into the historical, ethical, and political basis of the initial compromise, and determine the sources of conflict that have led to increased opposition to TADA. ^ Methods: Using the ACF model, key actors within the medical futility policy debate in Texas were aggregated into coalitions based on shared beliefs. A narrative summary based analysis identified the core elements of the policy subsystem, as well as the constraints and resources of the subsystem actors. Externalities that promoted adjustments to coalition beliefs and tactics used by coalition participants were analyzed. Data sources included review of the published literature regarding medical futility, as well as analysis of published newspaper accounts and editorials regarding the medical futility issue in Texas, legislative testimony, and review of weblogs and online commentaries dealing with the issue. ^ Results: Primary coalition participants in developing compromise legislation in 1999 were the Providers and Vitalists, with Autonomists gaining a prominent role starting in 2006. Internal factors associated with the breakdown of consensus included changes to the makeup of the governing coalition and changes in individual case information available to the Vitalist coalition. Externalities related to the intertwining of the Sun Hudson case and the Terri Schiavo case generated negative publicity for the TADA from progressive and conservative viewpoints. Dissemination of information in various venues regarding contentious cases was associated with more polarization of viewpoints, and realignment of coalition alliances. ^ Conclusions: The ACF provided an outline for the initial compromise over the creation of the Texas Advance Directives Act as well as the eventual loss of consensus. The debate between the Provider, Vitalist, and Autonomist coalitions has been affected by internal policy evolution, changes in the governing coalition, and important externalities. The debate over medical futility in Texas has had much broader implications in the dispute over Health Care Reform.^

La escuela y el discurso constituían las formas modernas de organización de la subjetividad y la ciudadanía. Las sociedades actuales apelan a dispositivos y modos diferentes: medios masivos, imágenes, propaganda. En este marco, la pregunta que nos hacemos gira en torno de si los medios pueden, efectivamente, tras la crisis de la escuela, contribuir a la formación ciudadana y a la consolidación de la democracia. Nuestra posición sostiene que necesitamos una concepción estratégica que articule las diferentes modalidades de ciudadanía en los viejos y nuevos escenarios del Estado y el mercado pero estructurados complementaria e innovadoramente.

Esta tesis se basa en la hipótesis de que la modernidad arquitectónica en México no es, como se ha pretendido, una historia homogénea, centrada en un puñado de figuras clave, sino una multiplicidad de narrativas complejas en las cuales el arte y los medios impresos juegan un papel esencial. Por tanto, se propone una nueva mirada sobre la arquitectura del siglo XX en México a partir de la relación con la fotografía, el dibujo, las ideas y los medios. La tesis se plantea con el fin de vincular la arquitectura con los movimientos artísticos relevantes, los autores con las publicaciones, las formas con los manifiestos. Asímismo, uno de los principales intereses es explorar los conceptos de modernidad y de identidad, como parte de la construcción misma de la arquitectura de dicha época y del concepto de “lo mexicano”. A pesar del énfasis que se ha dado en la construcción de un canon, muchas veces ligado a la noción de monumentalidad, regionalismo, y mestizaje, este trabajo parte de una mirada puesta no en las formas sino en los procesos. A partir de las conexiones entre distintas capas de información, se buscan nuevas maneras de abordar el proyecto arquitectónico. El crítico de arquitectura brasileño Hugo Segawa ha descrito la investigación sobre la arquitectura latinoamericana como “una tarea más de índole arqueológica que historiográfica”, sin embargo, también ha calificado a México como “el más vigoroso centro de debates teóricos en Latinoamérica a lo largo del siglo XX.” Ese descompas entre la ruina y el vigor, entre la abundancia de producción y la precariedad de su conservación, ha definido no solo el estudio de la arquitectura sino las propias formas de creación. Por tanto, la tesis se plantea como una nueva plataforma desde la cual sea posible reformular la arquitectura, lejos de su condición amnésica, pensada en cambio, como un sistema basado en una misma voluntad por indagar y crear. Se busca, siguiendo al crítico británico Anthony Vidler, “relacionar” la historia con el proyecto. Con el fin de quitarle lo escurridizo a una historia incompleta y sobre todo de poder entender la manera en que las ideas se convierten en forma o en objeto, la tesis se estructura a partir de 22 líneas de tiempo organizadas en tres recorridos que se cruzan: arquitectura; arte y pensamiento. A partir de referencias como el Atlas Mnemosyne de Aby Wargurg o la serie Asterisms del artista Gabriel Orozco, se crean nuevos dispositivos para ver. De tal manera, se desdoblan los distintos temas para trazar relaciones entre la ciudad, los edificios, las utopías, las publicaciones y la publicidad. El trabajo se construye como un nuevo instrumento de exploración articulado por medio de capas, como un mapa genealógico evolutivo. El objetivo es abarcar aquella arquitectura construida no sólo en la ciudad sino también en el papel. Iniciando con el trabajo de la generación que llevó la arquitectura al siglo XX, el estudio se extiende a manera de epílogo hasta la primera década del siglo XXI, reuniendo obras que normalmente se han visto de manera aislada para entenderlas en su contexto más amplio. Como escenario de búsquedas, esta tesis intenta provocar el cruce de significados, creyendo imprescindible una nueva reflexión en torno a la disciplina y a los escenarios en los cuales se inscribe. La arquitectura de México –un país que en el siglo XX pasó de tener 13 millones de habitantes a 100 millonescorresponde esencialmente a una producción anónima, o bien, fabricada a partir de estereotipos. Pero entre la mancha de desarrollo informal y el hito reconocible está un trabajo tan amplio como inexplorado. Por tanto, se ofrece una serie de nuevas constelaciones que comprenden desde la Revolución de 1910 a los Juegos Olímpicos de 1968; del terremoto de la ciudad de México en 1985 a los concursos internacionales de las últimas décadas. This thesis’ hypothesis states that architectural modernity in Mexico is not, as sometimes pretended, a homogeneous history, focused on some key figures, but rather a multiple and complex narrative, in which art and print media have played an essential role. Therefore, it proposes a new perspective on 20th century architecture in Mexico analized through the relationship between architecture and photography, art, theory and media. Its aim is to link architecture and artistic movements, authors and publications, forms and manifestos. What is intended here is to explore the concepts of ‘modernity’ and ‘identity’ as part of the construction of architecture and the concept of ‘Mexicanity’. Despite the emphasis that has been given to the construction of an architectural canon —mostly related to the notions of monumentality, regionalism and mestizaje/métissage— this thesis’ approach is focused mainly in processes and not in forms. Through connections between diverse layers of information, new ways of dealing with the architectural project are explored. Brazilian architecture critic Hugo Segawa has described the research on Latin American architecture as «more a task of archaeology than of historiography». Nonetheless, he has also described Mexico as «the most vigorous center of theoretical debates in Latin America throughout the 20th century». This acute discrepancy between decay and vigor, between abundance of production and precarious state of conservation has determined not only the ways in which architecture is studied and understood but also the process of architectural creation. This work is therefore outlined as a new platform in order to reformulate the discipline as a system based on a common will to research and create, far from the existing amnesiac attitude. Following British critic Anthony Vidler, the interest relies in the attempt to ‘relate’ History to project. In order to reduce the elusiveness of an incomplete history and, specially, to understand how ideas become forms and objects, this thesis is composed of 22 timelines organized in three intersecting itineraries: Architecture, Art and Theory. Drawing inspiration from Aby Warburg’s Atlas Mnemosyne and Gabriel Orozco’s series Asterisms, new exploration devices are created. In such a way, diverse topics unfold to draw connections between built environment, utopian projects, publications, photography and publicity. This work is developed as a new tool for exploration, articulated by layers, like an evolutionary genealogy map. Its objective is to analyze not only the architecture build in cities, but produced on paper. Starting with the work of the generation that led Mexican architecture into the 20th century, this research extends until the first decade of the 21st century (the epilogue), gathering together works which have been usually seen in isolation, and therefore making possible its understanding in a broader context. As a scenario for exploration, this work tries to prompt the crossing of meanings, in the belief that new approaches on the discipline and its context are needed. Architecture in Mexico — a country whose population grew in the 20th century form 13 to 100 million— is related essentially with an anonymous production, or else made from stereotypes. However, between the sprawl of informal urban developments and landmark buildings there is an architectural production as extensive as it is unexamined. This essay introduces a series of new constellations, ranging from the Revolution in 1910 to the Olympic Games in 1968; from the earthquake in Mexico City in 1985 to the international competitions of the last decade. These myriad perspectives present buildings that were never built, forgotten writings, iconic images and unpublished material.

La tesis revela paralelismos y conexiones entre las arquitectas/diseñadoras Charlotte Perriand (1903-1999) y Kazuyo Sejima (n. 1956), reflejados en una serie de proyectos de pequeña escala que denomino arquitectura petite—mobiliario tecnológico habitable—, resultado de momentos semejantes de cambio social, cultural, económico, industrial y transnacional en Francia en la década de 1920 y en Japón en la década de 1980. Este trabajo dirige su atención a la arquitectura doméstica concebida desde el interior por arquitectos con una formación complementaria en diseño de mobiliario. A su vez, profundiza en la relación que se establece entre el diseño de una casa y el diseño de un mueble, una máquina o un vestido. Los pequeños proyectos, próximos al mobiliario, diseñados por Sejima, no han sido suficientemente estudiados, al igual que los proyectos de arquitectura experimental proyectados por Perriand. Ambas trayectorias analizadas desde estos renovados puntos de vista se encuentran en lo que denominamos arquitectura petite. Surge así un nuevo paradigma espacial en un contexto de poder de lo femenino—en los medios de comunicación—y de intercambio cultural transnacional. Cuando el mobiliario crece y se equipa tecnológicamente para hacerse habitable por un grupo de personas, con cualidades suficientes de confort sensorial, es arquitectura petite. En 2009, Toyo Ito mostró en una conferencia en Madrid, una imagen de Sejima posando en su proyecto Pao I. Justo ochenta años antes, en 1929, Le Corbusier presentó en Buenos Aires la imagen de Perriand posando para su Chaise Longue. La coincidencia de ambas fotografías, junto con la lectura de dos inspiradores artículos de Toyo Ito, “Adèle’s dream” (1984)—cuyo enigmático título utiliza un nombre francés femenino para describir una casa japonesa—y “Simple lines for Le Corbusier” (1994), dieron origen a la hipótesis central de una investigación: la comparación de dos arquitectas, sus maestros y dos objetos pertenecientes a dos momentos y lugares distantes. Perriand y Sejima fueron emblemas del concepto de Nueva Feminidad, ambas tenían éxito en la prensa generalista del momento antes de ser contratadas por Le Corbusier y Toyo Ito respectivamente. Junto a sus maestros de entonces, concibieron dos iconos de la era de la maquina y de la electrónica respectivamente, la Chaise Longue (1928) y Pao I (1985), diseñados para ellas mismas. Perriand y Sejima usaron su propio cuerpo como unidad de medida y su imagen como reclamo publicitario para la promoción de los dos objetos respectivamente. La precisión técnica, materiales de lujo y enfoque de la relajación que compartieron la Chaise Longue y Pao I sugirió un nomadismo lúdico que anticipó el desarrollo posterior de lo que denominamos de arquitectura petite por parte de Perriand y Sejima. Ambos prototipos son los antecedentes de una arquitectura de talla precisa o petite (objetos híbridos entre casa, mueble y máquina con la sensualidad como característica distintiva) que ambas arquitectas han proyectado a lo largo de su carrera, y que aúnan su interés mutuo por las propiedades físicas de los materiales, así como su formación en diseño de mobiliario y su fascinación por la moda. La tesis concluye que la arquitectura petite es la depositaria de los manifiestos de una época, la que sigue a la era de la máquina enunciada por Le Corbusier y a la era de la electrónica descrita por Toyo Ito. En este sentido, la tesis evidencia la forma en la que importantes arquitectos han concentrado ideas ambiciosas en pequeños proyectos. Las características de petite se resumen en el hecho de ser una arquitectura de límites precisos, desmontable y por tanto temporal, que explora el potencial técnico y formal de nuevos materiales importados de otras industrias, incorpora condiciones sensuales propias de su escala antropométrica, y está destinada al ocio de un grupo de personas. A modo de colofón, la tesis descubre la existencia de una historia de ficción que vincula a Charlotte Perriand y Kazuyo Sejima a través de Toyo Ito: “El diario de Adèle”. ABSTRACT This dissertation reveals parallels between the architects/designers Charlotte Perriand (1903- 1999) and Kazuyo Sejima (b. 1956), reflected in a series of small projects I call petite architecture—habitable technological furniture—, which formed during similar periods of social, cultural, economic, industrial and transnational change in France in the 1920s and in Japan in the 1980s. This research focuses on domestic architecture conceived from the inside by architects with additional training in furniture design. At the same time, it explores the relationships established between the design of a house, a piece of furniture, a machine, or a dress. Small architectural projects, close to the furniture, designed by Sejima have not been sufficiently studied, as well as the experimental architectural projects designed by Perriand. Both of their experimental trajectories analyzed from this renovated point of view converge on what we call petite architecture. Thus, it raises a new spatial paradigm in the context of feminine power within the media, as direct consumers, and transnational cultural exchange. When furniture expands and is technologically equipped to the point where it becomes habitable by a group, or groups of people, providing its occupants with sensorial comfort, it is petite architecture. In 2009, at a conference in Madrid, Ito showed a picture of Sejima posing at his Pao I (1985). Just eighty years earlier, in 1929, Le Corbusier exhibited in a conference in Buenos Aires an image of Perriand posing for his Chaise Longue (1928). The coincidence of the two photographs, along with two inspiring articles by Toyo Ito "Adèle's dream" (1984) — whose enigmatic title uses a French female name to describe a Japanese house — and "Simple lines for Le Corbusier" (1994) led to a hypothesis and an investigation comparing the two architects, their mentors, and two objects, each belonging to two distant times and places. Perriand and Sejima were emblems of the concept of New Femininity, both had success in the media of their time before being hired by Le Corbusier and Toyo Ito respectively. Together with their mentors they designed two objects that became icons of the Machine Age and the Electronic Age respectively: the Chaise Longue (1928) and Pao I (1985). Designed "for themselves," Perriand and Sejima used their own bodies as a measuring unit and their image as a publicity stunt to promote the two objects respectively. Both objects are the embryonic capsules of the architecture that pampers the scale or petite (objects that conflate residence, machine and furniture, and have sensuality as a distinctive feature). From the technical precision, luxurious materials, and approach towards relaxation, emerged a playful nomadism, which anticipated the further development of what we call petite architecture. Perriand and Sejima would develop these ideas throughout their career, pooling their interests on the physical properties of materials, formation in furniture design, and their intense interest in fashion. The dissertation concludes that petite architecture is the manifestation of an age, which follows the Machine Age defined by Le Corbusier and the Electronic Age described by Toyo Ito. In this sense, the dissertation demonstrates the way in which important architects have focused their ambitious ideas on small projects. petite characteristics are summarized as being: architecture that pampers the scale, is (de)mountable and therefore temporary, explores the formal and technical potential of novel materials and techniques imported from other industries, incorporates sensual conditions according with its anthropometric scale, and is conceived for the leisure of a group of people. In addition, by way of colophon, the dissertation discovers the existence of a fictional story that links Charlotte Perriand and Kazuyo Sejima through Toyo Ito: "Adèle's Diary".
