This newsletter of the Bureau of HIV, STD, and Hepatitis. The idea of the newsletter was to improve communication between the bureau and those who are delivering HIV, STD, and hepatitis prevention, surveillance, and care programs across the state. More specifically, we would like to use the newsletter as a vehicle through which we can improve prevention and care services in Iowa. We will try to do this by describing the services and programs we fund, and by reflecting on data that we collect to help prevention and care providers make decisions on policies, unmet needs, and service gaps in the state. At the same time, we will try to keep you abreast of new programs, resources, and policies that may affect the work that you do and the lives of those living with or affected by HIV, STDs, and viral hepatitis.

The report of adulterated anhydrous ammonia did not completely prevent the manufacture of methamphetamine. The amount of the methamphetamine manufactured using the adulterated ammonia was consistently very low. Although clandestine laboratory "field-like" reaction conditions were mimicked for purposes of these tests it should be noted that no attempts were made to distill the adulterated anhydrous ammonia.

Within the last few years correctional research has clearly shown that the working alliance or rapport between correctional officer/staff member and offender is a critical component in reducing recidivism. Some research even attributes up to 40% of offender change or success to this relationship.

An offender reentry grant program funded through the Governor’s Office of Drug Control Policy supports one reentry coordinator at each of the following institutions: Mount Pleasant Correctional Facility (MPCF), Fort Dodge Correctional Facility and the Clarinda Correctional Facility. The reentry coordinators there engage in a myriad of activities, working with institution educators, counselors and medical personnel, probation/parole officers and counselors, and most importantly the offenders themselves. The program has not been in operation for very long, and only MPCF has operated long enough to be looking at outcomes. The early returns for MPCF show good promise.
