According to the Public National Security Plan, the security is "[ ] a right by democratic excellence legitimately desired by all sectors of society, which is the fundamental right of citizenship, obligation of the constitutional state and responsibility of each one of us." The 1988 Constitution recognized the rights of life, liberty and personal integrity, considered torture and racial discrimination as crimes. The prime directive of the National Security and Citizenship (Law No. 11,707 of June 19, 2008 - PRONASCI-Brazil) expresses the commitment of the Brazilian state with the promotion of human rights. But despite this formal recognition, official violence continues to be used as a means of maintaining social order, consolidating a police action violating human rights (Amnesty International report "They go in shooting" - AI Index: AMR 19/025/2005) . This thesis analyzes the police work combined with the extension of citizenship rights, the spaces of freedom and democracy as a measure for the degree of affirmation or denial of the Human Rights in Brazil, and proposes the construction of a human friendly Police Force (Post - Colonial, Post-Abyss, Intercultural and Democratic)

e investigated whether the presence of degraded riparian forests along streams influences the fish communities' composition in comparison with environments completely deforested. Stream stretches (1st to 3rd order) with degraded riparian forest (n = 20) and without riparian forest (n = 20) in the micro-basins of Aguape and Tiete (downstream portion) rivers, northwest of São Paulo, Brazil, were selected for ichthyofauna sampling. Overall, 6,695 individuals, representing six orders, 17 families and 55 species were registered. Forested streams presented higher observed and estimated richness than deforested streams. However, forested streams, on average, had lower total richness and richness of tolerant species than deforested streams, indicating higher beta diversity among forested streams. A difference on the species composition between streams groups was also registered. Most of the unique species to deforested streams, and of those caught in greater abundance and frequency in these streams, are tolerant to structural degradation of the habitat. In contrast, most species that occurred exclusively or preferentially in forested streams have specialized habits and are more dependent on micro-habitats associated with the presence of riparian vegetation. Our results indicate that streams with riparian vegetation, though degraded, are able to maintain distinct communities when compared to those found in completely deforested streams, allowing the occurrence of species with more specialized habits and contributing to the maintenance of communities regionally more diverse.

Almeida, E.J., P.L.M. Soares, A.R. Silva & J.M. Santos. 2008. New records on Meloidogyne mayaguensis in Brazil and comparative study with M. incognita. Meloidogyne mayaguensis is the plant-parasitic nematode responsible for a great impact on guava production in Brazil, since it has been the cause for eradication of thousand of hectares of guava plantations in the Northeastern region. In the present study, this species was detected in soybean fields of Ituverava municipality, São Paulo state, and in different vegetable crops (lettuce, cucumber, pepper and cherry tomato) in Chapada dos Guimaraes municipality, Mato Grosso state, causing root galls and other symptoms. The species was identified on the basis of the perineal pattern of females, and on the morphology and morphometry of anterior region of males. Isozyme phenotype for esterase was used for confirmation. This constitutes the first report on the occurrence of M. mayaguensis on lettuce, cucumber, pepper and cherry tomato cultures in Mato Grosso state and the first one in soybean in São Paulo state. It was found that morphological features of male anterior region and female perineal pattern are enough for the safe distinction between M. mayaguensis and M. incognita.

The patent recordings of the Universidade Estadual Paulista (UNESP) since its first recording in 1980 to December 2010 are analysed, in order to promote their visibility, and analyze their authors, most productive areas and most common themes. As research procedure, we verified the relation of all patents deposited, following different types: patent recordings of invention, utility models, brands and industrial drawings, all of which were obtained from the Unesp Innovation Agency. Finally, the scientific colaboration network among the researchers was drawn using PAJEK. The most productive authors are grouped in the Araraqua Chemistry Institute and the engeneering area.
