Les normes juridiques étatiques cohabitent avec les normes juridiques religieuses. En résulte parfois un décalage pour les croyants. En ce qui concerne le divorce notamment, la conciliation entre ces deux ordres normatifs pose de nombreux problèmes. Ainsi, pour les femmes désirant dissoudre leur mariage, la reconnaissance des normes religieuses par le droit aura une incidence directe sur la réalisation de leurs droits fondamentaux. Cette étude s’attarde à la façon dont cohabitent ces ordres normatifs en droit et à l’impact de leur considération en ce qui a trait au divorce. Elle propose, plus spécifiquement, une analyse de ces questions centrée sur le droit canadien et le droit américain.
The Forgotten Side of Partisanship: Negative Party Identification in Four Anglo-American Democracies

Early studies of electoral behavior proposed that party identification could be negative as well as positive. Over time, though, the concept became mostly understood as a positive construct. The few studies that took negative identification into account tended to portray it as a marginal factor that went “hand-in-hand” with positive preferences. Recent scholarship in psychology reaffirms, however, that negative evaluations are not simply the bipolar opposite of positive ones. This article considers negative party identification from this standpoint, and evaluates its impact in recent national elections in Australia, Canada, New Zealand, and the United States. Our findings highlight the autonomous power of negative partisanship. They indicate as well that ideology has an influence on both positive and negative partisan identification.

Esta monografía se realiza con el ánimo de analizar las relaciones militares entre Rusia y República Checa con el fin de valorar su incidencia en el reposicionamiento de Rusia como gran potencia y su repercusión en Europa Central. Se estudia cómo en los últimos años la relación de ambos países se ha definido por la inestabilidad política y la inseguridad que ha desembocado en un vínculo débil, lo cual trae consecuencias al proyecto ruso y le impide ejercer un liderazgo efectivo en la región. Dicho proyecto está sustentado en los elementos del poder nacional del Realismo Clásico que permiten hacer un recorrido por todos los aspectos relevantes de la construcción del proyecto ruso y dar cuenta de su efectividad frente a una República Checa inmersa en las dinámicas europeas.

The present paper offers a fresh perspective from the South about the relevance of progressive Latin American public health (termed ‘collective health’) by highlighting a number of its hard scientific contributions which, unfortunately, remain almost unknown to mainstream medical and public health researchers outside Latin America. An armed form of structural greed has now placed the world on the brink of destruction. At the same time, however, fresh winds blow in the continent. This paper is an invitation to confront the menacing forces producing our unhealthy societies and an opportunity to form fraternal partnerships on the intercultural road to a better world, where only an epidemiology of dignity and happiness will make sense.

The situation considered is that of a zonally symmetric model of the middle atmosphere subject to a given quasi-steady zonal force F̄, conceived to be the result of irreversible angular momentum transfer due to the upward propagation and breaking of Rossby and gravity waves together with any other dissipative eddy effects that may be relevant. The model's diabatic heating is assumed to have the qualitative character of a relaxation toward some radiatively determined temperature field. To the extent that the force F̄ may be regarded as given, and the extratropical angular momentum distribution is realistic, the extratropical diabatic mass flow across a given isentropic surface may be regarded as controlled exclusively by the F̄ distribution above that surface (implying control by the eddy dissipation above that surface and not, for instance, by the frequency of tropopause folding below). This “downward control” principle expresses a critical part of the dynamical chain of cause and effect governing the average rate at which photochemical products like ozone become available for folding into, or otherwise descending into, the extratropical troposphere. The dynamical facts expressed by the principle are also relevant, for instance, to understanding the seasonal-mean rate of upwelling of water vapor to the summer mesopause, and the interhemispheric differences in stratospheric tracer transport. The robustness of the principle is examined when F̄ is time-dependent. For a global-scale, zonally symmetric diabatic circulation with a Brewer-Dobson-like horizontal structure given by the second zonally symmetric Hough mode, with Rossby height HR = 13 km in an isothermal atmosphere with density scale height H = 7 km, the vertical partitioning of the unsteady part of the mass circulation caused by fluctuations in F̄ confined to a shallow layer LF̄ is always at least 84% downward. It is 90% downward when the force fluctuates sinusoidally on twice the radiative relaxation timescale and 95% if five times slower. The time-dependent adjustment when F̄ is changed suddenly is elucidated, extending the work of Dickinson (1968), when the atmosphere is unbounded above and below. Above the forcing, the adjustment is characterized by decay of the meridional mass circulation cell at a rate proportional to the radiative relaxation rate τr−1 divided by {1 + (4H2/HR2)}. This decay is related to the boundedness of the angular momentum that can be taken up by the finite mass of air above LF̄ without causing an ever-increasing departure from thermal wind balance. Below the forcing, the meridional mass circulation cell penetrates downward at a speed τr−1 HR2/H. For the second Hough mode, the time for downward penetration through one density scale height is about 6 days if the radiative relaxation time is 20 days, the latter being representative of the lower stratosphere. At any given altitude, a steady state is approached. The effect of a rigid lower boundary on the time-dependent adjustment is also considered. If a frictional planetary boundary layer is present then a steady state is ultimately approached everywhere, with the mass circulation extending downward from LF̄ and closing via the boundary layer. Satellite observations of temperature and ozone are used in conjunction with a radiative transfer scheme to estimate the altitudes from which the lower stratospheric diabatic vertical velocity is controlled by the effective F̄ in the real atmosphere. The data appear to indicate that about 80% of the effective control is usually exerted from below 40 km but with significant exceptions up to 70 km (in the high latitude southern hemispheric winter). The implications for numerical modelling of chemical transport are noted.

Having in Mind These Impacts, This Paper Aims to Examine the Requisites to Adjust the Labor Structure Standards of Latin American Countries and What Would Be the Reforms to Be Performed By These Countries in Order to Prepare These Markets and Labor Forces to Adapt to Regional Integration Networks Represented By Mercosul, Alca or Other Common Markets. There are Evaluated the Impacts of the Globalization Process, Economic Stabilization and Reform Policies Undertaken By Some Selected Latin American Countries Since the Eighties on the Labor Structure Standards, Considering the Specific Adjustment Measures to Cope With the Negative Effects of These Policies. Next, Some Cases of Europe Union (Eu) Countries Measures to Prepare to Integration is Examined, in Order to Provide Some Elements to Better Understand the Possibilities to Handle With the Extensive Changes in External Conditions. in Sequence Some Statistical Indicatives of the Impacts of These Measures on the Occupational Structuring are Analyzed For a Group of Selected Latin American and Eu Countries.

Introduction: The purpose of this study was to use photoelastic analysis to compare the system of forces generated by retraction T-loop springs made with stainless steel and titanium-molybdenum alloy (TMA) (Ormco, Glendora, Calif) with photoelastic analysis. Methods: Three photoelastic models were used to evaluate retraction T-loop springs with the same preactivations in 2 groups. In group 1, the loop was constructed with a stainless steel wire, and 2 helicoids were incorporated on top of the T-loop; in group 2, it was made with TMA and no helicoids. Results: Upon using the qualitative analysis of the fringe order in the photoelastic model, it was observed that the magnitude of force generated by the springs in group 1 was significantly higher than that in group 2. However, both had symmetry for the active and reactive units related to the system of force. Conclusions: Both springs had the same mechanical characteristics. TMA springs showed lower force levels. In certain mild extensions of the standard model, spin-independent long range forces can arise by exchange of two very light pseudoscalar spin-0 bosons. In particular, we have in mind models in which these bosons do not have direct tree level couplings to ordinary fermions. Using the dispersion theoretical method, we find a 1/r3 behavior of the potential for the exchange of very light pseudoscalars and a 1/r7 dependence if the pseudoscalars are true massless Goldstone bosons. ©1999 The American Physical Society.

Neutrinos mediate long range forces among macroscopic bodies in a vacuum. When the bodies are placed in the neutrino cosmic background, these forces are modified. Indeed, at distances long compared to the scale T -1, the relic neutrinos completely screen off the two-neutrino exchange force, whereas for small distances the interaction remains unaffected. ©2000 The American Physical Society.
