Citizenship in the making for a new millenium – education and citizen formation in 21st century Sweden. The aim of this article is to analyse citizenship formation in Swedish education. In highlighting trends regarding the assignment of the educational system to provide for democratic citizenship there are certain depictions of citizenship prevail- ing. The first stresses an inward-looking and inward-feeling citizenship, characterizing the citizen as deliberative and emotional. The second stresses an inward-looking and outward-making citizenship, characterizing the citizen as entrepreneurial and willing. Here, democracy is portrayed as already achieved. This, we argue, is hazardous as society risk being pictured as apolitical and democratically ‘saturated’. This situation does not open up for democratic change to come into question as desirable or even possible. Put differently, it leaves us with the notion that things have to be as they are, as we are living in the best of worlds.

In the light of the twofold mission of Swedish schools, that is to say enabling pupils to develop both subject knowledge and a democratic attitude, the purpose of this thesis is to investigate to what extent adult higher education students from different language and social backgrounds, studying Swedish as a second language, are able to carry out joint writing assignments with the aid of deliberative discourse, and to what extent they thereby also develop a deliberative attitude. The twofold mission of education applies to them too. While there already exists a certain amount of research into deliberative discourse relating to education in schools, the perspective of higher education didactics in this research is still lacking. The present study is to be viewed as a first contribution to this research. The theoretical starting point of this study includes previous research into deliberative discourse by further developing an existing model regarding criteria for deliberative discourse, for example that there is a striving towards agreement, although the consensus may be temporary, that diverging opinions can be set against each other, that tolerance and respect for views other than one’s own are shown, and that traditional outlooks can be questioned. This model is supplemented by designations for a number of disruptive behaviours, such as ridiculing, ignoring, interrupting people and engaging in private conversations. The thus further developed model will thereafter act as a lens in the analysis of students’ discussions when writing joint texts. Another theoretical starting point is the view of education as communication, and of the possibility of communication creating a third place, thereby developing democracy in the here and now-situation. For this study, comprising 18 hours of observation of nine students, that is to say the discussions of three groups in connection with writing texts on different occasions, various ethnographic data collection methods have been employed, for example video recordings, participant observations, field notes and interviews in conjunction with the discussions. The analysis clarifies that the three groups developed their deliberation as the discussions about the joint assignment proceeded, and that most of the nine students furthermore expressed at least an openness towards a deliberative attitude for further discussions in the future. The disruptive behaviours mentioned in connection with the analytical model that could be identified in the discussions, for example interruptions and private conversations, proved not to constitute real disturbances; on the contrary they actually contributed towards the discussions developing, enabling them to continue. On the other hand, other and not previously identified disturbances occurred, for example a focus on grades, the lack of time and lacking language ability, which all in different ways affected the students’ attitudes towards their work. For any future didactical work on deliberative discourse in Swedish as a second language within higher education, these disturbances would need to be highlighted and made aware of for both teachers and students. This article engages with the practices of politics and its presence and meanings within the Asian scene. Despite work that has taken youth cultures beyond the framework of ‘resistance’ youth cultures are often still imagined and understood through the lens of ‘resistance’. Yet, within the Asian scene, the tensions, disavowal and ambivalence towards politics points toward a more complex, multilayered understanding of contemporary youth cultural forms. This article takes into account the politics of location and of belonging that Asians within this scene are negotiating that are shaping the kind of political outlooks and attitudes that are being voiced. The growth of a middle-class 'desi' community in the UK and the rise of neoliberalism has led to a significant decline in the practice of a radical, deliberative politics within this 'desi' scene.

According to the U.S. National Environmental Policy Act of 1969 (NEPA), federal action to manipulate habitat for species conservation requires an environmental impact statement, which should integrate natural, physical, economic, and social sciences in planning and decision making. Nonetheless, most impact assessments focus disproportionately on physical or ecological impacts rather than integrating ecological and socioeconomic components. We developed a participatory social-ecological impact assessment (SEIA) that addresses the requirements of NEPA and integrates social and ecological concepts for impact assessments. We cooperated with the Bureau of Land Management in Idaho, USA on a project designed to restore habitat for the Greater Sage-Grouse (Centrocercus urophasianus). We employed questionnaires, workshop dialogue, and participatory mapping exercises with stakeholders to identify potential environmental changes and subsequent impacts expected to result from the removal of western juniper (Juniperus occidentalis). Via questionnaires and workshop dialogue, stakeholders identified 46 environmental changes and associated positive or negative impacts to people and communities in Owyhee County, Idaho. Results of the participatory mapping exercises showed that the spatial distribution of social, economic, and ecological values throughout Owyhee County are highly associated with the two main watersheds, wilderness areas, and the historic town of Silver City. Altogether, the SEIA process revealed that perceptions of project scale varied among participants, highlighting the need for specificity about spatial and temporal scales. Overall, the SEIA generated substantial information concerning potential impacts associated with habitat treatments for Greater Sage-Grouse. The SEIA is transferable to other land management and conservation contexts because it supports holistic understanding and framing of connections between humans and ecosystems. By applying this SEIA framework, land managers and affected people have an opportunity to fulfill NEPA requirements and develop more comprehensive management plans that better reflect the linkages of social-ecological systems.

This dissertation examines the intersections between difference, participation, and planning processes. Rooted in scholarly conversations about deliberative democracy, collaborative planning, and nonprofit organizations in civil society, this research considers how planning practitioners can better plan across difference. Through case study research, this dissertation examines a collaborative planning process conducted by a nonprofit organization. Unlike more conventional participatory planning processes, the organization utilized scenario planning. Exercising their position in civil society, participation in the process was not open to all community members and the organization carefully selected a diverse set of participants. Findings from this research project indicate that this process, by moving away from a strict definition of rational discourse, focusing on multiple futures as opposed to a single, utopian future, and deliberately bringing together a broad cross-section of community members allowed for participants to speak freely and learn from one another’s perspectives and experiences. Experiences of process participants also demonstrate the degree to which cultural backgrounds shape participation in and expectations of planning processes. While there remains no clear answer in how to represent and respond to cultural differences in planning processes, the experiences of the organization, program staff, and community participants help scholars and practitioners move closer to planning across differences.

Au Niger, le taux de mortalité maternelle est estimé à 535 décès pour 100 000 naissances vivantes (INS, 2013) et la probabilité pour un nouveau-né de mourir avant l’âge d’un mois est de 33 ‰. Depuis 2006, le Niger a mis en place une politique de gratuité des soins pour les femmes enceintes et les enfants de 0 à 5 ans, ce qui a contribué à une amélioration significative de la fréquentation des centres de santé. En mars 2012, un processus délibératif fut organisé pendant une conférence de trois jours pour échanger sur les acquis, limites et perspectives de cette nouvelle politique avec 160 participants dont des chercheurs, des humanitaires, des décideurs politiques et des intervenants sur le terrain. L’objectif de cette recherche est de comprendre les effets de cette conférence ainsi que d’explorer les activités du comité de suivi de la feuille de route. La recherche a été réalisée durant deux mois en été 2014 à Niamey et à N’guiguimi. Elle a reposé sur l’utilisation du cadre conceptuel de Boyko et al., (2012) qui permet de décrire les principales caractéristiques et les effets attendus des dialogues délibératifs et comprendre comment les dialogues délibératifs peuvent contribuer à l’élaboration de politiques sur la base de données probantes. Nous avons mis un accent particulier sur les trois formes d’utilisation des connaissances présentées par Dagenais et al., (2013) : instrumentale, conceptuelle et persuasive. Des entretiens semi-directifs ont été effectués avec 22 acteurs impliqués dans la mise en oeuvre des recommandations. Ils ont été enregistrés, retranscrits intégralement et traités avec le logiciel QDA Miner. Les résultats de l’analyse des discours recueillis révèlent une utilisation instrumentale des recommandations et plus visible chez les humanitaires que les décideurs et les acteurs de la société civile. Il ressort aussi de cette analyse une utilisation conceptuelle et persuasive des recommandations à un degré plus faible parmi tous les acteurs. Le comité de suivi de la feuille route de la conférence n’a pratiquement pas fonctionné, par conséquent, le processus n’a pas eu l’impact souhaité. Les principales raisons de cet échec sont liées au contexte de mise en oeuvre des recommandations (arrestation de plusieurs agents du ministère de la Santé publique qui sont des membres clés du comité de suivi à cause du détournement des fonds GAVI, manque de volonté technique et politique) et/ou aux conditions financières (absence de primes pour les membres du comité et de budget de fonctionnement.). Les iv résultats obtenus ont permis de comprendre les énormes défis (contextuels, financiers notamment) qui restent à relever en matière de transfert de connaissance dans le secteur de santé publique au Niger. En ce qui concerne la suite de la conférence, il faudrait accélérer la redynamisation du comité de suivi en le dotant d’un fonds de fonctionnement et en créant une agence autonome de gestion de la gratuité des soins; et renforcer le soutien politique autour de l’Initiative Santé Solidarité Sahel.

This chapter argues that theories about privacy would benefit from embracing deliberative democratic theory on the grounds that it addresses harms to democracy, and widens our understandings of privacy infringements in social networking environments. We first explore how social networking services (SNS) have evolved through different phases and how they enable political deliberation. Subsequently, we discuss more traditional individualistic and intersubjective theories of privacy in relation to social networking and point out their limitations in identifying and redressing social networking-related harms. We then critique emerging claims concerning the social value of privacy in the context of the social Web. Here we point out how these theories might identify non-individualized harms, yet, at the same time, suffer important challenges in application. We conclude by arguing that deliberative democratic theory can add some critical insights into the privacy harms encountered on the contemporary “social Web” that are only imperfectly understood by individualistic and social conceptions of privacy.

G20 outreach processes, in the form of the Think 20, Labour 20, Business 20, and Civil 20, Youth 20, and Women 20, are a formal attempt by G20 leaders to engage various social sectors with G20 policymaking. This essay contends that G20 outreach processes are best understood as transnational policy networks, which are involved in widening the field of policy communication and deliberation. The importance of these transnational policy networks rest upon their role in developing and disseminating G20 policy priorities and principles; and are an attempt to enhance the legitimacy and influence of the G20 and its policy proposals.

The difficulty in balancing the effectiveness and representativeness of the Group of Twenty (G20) has led to sustained questions about its legitimacy (Cooper 2010; Rudd 2011; Cooper and Pouliot 2015). Consequently, while leaders have long sought external advice about the agendas of Group of Seven (G7) summits since 1975, and about the G20 finance ministers and central bank governors’ meetings (G20 FM/CBG) since 1999, there has been intensification, elaboration, and institutionalization of transnational networks of policymakers with respect to the G20 in recent years. These networks are especially evident in the form of the G20 working groups and G20 outreach processes involved in the G20 FM/CBG and the G20 leaders’ forum created in 2008.

G20 working groups include transgovernmental groups of government officials and outside experts within a specific policy area who are charged with preparing material for G20 deliberations. G20 outreach processes are a recent and more formal attempt by G20 leaders to engage various social sectors with the policymaking activity of the G20 and were first considered by the G20 membership in 2010 with a more formal engagement with business interests. This led to the formal development of G20 outreach groups in 2013 in the form of the Think 20 (think tanks), Labour 20, Business 20, Civil 20 and Youth 20, which include representatives from these sectors. In 2015, a Women 20 outreach group was also added. These outreach processes are best understood as transnational policy networks which have been built to support the G20’s capacity to be effective and legitimate.

This essay focuses on G20 outreach processes and examines why and how the G20 has sought to augment its intergovernmental summitry and transgovernmental working groups with transnational policy networks, purposely involving a range of societal interests. Transnational policy networks demonstrate the existence of policymaking practices which include the policy influence of experts and advocates outside government. These networks also indicate the ways in which governments, International Governmental Organizations (IGOs) and summits like the G20 engage society, or where elements of society engage themselves with the policymaking process (Stone 2008). These networks intersect with the intergovernmental activities of leaders and key diplomats, and overlap with the transgovernmental relationships of various levels of government bureaucrats (Baker 2009). One of the principle features of transnational policy networks is the way they create and channel the communication of political ideas and priorities. However, it is important to keep in the mind the purpose and power of actors involved in the network and consider who has the discretion and motivation to create the network in the first instance. As the G20 members stated in 2012, the aspiration for outreach is founded upon an intent to strengthen the G20’s capacity “to build and sustain the political consensus”. Consequently, it is important to consider how the development of transnational policy networks in the form of G20 outreach processes are able to sustain the effectiveness and legitimacy of the G20.

This essay contends that G20 outreach processes are best understood as transnational policy networks. These networks have been built to widen the field of policy communication and deliberation. Furthermore, these outreach processes and networks are an attempt to enhance the legitimacy and influence of the G20 and its policy proposals. While there is no doubt that outreach practices are “ad hoc responses to the widespread charge that the G20 reproduces the politics of exclusion in global governance” (Cooper and Pouliot 2015, 347), these practices have the potential to improve both the effectiveness and legitimacy of the G20. The G20 possesses uncertain legitimacy and members of the G20 demonstrate an awareness of this and a corresponding willingness to actively develop various political practices to support the capacity and legitimacy of the G20.

However, G20 outreach also enables the G20 to place some limit upon the policy narratives and ideas that develop within these policy networks. The G20 is liable to be misunderstood without examining the activity of these transnational networks because the G20 is fundamentally a deliberative policy forum rather than a negotiating forum of binding regulations. Transnational policy networks have the potential to scrutinize and amplify relevant policy ideas and thereby enhance the legitimacy of the G20 and strengthen the capacity of the G20 to address an array of global economic and social problems. However, while some narrative control is important to amplify the G20 agenda, too much narrative control will undermine its legitimacy and capacity to develop broad-based responses to global problems. This essay explores the formation of these transnational policy networks by first outlining the evolution of the purpose and configuration of the G20, then it considers the ways G20 outreach processes constitute transnational policy networks and why they have been established, and lastly, analyses how these networks operate to enhance the legitimacy and effectiveness of the G20.
