Resumen: Los avances del liberalismo conmovieron, en buena medida, a la filosofía cristiana. Efectivamente él consagró el valor de la libertad como aspiración máxima y, en su nombre, se intentó sacudir el yugo de la autoridad y la Iglesia no quedó al margen, por lo que los católicos se replantearon muchas de sus posiciones, a fin de poder brindar las respuestas sociales que la sociedad estaba reclamando. Fue así que apareció la tercera escolástica, concebida como un movimiento de renovación contra el liberalismo que lo había invadido todo. Los propulsores de esta corriente decidieron restaurar en las escuelas y universidades la filosofía de Santo Tomás. La Argentina sufrió también las embestidas del liberalismo, lo que impulsó a los católicos a prepararse para plasmar soluciones en las más diversas áreas, con la idea de fondo de imponer el catolicismo como el principio organizador del medio social, argumentando que esa había sido la tendencia histórica en el país. Así fue como la tercera renovación escolástica, o neotomismo, penetró en la Argentina a fines del siglo XIX y en el XX, y se impuso tanto entre los seminaristas como en la Universidad de Córdoba y particularmente en su Facultad de Derecho y Ciencias Sociales. Durante los últimos años del otoño decimonónico la neoescolástica estuvo presente en muchas de las tesis presentadas en la Facultad de Derecho, siguiendo, en este aspecto, una tradición de la universidad cordobesa, la que predominaba también entre ciertos profesores. En este trabajo rastreamos los fundamentos del poder político que se encuentran en esos trabajos, refiriéndonos, por un lado, a la visión del grupo sobre el orden, a la igualdad y el progreso y, por otro, a los derechos del hombre.

Resumen: En el entramado histórico del mundo Romano, la vida política y religiosa se han visto imbricadas de modo particular. El mito político ha sido fundamental para hilvanar el devenir de los hechos históricos centrales en el modo de vida de los romanos. La caída de Roma o el fin de la Pars Occidentalis del Imperio Romano han servido de arquetipo histórico o de referente político para el resto de los Imperios del Mundo Occidental. En ese contexto se insertará este trabajo, que pretenderá echar luz a una temática rodeada por líneas historiográficas y analíticas no solo diferentes sino antagónicas. El centro de la discordia historiográfica de hoy se pondrá en sincronía con la discordia histórica de ayer, puesto que tanto los paganos como los cristianos forjaron durante la Tardo-antigüedad un mito de fin de ciclo, que le agrega una fascinación particular a esta temática. En este trabajo me abocaré a interpretar la postura del historiador romano - cristiano Paulo Orosio, quien describió su propia visión sobre los hechos que antecedieron y provocaron, la caída de Roma.

The original primary intent of this project was to determine the population status of two relatively obscure subspecies of Seaside Sparrows in Florida, the Smyrna Seaside Sparrow Cammodramus maritimus Eelonota) and the Wakulla Seaside Sparrow (Ammodramus maritimus juncicola) distinctiveness of these little known birds. As explained in the following section, a third and major objective appended to the project was to perform a taxonomic review of the entire Seaside Sparrow complex of nine subspecies. This paper introduces VERTEX, a multi-disciplinary research program dealing with various aspects of particle transport in the upper, high-energy layers (0-2000 m) of the ocean. Background information is presented on hydrography, biological composition of trapped particulates, and major component fluxes observed on a cruise off central California (VERTEX I). Organic C fluxes measured with two trap systems are compared with several other estimates taken from the literature. The intent of this overview paper is to provide a common setting in an economical manner, and avoid undue repetition of background and ancillary information in subsequent publications. State resource managers face a growing population intent on living on or near the coast, coupled with an increasing desire to have immediate access to the water by private docks or piers. This report presents oceanographic data supporting the detailed chemical studies in the VERTEX Particle Interceptor Trap (PIT) experiment off the central California coast. Prior to the deployment of the PITs, an oceanographic survey of the intended study area was made on R/V CAYUSE from 17 to 21 August 1980. During this cruise, twenty CTD stations (Fig. 1) were occupied in a grid centered about the PIT site selected earlier based on archival oceanographic data. During the second leg of the VERTEX experiment from 25 August to 3 September, CTO profiles were taken as time permitted. In addition, a short survey near the PITs was made on 2 September. The intent of the pre-deployment cruise was to obtain data characterizing the vertical and horizontal variability of physical and chemical properties and to map the geostrophic flow field. Toward this end, vertical profiles of salinity, temperature and dissolved oxygen were made using a Plessey 9040 CTOa profiler. The Alliance for Coastal Technologies (ACT) Workshop on Optical Remote Sensing of Coastal Habitats was convened January 9-11, 2006 at Moss Landing Marine Laboratories in Moss Landing, California, sponsored by the ACT West Coast regional partnership comprised of the Moss Landing Marine Laboratories (MLML) and the Monterey Bay Aquarium Research Institute (MBARI). The "Optical Remote Sensing of Coastal Habitats" (ORS) Workshop completes ACT'S Remote Sensing Technology series by building upon the success of ACT'S West Coast Regional Partner Workshop "Acoustic Remote Sensing Technologies for Coastal Imaging and Resource Assessment" (ACT 04-07). Drs. Paul Bissett of the Florida Environmental Research Institute (FERI) and Scott McClean of Satlantic, Inc. were the ORS workshop co-chairs. Invited participants were selected to provide a uniform representation of the academic researchers, private sector product developers, and existing and potential data product users from the resource management community to enable development of broad consensus opinions on the role of ORS technologies in coastal resource assessment and management. The workshop was organized to examine the current state of multi- and hyper-spectral imaging technologies with the intent to assess the current limits on their routine application for habitat classification and resource monitoring of coastal watersheds, nearshore shallow water environments, and adjacent optically deep waters. Breakout discussions focused on the capabilities, advantages ,and limitations of the different technologies (e.g., spectral & spatial resolution), as well as practical issues related to instrument and platform availability, reliability, hardware, software, and technical skill levels required to exploit the data products generated by these instruments. Specifically, the participants were charged to address the following: (1) Identify the types of ORS data products currently used for coastal resource assessment and how they can assist coastal managers in fulfilling their regulatory and management responsibilities; (2) Identify barriers and challenges to the application of ORS technologies in management and research activities; (3) Recommend a series of community actions to overcome identified barriers and challenges. Plenary presentations by Drs. Curtiss 0. Davis (Oregon State University) and Stephan Lataille (ITRES Research, Ltd.) provided background summaries on the varieties of ORS technologies available, deployment platform options, and tradeoffs for application of ORS data products with specific applications to the assessment of coastal zone water quality and habitat characterization. Dr. Jim Aiken (CASIX) described how multiscale ground-truth measurements were essential for developing robust assessment of modeled biogeochemical interpretations derived from optically based earth observation data sets. While continuing improvements in sensor spectral resolution, signal to noise and dynamic range coupled with sensor-integrated GPS, improved processing algorithms for georectification, and atmospheric correction have made ORS data products invaluable synoptic tools for oceanographic research, their adoption as management tools has lagged. Seth Blitch (Apalachicola National Estuarine Research Reserve) described the obvious needs for, yet substantial challenges hindering the adoption of advanced spectroscopic imaging data products to supplement the current dominance of digital ortho-quad imagery by the resource management community, especially when they impinge on regulatory issues. Fluid diffusion in glassy polymers proceeds in ways that are not explained by the standard diffusion model. Although the reasons for the anomalous effects are not known, much of the observed behavior is attributed to the long times that polymers below their glass transition temperature take to adjust to changes in their condition. The slow internal relaxations of the polymer chains ensure that the material properties are history-dependent, and also allow both local inhomogeneities and differential swelling to occur. Two models are developed in this thesis with the intent of accounting for these effects in the diffusion process.

In Part I, a model is developed to account for both the history dependence of the glassy polymer, and the dual sorption which occurs when gas molecules are immobilized by the local heterogeneities. A preliminary study of a special case of this model is conducted, showing the existence of travelling wave solutions and using perturbation techniques to investigate the effect of generalized diffusion mechanisms on their form. An integral averaging method is used to estimate the penetrant front position.

In Part II, a model is developed for particle diffusion along with displacements in isotropic viscoelastic materials. The nonlinear dependence of the materials on the fluid concentration is taken into account, while pure displacements are assumed to remain in the range of linear viscoelasticity. A fairly general model is obtained for three-dimensional irrotational movements, with the development of the model being based on the assumptions of irreversible thermodynamics. With the help of some dimensional analysis, this model is simplified to a version which is proposed to be studied for Case II behavior.

Toxic-waste associated with coastal brownfield sites can pose serious risks to human and environmental health. In light of anticipated sea-level rise (SLR) due to global climate change, coastal brownfields require heightened attention. The primary intent of this study is to pose questions and encourage discussion of this problem among policy makers. Impacts from SLR on coastal zones are examined within a brownfield policy framework and, current coastal brownfield policy discussions with respect to SLR are also examined. (PDF contains 4 pages)

Coastal storms, and the strong winds, heavy rains, and high seas that accompany them pose a serious threat to the lives and livelihoods of the peoples of the Pacific basin, from the tropics to the high latitudes. To reduce their vulnerability to the economic, social, and environmental risks associated with these phenomena (and correspondingly enhance their resiliency), decision-makers in coastal communities require timely access to accurate information that affords them an opportunity to plan and respond accordingly. This includes information about the potential for coastal flooding, inundation and erosion at time scales ranging from hours to years, as well as the longterm climatological context of this information. The Pacific Storms Climatology Project (PSCP) was formed in 2006 with the intent of improving scientific understanding of patterns and trends of storm frequency and intensity - “storminess”- and related impacts of these extreme events. The project is currently developing a suite of integrated information products that can be used by emergency managers, mitigation planners, government agencies and decision-makers in key sectors, including: water and natural resource management, agriculture and fisheries, transportation and communication, and recreation and tourism. The PSCP is exploring how the climate-related processes that govern extreme storm events are expressed within and between three primary thematic areas: heavy rains, strong winds, and high seas. To address these thematic areas, PSCP has focused on developing analyses of historical climate records collected throughout the Pacific region, and the integration of these climatological analyses with near-real time observations to put recent weather and climate events into a longer-term perspective.(PDF contains 4 pages)

Approximately two-thirds of coastal and Great Lakes states have some type of shoreline construction setback or construction control line requiring development to be a certain distance from the shoreline or other coastal feature (OCRM, 2008). Nineteen of 30 coastal states currently use erosion rates for new construction close to the shoreline. Seven states established setback distances based on expected years from the shoreline: the remainder specify a fixed setback distance (Heinz Report, 2000). Following public hearings by the County of Kauai Planning Commission and Kauai County Council, the ‘Shoreline Setback and Coastal Protection Ordinance’ was signed by the Mayor of Kauai on January 25, 2008. After a year of experience implementing this progressive, balanced shoreline setback ordinance several amendments were recently incorporated into the Ordinance (#887; Bill #2319 Draft 3). The Kauai Planning Department is presently drafting several more amendments to improve the effectiveness of the Ordinance. The intent of shoreline setbacks is to establish a buffer zone to protect shorefront development from loss due to coastal erosion - for a period of time; to provide protection from storm waves; to allow the natural dynamic cycles of erosion and accretion of beaches and dunes to occur; to maintain beach and dune habitat; and, to maintain lateral beach access and open space for the enjoyment of the natural shoreline environment. In addition, a primary goal of the Kauai setback ordinance is to avoid armoring or hardening of the shore which along eroding coasts has been documented to ultimately eliminate the fronting beach. ENGLISH: The Inter-American Tropical Tuna Commission operates under the authority and direction of a Convention originally entered into by the Republic of Costa Rica and the United States of America. The Convention, which came into force in 1950, is open to adherence by other governments whose nationals fish in the eastern tropical Pacific. Under this provision the Republic of Panama adhered in 1953, the Republic of Ecuador in 1961, the United Mexican States in 1964 and Canada in 1968. In 1967 Ecuador gave notice of her intent to withdraw from the Commission and her withdrawal became effective on August 21, 1968. SPANISH:La Comisión Interamericana del Atún Tropical está bajo la autoridad y dirección de una Convención la cual fue originalmente formada por la República de Costa Rica y los Estados Unidos de América. La Convención, vigente desde 1950, está abierta a la afiliación de otros gobiernos cuyos nacionales pesquen en. el Pacífico oriental tropical. Bajo esta medida la República de Panamá se afilió en 1953, la. República del Ecuador en 1961, los Estados Unidos Mexicanos en 1964 y' el Canadá en 19Ei8.
