Still together, but apart? Kyiv’s policy towards the Donbas. OSW Commentary No. 160, February 6 2015

From the Introduction. The peace deal agreed on 5 September 2014 concerning the ceasefire in the region covered by the conflict in the Donbas brought about a significant reduction in the scale of military clashes. However, in mid-January the separatist forces, supported by the Russian military, started an offensive along the entire front line. For example, they seized the airport in Donetsk and the village of Krasnyi Partyzan. About a third of the Donetsk and the Lugansk oblasts currently remain outside Kyiv’s control (see Map). Before the war, these areas were inhabited by 6.6 million residents, 15% of Ukraine’s total population. The process launched in September 2014 in Minsk, which was intended to regulate the conflict within the so-called trilateral contact group (Ukraine, Russia, the OSCE and representatives of the separatists), resulted in an exchange of some prisoners of war, although it failed to have any political effects. Attempts at regulating the political situation were additionally complicated by the illegal ‘elections’ of leaders of the two separatist regions, the so-called Donetsk and Lugansk People’s Republics (the DPR and LPR).

The single market is often perceived as the panacea for Europe’s economic troubles. It is believed that completing the single market would boost welfare, stimulate growth and increase European competitiveness. • However, identifying and quantifying the channels through which market integration is expected to engender growth is methodologically complex. Although the overwhelming prediction from the literature is for single market integration to generate positive and significant aggregate effects, we conclude that the impact so far has fallen short of initial expectations, because: (1) Barriers continue to prevail in the EU, preventing the exploitation of the potential benefits of full market integration (2) ‘Complementary policies’ to support the single market were not, or were insufficiently, put in place (3) The single market project has not sufficiently been framed as a key part of the process of creative destruction that Europe needs to embrace to successfully modernise its economy. • That single market integration generates positive and significant aggregate effects does not imply that its effects are positive and significant for every sector. There is therefore an important role for European Union and national distributional policies to ensure that losers are sufficiently compensated by the winners, and to overcome political resistance to completing the single market.

From the Executive Summary. The European Union’s enlargement to the Balkans seems to be running on autopilot since Croatia’s accession in 2013 and amidst the on-going crisis. While the region still has a clear European perspective, progress on the dossier has been marred not just by outstanding challenges in individual Balkan countries but often also by hurdles which develop within the Union – more specifically in the member states. While the EU’s internal procedures for handling enlargement have always been intergovernmental in nature, the frequency of incursions and opportunities for the member states to interfere and derail the process has increased over the past years, suggesting a so-called ‘nationalisation’ of enlargement. In 17 case studies and two theoretical chapters, this Issue Paper investigates whether the dossier has shifted more under the control of the member states, and looks at the kind of considerations and potential ‘roadblocks’ that influence the positions of key national actors on enlargement.

Objectives To determine the face and content validity of items for measuring safe medication practices in Portuguese hospitals. Methods 128 items were drafted from content analysis of existing questionnaires and the literature, employing preferred terms of the WHO International Classification for Patient Safety (Portuguese version). A two-round e-Delphi was convened, using a purposive multidisciplinary panel. Hospital-based experts were asked to rate the relevance of items on a 7-point Likert scale and to comment on their clarity and completeness. Results The response rate was similar in both rounds (70.3% and 73.4%, respectively). In the first round 91/128 (71.1%) items reached the predefined level of positive consensus. In the second round 23 additional items reached positive consensus, as well as seven items newly derived by the panel. Conclusions Most items have face and content validity, indicating relevance and clarity, and can be included in a future questionnaire for measuring safe medication practices in Portuguese hospitals.
