Many coastal communities across the United States are beginning to plan for climate-related sea level rise. While impacts and solutions will vary with local conditions, jurisdictions which have begun this process seem to pass through three common stages when developing policy for local sea level rise adaptation: l) building awareness about local sea level rise threats, 2) undertaking analyses of local vulnerabilities, and 3) developing plans and policies to deal with these vulnerabilities. The purpose of this paper is to help advance community dialogue and further inform local decision-makers about key elements and steps for addressing climate-related sea level rise. It summarizes the results of a project the Marine Policy Institute (MPI) undertook during 2011-12 to review experiences from fourteen U.S. coastal jurisdictions representing a variety of city, county, and state efforts with sea level adaptation. There are many more initiatives underway than those reflected in this sample, but the “focus jurisdictions” were selected because of the extensive information publically available on their experiences and lessons being learned that could provide insights for coastal communities, especially in Southwest Florida.

We review the progress made in the emerging field of coastal seascape ecology, i.e. the application of landscape ecology concepts and techniques to the coastal marine environment. Since the early 1990s, the landscape ecology approach has been applied in several coastal subtidal and intertidal biogenic habitats across a range of spatial scales. Emerging evidence indicates that animals in these seascapes respond to the structure of patches and patch mosaics in different ways and at different spatial scales, yet we still know very little about the ecological significance of these relationships and the consequences of change in seascape patterning for ecosystem functioning and overall biodiversity. Ecological interactions that occur within patches and among different types of patches (or seascapes) are likely to be critically important in maintaining primary and secondary production, trophic transfer, biodiversity, coastal protection, and supporting a wealth of ecosystem goods and services. We review faunal responses to patch and seascape structure, including effects of fragmentation on 5 focal habitats: seagrass meadows, salt marshes, coral reefs, mangrove forests, and oyster reefs. Extrapolating and generalizing spatial relationships between ecological patterns and processes across scales remains a significant challenge, and we show that there are major gaps in our understanding of these relationships. Filling these gaps will be crucial for managing and responding to an inevitably changing coastal environment. We show that critical ecological thresholds exist in the structural patterning of biogenic ecosystems that, when exceeded, cause abrupt shifts in the distribution and abundance of organisms. A better understanding of faunal–seascape relationships, including the identifications of threshold effects, is urgently needed to support the development of more effective and holistic management actions in restoration, site prioritization, and forecasting the impacts of environmental change.

Historical sources of the late-18th and 19th centuries were searched for information on coastal weather conditions in Southern California. Relatively calm winters until 1828 were followed by unusually stormy winters from about 1829 to 1839. Later periods were again predominantly calm, with notable exceptions related to the ENSO events of 1845 and 1878. Following decreases through the stormy 1830s, sizes of kelp forests appear to have rebounded in the 1840s. ENSO occurrences and eruption of the volcano Cosiguina in 1835 are likely causes for changing wind patterns. Our results link the unique AD 1840 Macoma leptonoidea pelecypod shell layer in laminated Santa Barbara Basin sediment ("Macoma event") to abruptly changing oceanographic and weather patterns.

Wintertime precipitation in the mountains of the western United States during a warm or cool period has a pronounced influence on streamflow. During a warm year, streamflow at intermediate elevations responds more immediately to precipitation events; during a cold year, much of the discharge is delayed until the snow melts in spring and summer. Previous efforts at studying these extremes have been hampered by a limited number and length of observational analyses. In this study, we augment this limited observational record by analyzing a simplified general circulation model.

Innovation policies play an important role throughout the development process of emerging industries. However, existing policy studies view the process as a black-box, and fail to understand the policy-industry interactions through the process. This paper aims to develop an integrated technology roadmapping tool, in order to facilitate the better understanding of policy heterogeneity at the different stages of new energy industries in China. Through the case study of Chinese wind energy equipment manufacturing industry, this paper elaborates the dynamics between policy and the growth process of the industry. Further, this paper generalizes some Chinese specifics for the policy-industry interactions. As a practical output, this study proposes a policy-technology roadmapping framework that maps policy-market-product- technology interactions in response to the requirement for analyzing and planning the development of new industries in emerging economies (e.g. China). This paper will be of interest to policy makers, strategists, investors, and industrial experts. © 2011 IEEE.
