Cet article examine la complexité du processus d’intégration régionale en Océanie à travers le cas du groupe du Fer de Lance mélanésien (gflm). L’émergence de cette structure subrégionale en 1988 avait pour but d’affirmer la spécificité mélanésienne au cœur du Pacifique Sud. Or, en vingt-cinq années d’existence, le Fer de Lance ne semble pas avoir pleinement réalisé tous les objectifs qu’il s’était initialement fixés. Ses ambitions, politiques en particulier, ne sont qu’en partie réalisées. Quant à la récente présidence fidjienne du Fer de Lance, elle a tenté de donner une nouvelle stature régionale au groupe, mais y est-elle parvenue ? Cet article analyse les défis politiques, intérieurs et extérieurs, que le gflm rencontre depuis sa création et considère ceux qui lui restent à relever. This paper examines the complexities of regional integration in Oceania through the case study of the Melanesian Spearhead Group (MSG). The emergence of a new subregional structure in 1988 aimed to support the development of the Melanesian identity within the South Pacific. However, after twenty-five years of existence, the Spearhead Group does not seem to have reached all its initial objectives. Its political ambition has only partly been achieved. The recent Fijian leadership of the MSG has attempted to give a new regional dimension to the Melanesian group, but has it succeeded? This paper analyses how the subregional group has faced the challenges that emerged from its regional environment as well as from within its own structure. It fnally considers the new challenges ahead for the Melanesian group.

The European Union with its sophisticated institutional system is the most important regional integration on Earth. This tight form of economic integration converges to the level that Dani Rodrik calls hyperglobalization in his model, the political trilemma of globalisation. In our paper we develop the mentioned model and then we apply it to the case of the European Integration. We argue that if we want to maintain the deep integration among member states in the EU we have to pass more and more functions of the nation states to the federation level. In case of the EMU that means that federal fiscal policy is needed which could lead to multi-speed Europe considering new member states’ reluctance to give up their specific institutions.

Az Európai Unió a világgazdaság egyik legfontosabb integrációja. A benne megvalósuló gazdasági integráció szorossága megfelel annak a szintnek, amit Rodrik hiperglobalizációnak nevez. Az elmélet szerint a politika szintjén egyszerre nem megvalósítható a demokratikus politikai döntéshozatal, a teljes világgazdasági integráció, illetve a nemzetállam. A trilemma a globalizáció útjában álló intézményi különbségeken alapszik. Megoldása három módon lehetséges: a demokrácia kiiktatásával a megoldás az arany kényszerzubbony, ahol a piaci mechanizmusok veszik át az állami gazdaságpolitika szerepét; a globális kormányzás megvalósulása esetén a szuverén nemzetállamok tűnnek el a nemzetközi rendszerből; végül a Bretton Woods kompromisszum esetében a globalizáció útjába állítunk akadályokat. Írásunkban a modellt az európai integrációra, egészen pontosan a Gazdasági és Monetáris Unióra alkalmazzuk. Érvelésünk szerint, ha fent kívánjuk tartani az integráció szorosságát, erősíteni kell az integráció szintjén a gazdasági kormányzást, ami pedig csak a tagállami szuverenitás rovására mehet. Ez, mely a GMU esetében leginkább a fiskális föderáció erősítését jelenti ugyanakkor, megnövelve az integráció költségeit, egy többsebességes Európa kialakulása irányába hathat. _____ The European Union with its sophisticated institutional system is the most important regional integration on Earth. This tight form of economic integration converges to the level that Dani Rodrik calls hyperglobalization in his model, the political trilemma of globalisation. In this model Rodrik assumes that from the three desired element of world politics (deep economic integration, the nation state, and democratic politics) only two can be chosen. We can either choose deep integration and the nation state but then we have to abandon democracy; or we can choose deep integration and democracy, but then we have to forfeit the nation state; or we have to circumscribe globalisation to maintain democracy and the nation state. In our paper we develop the mentioned model and then we apply it to the case of the European integration. We argue that if we want to maintain the deep integration among member states in the EU we have to pass more and more functions of the nation states to the federation level. A szerző a Budapesti Corvinus Egyetem Nemzetközi Tanulmányok Intézetének tanársegéde. Tanulmánya a regionalizmus jelenségét vizsgálja Latin-Amerikában, célja az egyes generációk létrejöttének és legfőbb jellemzőinek felvázolása, illetve a jelenleg működő latin-amerikai integrációs tömörülések eredményeinek és legfontosabb kihívásainak vizsgálata. A cikk rávilágít a latin-amerikai alrégiók mentén megalakult csoportok belső integrációja, illetve a más régiókkal való interregionális törekvések közötti szoros összefüggésre, azok kölcsönhatására. A szerző éppen ezért a regionális tömörülések eredményei mellett kitér az egyes latin-amerikai alrégiók más – fejlett és fejlődő világbeli – régiókkal kiépített kapcsolataira is. ______ The paper examines initiatives aimed at regional integration in Latin-America in order to identify the main characteristics of the three generations of regionalism on the continent, as well as show what the main results and challenges are of today's regional organizations. The paper demonstrates that there is an interesting link between the level of integration within the various regional groupings and their interregional contacts with other regions. The author also examines the relations of Latin-American sub-regions with other regions of the world, both developed and developing.

Co-edited by Peter Hakim, President Emeritus, Inter-American Dialogue and Genaro Arriagada, Non-Resident Senior Fellow, Inter-American Dialogue, this issue examines energy as a priority issue for nearly all Latin American and Caribbean countries and considers its impact on regional integration and both foreign and domestic policy. Articles present opportunities and challenges facing the region, as well as recommendations for addressing the energy issue in Latin America in a strategic, constructive and effective manner.

This paper examines the formal features, the political rationale, distinctiveness, potential, and difficulties of post-liberal regionalism, with a particular focus on the case of UNASUR. Through this organization, traditional unionism and aspirations of Latin American regional integration are redefined in a South American geographic and ideational framework. Through this strategy South America became a political and economic construct in order to respond to globalization challenges and to achieve its members’ goals in development, regional autonomy (particularly in regards to the US), international influence and at the same time domestic governance of the involved countries. Nevertheless, the limits of this project’s future are being defined by nationalism, traditional visions of sovereignty and by a regional construction that involve significant institutional limitations, which are product of its intergovernmental logic, internal asymmetries and ambivalent Brazilian leadership

The metropolitan regions of Northeast Brazil are being gradually included in a scenario of international investments, which are motivated by the restructuring of both touristic and real-estate sectors. The new capital, real-estate developers and space configurations that result from this process indicate the need for the creation and implementation of public tools which should, at least, allow the mitigation of the urban impacts and environmental losses resulting from this situation. The effects on landscape and on the socio-spatial configuration result from the intensification caused by the dynamism of the "real estate-tourism" sector. There is a regional integration as an expression of the urban expansion of the metropolitan area of Natal. This study investigates the uniqueness of the restructuring and territorial integration of coastal areas and the strategies of the circuit of capital accumulation formed by linking the real estate to tourism. It is intended to increase the understanding about the strategies of tourism, real estate and public policy agents involved in this territorial reconfiguration and in the fund-raising needed for the investments, to understand the existing social and environmental effects and their future trends and also to understand the forms of spatial production as results from the practices of approaching the land transformation and the tourism valorization of the landscape, in a synchronous manner, first in the Northeast region and, as a focal study, in the Metropolitan Area of Natal. Likewise, it is intended to apprehend the current processes of metropolization of the eastern coast of Rio Grande do Norte, in addition to indicate its physical-territorial transformation and the types of projects/developments promoted by the market in the recent period. Based upon analysis undertaken for the Metropolitan Region of Natal RN, this piece of work presents some considerations on possible legal instruments that can be adjusted to the municipalities which are experiencing the impact of this peculiar and recent phenomenon in the region, caused by the arrival of the real estate-touristic capital. It is also intended to point out basic proposals to the forms of public intervention, in a speculative way, starting from a Metropolitan Planning project within a medium and long term

The present dissertation is inserted in the internationalization of the university-level education research field and aimed to analyze the strategies and internationalization actions of the Universidade Tecnológica Federal do Paraná (UTFPR), locus of research. The study sought to establish the current context in which the internationalization is inserted and contextualize the research problematic presenting definitions, concepts, reasons and strategies linked to an international dimension. It also presents a historical context of the internationalization of Brazil and current public policies related to this topic. This research used content analysis to analyze institutional documents (Institutional Development Plans (2004-2017) and Management Reports (2000-2014)); semi-structured interviews (Director of International Relations, Coordinator of programs and actions related to the mobility of students, Head of the Department of Education and Dean of Research and Graduate Studies); information pertaining to the theme from the university’s website and events held in the Campus of the institution. Data were analyzed using the procedures prescribed for this type of analysis with the establishment of three categories: concepts, strategies and actions. Based on the foregoing, in terms of synthesis, could be understood that increasing the participation of UTFPR on the international scene has always been linked to the institution’s policies and goals, yet without an political institutional plan without objectives, strategies and goals established systematically. In the case of the conception of the internationalization of UTFPR it was realized that the theme currently gained more focus and greater coverage in the institution. In this context, Ciência Sem Fronteiras program contributed to, giving greater visibility to UTFPR on the world stage. From then on, specific strategies and actions are being developed in seeking internationalization under institutional perspective, of the servers, the expansion of mobility, and greater visibility of the institution in the international arena, regional integration and promotion of internationalization at the university. Overall, the management of internationalization in the institution does not have a formal project, but has specific strategies and actions seeking their expansion. Thus, the process of internationalization in UTFPR presents itself in an early stage, with strategies and actions seeking to expand the international dimension in the institution who takes singular importance to its expansion and consolidation.

El interés de este estudio de caso es analizar la influencia del regionalismo post-liberal en la cooperación sur-sur (CSS) de América Latina. Se analiza y explica cómo las dinámicas del regionalismo post-liberal del nuevo milenio, mediante esquemas de integración regional como la UNASUR, dieron paso al resurgimiento de la CSS en América Latina, no como una herramienta a favor de la integración, sino como un instrumento del liderazgo regional. Siguiendo finalmente la perspectiva neorrealista de Kenneth Waltz, con la cual se explican las transformaciones estructurales que dieron paso a un nuevo modelo de integración y los procesos de CSS que dentro de éste se desarrollan.

What causes faster or slower procedures in the parliaments when considering international treaties? This question motivates the current research, which aims to understand how the nature of coalitions influence the duration of the legislative processes. For this, the analysis covers all the treaties signed by Mercosur between 1991 and 2021 and the internalisation processes in four member states (Argentina, Brazil, Paraguay and Uruguay). It observes how long each parliament took to approve the treaties and which was the effect of political and economic variables. A mixed-methods approach was adopted for the empirical research, combining Survival Analysis, Qualitative Comparative Analysis and Process Tracing. While the quantitative work investigates all the cases, the qualitative study illuminates the enlargement of Mercosur, with in-depth analysis of the Paraguayan approval of the Venezuelan and Bolivian accessions. This study provides important insights into the role of national legislatures in the Latin American regionalism, concluding that the government-opposition cleavage drives the parliamentarians’ behaviour on the topic of regional integration. The study also contributes to the field Mercosur studies with the characterisation of the treaties ratified domestically, by undertaking a longitudinal analysis at the 30th anniversary of the bloc.
