Segurança pública e as operações de construção da paz pós-conflitos armados

O artigo apresenta como as operações de paz contemporâneas, conduzidas pela Organização das Nações Unidas (ONU) para gerenciar e/ou resolver conflitos armados, têm lidado com a questão da segurança pública. Como parte do esforço de estabelecer uma paz duradoura nesses territórios, as atividades realizadas pela Organização incluem a reforma do setor de segurança e a estruturação de uma força policial democrática como parte de um amplo processo de construção da paz. Baseado em bibliografia sobre o assunto, documentos das Nações Unidas e observações pessoais, o texto aborda conceitos sobre as operações de paz, as ideias que norteiam a construção de uma polícia democrática, suas finalidades no contexto da segurança pública pós-conflito armado, as atividades realizadas para consecução desse objetivo e os problemas enfrentados pela ONU.

Educação Profissional e Ideologia das Competências: Elementos para uma Crítica da Nova Pedagogia Empresarial sob a Mundialização do Capital

This article aims to address the relationship between work and professional education, specifically the ideology skills and the new pedagogy business under the globalization of capital. Is analyzed at first, the world-historical context, the restructuring of the productive and political capital from the 1970s, and the demand for a new organization of work based on model Toyota. Second, discuss such changes are productive within the Brazilian state and its influence on educational policies geared to work, permeated by the ideology skills as an instrument that seeks to obscure the relationshipcapital. It discusses the emergence of new education business connected to the ideals of human capital. It is the influence of international organizations in Brazil of the United Nations (UN) and the United Nations Organization for Education, Science and Culture (UNESCO), aimed at articulating the education according to the ideological aspect global, verified legislative apparatus in education. Ends up not only to reflect the content of the skills ideology, but it is suggested the redemption value of the denied promise of emancipation human-general.

De Estocolmo, 1972 a Rio+20, 2012: o discurso ambiental e as orientações para a educação ambiental nas recomendações internacionais

Amazônia em xeque

Com o intuito de promover uma ação internacional para a gestão sustentável, conservação e desenvolvimento das florestas e chamar a atenção da população para o papel destas na geração de benefícios econômicos, sociais e ambientais, principalmente para os povos que dependem delas para sobreviver, a Assembléia Geral da Organização das Nações Unidas (ONU), declarou 2011 como o Ano Internacional das Florestas. Paradoxal a esta ação, o ano de 2011 é também marcado pela inauguração da Rodovia Interoceânica Sul (IOS) no Peru, que ao conectar-se a malha rodoviária brasileira cria um elo de ligação direta entre o Oceano Atlântico e o Oceano Pacífico. Segundo seus idealizadores, o projeto aumentará as possibilidades de comércio internacional. Além de incrementar o comércio bilateral e integrar a Macro-Região Sul do Peru ao restante do país, a IOS proporciona ao Brasil uma alternativa de acesso ao Oceano Pacífico e aos mercados da Ásia e, ao Peru, um acesso mais eficiente ao Atlântico e aos mercados da costa leste dos EUA e da Europa. Por outro lado, a IOS passa por uma das mais preservadas regiões da Amazônia e, é considerada de importância única em termos de risco para os esforços mundiais de conservação da biodiversidade e de respeito aos direitos das últimas populações humanas que ali vivem sem ou com muito pouco contato com a sociedade moderna. Os impactos socioambientais ligados à construção e/ou reabilitação de estradas em territórios tropicais úmidos adquiriram fama mundial precisamente com a BR- 364, trecho principal desse corredor no território brasileiro. A pavimentação desta estrada nos anos 1980 provocou desastres ambiental e social gravíssimos no norte de Mato Grosso, em Rondônia e no Acre. According to data published on the World Drug Report 2012 by Unodc - United Nations Office on Drugs and Crime -, the world consumes nowadays the same amount of illicit drugs that it has always consumed. Contrary to this stable consumption, discussions surrounding the issue of drugs have intensified. The greatest controversies and the largest repercussion in the Brazilian media relate to marijuana use. This paper was developed in the context of polemic issues and its general goal is to analyze the conflict of ideologies present in the discourses about drugs on printed articles released by the Brazilian media, represented here by the magazines Veja, Carta Capital and Galileu. This work aims to evaluate the different trajectories in terms of production structure, technological capabilities and performance in international trade of pharmaceutical industries in Brazil and India. For this, we build international trade indicators, based on data provided by the COMTRADE, the UN database for trade. Through the indicators, it is observed that the countries have different results in the catch-up process of the pharmaceutical industry. India has built a productive structure strongly based on generic drugs, with which it is able to greatly meet domestic demand and export to many countries worldwide. Brazil remains in a position of dependence of foreign production, with a high level of imports and exports to the region of Latin America

A educação e a sustentabilidade: o desafio de um paradigma e a década da educação para o desenvolvimento sustentável da UNESCO (2005-2014)

This paper aims at proposing a discussion on the role of education in a pragmatic plot. It intends to offer some contributions to the consolidation in the essence of sustainable development and of a contextualized sustainability as well as its respective dimensions. Therefore, some conceptual evolutions of such expressions and the implications for when they are being used, especially parallel to the UN Decade of Education for Sustainable Development, UNESCO (2005-2014) are presented. This paper also intends to promote some reflection on how much environmental and general education are important with regard to the challenge of multidimensional balance proposed, as seen from the perspective of a paradigm that has been constantly shaped since the Stockholm Conference of 1972, going through the given contributions in 1992 by The Earth Summit in Rio de Janeiro – Eco 92 / Rio 92; and from there to the United Nations Conference on Sustainable Development, of Rio+20, in 2012.

Adaptação e uso de ferramenta de visualização para o estudo do conjunto de tratados entre os membros da ONU

The present project consists in an exploratory research centralized on the main patterns of the database of treaties registered by the Secretariat of the United Nations due to its obligations stated at Article 102 of the organization?s Charter. More specifically its purpose is to adapt and apply computer visualization tools to this database. The visualization tools developed here aim the exploration, discovery and communication of relevant features to International Relations research. These tools allow the manipulation of selected variables in the database, such as dates, participant actors and treaties subject. The visual representations furthermore facilitate the analysis of several dimensions of subsets chosen by the user, such as qualitative, temporal and geographic distribution. These proceedings help bring hidden patterns to the surface. The discussion about the limits of these tools has also a central place on this research. We listed and analyzed the characteristics and steps which could have a relevant impact on the final result

Estimation methods of reference evapotranspiration (ETo) for Uberlândia -MG

One approach to verify the adequacy of estimation methods of reference evapotranspiration is the comparison with the Penman-Monteith method, recommended by the United Nations of Food and Agriculture Organization - FAO, as the standard method for estimating ET0. This study aimed to compare methods for estimating ET0, Makkink (MK), Hargreaves (HG) and Solar Radiation (RS), with Penman-Monteith (PM). For this purpose, we used daily data of global solar radiation, air temperature, relative humidity and wind speed for the year 2010, obtained through the automatic meteorological station, with latitude 18° 91' 66 S, longitude 48° 25' 05 W and altitude of 869m, at the National Institute of Meteorology situated in the Campus of Federal University of Uberlandia - MG, Brazil. Analysis of results for the period were carried out in daily basis, using regression analysis and considering the linear model y = ax, where the dependent variable was the method of Penman-Monteith and the independent, the estimation of ET0 by evaluated methods. Methodology was used to check the influence of standard deviation of daily ET0 in comparison of methods. The evaluation indicated that methods of Solar Radiation and Penman-Monteith cannot be compared, yet the method of Hargreaves indicates the most efficient adjustment to estimate ETo.
