Respiration chambers are one of the primary sources of data on methane emissions from livestock. This paper describes the results from a coordinated set of chamber validation experiments which establishes the absolute accuracy of the methane emission rates measured by the chambers, and for the first time provides metrological traceability to international standards, assesses the impact of both analyser and chamber response times on measurement uncertainty and establishes direct comparability between measurements made across different facilities with a wide range of chamber designs. As a result of the validation exercise the estimated combined uncertainty associated with the overall capability across all facilities reduced from 25.7% (k = 2, 95% confidence) before the validation to 2.1% (k = 2, 95% confidence) when the validation results are applied to the facilities’ data.

The purpose of this paper is to report on the facilities available, organisation of, and staff attitudes to early years outdoor education from schools within the south east of England, focusing on provision for children aged three to five. One component of the successful education of the child involves providing an ‘environment for learning’, including the facilities, layout and routines. This paper presents findings concerning the type and variety of facilities available outside; the various styles of organisation of the space; staff attitudes about: their roles, their aims for the environment, children’s behaviour and learning, and perceived drawbacks to practice. This paper draws on empirical data collected from schools within the University of Reading partnership. The findings suggest that although all early years settings must adhere to the statutory framework there are a range of facilities available, and there are a number of ways this environment is organised. Further there appears to be uncertainty about the adult role outside and the aims for activities. The conclusions drawn indicate that staff do not appear to be linking their aims for outdoor education to the facilities provided or to their actions outside. This means there is not a clear link between what staff provide outside and the declared ambitions for learning. This study is important as all educators need to be certain about their aims for education to ensure best outcomes for children. The implications of these findings for early years teachers are that they need to be able to articulate their aims for outdoor education and to provide the correct facilities to achieve these aims. Finally this study was undertaken to raise debate, posit questions and to ascertain the parameters for further research about the early years outdoor environment.

The building industry is often berated for its short comings in meeting up with the demand for the provision of new housing. Addressing the need for new housing stock is a challenge that has led to debates among professional bodies, the construction sector, housing industry and government. The introduction of new manufacturing technologies is often offered as a solution, but the challenges of increasing the amount of off-site construction in residential building are well known and well-rehearsed. The modern flying factory (MFF) is a concept that involves the manufacture of specific components or modules in temporary off- or near- site locations using relatively simple and quick to set up and dismantle technologies and processes. The aim is to produce short batches and hence achieve some of the benefits of off-site manufacture on a much smaller scale than in dedicated factory environments. A case study of a modern flying factory being set up to produce pre-assembled utility cupboards for a large residential development in London is presented, involving participant observation and informal interviews with key actors on the design and operationalising of the process. The case reveals that although there are costs, efficiency and health and safety benefits to using MFF approaches, there are also challenges to overcome over the time required to set up and establish the process for relatively short runs, and in evaluating whether the MFF or traditional site based production is most effective for particular aspects of projects.

This study examines the creation of the urban kommuna (commune) and the ideals that stimulated this social phenomenon – the kommuna impulse of the nascent Soviet state. Collective idealism affected Soviet housing, architecture and even urban planning, but little is known of social experiments in commune‐ism. As a result, these collective cells have been dismissed as utopian anomalies or the product of a housing shortage. Here it is argued that these discursive assessments are unsatisfactory and isolated from the historical narrative. While utopian ideals and domestic necessity were central to the formation of collective living, the kommuna was also involved in an active discourse with collectivism and socialist ideology. The kommuna cell was a dynamic entity that required considerable formative planning. The activists who forged these cells – the self‐identified ‘communards’ – turned their everyday domestic life into a socialist battleground, in which they struggled with the key debates of the early Soviet state. This article examines the communard as a social activist in order to better understand this phenomenon. It clarifies the coexistence of ideological and idealist trends among Soviet youth with practical contingencies for socialism. Furthermore, it reveals the process by which the kommuna impulse and these contingencies developed throughout the 1920s and early 1930s.

We consider the two-level network design problem with intermediate facilities. This problem consists of designing a minimum cost network respecting some requirements, usually described in terms of the network topology or in terms of a desired flow of commodities between source and destination vertices. Each selected link must receive one of two types of edge facilities and the connection of different edge facilities requires a costly and capacitated vertex facility. We propose a hybrid decomposition approach which heuristically obtains tentative solutions for the vertex facilities number and location and use these solutions to limit the computational burden of a branch-and-cut algorithm. We test our method on instances of the power system secondary distribution network design problem. The results show that the method is efficient both in terms of solution quality and computational times. (C) 2010 Elsevier Ltd. All rights reserved.

Optimal location on the transport infrastructure is the preferable requirement for many decision making processes. Most studies have focused on evaluating performances of optimally locate p facilities by minimizing their distances to a geographically distributed demand (n) when p and n vary. The optimal locations are also sensitive to geographical context such as road network, especially when they are asymmetrically distributed in the plane. The influence of alternating road network density is however not a very well-studied problem especially when it is applied in a real world context. This paper aims to investigate how the density level of the road network affects finding optimal location by solving the specific case of p-median location problem. A denser network is found needed when a higher number of facilities are to locate. The best solution will not always be obtained in the most detailed network but in a middle density level. The solutions do not further improve or improve insignificantly as the density exceeds 12,000 nodes, some solutions even deteriorate. The hierarchy of the different densities of network can be used according to location and transportation purposes and increase the efficiency of heuristic methods. The method in this study can be applied to other location-allocation problem in transportation analysis where the road network density can be differentiated.

The p-median problem is often used to locate P service facilities in a geographically distributed population. Important for the performance of such a model is the distance measure. Distance measure can vary if the accuracy of the road network varies. The rst aim in this study is to analyze how the optimal location solutions vary, using the p-median model, when the road network is alternated. It is hard to nd an exact optimal solution for p-median problems. Therefore, in this study two heuristic solutions are applied, simulating annealing and a classic heuristic. The secondary aim is to compare the optimal location solutions using dierent algorithms for large p-median problem. The investigation is conducted by the means of a case study in a rural region with an asymmetrically distributed population, Dalecarlia. The study shows that the use of more accurate road networks gives better solutions for optimal location, regardless what algorithm that is used and regardless how many service facilities that is optimized for. It is also shown that the simulated annealing algorithm not just is much faster than the classic heuristic used here, but also in most cases gives better location solutions.

Background There is emerging evidence that the physical environment is important for health, quality of life and care, but there is a lack of valid instruments to assess health care environments. The Sheffield Care Environment Assessment Matrix (SCEAM), developed in the United Kingdom, provides a comprehensive assessment of the physical environment of residential care facilities for older people. This paper reports on the translation and adaptation of SCEAM for use in Swedish residential care facilities for older people, including information on its validity and reliability. Methods SCEAM was translated into Swedish and back-translated into English, and assessed for its relevance by experts using content validity index (CVI) together with qualitative data. After modification, the validity assessments were repeated and followed by test-retest and inter-rater reliability tests in six units within a Swedish residential care facility that varied in terms of their environmental characteristics. Results Translation and back translation identified linguistic and semantic related issues. The results of the first content validity analysis showed that more than one third of the items had item-CVI (I-CVI) values less than the critical value of 0.78.  After modifying the instrument, the second content validation analysis resulted in I-CVI scores above 0.78, the suggested criteria for excellent content validity. Test-retest reliability showed high stability (96% and 95% for two independent raters respectively), and inter-rater reliability demonstrated high levels of agreement (95% and 94% on two separate rating occasions). Kappa values were very good for test-retest (κ= 0.903 and 0.869) and inter-rater reliability (κ= 0.851 and 0.832). Conclusions Adapting an instrument to a domestic context is a complex and time-consuming process, requiring an understanding of the culture where the instrument was developed and where it is to be used. A team, including the instrument’s developers, translators, and researchers is necessary to ensure a valid translation and adaption. This study showed preliminary validity and reliability evidence for the Swedish version (S-SCEAM) when used in a Swedish context. Further, we believe that the S-SCEAM has improved compared to the original instrument and suggest that it can be used as a foundation for future developments of the SCEAM model.

O fácil acesso às tecnologias prediais e o seu barateamento contribuíram para seu uso em grandes empresas que acreditam no retorno desse investimento através do aumento em sua produtividade e eficiência. Diante de um grande número de componentes tecnológicos na edificação, surge a necessidade de administrar e operar este novo ambiente construído, assegurando um perfeito funcionamento do edifício. Busca-se, portanto, destacar que esta sofisticação da edificação retrata ainda a imagem corporativa da empresa e sua gestão é responsabilidade de engenheiros e arquitetos. Para que esse ambiente funcione adequadamente, a gestão do edifício deve estar intimamente ligada ao planejamento estratégico da empresa, unindo forças para melhor servir a organização. O sucesso da função de gestão facilities depende da habilidade de identificar, comunicar e administrar oportunidades para ajudar a suportar os objetivos organizacionais. Um modelo eficiente de gestão deve contar com o apoio de um sistema de informação eficaz para agilizar a tomada de decisão como também armazenar dados de controle. A eficiência dos processos de planejamento estratégico e operacional depende mais da qualidade da informação utilizada do que dos próprios processos empregados para planejar. Novas soluções, que surgem no mercado internacional, ajudam os administradores organizacionais a solucionar os desafios diários de maximizar retornos no espaço físico organizacional. Uma investigação em um conjunto de empresa dos setores industrial, comercial e de serviços inseridas na região metropolitana de Porto Alegre é realizada a fim de conhecer o tipo de gestão do ambiente construído que acontece no Brasil e o entendimento por parte dos gestores de como melhorar a efetividade da organização através do ambiente construído A falta de um modelo de gestão da edificação na maioria destas empresas e de ferramentas que suportem esta atividade levam a acreditar que o Brasil deve evoluir na área de operação predial a fim de otimizar o espaço físico das organizações. O desconhecimento por partes dos gestores de que uma gestão estratégica pode agregar valor ao negócio das organizações foi outro aspecto observado, necessitando, portanto, uma maior interação entre gestores do ambiente construído.

A satisfação do cliente se apresenta como objeto de inúmeros estudos e pesquisas acadêmicas sobre o comportamento do consumidor muito em função da sua implicação gerencial direta para fidelização, retenção do cliente, estabelecimento de relações duradouras e a consequente sustentabilidade do negócio. Em função da experiência profissional do autor, essa dissertação compara as percepções de satisfação de lojistas de dois shopping centers com os respectivos serviços de facilities dada a decisão gerencial de terceirização ou internalização dessas atividades. Os dados coletados junto aos consumidores organizacionais através de entrevistas presenciais foram analisados com base estatística e os resultados mostram indícios de que essa opção gerencial tem significativa relevância na formação da satisfação do cliente. Além dessa conclusão principal, são oferecidas ainda discussões entre as perspectivas teóricas e os resultados da pesquisa de campo bem como possibilidades de aprofundamento do estudo. Por fim, apresentam-se algumas implicações e contribuições teóricas e gerenciais do presente estudo para acadêmicos e gestores de negócios, respectivamente.

This paper studies construction of facilities in a federal state under asymmetric information. A country consists of two regions, each ruled by a local authority. The federal government plans to construct a facility in one of the regions. The facility generates a local value in the host region and has spillover effects in the other region. The federal government does not observe the local value because it is the local authority's private information. 80 the federal governrnent designs an incentive-compatible mechanism, specifying if the facility should be constructed and a balanced scheme of interregional transfers to finance its cost. The federal governrnent is constitutionally constrained to respect a given leveI of each region's welfare. We show that depending upon the facility's local value and the spillover effect, the governrnent faces different incentive problems. Moreover, their existence depends crucially on how stringent constitutional constraints are. Therefore, the optimal mechanism will also depend upon these three features of the model.

Toxoplasmosis is widespread zoonosis caused by Toxoplasma gondii,a protozoan that may infect mammals and birds. The aim of the present study was to assess the prevalence of T. gondii in ostriches (Struthio camelus) from commercial breeding facilities in the state of São Paulo, Brazil, in a way to increase the knowledge on the behavior and importance of the parasite in this animal species. A total of 195 serum samples were collected from ostriches from Sorocaba, Campinas, São Carlos, Aracatuba, São Paulo, Vale do Ribeira, Botucatu and sao Jose do Rio Preto, in the state of São Paulo. These samples were analyzed by means of the Modified Agglutination Test (MAT) in order to investigate the occurrence of Toxoplasmagondii antibodies. The test showed that 14.36% of the animals were seropositive to Toxoplasmagondii. Minimum titer was considered to be equal or greater than 1:16, and the greatest dilution observed was 1:16,384. No statistically significant differences were found between males and females. Seronegative animals occurred in only two regions (São Paulo and Sao Jose do Rio Preto). These results point out the importance of further studies on this infection in ostriches, and on management practices that may minimize the risk of toxoplasmosis transmission in these birds which would, in their turn, decrease the risk for the final consumer.
