Information technology is at the centre of today’s business environment. The increasing importance of e-commerce and the integration of information systems in all areas of a business means it is crucial for managers to understand and implement IS (information systems). In the Operations Management field, sustainable procurement has emerged as a way to green the purchasing and supply process. This paper explores issues in sustainable procurement training. The authors formed an interdisciplinary team to design, deliver and evaluate a training programme to promote and develop sustainable procurement in the United Kingdom health sector. Particular features of the project were its engagement with evolving and contested understandings of sustainable procurement and of the underlying concept of sustainable development and its recognition that relevant knowledge in the field is both incomplete and widely diffused through the procurement community. Eight practitioner groups worked together on themes to develop their understanding of sustainable procurement using the Blackboard virtual learning environment. Group interviews were conducted upon completion of the course and again three months later to explore qualitatively participants' experience of learning and implementing sustainable procurement. Although the course was delivered to practitioners, it might be modified for undergraduate and graduate students as it comprised the use of online activities in virtual learning environments, case studies and a broad range of literature. The course was also particularly significant in the context of contemporary policy moves in the United Kingdom and elsewhere to promote the role of higher education institutions in delivering workplace-based, high-skills education consistent with strategic policy considerations (see, for example, DIUS, 2008).

The need for improvement in the development of research careers and researchers’ training in transferable skills was highlighted in two particular recommendations (numbers 4.2 and 5.3) in the 2002 report ‘SET for success: the report of Sir Gareth Roberts’ Review - the supply of people with science, technology, engineering and mathematics skills’ (Roberts, 2002). As a consequence of that review, Research Councils UK (RCUK)1 have invested about £120 million, usually referred to as ’Roberts’ Money’, in research organisations to address this concern in all research disciplines. The last ‘Roberts’ Money’ payment will be for the period up to March 2011; it was therefore proposed to assess the progress made with taking forward these specific recommendations. An independent panel was formed by RCUK to undertake this review in 2010. The terms of reference for the panel are in Annex A. In summary, the panel was asked to review progress made and to advise RCUK and the higher education (HE) sector about future requirements for the development and training of researchers. In the course of their review, the panel considered a wide range of existing reports, interviewed key stakeholders in the HE sector and elsewhere, as well as drawing on their own knowledge and expertise. This report presents the findings of the panel’s review.

Background - The PELICAN Multidisciplinary Team Total Mesorectal Excision (MDT-TME) Development Programme aimed to improve clinical outcomes for rectal cancer by educating colorectal cancer teams in precision surgery and related aspects of multidisciplinary care. The Programme reached almost all colorectal cancer teams across England. We took the opportunity to assess the impact of participating in this novel team-based Development Programme on the working lives of colorectal cancer team members. Methods - The impact of participating in the programme on team members' self-reported job stress, job satisfaction and team performance was assessed in a pre-post course study. 333/568 (59%) team members, from the 75 multidisciplinary teams who attended the final year of the Programme, completed questionnaires pre-course, and 6-8 weeks post-course. Results - Across all team members, the main sources of job satisfaction related to working in multidisciplinary teams; whilst feeling overloaded was the main source of job stress. Surgeons and clinical nurse specialists reported higher levels of job satisfaction than team members who do not provide direct patient care, whilst MDT coordinators reported the lowest levels of job satisfaction and job stress. Both job stress and satisfaction decreased after participating in the Programme for all team members. There was a small improvement in team performance. Conclusions - Participation in the Development Programme had a mixed impact on the working lives of team members in the immediate aftermath of attending. The decrease in team members' job stress may reflect the improved knowledge and skills conferred by the Programme. The decrease in job satisfaction may be the consequence of being unable to apply these skills immediately in clinical practice because of a lack of required infrastructure and/or equipment. In addition, whilst the Programme raised awareness of the challenges of teamworking, a greater focus on tackling these issues may have improved working lives further.

The paper presents experience in teaching of knowledge and ontological engineering. The teaching framework is targeted on the development of cognitive skills that will allow facilitating the process of knowledge elicitation, structuring and ontology development for scaffolding students’ research. The structuring procedure is the kernel of ontological engineering. The 5-steps ontology designing process is described. Special stress is put on “beautification” principles of ontology creating. The academic curriculum includes interactive game-format training of lateral thinking, interpersonal cognitive intellect and visual mind mapping techniques.

The information technologies that can be used for creation of the integrated development environment are described. The different didactic aspects of realization of such systems are analyzed. This paper describes a recent project on HE delivery to part-time students in the workforce. The main aim has been to investigate and propose effective practice in part-time provision in engineering in order to enhance the experience of part-time students at the same time as giving potential benefits to courses, departments and all students. The project has included interviews with employers and a questionnaire survey for current part-time students. The final guidance has been assembled with the aim of supporting the enhancement of existing courses and the development of new part-time provision. The paper presents the approaches taken in the project as a whole, analyses the results of the student survey, and summarises the overall outcomes.

A tulajdonviszonyok és intézmények átalakulását is a fokozatosság, a szerves fejlődés jellemzi; Magyarországon a hosszú reformszocialista fázist a politikai fordulat után sem követte ugrás a piacgazdaság felé, bár az átalakulás felgyorsult. A cikk a fokozatosság érvényesülését az értékesítési stratégia sokféle változatát alkalmazó, burjánzó privatizációban, az új vállalkozások keletkezésének folyamatában, a liberalizálás menetében és a jogi infrastruktúra változásában mutatja be. Elemzi az átmenet során megerősödő korporatista elemek hatását a magyar gazdaságpolitikára. Végül néhány összefoglaló megjegyzést fűz a magyar fejlődéshez a politikai gazdaságtan és a politikai filozófia szemszögéből. Az elmúlt harminc évben a mindenkori kormánynak jól érzékelhető preferenciája volt a radikális intézkedések elodázása, a társadalmi adósság felhalmozódásának vállalása a konfliktusok elkerülése érdekében. A szerző felhívja a figyelmet a különböző nemzedékek eltérő időpreferenciájára és az ezzel kapcsolatos etikai problémákra. Befejezésül a népszerűtlen intézkedéseket az állampolgárok nagy hányadának véleményével szemben is felvállaló kormányzás és a demokrácia viszonyáról szól. / === / Gradualism and organic development also distinguish the transformation of property relations and institutions. Hungary's long reform­socialist phase was not followed, after the political change, by a leap towards a market economy, although the transformation became faster. The article shows how gradualism applies to the proliferating of privatization, with its wide variety of selling strategies, to the foundation process of new firms, to the course of liberalization, and to change in the legal infrastructure. It analyses the effect on Hungarian economic policy of corporatist elements which strengthen during the transition. Finally, it makes some comments summing up Hungarian development in terms of political economy and political philosophy. The government at any time in the last thirty years showed an obvious preference for putting off radical measures and accepting an accumulation of social debt as a way of averting conflict. The article notes differences of time preference between generations and the ethical problems these raise. Finally, it makes remarks on the relationship between democracy and an administration intent on unpopular measures opposed by a high proportion of citizens.

A tanulmány - amely Coase és az új intézményi közgazdaságtan alapján keresi a címbeli kérdésre adható választ - a kapitalizmus alapvető interakciós formájaként a kölcsönösen előnyös cserét azonosítja, amely az emberi együttműködés megnyilvánulása. A gazdasági fejlődés feltétele e kooperáció költségeit csökkentő társadalmi játékszabályok, intézmények kialakítása. A jól működő kapitalizmus intézményi rendje sűrű és sokrétű, a részleteit tekintve időben és térben igen változó, jelentős részben nem állami, hanem magáneredetű. Ez a rend nem tervezhető meg, és jelenlegi tudásunk alapján nem is érthető meg konzisztens, összefüggő rendszerként. A magyar gazdaság fejlődési célját ezért nem lehet nemzetgazdasági szintű rendszerként vagy modellként megfogalmazni. A tényleges feladat az intézményi rend középszintű elemeinek fokozatos, kísérletező változtatása, figyelembe véve a már létező intézményi környezet történetileg adott, helyhez és időhöz kötött sajátosságait. De az intézményi "barkácsolásnak" mindvégig szem előtt kell tartania a kapitalizmus alapelvét: az önkéntes, kölcsönösen előnyös tranzakciók támogatását. _____ The study draws on Coase s lighthouse" of new institutional economics in addressing this question. It identifies mutually beneficial exchange, a manifestation of human cooperation, as the underlying form of interaction in capitalism, while stressing that economic development depends on creating social rules of the game (institutions) that decrease the costs of exchange. The institutional order of well-functioning capitalism is thickly woven with many features, often of private rather than public (legal or political) origin. Details vary greatly in time and space. Such an order cannot be planned, and with current knowledge, it cannot be seen as a consistent system. So the goal in Hungary s economic development should not be defined as a system or model for a national economy. It should set out to change intermediate-level institutions in gradual, experimental ways that pay heed to the time and space-bound idiosyncrasies of existing ones. Moreover institutional tinkering" should observe capitalism s basic institutional principle: facilitation of voluntary, mutually beneficial transactions.
