Este primer boletín, producido conjuntamente por la CEPAL y la OIT, busca ofrecer un panorama sobre la forma en que la crisis afecta los mercados laborales de la región. En medio de una situación caracterizada por turbulencias y falta de certezas, es importante para los gobiernos y los interlocutores sociales contar con insumos para la definición de políticas públicas orientadas a aumentar los niveles de empleo y bienestar de la población. El boletín recoge los indicadores más recientes disponibles y los analiza para establecer tendencias y detectar cambios. This article discusses, in general matters, the economic and social motivations, the organization and development of the program Minha Casa Minha Vida, made in 2009, by Federal Government of Brazil. The objective of this work was to analyse the Brazilian economic and housing context, and the program relation with the Subprime international crisis, which has been started at United States in 2008, as well as analysing and discussing the logistics and the program accessibility. The MCMV program, part of the PAC – Programa de Aceleração do Crescimento – has the intention to combat the economic crisis that had been installed and also minimize the deficit housing of the country. From PAC's initial estimate, US$250 Bi, it has been spent US$129 Bi and it has already been approved more than US$125 Bi designated for the second stage of the program, whose the estimate of PAC2 is about one trillion and a half of brazilian reais. One million homes were built between 2009 and 2012, and the goal for 2014 is two million and a half of new residences. If comparing the current program with the oldest programs, progress were observed ,however, problems and inconsistences are clearly seen: in the real concernment, the truly beneficiary, and contradiction between a social and economic program to urban demands, among other situational factors. It’s also evident, the incentivation for a new residential and closed neighbourhoods, thereby adding to the fragmentation of the urban space, beyond of the exclusion socioespacial caused financing of residences in farest allotments. The capitalist production of the space it’s clearly thriving in analysis of thisfinancing package of the urban habitation, where the biggest glebas rise between central neighbourhood and the newest generated suburb, they evidence the negligence of the authorities in well managing the space, not executing the application of urban instruments of planning the social function, and...

This doctoral thesis aims at contributing to the literature on transition economies focusing on the Russian Federations and in particular on regional income convergence and fertility patterns. The first two chapter deal with the issue of income convergence across regions. Chapter 1 provides an historical-institutional analysis of the period between the late years of the Soviet Union and the last decade of economic growth and a presentation of the sample with a description of gross regional product composition, agrarian or industrial vocation, labor. Chapter 2 contributes to the literature on exploratory spatial data analysis with a application to a panel of 77 regions in the period 1994-2008. It provides an analysis of spatial patterns and it extends the theoretical framework of growth regressions controlling for spatial correlation and heterogeneity. Chapter 3 analyses the national demographic patterns since 1960 and provides a review of the policies on maternity leave and family benefits. Data sources are the Statistical Yearbooks of USSR, the Statistical Yearbooks of the Russian Soviet Federative Socialist Republic and the Demographic Yearbooks of Russia. Chapter 4 analyses the demographic patterns in light of the theoretical framework of the Becker model, the Second Demographic Transition and an economic-crisis argument. With national data from 1960, the theoretically issue of the pro or countercyclical relation between income and fertility is graphically analyzed and discussed, together with female employment and education. With regional data after 1994 different panel data models are tested. Individual level data from the Russian Longitudinal Monitoring Survey are employed using the logit model. Chapter 5 employs data from the Generations and Gender Survey by UNECE to focus on postponement and second births intentions. Postponement is studied through cohort analysis of mean maternal age at first birth, while the methodology used for second birth intentions is the ordered logit model.
