The South Carolina Coastal Information Network (SCCIN) emerged as a result of a number of coastal outreach institutions working in partnership to enhance coordination of the coastal community outreach efforts in South Carolina. This organized effort, led by the S.C. Sea Grant Consortium and its Extension Program, includes partners from federal and state agencies, regional government agencies, and private organizations seeking to coordinate and/or jointly deliver outreach programs that target coastal community constituents. The Network was officially formed in 2006 with the original intention of fostering intra-and inter- agency communication, coordination, and cooperation. Network partners include the S.C. Sea Grant Consortium, S.C. Department of Health and Environmental Control – Office of Ocean and Coastal Resource Management and Bureau of Water, S.C. With data centers being the supporting infrastructure for a wide range of IT services, their efficiency has become a big concern to operators, as well as to society, for both economic and environmental reasons. The goal of this thesis is to design energy-efficient algorithms that reduce energy cost while minimizing compromise to service. We focus on the algorithmic challenges at different levels of energy optimization across the data center stack. The algorithmic challenge at the device level is to improve the energy efficiency of a single computational device via techniques such as job scheduling and speed scaling. We analyze the common speed scaling algorithms in both the worst-case model and stochastic model to answer some fundamental issues in the design of speed scaling algorithms. The algorithmic challenge at the local data center level is to dynamically allocate resources (e.g., servers) and to dispatch the workload in a data center. We develop an online algorithm to make a data center more power-proportional by dynamically adapting the number of active servers. The algorithmic challenge at the global data center level is to dispatch the workload across multiple data centers, considering the geographical diversity of electricity price, availability of renewable energy, and network propagation delay. We propose algorithms to jointly optimize routing and provisioning in an online manner. Motivated by the above online decision problems, we move on to study a general class of online problem named "smoothed online convex optimization", which seeks to minimize the sum of a sequence of convex functions when "smooth" solutions are preferred. This model allows us to bridge different research communities and help us get a more fundamental understanding of general online decision problems.

[ES]Todo aquello, real o conceptual, que podamos imaginar aparece una vez que tiene un soporte físico. La insostenibilidad proviene del uso desaforado de los recursos naturales para satisfacer los deseos del presente, que lleva a una menor disponibilidad de los mismos en el largo plazo. Esto ocurre porque los flujos de materia y energía se modifican y también lo hacen los agentes que en ellos participan. La hoja de ruta para alcanzar la sostenibilidad es, por una parte, ir promoviendo un cambio de conciencia en el seno de la sociedad y a la vez, aplicar soluciones técnicas que lleven el sello de la sostenibilidad. Este cambio, es una actuación conjunta y necesita de la participación de todos los seres humanos para tener esperanzas de éxito. La ciudad, ecológicamente, es un agujero negro e incluye no sólo lo que es, sino también lo que necesita para mantenerse tal y como es. La planificación urbana ecológica intenta aunar lo urbano y lo sostenible, ya que tiene como propósito proponer áreas donde los asentamientos humanos sean favorables y produzcan menos repercusiones negativas en el entorno. Para lograrlo, energía, materiales constructivos, agua, residuos, zonas verdes, comunidad y la incidencia en la legislación son ámbitos en los que el planeamiento urbano sostenible debe actuar. Los seres humanos somos los poseedores de nuestro destino. Los resultados son consecuencia de las acciones. Si algo ocurre es porque nuestras acciones han sido las elegidas para que así sea.

Coherent ecological networks (EN) composed of core areas linked by ecological corridors are being developed worldwide with the goal of promoting landscape connectivity and biodiversity conservation. However, empirical assessment of the performance of EN designs is critical to evaluate the utility of these networks to mitigate effects of habitat loss and fragmentation. Landscape genetics provides a particularly valuable framework to address the question of functional connectivity by providing a direct means to investigate the effects of landscape structure on gene flow. The goals of this study are (1) to evaluate the landscape features that drive gene flow of an EN target species (European pine marten), and (2) evaluate the optimality of a regional EN design in providing connectivity for this species within the Basque Country (North Spain). Using partial Mantel tests in a reciprocal causal modeling framework we competed 59 alternative models, including isolation by distance and the regional EN. Our analysis indicated that the regional EN was among the most supported resistance models for the pine marten, but was not the best supported model. Gene flow of pine marten in northern Spain is facilitated by natural vegetation, and is resisted by anthropogenic landcover types and roads. Our results suggest that the regional EN design being implemented in the Basque Country will effectively facilitate gene flow of forest dwelling species at regional scale.

Essa Tese apresenta um framework para implementação de redesenho urbanístico de assentamentos informais no contexto da corrente atual do planejamento urbano integrado aos dos recursos hídricos, focado na conservação da água e na sustentabilidade ambiental. Entre outros, sugere-se a implantação do desenho urbanístico de forma participativa e colaborativa. Apresenta-se, de forma ilustrativa proposta de redesenho para a comunidade da Vila Cascatinha localizada na Baixada de Jacarepaguá, Rio de Janeiro, região de expansão da cidade, que serviu como objeto de estudo. A área do assentamento é de indefinição fundiária e atualmente é ocupada por aproximadamente 900 famílias. O framework baseia-se na corrente do urbanismo de baixo impacto, sobretudo do Low Impact Urban Design and Devolopment (LIUDD). Os dispositivos são implantados na escala local, de forma descentralizada para a conservação e manejo das águas pluviais no meio urbano. A pesquisa está inserida no Projeto HIDROCIDADES, desenvolvido dentro dos princícpios da metodologia de pesquisa-ação proposta por Thiollent. Foi realizado trabalho de campo e entrevistas guiadas, tendo sido identificado um percentual expressivo de moradores descendentes de antigos pequenos produtores agrícolas. Na pesquisa, moradores elencaram os principais problemas do assentamento. Além disso, foram diagnosticadas potencialidades dos moradores, dentro do conceito de Tecnologia Social. A prospecção entre os moradores também procurou verificar, em um contexto de colaboração, o conhecimento e a aderência dos moradores às estruturas urbanísticas praticadas no contexto da corrente Desenho Urbano de Baixo Impacto. Ao final deste processo foi gerada proposta de reurbanização sustentável do assentamento estudado, bem como proposta de moradias coletivas sustentáveis. Guardando as devidas especificidades, espera-se que a proposta apresentada possa ser aplicada a outros assentamentos de paisagem similar.

A radial basis function neural network was employed to model the abundance of cyanobacteria. The trained network could predict the populations of two bloom forming algal taxa with high accuracy, Nostocales spp. and Anabaena spp., in the River Darling, Australia. To elucidate the population dynamics for both Nostocales spp. and Anabaena spp., sensitivity analysis was performed with the following results. Total Kjeldahl nitrogen had a very strong influence on the abundance of the two algal taxa, electrical conductivity had a very strong negative relationship with the population of the two algal species, and flow was identified as one dominant factor influencing algal blooms after a scatter plot revealed that high flow could significantly reduce the algal biomass for both Nostocales spp. and Anabaena spp. Other variables such as turbidity, color, and pH were less important in determining the abundance and succession of the algal blooms.

Preparation of monodispersed platinum nanoparticles with average size 2.0 nm stabilized by amino-terminated ionic liquid was demonstrated. The resulting platinum nanoparticles (Pt-IL) retained long-term stability without special protection. The Pt-IL nanoparticles exhibited high electrocatalytic activity toward reduction of oxygen and oxidation of methanol. Rotating disk electrode voltammetry and rotating ring-disk electrode voltammetry confirmed that the Pt-IL films could catalyze an almost four-electron reduction of dioxygen to water.

A hydrogen peroxide biosensor was fabricated by coating a sol-gel-peroxidase layer onto a Nafion-methylene green modified electrode. Immobilization of methylene green (MG) was attributed to the electrostatic force between MG(+) and the negatively charged sulfonic acid groups in Nafion polymer, whereas immobilization of horseradish peroxidase was attributed to the encapsulation function of the silica sol-gel network. Cyclic voltammetry and chronoamperometry were employed to demonstrate the feasibility of electron transfer between sol-gel-immobilized peroxidase and a glassy carbon electrode. Performance of the sensor was evaluated with respect to response time, sensitivity as well as operational stability. The enzyme electrode has a sensitivity of 13.5 mu A mM(-1) with a detection limit of 1.0 x 10(-7) M H2O2, and the sensor achieved 95% of the steady-state current within 20 s. This commentary links Humphrey and Sui’s proposed Self-attention Network (SAN) to the memory advantage associated with self-relevant information (i.e., the self-reference effect). Articulating this link elucidates the functional quality of the SAN in ensuring that information of potential importance to self is not lost. This adaptive system for self-processing mirrors the cognitive response to threat stimuli, which also elicit attentional biases and produce characteristically enhanced, episodic representations in memory. Understanding the link between the SAN and memory is key to comprehending more broadly the operation of the self in cognition.

As we look around a scene, we perceive it as continuous and stable even though each saccadic eye movement changes the visual input to the retinas. How the brain achieves this perceptual stabilization is unknown, but a major hypothesis is that it relies on presaccadic remapping, a process in which neurons shift their visual sensitivity to a new location in the scene just before each saccade. This hypothesis is difficult to test in vivo because complete, selective inactivation of remapping is currently intractable. We tested it in silico with a hierarchical, sheet-based neural network model of the visual and oculomotor system. The model generated saccadic commands to move a video camera abruptly. Visual input from the camera and internal copies of the saccadic movement commands, or corollary discharge, converged at a map-level simulation of the frontal eye field (FEF), a primate brain area known to receive such inputs. FEF output was combined with eye position signals to yield a suitable coordinate frame for guiding arm movements of a robot. Our operational definition of perceptual stability was "useful stability,” quantified as continuously accurate pointing to a visual object despite camera saccades. During training, the emergence of useful stability was correlated tightly with the emergence of presaccadic remapping in the FEF. Remapping depended on corollary discharge but its timing was synchronized to the updating of eye position. When coupled to predictive eye position signals, remapping served to stabilize the target representation for continuously accurate pointing. Graded inactivations of pathways in the model replicated, and helped to interpret, previous in vivo experiments. The results support the hypothesis that visual stability requires presaccadic remapping, provide explanations for the function and timing of remapping, and offer testable hypotheses for in vivo studies. We conclude that remapping allows for seamless coordinate frame transformations and quick actions despite visual afferent lags. With visual remapping in place for behavior, it may be exploited for perceptual continuity.

El derecho a la alimentación es uno de los derechos humanos fundamentales. En relación a éste incribe la Seguridad Alimentaria que existe cuando todas las personas tienen en todo momento acceso material y económico a una alimentación saludable. El mercado es la principal vía siendo problemático cuando la población se encuentra debajo de la línea de pobreza por lo cual el Estado proporciona herramientas como la producción doméstica de alimentos, a través de programas como el Pro-Huerta. La presente investigación exploró la estructura de las representaciones sociales de la producción doméstica de alimentos de promotores y huerteros del Pro-Huerta, que son familias pobres urbanas del AMBA San Miguel) para indagar que elementos impulsan a las familias que efectivamente acceden a una alimentación saludable realizando producción doméstica de alimentos con las dificultades que presenta la situación de urbanidad. La metodología de investigación fue de tipo cualitativa y el análisis se realizó a partir de la teoría fundamentada, la cual utiliza como herramientas la codificación de datos y el método de comparación constante. Los resultados fueron que el núcleo de la representación social tiene dos componentes: uno socioeconómico: reserva de alimento y otro socio-cultural: la historia alimentaria rural. En la periferia, relacionados con la reserva de alimento, se encuentra reducir la situación de vulnerabilidad, proveer parte del consumo, reciprocidad en el intercambio en las redes primarias y la venta de excedentes. Concerniente a la historia alimentaria rural, los factores relacionados son la salud familiar, terapia y la producción de alimentos sanos. En la práctica de la actividad la cuestión de género constituye un elemento que puede afectar la actividad por ser las mujeres las únicas planificadoras en la organización social de la unidad doméstica. La entrega de semilla por el Pro-Huerta impulsa y fortalece y lo urbano no tiene influencia de significancia.
