In November 2013 the Attorney General of Northern Ireland, John Larkin, suggested the possibility to ending troubles-related historic prosecutions in Northern Ireland. These remarks provoked a considerable reaction, mostly hostile, and while the attorney’s rationale was based largely upon the practical difficulties associated with gathering reliable evidence and securing prosecutions after a lengthy time lag, his suggestion raises the question of whether forgetting would be preferable to remembering when it comes to our contested past. This paper intends to take a different slant on commemoration by exploring in broad terms the theme of ‘not commemorating’. In this regard it will examine the arguments in favour of remembering. Specifically in regard to the case of the memory of the First World War, it will examine the mistaken impression that the commemoration of that conflict was not widespread in independent Ireland during the inter-war years. Finally, it will suggest some of the greatest challenges facing contemporary Northern Irish society in marking the decade of centenaries.

During the Irish War of Independence, between 1919 and 1921, Longford was one of the centres of the Irish Republican Army's guerrilla campaign against British rule in Ireland. The county's emergence as a centre of republican activity appears incongruous in light of its relatively peaceful history up to that point and in view of the fact that, outside of Dublin, its neighbouring Leinster counties were not particularly strongholds of IRA resistance. The explanation for Longford's role during the crucial years of the independence campaign is to be found in the political ransformation that occurred in the county in the crucial period of turmoil encompassing World War I and the Easter Rising.

In the immediate aftermath of the Second World War, only those who had opposed the Germans or were perceived to have done so could freely express themselves. Soon, however, three young writers clearly leaning to the right of the political spectrum – Antoine Blondin, Roger Nimier and Jacques Laurent – dared to challenge their narratives in a series of provocative novels published between 1949 and 1954. Quickly referred to as the Hussards after the publication in 1952 of a famous essay by Bernard Frank, these writers momentarily occupied the literary space left vacant by their older peers. Without denying the provocative, political and subversive dimensions of the Hussards’ war novels, this article will argue that their success was mainly due to the fact that they were largely in line – and not in contradiction – with the ‘horizon of expectations’ of their time (Jauss, 1982).

We assess informal institutions of Protestants and Catholics by investigating their economic resilience in a natural experiment. The First World War constitutes an exogenous shock to living standards since the duration and intensity of the war exceeded all expectations. We assess the ability of Protestant and Catholic communities to cope with increasing food prices and wartime black markets. Literature based on Weber (1904, 1905) suggests that Protestants must be more resilient than their Catholic peers. Using individual height data on some 2,800 Germans to assess levels of malnutrition during the war, we find that living standards for both Protestants and Catholics declined; however, the decrease of Catholics’ height was disproportionately large. Our empirical analysis finds a large statistically significant difference between Protestants and Catholics for the 1915–19 birth cohort, and we argue that this height gap cannot be attributed to socioeconomic background and fertility alone.

Cette thèse étudie la stabilité et l’instabilité politique des régimes hybrides. Elle pose la question suivante : dans quelles conditions l’autorité des élites au pouvoir est-elle reconnue ou contestée? Notre réponse s’articule en lien avec le caractère inclusif ou exclusif de la coalition dirigeante : c’est-à-dire, l’alliance stratégique des élites dirigeantes avec les groupes sociaux dominants. L’inclusion de ces derniers favorise le consentement et la stabilité; leur exclusion entraîne l’affrontement et l’instabilité politique. Sa composition dépend (i) du degré de violence organisée extra-légale et (ii) du degré de pénétration de l’État sur le territoire et dans l’économie. La première variable permet d’identifier quel groupe social au sein de l’État (militaires) ou du régime (partis d’opposition) est dominant et influence les formes de communication politique avec les élites dirigeantes. La deuxième variable permet d’identifier quel groupe social au sein de l’État (fonctionnaires) ou de la société (chefs locaux) est dominant et oriente les rapports entre les régions et le pouvoir central. L’apport de la recherche est d’approfondir notre compréhension des institutions politiques dans les régimes hybrides en mettant l’accent sur l’identité des groupes sociaux dominants dans un contexte donné. La thèse propose un modèle simple, flexible et original permettant d’appréhender des relations causales autrement contre-intuitives. En ce sens, la stabilité politique est également possible dans un pays où l’État est faible et/ou aux prises avec des mouvements de rébellion; et l’instabilité dans un contexte inverse. Tout dépend de la composition de la coalition dirigeante. Afin d’illustrer les liens logiques formulés et d’exposer les nuances de notre théorie, nous employons une analyse historique comparative de la coalition dirigeante en Malaisie (1957-2010), en Indonésie (1945-1998), au Sénégal (1960-2010) et au Paraguay (1945-2008). La principale conclusion est que les deux variables sont incontournables. L’une sans l’autre offre nécessairement une explication incomplète des alliances politiques qui forgent les conditions de stabilité et d'instabilité dans les régimes hybrides.
