The study examines the origin and development of the Finnish activation policy since the mid-1990s by using the 2001 activation reform as a benchmark. The notion behind activation is to link work obligations to welfare benefits for the unemployed. The focus of the thesis is policy learning and the impact of ideas on the reform of the welfare state. The broader research interests of the thesis are summarized by two groups of questions. First, how was the Finnish activation policy developed and what specific form did it receive in the 2001 activation reform? Second, how does the Finnish activation policy compare to the welfare reforms in the EU and in the US? What kinds of ideas and instruments informed the Finnish policy? To what extent can we talk about a restructuring or transformation of the Nordic welfare policy? Theoretically, the thesis is embedded in the comparative welfare state research and the concepts used in the contemporary welfare state discourse. Activation policy is analysed against the backdrop of the theories about the welfare state, welfare state governance and citizenship. Activation policies are also analysed in the context of the overall modernization and individualization of lifestyles and its implications for the individual citizen. Further, the different perspectives of the policy analysis are applied to determine the role of implementation and street-level practice within the whole. Empirically, the policy design, its implementation and the experiences of the welfare staff and recipients in Finland are examined. The policy development, goals and instruments of the activation policies have followed astonishingly similar paths in the different welfare states and regimes over the last two decades. In Finland, the policy change has been manifested through several successive reforms that have been introduced since the mid-1990s. The 2001 activation reform the Act on Rehabilitative Work Experience illustrates the broader trend towards stricter work requirements and draws its inspiration from the ideas of new paternalism. The ideas, goals and instruments of the international activation trend are clearly visible in the reform. Similarly, the reform has implications for the traditional Nordic social policies, which incorporate institutionalised social rights and the provision of services.

The purpose of this research is to identify the optimal poverty policy for a welfare state. Poverty is defined by income. Policies for reducing poverty are considered primary, and those for reducing inequality secondary. Poverty is seen as a function of the income transfer system within a welfare state. This research presents a method for optimising this function for the purposes of reducing poverty. It is also implemented in the representative population sample within the Income Distribution Data. SOMA simulation model is used. The iterative simulation process is continued until a level of poverty is reached at which improvements can no longer be made. Expenditures and taxes are kept in balance during the process. The result consists of two programmes. The first programme (social assistance programme) was formulated using five social assistance parameters, all of which dealt with the norms of social assistance for adults (€/month). In the second programme (basic benefits programme), in which social assistance was frozen at the legislative level of 2003, the parameter with the strongest poverty reduction effect turned out to be one of the basic unemployment allowances. This was followed by the norm of the national pension for a single person, two parameters related to housing allowance, and the norm for financial aid for students of higher education institutions. The most effective financing parameter measured by gini-coefficient in all programmes was the percent of capital taxation. Furthermore, these programmes can also be examined in relation to their costs. The social assistance programme is significantly cheaper than the basic benefits programme, and therefore with regard to poverty, the social assistance programme is more cost effective than the basic benefits programme. Therefore, public demand for raising the level of basic benefits does not seem to correspond to the most cost effective poverty policy. Raising basic benefits has most effect on reducing poverty within the group of people whose basic benefits are raised. Raising social assistance, on the other hand, seems to have a strong influence on the poverty of all population groups. The most significant outcome of this research is the development of a method through which a welfare state’s income transfer-based safety net, which has severely deteriorated in recent decades, might be mended. The only way of doing so involves either social assistance or some forms of basic benefits and supplementing these by modifying social assistance.

The thesis examines urban issues arising from the transformation from state socialism to a market economy. The main topics are residential differentiation, i.e., uneven spatial distribution of social groups across urban residential areas, and the effects of housing policy and town planning on urban development. The case study is development in Tallinn, the capital city of Estonia, in the context of development of Central and Eastern European cities under and after socialism. The main body of the thesis consists of four separately published refereed articles. The research question that brings the articles together is how the residential (socio-spatial) pattern of cities developed during the state socialist period and how and why that pattern has changed since the transformation to a market economy began. The first article reviews the literature on residential differentiation in Budapest, Prague, Tallinn and Warsaw under state socialism from the viewpoint of the role of housing policy in the processes of residential differentiation at various stages of the socialist era. The paper shows how the socialist housing provision system produced socio-occupational residential differentiation directly and indirectly and it describes how the residential patterns of these cities developed. The second article is critical of oversimplified accounts of rapid reorganisation of the overall socio-spatial pattern of post-socialist cities and of claims that residential mobility has had a straightforward role in it. The Tallinn case study, consisting of an analysis of the distribution of socio-economic groups across eight city districts and over four housing types in 1999 as well as examining the role of residential mobility in differentiation during the 1990s, provides contrasting evidence. The third article analyses the role and effects of housing policies in Tallinn s residential differentiation. The focus is on contemporary post-privatisation housing-policy measures and their effects. The article shows that the Estonian housing policies do not even aim to reduce, prevent or slow down the harmful effects of the considerable income disparities that are manifest in housing inequality and residential differentiation. The fourth article examines the development of Tallinn s urban planning system 1991-2004 from the viewpoint of what means it has provided the city with to intervene in urban development and how the city has used these tools. The paper finds that despite some recent progress in planning, its role in guiding where and how the city actually developed has so far been limited. Tallinn s urban development is rather initiated and driven by private agents seeking profit from their investment in land. The thesis includes original empirical research in the three articles that analyse development since socialism. The second article employs quantitative data and methods, primarily index calculation, whereas the third and the fourth ones draw from a survey of policy documents combined with interviews with key informants. This thesis consists of an introduction to a topic of optimal use of taxes and government expenditure and three chapters analysing these themes more in depth. Chapter 2 analyses to what extent a given amount of subsidies affects the labour supply of parents. Municipal supplement to the Finnish home care allowance provides exogenous variation to labour supply decision of a parent. This kind of subsidy that is tied to staying at home instead of working is found to have fairly large effect on labour supply decisions of parents. Chapter 3 studies theoretically when it is optimal to provide publicly private goods. In the set up of the model government sets income taxes optimally and provides a private good, if it is beneficial to do so. The analysis results in an optimal provision rule according to which the good should be provided when it lowers the participation threshold into labour force. Chapter 4 investigates what happened to prices and demand when hairdressers value added tax was cut in Finland from 22 per cent to 8 per cent. The pass-through to prices was about half of the full pass-through and no clear indication of increased demand for the services or better employment situation in the sector is found.

Este trabalho analisa o Programa Bolsa Família (PBF), tratando de sua evolução ao longo do governo Lula, tanto no que diz respeito ao seu escopo quanto a seu desenho institucional e as alterações que foi sofrendo em seus objetivos. Tendo em vista a natureza federativa do Estado brasileiro, o objetivo do trabalho é mostrar os desafios enfrentados pelo poder central para garantir a implementação homogênea de um programa nacional de transferência condicionada de renda a ser gerido pelos municípios. Para tanto, são analisados, de um lado, os recursos institucionais e as estratégias de que dispunha o governo federal para alcançar os seus objetivos para o PBF, e de outro, os resultados e a dinâmica da gestão municipal do programa em dois grandes centros urbanos, São Paulo e Salvador. São analisadas informações relativas ao desempenho nacional do programa e também referentes à implementação municipal do PBF nos casos escolhidos, por meio de dados de surveys realizados com a população de baixa renda e de entrevistas semi-estruturadas com gestores municipais do programa nessas duas cidades. A tese identifica os mecanismos que asseguram o crescente poder de coordenação do governo federal no sentido de fazer com que suas principais diretrizes para o programa sejam de fato implementadas no plano municipal. Mostra também que o processo de implementação do PBF é afetado não só por seu desenho institucional, definido no plano federal, mas também pelas diferentes capacidades institucionais disponíveis no plano local recursos humanos, capacidade de gestão e articulação entre diversos serviços e políticas, infra-estrutura disponível, entre outros aspectos e pelos diferentes interesses políticos na maior ou menor coordenação dos programas locais de transferência com o programa nacional. Finalmente, o trabalho examina ainda os limites e possibilidades para a articulação do PBF com uma política mais ampla de assistência social.

O município do Rio de Janeiro, desde sua fundação luta com o grave problema de abastecimento de água. Com o passar do tempo todas as pequenas captações no entorno da cidade foram exauridas tanto em termos de quantidade como em qualidade, afetadas pela poluição decorrente do lançamento de efluentes in natura. Solução foi a busca por novas fontes de abastecimento em outros municípios. Atualmente 80% (oitenta por cento) do abastecimento da região metropolitana do Rio de Janeiro, RMRJ, é proveniente de uma única fonte: o rio Guandu. Isto foi possível devido à transposição da bacia do rio Paraíba do Sul para o rio Guandu ocorrida na década de 50. Esta fonte essencial de abastecimento, onde foi construída a maior Estação de Tratamento de Água do mundo - ETA Guandu - está à beira da exaustão. Somente uma pequena parcela de água bruta foi captada e tratada nesta última década. Visando minimizar o grave problema que já se apresenta e enquanto investimentos em novas alternativas não forem alcançados, o consumo com responsabilidade e sustentabilidade passa a ser a tônica da discussão. Neste contexto, as áreas de baixa renda do município com suas 801 favelas e mais de 1.500 loteamentos irregulares representando em 2010 aproximadamente 1/3 (um terço) da população total, consumindo de 10% a 15% de toda a produção de água tratada da região metropolitana deve ser permanentemente estimulada a contribuir com esta redução de consumo. Estudos apresentados nesta dissertação em três metodologias distintas apontam para um consumo acima da média nacional deste mesmo perfil de população. Os resultados obtidos indicam a necessidade real da redução de consumo observando, entretanto que este é um trabalho extremamente árduo e difícil uma vez que exige mudança de hábitos e a envolvimento de todos, desde a população até a Companhia de Saneamento local.

Społeczeństwo, w którym egzystuje współczesny człowiek, jest nie tyle trudne, ile bardzo złożone. Dlatego też wielu ludzi nie radzi sobie z różnymi problemami natury osobistej i społecznej. Wielu z nich doświadcza wykluczenia społecznego definiowanego jako efekt różnego rodzaju upośledzeń społecznych, wobec czego jednostka lub grupa nie może w pełni uczestniczyć w życiu gospodarczym, społecznym, ekonomicznym i politycznym społeczeństwa, do którego należy. Podmiotem wykluczenia społecznego jest przede wszystkim jednostka, która na drodze realizacji własnego humanitas została wykluczona w sposób przez siebie zawiniony lub doznała wykluczenia z powodu niewłaściwej polityki państwa. Do najważniejszych problemów lokujących się w obrębie wykluczenia autor zalicza: niepełnosprawność, bezrobocie, bezdomność, uzależnienia, samotność i ubóstwo. Scharakteryzowano przywołane powyżej obszary wykluczenia oraz podjęto próbę wskazania sposobów pomocy jednostkom, które stały się ofiarami wykluczenia. Podstawową instytucją pomagającą tym osobom jest pomoc społeczna, której pierwszym i podstawowym celem jest ulepszanie życia społecznego. Ważne miejsce zajmują w niej pracownicy socjalni, którzy jako jednostki wykształcone i kompetentne mogą wpływać na lepsze życie człowieka. Niestety, współcześnie nie zawsze w wystarczający sposób zaspokajane są podstawowe potrzeby zagubionych osób. Najsilniej dotykają one grupy i jednostki najsłabsze. Wskutek owych braków w polityce społecznej oraz w jej przedmiotowych zakresach: w polityce ludnościowej, rodzinnej, edukacyjnej, mieszkaniowej, polityce podziału dochodu, zabezpieczenia społecznego, zatrudnienia, następuje erozja najsłabszych ogniw systemu społecznego. Konieczne zatem wydaje się otwarcie polityki państwa na różne problemy społeczne, nie zawsze zawinione przez jednostkę, ale przez system, w którym się ona znalazła.

There is abundant empirical evidence on the negative relationship between welfare effort and poverty. However, poverty indicators traditionally used have been representative of the monetary approach, excluding its multidimensional reality from the analysis. Using three regression techniques for the period 1990-2010 and controlling for demographic and cyclical factors, this paper examines the relationship between social spending per capita —as the indicator of welfare effort— and poverty in up to 21 countries of the region. The proportion of the population with an income below its national basic basket of goods and services (PM1) and the proportion of population with an income below 50% of the median income per capita (PM2) were the two poverty indicators considered from the monetarist approach to measure poverty. From the capability approach the proportion of the population with food inadequacy (PC1) and the proportion of the population without access to improved water sources or sanitation facilities (PC2) were used. The fi ndings confi rm that social spending is actually useful to explain changes in poverty (PM1, PC1 and PC2), as there is a high negative and signifi cant correlation between the variables before and after controlling for demographic and cyclical factors. In two regression techniques, social spending per capita did not show a negative relationship with the PM2. Countries with greater welfare effort for the period 1990-2010 were not necessarily those with the lowest level of poverty. Ultimately social spending per capita was more useful to explain changes in poverty from the capability approach.

This article shows the main results obtained from the Delphi study, which was made of politicians and technicians from the Department of Social Policy in the County Council of Gipuzkoa, concerning the possibility of cooperativizing the provision of social services in this historical territory. With this in mind, the structure of this article is in two different parts. The first part develops the theoretical framework which serves as inspiration for the empirical work, where note is made of the main theoretical proposals that have a bearing on the collective dimension of citizen participation in the management of public services. Among the various models, those which prioritise public participation through social and solidarity economy entities stand out. The second part concerns itself with the presentation of the field research results. To this end, the methodological notes concerning the preparation process for the Delphi analysis are presented first and this is immediately followed by a synthesis of the main results obtained in this study. The article ends with a section of conclusions and future lines of action.

This paper is concerned with the language of policy documents in the field of health care, and how ‘readings’ of such documents might be validated in the context of a narrative analysis. The substantive focus is on a comparative study of UK health policy documents (N=20) as produced by the various assemblies, governments and executives of England, Scotland, Wales and Northern Ireland during the period 2000-2009. Following an identification of some key characteristics of narrative structure the authors indicate how text-mining strategies allied with features of semantic and network analysis can be used to unravel the basic elements of policy stories and to facilitate the presentation of data in such a way that readers can verify the strengths (and weaknesses) of any given analysis – with regard to claims concerning, say, the presence, absence, or relative importance of key ideas and concepts. Readers can also ‘see’ how the different components of any one story might fit together, and to get a sense of what has been excluded from the narrative as well as what has been included, and thereby assess the reliability and validity of interpretations that have been placed upon the data.
