A edição dos procedimentos de distribuição de energia elétrica (PRODIST) confirmou a análise comparativa entre empresas de distribuição de energia elétrica estabelecida pela Resolução 024/2000 como base para o estabelecimento das metas dos indicadores de continuidade DEC (Índice de Duração Equivalente de Interrupção por Consumidor) e FEC (Índice de Frequência Equivalente de Interrupção por Consumidor). O estabelecimento das metas é influenciado diretamente pela definição dos conjuntos de unidades consumidoras das empresas de distribuição de energia elétrica, portanto, é de interesse das empresas distribuidoras uma boa definição desses conjuntos. Este trabalho apresenta o desenvolvimento de uma metodologia baseada em técnicas de aprendizado de máquina que auxilie as empresas de distribuição de energia elétrica na tomada de decisão da definição de conjuntos de unidades consumidoras objetivando melhor compatibilidade das metas para os indicadores de DEC e FEC com a realidade dos conjuntos em relação às características ambientais e de infra-estrutura da área de concessão da empresa distribuidora.

As instituições do sistema de justiça ao redor do mundo têm ocupado importantes espaços no cenário político-institucional, atuando como verdadeiros atores políticos dotados de recursos de poder. Esse fenômeno de judicialização da vida pública tem ocorrido no Brasil, sobejamente após a promulgação da Constituição Federal de 1988. Os atores do sistema de justiça passaram a exercer importante influência sobre a vida social, econômica e política do país, atuando na afirmação de novos direitos e na construção da agenda pública. À luz deste contexto a presente dissertação analisa a judicialização da política na realidade político-institucional brasileira, delimitando, todavia, o seu campo de estudo à atuação das unidades da Defensoria Pública da União nos Estados que integram a Amazônia Legal em conflitos de natureza coletiva, buscando compreender fundamentalmente as formas judiciais e extrajudiciais de resolução de conflitos, os critérios de atuação da instituição neste tipo de controvérsias, bem como os resultados das ações e relações com o judiciário. A ideia central é a de que os mecanismos que proporcionam inclusão no sistema de justiça podem desempenhar um papel importante na afirmação de direitos e na construção da agenda pública.

This paper addresses the relationship of copyright and the right of universities on scientific production. Information and Communication Technologies (ICTs) are causing many changes in the system of scientific communication, such as the creation of Institutional Repositories that aim to gather scientific production in digital format. The University needs quicker ways of spreading academic production and many questions are emerging due to contexts such as the Open Access movement. Thus, this paper questions the positioning of Universities, especially Public Universities, which despite having policies related to intellectual property to protect the transferring forms of research results to society; many times do not have a positioning or a mechanism that regulates the self-deposit of scientific production in these Institutional Repositories. In order to develop this paper, the following issues are addressed: lack of interest of the University in storing scientific production; reports on the relationship of the library with scientific publishing houses; the participation of faculty members and students in supporting the Free Access movement; and initiatives aimed at greater flexibility of copyright to the context of scientific production. In order to follow the development of these issues at international level, it was opted for qualitative research with non-participating direct observation to carry out the identification and description of copyright policy of important publishers from the ROMEO SHERPA site; therefore, it can be observed that there are changes regarding the publishers' flexibility before self-archiving of authors in open access institutional repositories in their universities. Given this scenario, we presente reflections and considerations that involve the progress and mainly the integration of the University and its faculty members; the institution should recommend and guide its faculty members not to transfer their copyrights, but to defend their right of copy to Institutional Repositories along with Publishing Houses.

The uses of Information and Communication Technologies (ICT) and Web environments for creation, treatment and availability of information have supported the emergence of new social-cultural patterns represented by convergences in textual, image and audio languages. This paper describes and analyzes the National Archives Experience Digital Vaults as a digital publishing web environment and as a cultural heritage. It is a complex system - synthesizer of information design options at information setting, provides new aesthetic aspects, but specially enlarges the cognition of the subjects who interact with the environment. It also enlarges the institutional spaces that guard the collective memory beyond its role of keeping the physical patrimony collected there. Digital Vaults lies as a mix of guide and interactive catalogue to be dealt in a ludic way. The publishing design of the information held on the Archives is meant to facilitate access to knowledge. The documents are organized in a dynamic and not chronological way. They are not divided in fonds or distinct categories, but in controlled interaction of documents previously indexed and linked by the software. The software creates information design and view of documental content that can be considered a new paradigm in Information Science and are part of post-custodial regime, independent from physical spaces and institutions. Information professionals must be prepared to understand and work with the paradigmatic changes described and represented by the new hybrid digital environments; hence the importance of this paper. Cyberspace interactivity between user and the content provided by the environment design provide cooperation, collaboration and sharing knowledge actions, all features of networks, transforming culture globally.

This study analyzes the environmental performance of the Municipal Solid Waste Management System (MSWMS) of Piedade, São Paulo, from a systemic perspective. A life cycle assessment (LCA) technique was applied according to an attributional approach to evaluate both the current operational situation and different prospective scenarios, which were devised based on the application of targets for recycling dry and wet waste suggested by the pre-draft version of the Brazilian Plan for Solid Waste. The life cycle impact assessment method EcoIndicator 99, in association with normalization and weighting procedures, was used to conduct the analysis. It was observed that the adoption of goals of 30%, 50% and 70% for recovering of the recyclable dry waste, resulted in improvement of the environmental performance of the waste management system under analysis, respectively of 10%, 15% and 20%. It was also possible to detect an evolution in the order of 54% in reducing impacts resulting from the adoption of targets for composting. LCA proved to be effective for the evaluation of the environmental performance of MSWMS-Piedade. However, for future evaluations, the attributional approach should be replaced by the methodological practice of substitution to enable the avoided burdens to be considered in estimations of the environmental performance municipal solid waste management systems.

The accuracy of ranging measurements depends critically on the knowledge of time delays undergone by signals when retransmitted by a remote transponder and due to propagation effects. A new method determines these delays for every single pulsed signal transmission. It utilizes four ground-based reference stations, synchronized in time and installed at well-known geodesic coordinates and a repeater in space, carried by a satellite, balloon, aircraft, and so forth. Signal transmitted by one of the reference bases is retransmitted by the transponder, received back by the four bases, producing four ranging measurements which are processed to determine uniquely the time delays undergone in every retransmission process. A minimization function is derived comparing repeater's positions referred to at least two groups of three reference bases, providing the signal transit time at the repeater and propagation delays, providing the correct repeater position. The method is applicable to the transponder platform positioning and navigation, time synchronization of remote clocks, and location of targets. The algorithm has been demonstrated by simulations adopting a practical example with the transponder carried by an aircraft moving over bases on the ground.

The behavior of newborn pups of loggerhead turtles (Caretta caretta) towards a potential food after hatching and before eating food for the first time was studied. There was no significant time trend approach and bite of potentially edible objects based on their color or size. However, a clear trend was observed for those objects that are transparent, white or red, independently the sex of the animal. Furthermore, it was verified that the turtles do not have a biting behavior to feed from first contact with water, but it comes after 3 or 4 days. There is also a learning process that determines the choice of targets of further attacks.
