This doctoral thesis aims to demonstrate the importance of incentives to technology-based firms as a strategy to promote knowledge-based economic development (KBED). To remain competitive, technology-based firms must innovate and seek new markets; therefore, this study aims to propose an incentive model to technology-based firms as a strategy to promote knowledge-based urban development, according to framework described by Yigitcanlar (2011). This is an exploratory and descriptive research with a qualitative approach. Surveys were carried out with national trade associations that represented technology-based firms both in Brazil and Australia. After analysing the surveys, structured interviews were conducted with government representatives, trade associations and businessmen who had used financial support by the federal government. When comparing both countries, the study found the importance of direct incentives through tax incentives, for it is a less bureaucratic, quicker and more direct process for firms. We suggest to include the terms incentives in the framework of knowledge-based urban development, as one of the pillars that contribute to knowledge-based economic development.

This study is about the challenges of learning in the creation and implementation of new sustainable technologies. The system of biogas production in the Programme of Sustainable Swine Production (3S Programme) conducted by the Sadia food processing company in Santa Catarina State, Brazil, is used as a case example for exploring the challenges, possibilities and obstacles of learning in the use of biogas production as a way to increase the environmental sustainability of swine production. The aim is to contribute to the discussion about the possibilities of developing systems of biogas production for sustainability (BPfS). In the study I develop hypotheses concerning the central challenges and possibilities for developing systems of BPfS in three phases. First, I construct a model of the network of activities involved in the BP for sustainability in the case study. Next, I construct a) an idealised model of the historically evolved concepts of BPfS through an analysis of the development of forms of BP and b) a hypothesis of the current central contradictions within and between the activity systems involved in BP for sustainability in the case study. This hypothesis is further developed through two actual empirical analyses: an analysis of the actors senses in taking part in the system, and an analysis of the disturbance processes in the implementation and operation of the BP system in the 3S Programme. The historical analysis shows that BP for sustainability in the 3S Programme emerged as a feasible solution for the contradiction between environmental protection and concentration, intensification and specialisation in swine production. This contradiction created a threat to the supply of swine to the food processing company. In the food production activity, the contradiction was expressed as a contradiction between the desire of the company to become a sustainable company and the situation in the outsourced farms. For the swine producers the contradiction was expressed between the contradictory rules in which the market exerted pressure which pushed for continual increases in scale, specialisation and concentration to keep the production economically viable, while the environmental rules imposed a limit to this expansion. Although the observed disturbances in the biogas system seemed to be merely technical and localised within the farms, the analysis proposed that these disturbances were formed in and between the activity systems involved in the network of BPfS during the implementation. The disturbances observed could be explained by four contradictions: a) contradictions between the new, more expanded activity of sustainable swine production and the old activity, b) a contradiction between the concept of BP for carbon credits and BP for local use in the BPfS that was implemented, c) contradictions between the new UNFCCC1 methodology for applying for carbon credits and the small size of the farms, and d) between the technologies of biogas use and burning available in the market and the small size of the farms. The main finding of this study relates to the zone of proximal development (ZPD) of the BPfS in Sadia food production chain. The model is first developed as a general model of concepts of BPfS and further developed here to the specific case of the BPfS in the 3S Programme. The model is composed of two developmental dimensions: societal and functional integration. The dimension of societal integration refers to the level of integration with other activities outside the farm. At one extreme, biogas production is self-sufficient and highly independent and the products of BP are consumed within the farm, while at the other extreme BP is highly integrated in markets and networks of collaboration, and BP products are exchanged within the markets. The dimension of functional integration refers to the level of integration between products and production processes so that economies of scope can be achieved by combining several functions using the same utility. At one extreme, BP is specialised in only one product, which allows achieving economies of scale, while at the other extreme there is an integrated production in which several biogas products are produced in order to maximise the outcomes from the BP system. The analysis suggests that BP is moving towards a societal integration, towards the market and towards a functional integration in which several biogas products are combined. The model is a hypothesis to be further tested through interventions by collectively constructing the new proposed concept of BPfS. Another important contribution of this study refers to the concept of the learning challenge. Three central learning challenges for developing a sustainable system of BP in the 3S Programme were identified: 1) the development of cheaper and more practical technologies of burning and measuring the gas, as well as the reduction of costs of the process of certification, 2) the development of new ways of using biogas within farms, and 3) the creation of new local markets and networks for selling BP products. One general learning challenge is to find more varied and synergic ways of using BP products than solely for the production of carbon credits. Both the model of the ZPD of BPfS and the identified learning challenges could be used as learning tools to facilitate the development of biogas production systems. The proposed model of the ZPD could be used to analyse different types of agricultural activities that face a similar contradiction. The findings could be used in interventions to help actors to find their own expansive actions and developmental projects for change. Rather than proposing a standardised best concept of BPfS, the idea of these learning tools is to facilitate the analysis of local situations and to help actors to make their activities more sustainable.

O décimo volume dos Cadernos de Altos Estudos apresenta estudo realizado com o objetivo de propor aprimoramentos na legislação brasileira, visando a superação de barreiras e a criação de mecanismos de incentivo que contribuam para a utilização das fontes renováveis de energia de maneira diversificada e sustentável, valorizando as potencialidades regionais, o desenvolvimento tecnológico e a geração de empregos. Para tanto, procurou-se examinar as tecnologias disponíveis, as políticas adotadas internacionalmente e os resultados obtidos, bem como a situação dessas fontes no Brasil e as normas jurídicas que disciplinam seu aproveitamento. Para subsidiar os trabalhos, o Conselho de Altos Estudos e Avaliação Tecnológica realizou palestras com especialistas do setor energético e promoveu um seminário internacional. Além disso, apoiou o Fórum sobre Energias Renováveis e Consumo Responsável (IV Sustentar 2011), em Chapecó, Santa Catarina.

O substitutivo do Relator Bernardo Cabral estabelece a proibição da propaganda de medicamentos, tabaco, bebidas alcoólicas e agrotóxicos. Cidadãos opinam sobre o tema. A Associação Brasileira de Propaganda lembra que o Brasil é hoje o segundo exportador de fumo no mundo. Seu presidente afirma que a propaganda desses setores representa 20% do faturamento dos meios de comunicação e que a proibição gerará grande desemprego. O Deputado Thelmo Kirtz (PDS-RS) esclarece que só no Paraná, Santa Catarina e Rio Grande do Sul setecentas e quarenta mil pessoas trabalham nas lavouras de fumo. O Deputado Fausto Rocha (PFL-SP) observa que o cigarro traz malefícios muito sérios para o fumante, inclusive vários tipos de câncer. A Comissão de Sistematização da Assembleia Nacional Constituinte (ANC) começa a debater o substitutivo da Constituição. Na primeira reunião, constituintes criticaram a ausência do Relator Bernardo Cabral e a elaboração de um novo substitutivo que está sendo feito no Instituto Israel Pinheiro, fora do Congresso Nacional. O Deputado José Genoíno (PT-SP) considera que o trabalho da Assembleia Nacional Constituinte tem que ser feito dentro do Congresso Nacional. O Líder do Governo, Deputado Carlos Santana diz que esse trabalho tem que vir para a Comissão de Sistematização. No Instituto Israel Pinheiro, distante 25 kilômetros do Congresso Nacional, o Relator Bernardo Cabral estuda as emendas recebidas sobre o sistema de governo que, segundo ele, é o problema mais difícil de ser contornado.

Research cruises were conducted in August-October 2007 to complete the third annual remotely operated vehicle (ROV)-based assessments of nearshore rocky bottom finfish at ten sites in the northern Channel Islands. Annual surveys at the Channel Islands have been conducted since 2004 at four sites and were expanded to ten sites in 2005 to monitor potential marine protected area (MPA)effects on baseline fish density. Six of the ten sites are in MPAs and four in nearby fished reference areas. In 2007 the amount of soft-only substrate on the 141 track lines surveyed was again estimated in real-time in order to target rocky bottom habitat. These real-time estimates of hard and mixed substrate for all ten sites averaged 57%, 1% more than the post-processed average of 56%. Surveys generated 69.9 km of usable video for use in finfish density calculations, with target rocky bottom habitat accounting for 56% (39.1 km) for all sites combined. The amount of rocky habitat sampled by site averaged 3.8 km and ranged from 3.3 km sampled at South Point, a State Marine Reserve (SMR) off Santa Rosa Island, to 4.7 km at Anacapa Island SMR. A sampling goal of 75 transects at all 10 sites was met using real-time habitat estimates combined with precautionary over-sampling by 10%. A total of seventy kilometers of sampling is projected to produce at least seventy-five 100 m2 transects per site. Thirteen of 26 finfish taxa observed were selected for quantitative evaluation over the time series based on a minimum criterion of abundance (0.05/100 m2). Ten of these 13 finfish appear to be more abundant at the state marine reserves relative to fished areas when densities were averaged across the 2005 to 2007 period. One of the species that appears to be more abundant in fished areas was señorita, a relatively small prey species that is not a commercial or recreational target. (PDF contains 83 pages.)

A Comissão de Sistematização debate a reforma tributária. O Deputado Francisco Dornelles (PFL-RJ) defende o substitutivo do Relator Bernardo Cabral, por promover a melhor distribuição regional de renda, fortalecer as finanças dos Estados e Municípios e estabelecer maiores garantias aos contribuintes, além de não causar prejuízo a União. Constituintes criticam o substitutivo na parte que trata dos recursos destinados ao Fundo de Participação dos Estados e Municípios. O Deputado Darcy Deitos (PMDB-PR) considera que essa distribuição só beneficia uma parte dos municípios e, por isso, apresentou uma emenda mais completa. O Deputado Marcelo Cordeiro (PMDB-SC) participa de debate sobre a Assembleia Nacional Constituinte (ANC), na Universidade de Santa Catarina. A comunidade universitária quis saber o tratamento dado a educação e as emendas populares. Chegou a 8374 o número de destaques apresentados ao anteprojeto. O Líder do PDC Siqueira Campos informa que seu partido quer criar novos Estados nas regiões Norte e Centro-Oeste do país. O ponto mais polêmico da Assembleia Nacional Constituinte (ANC) continua a ser o sistema de governo. O Líder do PSB Jamil Haddad considera que parece haver uma manobra para favorecer o presidencialismo com 5 anos de mandato para o Presidente Sarney. O Deputado Sarney Filho (PFL-MA) reafirma que o governo permanece aberto ao diálogo, em busca de uma solução de consenso para o país. O Líder do PMDB o Deputado Antônio Farias afirma que houve muitas surpresas, entre as quais a duração do mandato do presidente da república. Funcionários trabalham na organização dos pedidos de destaque. Os critérios para votação do substitutivo e dos pedidos de destaque serão definidos em reunião do Presidente da Assembleia Nacional Constituinte (ANC) Ulysses Guimarães com o Presidente da Comissão de Sistematização.

Mytilus californianus communities (mussel beds) were examined from six geographic localities in Southern California. These included two mainland sites, Coal Oil Point and San Diego; and four island sites, San Miguel, Santa Cruz, San Nicholas, and Santa Barbara Islands. Optimal sample sizes were determined for each locality. In general, a sample, size of 1500 cm2 (five cores) was optimal for the "typical" mussel bed. However, structurally unique mussel beds required individual consideration. Community biomass, diversity, species richness, and species evenness were calculated quarterly for the island localities and biannually for mainland locations. The molluscs, primarily the mussels, accounted for 90% of the total biomass while all other groups combined accounted for 10% or less of the total biomass. The mussel communities from all localities contributed to the master species list which conservatively contained 346 species. The most diverse localities were Coal Oil Point and Santa Cruz Island with an average number of 73 and 74 species/O.lS m respectively. No overall seasonal patterns existed in community composition. The community similarity analyses showed the mainland localities biotically dissimilar from the islands and both groups were characterized by distinct faunal assemblages. In addition, San Miguel Island biota were unique among the island sites. The most important mussel bed structural attributes provided habitats for the associated community and included sediment and coarse fraction features. Food-related resources provided by the mussel bed were secondarily important. Community diversity generally increased with the quantity of habitat and food resources. (PDF contains 138 pages)

The communities associated with Mytilus californianus (mussel) beds from eleven geographic localities in Southern California were examined. The localities included four mainland sites - Government Point, Goleta Point, Corona del Mar and San Diego; and seven offshore islands including - San Miguel Island, Santa Rosa Island, Santa Cruz Island, Santa Barbara Island, Santa Catalina Island, San Nicholas Island and San Clemente Island. This geographic coverage. was much more complete than the previous year (1975-1976 program). However, it is still less than ideal. In particular a single island collection locality may not be representative of an entire island. Therefore greater geographic coverage of the islands is recommended for the future. In general, the 1500 cm2 sample size adopted during the 1975-1976 program proved adequate for sampling most of the structurally diverse mussel beds this year. This sample size supplied information on the characteristic and abundant species inhabiting a particular mussel bed, and provided data which was well suited to intersite community comparisons. This sample size was too small in several instances to include the rarer, less abundant species. The mussel communities from all localities contributed to the master species list which contained conservatively 481 species of animals and 63 specie s of algae. The most diverse collections came from Santa Cruz Island and Corona del Mar, and these areas contained 120 and 119 species respectively. The lowest diversity was recorded for the mussel beds from Goleta Point: which contained 57 species. Mussel community samples were collected from upper and lower intertidal areas occupied by the mussel beds within a locality. The communities associated with Mytilus californianus (mussel) beds from 20 geographic sites in southern California were examined. The study areas included six mainland sites - Government Point, Goleta Point, Ventura, Corona del Mar, Carlsbad, and San Diego,and two sites on opposite sides of seven offshore islands - San Miguel Island, Santa Rosa Island, Santa Cruz Island, Anacapa Island, San Nicholas Island, Santa Cruz Island and San Clemente Island. : The mussel communities from all areas contributed to the master species list which now encompasses conservatively, 610 species of animals and 141 species of algae. The most diverse collection came from Cat Rock, Anacapa Island where the mussel beds supported 174 species of invertebrates. The lowest diversity was recorded for mussel beds from Ben Weston, Santa Catalina Island which contained 46 species. In general, the island mussel beds supported a greater diversity of both animals and plants. Mussel community samples were collected from upper and lower intertidal areas occupied by the mussel beds within a locality. Community differences in both composition and abundance were associated with these collections. Overall. community similarity analysis revealed five major patterns which corresponded to characteristic species assemblages occupying the mussel beds from the various geographic areas. The patterns included: (1) clusters of localities which display a north-south geographic pattern with respect to the similarity of their respective mussel communities, (2) a separation of selected island and mainland communities because of dissimilarities in their species composition, (3) differences between mussel communities. on opposite sides of the offshore islands, (4) clusters of species whose highest abundances characterize selected localities, (5) species groups ubiquitous to all mussel beds examined. The results of the community analysis further suggest that predictions can be made delineating the probable mussel community inhabitants of areas not sampled. The species distribution patterns observed appear to correspond in part to the influence of currents and water masses which bear planktonic larvae and impinge on selected localities. The most important mussel bed features associated with community differences were quantitative and qualitative differences in the potential microhabitats. Those features associate~ with greater species diversity include the pore base of coarse fraction shell and rock debris, skewness and kurtosis of the sediment grain-size distributions and mussel bed thickness. Those features associated with lower species diversity included the quantity of tar. and rock and shell debris trapped within the mussel bed. (PDF contains 51 pages)
