En este trabajo se ofrece evidencia de los efectos positivos de la descentralización fiscal en el crecimiento económico regional en Colombia desde la promulgación de la Constitución Política de 1991. La estrategia empírica incluyó la elección de un estimador adecuado para el enfoque de panel de datos, el estimador “promedio del grupo aumentado” (amg, por sus siglas en inglés), que permitió agregar factores determinantes no observados, sugeridos por la literatura, a los factores explicativos de largo plazo tradicionales. La estrategia se complementó con ejercicios que brindaron apoyo a los resultados de i) modelos de corte transversal para diferentes períodos y diversas variables de control, ii) una prueba de la hipótesis de complementariedad entre los bienes públicos suministrados por diferentes jurisdicciones (efectos indirectos), y iii) una evaluación de la convergencia incondicional en las diferencias de ingreso regionales.

Since the early 1980s, Australian governments have embraced neoliberal policies as a means of improving the nation’s global economic competitiveness. The impacts of such policies in regional areas have been quite profound, leading to socio-economic polarisation, population loss, and the growth of anti-globalisation sentiments. In this paper, we examine the process of regional restructuring that arises from this trajectory in Australia, and examine current policy responses to change under the neoliberal regime. We argue that while many such responses are individualistic, and based upon policies of personal responsibility, self-advancement and entrepreneurship, others are imbued with the language of community, social capital and collective action. The existence of individualism and community within the same policy agenda may appear contradictory, yet it is suggested that neoliberalism brings together these two opposing discourses through a process of what Nikolas Rose calls ‘governing through community’. We explore how neoliberalism underpins community approaches to regional development in Australia, arguing that such strategies do little to counter the negative forces of globalisation in non-metropolitan parts of the country.

As alianças estratégicas intersetoriais, o desenvolvimento regional e descentralização do Estado são foco de estudo nessa dissertação. A descentralização do Estado através da participação da sociedade em decisões regionalizadas tem mudado a forma de gestão e formado identidades únicas a cada grupo regional. O objetivo principal do estudo foi o de conhecer as alianças estratégicas formadas entre os setores da economia de Paranavaí/PR e região noroeste do Paraná, formada por 28 municípios, com a participação de representantes de cada cidade e setor participam das reuniões e decisões tomadas pelo Fórum de Desenvolvimento. Pretende-se, ainda, identificar os motivadores da formação do Fórum de Desenvolvimento e relatar sua importância nas empresas, sociedade e Estado. Através de um roteiro de entrevista semiestruturada foi possível identificar a efetividade das alianças estratégicas e os problemas que devem ser corrigidos. Por meio de uma análise documental é possível comprovar as ações e resultados atingidos pelo Fórum de Desenvolvimento. Trata-se de uma pesquisa qualitativa exploratória e descritiva O trabalho busca contribuir para a gestão do desenvolvimento regional e o crescimento dos setores na localidade, além de ampliação do diálogo sobre o tema.

Industry cluster policies are a current trend in local economic development programmes and represent a major shift from traditional approaches. This trend has been coupled by an increasing interest in new media industry as a significant focus for regional development strategies. In England clusters and new media industry have therefore come to be seen as important tools in promoting local and regional economic development. This study aimed to ascertain the success of these policies. In order to achieve the aims of the study, the Birmingham new media industry was chosen for the study. In addition to an extensive review of the literature, semi-structured interviews were conducted with new media firms and Business Support Agencies (BSAs) offering programmes to promote the development of the new media industry cluster. The key findings of the thesis are that the concerns of new media industry when choosing their location do not conform to the industry cluster theory. Moreover, close proximity in geographical location of the industries does not mean there is collaboration and any costs saved as a result of close proximity to similar firms are at present seen as irrelevant because of the type of products they offer. Building trust between firms is the key in developing the new media industry cluster and the BSAs can act as a broker and provide neutral ground to develop it. The key policy recommendations are that new media industry is continually changing and research must continuously track and analyse cluster dynamics in order to be aware of emerging trends and future developments that can positively and negatively affect the cluster. Policy makers need to keep in mind that there is no uniform tool kit to foster the different sectors in cluster development. It is also important for them to be winning support and trust of new media firms since this is key in the success of the cluster. When cluster programs are introduced they must explain their benefits to industries more effectively in order to encourage them to participate in programmes. The general conclusions of the thesis are that clusters are a potentially important tool in local economic development policy and that the new media industry has a considerable growth potential. The kinds of relationships which cluster theory suggests develop between do not, as yet, appear to exist within the new media cluster. There are however, steps that the BSAs can take to encourage their development. Thus, the BSAs need to ensure that they establish an environment that enables growth of the industry.

Bailey D. and Berkeley N. Regional responses to recession: the role of the West Midlands Regional Taskforce, Regional Studies. Regional taskforces were set up across the English regions in late 2008 in response to the most severe recession since the Second World War. This paper examines the role of one such body, the West Midlands Regional Taskforce, as an example of regional response to recession, and offers potential lessons for the future in dealing with such situations. In so doing it reflects on the contested concept of regional 'resilience' and its relevance for policy actions at the regional level. Understanding how the region responded in this way could help in maintaining a 'permanent capacity' to deal with shocks, especially in the context of the abolition of regional development agencies (RDAs) in England from 2012 and their replacement with local enterprise partnerships (LEPs). © 2014 © 2014 The Author(s). Current British government economic development policy emphasises regional and sub-regional scale, multi-agent initiatives that form part of national frameworks to encourage a 'bottom up' approach to economic development. An emphasis on local multi-agent initiatives was also the mission of Training and Enterprise Councils (TECs). Using new survey evidence this article tracks the progress of a number of initiatives established under the TECs, using the TEC Discretionary Fund as an example. It assesses the ability of successor bodies to be more effective in promoting local economic development. Survey evidence is used to confirm that many projects previously set up by the TECs continue to operate successfully under new partnership arrangements. However as new structures have developed, and policy has become more centralized, it is less likely that similar local initiatives will be developed in future. There is evidence to suggest that with the end of the TECs a gap has emerged in the institutional infrastructure for local economic development, particularly with regard to workforce development. Much will depend in future on how the Regional Development Agencies deploy their growing power and resources.

Inward investment promotion and aftercare remain central aspects of local economic development for English Regional Development Agencies, Scottish and Welsh development bodies, and local authorities in Britain. In many cases, partnership and consultation mechanisms have become integral to attracting inward investment and providing aftercare. Inward investment is thus an important area in which to explore interinstitutional relations between agents operating along diverse spatial boundaries and with different responsibilities. In this paper we analyse the local and regional institutional structures and relations characterising the inward investment process in Britain using new survey data from local authorities, regional bodies, and inward investors. We find that promotional activities have clearly defined structures which are chiefly led by the regional level. Aftercare is characterised by more collaborative arrangements involving both regional bodies and local government. However, many bodies are little used, with competition and tension between partners remaining frequent within English regions, regardless of recent institutional changes designed to reduce such problems. In Scotland and Wales, however, their national institutions are not only widely used, but they create high levels of satisfaction from firms. Hence, England has yet to respond to the effective challenges of Scotland and Wales. The analysis also highlights the limited importance of all national, regional, and local public institutions in attracting inward investors and their subsequent aftercare. The critical inputs to business decisions appear to be driven chiefly by more general supply-side conditions (for example, general skills versus local public packages) and the general attractions of a particular location.

The question of how to organize and manage sustainable regional development has recently come to the fore in many places across the industrialized countries of Central and Western Europe, and especially within the European Union (EU).This book looks at the home-grown natural, economic and social, socio-political, political and administrative conditions which policy makers face, while also being subjected to numerous external influences. The successful operation of the regional development – or cohesion – policy of the European Union has a strategic importance from the point of view of the whole integration process. Strengthening economic, social and territorial cohesion and decreasing disparities between member states and regions are not only one of the main priorities of the integration, but at the same time these are justified expectations of the people living in the member states of the union. The cohesion transfers should be spent on those factors which have the biggest contribution to the improvement of development prospects and competitiveness in the given regions. Theories on regional development have controversial conclusions about the long-term formation of development disparities. However, it has become evident that successful development policies are based on endogenous factors, innovation and well-functioning institutions. After examining theoretical considerations and regional disparities the study analyses the impacts of EU regional policy and evaluates the main elements of the proposed regulatory frameworks for the period 2014-2020.

It was the intention of the Institute for Sociology and Social Policy at the Corvinus University Budapest in collaboration with the University of Trento to reflect the breadth of local development studies in the conference it staged in June 2011 ‘Social Resources in Local Development’. The event was in the framework of ‘Efficient Government, Professional Public Administration and Regional Development for a Competitive Society’ which is part of the TAMOP Project 4.2.1/B-09/1/KMR – 2010-0005 (Social and Cultural Resources Development Policies and Local Development Research Workshop led by Professor Zoltán Szántó). All the papers which feature in this volume were presented at the workshop. The research activity behind these papers (with the exception of Blokker) was supported by the aforementioned TAMOP project. The event was attended by a range of international participants including Erasmus Mundus students from the University of Trento and Corvinus students taking the MA in Local Development. It is hoped that this publication of conference proceedings highlights some current and key issues and controversies in local development research and academic debate.

Today a number of studies are published on how organizational strategy is developed and how organizations contribute to local and regional development through the realization of these strategies. There are also many articles dealing with the success of a project by identifying the criteria and the factors that influence them. This article introduces the project-oriented strategic planning process that reveals how projects contribute to local and regional development and demonstrates the relationship between this approach and the regional competitiveness model as well as the KRAFT concept. There is a lot of research that focuses on sustainability in business. These studies argue that sustainability is very important to the success of a business in the future. The Project Excellence Model that analyses project success does not contain the sustainability criteria; the GPM P5 standard consists of sustainability components related either to the organizational level. To fill this gap a Project Sustainability Excellence Model (PSEM) was developed. The model was tested by interviews with managers of Hungarian for-profit and non-profit organizations. This paper introduces the PSEM and highlights the most important elements of the empirical analysis.

The theme of this dissertation is the collegiate management in the cashew cultivation s productive chain by the reading of the Managerial Committee s role in accordance with Sustainable Regional Development. The research had as aim to reveal the way as Managerial Committee s members of cashew cultivation s productive chain interpret the economic, social and environmental dimensions to the sustainability of entrepreneurships, using as interpretative base Sachs (2004) theoretical model. The theoretical reference is based in precepts of Solidarity Economy as a strategy to the Sustainable Regional Development. To reach this aim was done a case study, based in analysis of contents and semi-structured interviews with the solidarities economic entrepreneurships that integrate the Committee and with the group of Entities of Support and Fomentation responsible for formulating and conducting actions in favour of development of the chain. The research permitted to conclude that the economic, mainly, and social dimension, secondly, to super-impose the environmental dimension. The actions in favour of the chain are yet restricted and with low effectiveness when interpreted, in an integrated way, by a side, by the informers of this research and, by another side, in accordance with precepts of sustainable development
