Le 29 juillet 1994, Megan Kanka, une jeune fille de sept ans de la municipalité de Hamilton au New Jersey, est enlevée, agressée sexuellement et tuée par ce qui se révélera être son voisin d’en face, Jesse Timmendequas. À l’époque, l’assaillant de Megan avait déjà fait l’objet de deux condamnations pour agression sexuelle. Suite à cette tragédie, les parents de Megan luttèrent pour la création d’une loi qui révélerait automatiquement au public l’identité et le lieu de résidence des délinquants sexuels. Moins de trois mois plus tard, la « Loi de Megan » était ratifiée. Ainsi un répertoire étatique centralisé de délinquants sexuels en partie disponible au public fut créé. Notre étude se centre sur ce cas et tente de comprendre comment une construction particulière de la délinquance sexuelle comme problème social mena à la réponse pénale spécifique qu’était la Loi de Megan. Pour ce faire, nous analysons les discours et argumentaires politiques en lien avec l’affaire. Huit entretiens avec différents acteurs impliqués dans le débat politique menant à la création de la loi de Megan furent effectués. Une analyse de plus de 150 articles de journaux et de quelques projets et textes de lois fut également effectuée. Nos résultats soulignent d’abord le rôle primordial qu’avait le contexte sociopolitique autant sur la construction du problème social de la délinquance sexuelle que sur la solution qui lui était liée. L’analyse du cas nous indique également que la dyade problème-solution s’élabora en conjonction, dans un cadre temporel uniforme, dont les seules étapes détectables sont celles du narratif de la mort de Megan et de l’élaboration concrète de la loi. En d’autres mots, la mort de Megan ne constituait qu’un point focal qui permit à des acteurs de mettre en pratique des concepts déjà largement partagés. L’étude conclue en liant le contexte sociopolitique du Canada à celui retrouvé dans notre étude de cas et suggère qu’une construction similaire de la délinquance sexuelle comme problème peut facilement être envisageable chez nous. Si personne ne souhaite l’occurrence d’une situation comparable à celle vécue par Megan Kanka et sa famille, cet élément nous apparaît comme étant celui qui propulserait réellement cette construction sur la place publique, à condition bien évidemment qu’une personne ou un groupe de personnes en fassent une question à débattre.

In this study, an attempt has been made to find the textural, geochemical, sedimentological characteristics of sediments and water phases of the kayamkulam estuary located in the Southwest coast of Kerala, besides the impact of gas based thermal power plant located at the northern part of the estuary. Estuaries are an important stage in the transport of the solid weathering product of the earth’s crust. These weathered products or sediments are complex mixtures of a number of solid phases that may include clays, silica, organic matter, metal oxides, carbonates, sulfides and a number of minerals. Studies on the aquatic systems revealed the fact that it posses severe ecological impairments due to heavy discharge of sediments from 44 rivers, the continued disposal of pollutants rich materials from industries, sewage channels, agricultural areas and retting yards

In this thesis, a variety of available satellite data products have been made use of to bring out a synergistic analysis on the upwelling phenomenon in SEAS. Basic concepts of remote sensing, upwelling and linked oceanography topics have been dealt in this work .Auxiliary data products utilized in this study are described in chapter 2. The climatological monthly variability of the upwelling signatures are detailed under chapter 3. Chapter 4 presents the forcing factors that trigger the upwelling process in SEAS. Chapter 5 describes the oceanic response to the forcing factors with respect to the SST cooling and CHLA blooms. Chapter 6 presents the heat budget of the region and the variability of heat budget terms with respect to upwelling. Chapter 7 describes the inter-annual variability of upwelling intensity in SEAS and the influence of climatic events on upwelling.

Urban developments have exerted immense pressure on wetlands. Urban areas are normally centers of commercial activity and continue to attract migrants in large numbers in search of employment from different areas. As a result, habitations keep coming up in the natural areas / flood plains. This is happening in various Indian cities and towns and large habitations are coming up in low-lying areas, often encroaching even over drainage channels. In some cases, houses are constructed even on top of nallahs and drains. In the case of Kochi the situation is even worse as the base of the urban development itself stands on a completely reclaimed island. Also the topography and geology demanded more reclamation of land when the city developed as an agglomerative cluster. Cochin is a coastal settlement interspersed with a large backwater system and fringed on the eastern side by laterite-capped low hills from which a number of streams drain into the backwater system. The ridge line of the eastern low hills provides a welldefined watershed delimiting Cochin basin which help to confine the environmental parameters within a physical limit. This leads to an obvious conclusion that if physiography alone is considered, the western flatland is ideal for urban development. However it will result in serious environmental deterioration, as it comprises mainly of wetland and for availability of land there has to be large scale filling up of these wetlands which includes shallow mangrove-fringed water sheets, paddy fields, Pokkali fields, estuary etc.Chapter 1 School 4 of Environmental Studies The urban boundaries of Cochin are expanding fast with a consequent over-stretching of the existing fabric of basic amenities and services. Urbanisation leads to the transformation of agricultural land into built-up areas with the concomitant problems regarding water supply, drainage, garbage and sewage disposal etc. Many of the environmental problems of Cochin are hydrologic in origin; like water-logging / floods, sedimentation and pollution in the water bodies as well as shoreline erosion

mbikulam Tiger Reserve of Western Ghats using Geospatial technology. The major objectives of the study are Land use land cover mapping (LULC) and Phytodiversity analysis. Satellite data was used to map the land use / land cover using supervised classification techniques in Erdas imagine. The change for a period of 32 years was assessed using the multi-temporal satellite datasets from Landsat MSS (1973), Landsat TM (1990), and IRS P6 LISS III (2005). A geospatial approach was used for the land cover analysis. Digital elevation models, Satellite imageries and SOI topo sheets were the data sets used in the analysis. Vegetation sampling plots distributed over the different forest types were enumerated and studied for Phytodiversity analysis.

High resolution descriptions of plant distribution have utility for many ecological applications but are especially useful for predictive modelling of gene flow from transgenic crops. Difficulty lies in the extrapolation errors that occur when limited ground survey data are scaled up to the landscape or national level. This problem is epitomized by the wide confidence limits generated in a previous attempt to describe the national abundance of riverside Brassica rapa (a wild relative of cultivated rapeseed) across the United Kingdom. Here, we assess the value of airborne remote sensing to locate B. rapa over large areas and so reduce the need for extrapolation. We describe results from flights over the river Nene in England acquired using Airborne Thematic Mapper (ATM) and Compact Airborne Spectrographic Imager (CASI) imagery, together with ground truth data. It proved possible to detect 97% of flowering B. rapa on the basis of spectral profiles. This included all stands of plants that occupied >2m square (>5 plants), which were detected using single-pixel classification. It also included very small populations (<5 flowering plants, 1-2m square) that generated mixed pixels, which were detected using spectral unmixing. The high detection accuracy for flowering B. rapa was coupled with a rather large false positive rate (43%). The latter could be reduced by using the image detections to target fieldwork to confirm species identity, or by acquiring additional remote sensing data such as laser altimetry or multitemporal imagery.

The delineation of Geomorphic Process Units (GPUs) aims to quantify past, current and future geomorphological processes and the sediment flux associated with them. Five GPUs have been identified for the Okstindan area of northern Norway and these were derived from the combination of Landsat satellite imagery (TM and ETM+) with stereo aerial photographs (used to construct a Digital Elevation Model) and ground survey. The Okstindan study area is sub-arctic and mountainous and is dominated by glacial and periglacial processes. The GPUs exclude the glacial system (some 37% of the study area) and hence they are focussed upon periglacial and colluvial processes. The identified GPUs are: 1. solifluction and rill erosion; 2. talus creep, slope wash and rill erosion; 3. accumulation of debris by rock and boulder fall; 4. rockwalls; and 5. stable ground with dissolved transport. The GPUs have been applied to a ‘test site’ within the study area in order to illustrate their potential for mapping the spatial distribution of geomorphological processes. The test site within the study area is a catchment which is representative of the range of geomorphological processes identified.

Airborne dust is of concern due to hazards in the localities affected by erosion, transport and deposition, but it is also of global concern due to uncertainties over its role in radiative forcing of climate. In order to model the environmental impact of dust, we need a better knowledge of sources and transport processes. Satellite remote sensing has been instrumental in providing this knowledge, through long time series of observations of atmospheric dust transport. Three remote sensing methodologies have been used, and are reviewed briefly in this paper. Firstly the use of observations from the Total Ozone Mapping Spectrometer (TOMS), secondly the use of the Infrared Difference Dust Index (IDDI) from Meterosat infrared data, thirdly the use of MODIS images from the rapid response system. These data have highlighted the major global sources of dust, mist of which are associated with endoreic drainage basins in deserts, which held lakes during Quaternary humid climate phases, and identified the Bodele Depression in Tchad as the dustiest place on Earth.
