Pro gradu -tutkielmassani tarkastelen diasporia ja niihin kohdistuvaa kansainvälistä sääntelyä. Diasporilla tarkoitan valtion rajojen ulkopuolella asuvia ihmisiä, joilla on jokin, esimerkiksi etninen tai kieliside tuohon valtioon. Valtiolla puolestaan voi olla jokin intressi suhteessa diasporaansa. Diasporiin liittyvät kysymykset ovat ajankohtaisia globaalissa maailmassa, jossa ihmisillä on entistä enemmän mahdollisuuksia pitää siteitä yllä useampaan kuin yhteen valtioon. Diasporien ohella kirjallisuudessa puhutaan myös kin-state -problematiikasta, kun viitataan valtioiden harjoittamaan politiikkaan, joka pyrkii vaikuttamaan toisen valtion alueella asuvien tai oleskelevien ihmisten asemaan. Tutkimuksen teoreettinen viitekehys on englantilaisen koulukunnan ajatus kansainvälisestä yhteisöstä ja sille keskeisistä primaari-instituutioista, kuten valtiosuvereniteetti ja kansainvälinen oikeus. Se, miten valtio politiikassaan suhtautuu instituutioihin, kertoo valtion suhteesta kansainväliseen yhteisöön yleensä. Instituutioita voidaan puolestaan tarkastella tiettyjen kapea-alaisempien normien, sekundaari-instituutioiden, valossa. Edellä mainittuna sekundaari-instituutiona esitellään tutkielmassa se kansainvälinen normisto, joka vaikuttaa diasporien asemaan valtioiden välisessä politiikassa. Normisto perustuu Yhdistyneiden kansakuntien, Euroopan neuvoston ja ETYJ:n sopimuksiin ja suosituksiin. Kansainvälisen oikeuden lähtökohta on, ettei valtio voi puuttua diasporakseen katsomiensa ihmisten asemaan toisessa valtiossa edes ääritapauksessa, jossa asuinvaltio epäonnistuu tehtävässään suojella toisen valtion kansalaisia tai vähemmistöjään. Reagointivastuu on kansainvälisellä yhteisöllä – vaikka interventiota ulkomailla olevien kansalaisten suojelemiseksi onkin suoritettu sekä kylmän sodan aikana että sen jälkeen. Interventiot eivät ole diasporapolitiikan ainoa muoto ja monilla valtioilla onkin niin sanottuja diasporalakeja, joiden puitteissa ne voivat vaikuttaa diasporiensa asemaan. Koulutukseen ja kulttuuriin liittyvä tuki on eurooppalaisissa suosituksissa katsottu hyväksyttäväksi, mutta muiden tukimuotojen ulottamista diasporiin tulee harkita ja soveltaa vain erityistapauksissa, jos politiikalla on valtion toimivallan ulkopuolella vaikuttavia seurauksia. Tutkimus näyttää, että diasporakysymysten sääntely on kansainvälisessä yhteisössä vielä osin määrittelemätöntä sekä altista valtioiden tulkinnoille. Esimerkkinä valtioiden tulkinnoista ja niiden harjoittamasta diasporapolitiikasta tarkastellaan Venäjän federaation politiikkaa, sillä Venäjän ulkopolitiikassa esillä pidetty kiinnostus suojella ulkomailla olevia kansalaisia ja maanmiehiä on herättänyt myös kansainvälistä huomiota. Venäjän politiikan tarkastelu luo kontekstin, jossa tutkielman varsinaista kiinnostuksenkohdetta, Suomen venäläisen diasporan asemaa, on mahdollista tarkastella. Tutkimusaineistoa ovat Venäjän johdon lausunnot liittyen viimeaikaisiin Suomen ja Venäjän välisiin nk. lapsikiistoihin. Teoriaohjaava sisällönanalyysi aineistosta esittää, että vaikka vihjeitä politiikassa yleisesti esiintyvästä nk. suojelupuheesta on havaittavissa myös Suomen venäläisen vähemmistön asemaan liittyen, ei Venäjä lapsikiistoissa kuitenkaan suoraan loukannut Suomen suvereniteettia tai kansainvälistä oikeutta. Tiettyjen puhetapojen ja esimerkiksi lapsiasiamies Astahovin toiminnan voidaan kuitenkin tulkita olevan kansainvälisen normiston vastaisia ja siten myös loukkaavan suvereniteettia ja kansainvälisen oikeuden henkeä. Teoreettisen viitekehyksen tehtävä oli ensisijaisesti antaa näkökulmia aineiston tarkasteluun. Venäjän politiikan suhde suvereniteettiin ja kansainväliseen oikeuteen suhteessa tässä tarkasteltuun politiikkakysymykseen kertoo kuitenkin myös Venäjän asemasta kansainvälisen yhteisön jäsenenä. Diasporanormistoon sitoutuminen osoittaa Venäjän sitoutuneen ainakin periaatteellisella tasolla solidaristiseen, yhteisiä normeja jakavaan kansainväliseen yhteisöön – toisaalta Venäjän viime vuosien politiikka kuitenkin osoittaa Venäjän samalla haastavan myös pluralistisille yhteisöille keskeisiä valtiosuvereniteetin ja kansainvälisen oikeuden noudattamisen periaatteita. We study large-scale kinematic dynamo action due to turbulence in the presence of a linear shear flow in the low-conductivity limit. Our treatment is non-perturbative in the shear strength and makes systematic use of both the shearing coordinate transformation and the Galilean invariance of the linear shear flow. The velocity fluctuations are assumed to have low magnetic Reynolds number (Re-m), but could have arbitrary fluid Reynolds number. The equation for the magnetic fluctuations is expanded perturbatively in the small quantity, Re-m. Our principal results are as follows: (i) the magnetic fluctuations are determined to the lowest order in Rem by explicit calculation of the resistive Green's function for the linear shear flow; (ii) the mean electromotive force is then calculated and an integro-differential equation is derived for the time evolution of the mean magnetic field. In this equation, velocity fluctuations contribute to two different kinds of terms, the 'C' and 'D' terms, respectively, in which first and second spatial derivatives of the mean magnetic field, respectively, appear inside the space-time integrals; (iii) the contribution of the D term is such that its contribution to the time evolution of the cross-shear components of the mean field does not depend on any other components except itself. Therefore, to the lowest order in Re-m, but to all orders in the shear strength, the D term cannot give rise to a shear-current-assisted dynamo effect; (iv) casting the integro-differential equation in Fourier space, we show that the normal modes of the theory are a set of shearing waves, labelled by their sheared wavevectors; (v) the integral kernels are expressed in terms of the velocity-spectrum tensor, which is the fundamental dynamical quantity that needs to be specified to complete the integro-differential equation description of the time evolution of the mean magnetic field; (vi) the C term couples different components of the mean magnetic field, so they can, in principle, give rise to a shear-current-type effect. We discuss the application to a slowly varying magnetic field, where it can be shown that forced non-helical velocity dynamics at low fluid Reynolds number does not result in a shear-current-assisted dynamo effect.

A simple three step procedure was used to purify microsomal NADH-cytochrome b5 (ferricyanide) reductase to homogeneity from the higher plant C. roseus. The microsomal bound reductase was solubilized using zwitterionic detergent-CHAPS. The solubilized reductase was subjected to affinity chromatography on octylamino Sepharose 4B, blue 2-Sepharose CL-6B and NAD+-Agarose. The homogeneous enzyme has an apparent molecular weight of 33,000 as estimated by SDS-PAGE. The purified enzyme catalyzes the reduction of purified cytochrome b5 from C. roseus in the presence of NADH. The reductase also readily transfers electrons from NADH to ferricyanide (Km 56 μM), 2,6-dichlorophenolindophenol (Km 65 μM) and cytochrome Image via cytochrome b5 but not to menadione.

When administered orally, Phyllanthus emblica, an excellent source of vitamin C (ascorbate), has been found to enhance natural killer (NK) cell activity and antibody dependent cellular cytotoxicity (ADCC) in syngeneic BALB/c mice, bearing Dalton's lymphoma ascites (DLA) tumor. P. emblica elicited a 2-fold increase in splenic NK cell activity on day 3 post tumor inoculation. Enhanced activity was highly significant on days 3, 5, 7 and 9 after tumor inoculation with respect to the untreated tumor bearing control. A significant enhancement in ADCC was documented on days 3, 7, 9, 11 and 13 in drug treated mice as compared to the control. An increase in life span (ILS) of 35% was recorded in tumor bearing mice treated with P. emblica. This increased survival was completely abrogated when NK cell and killer (K) cell activities were depleted either by cyclophosphamide or anti-asialo-GM, antibody treatment. These results indicate: (a) an absolute requirement for a functional NK cell or K cell population in order that P. emblica can exert its effect on tumor bearing animals, and (b) the antitumor activity of P. emblica is mediated primarily through the ability of the drug to augment natural cell mediated cytotoxicity.

2,2,3,3,4,4,5,5,6,6,7,7,8,8,9,9-hexadecafluorodecyl 1,10-ditosylate and its precursors were synthesized and characterized by H-1- and F-19-NMR spectroscopic methods and X-ray crystallography. These compounds are building blocks for the syntheses of the surfactants containing polyperfluoromethylene spacer. The molecule has extended all-trans conformation with molecular symmetry (1) over bar (C-i). There is a reasonably strong C-H ... O interaction in the crystal and there are two F ... This paper is aimed at investigating the acoustic emission activities during indentation toughness tests on an alumina based wear resistant ceramic and 25 wt% silicon carbide whisker (SIC,) reinforced alumina composite. It has been shown that the emitted acoustic emission signals characterize the crack growth during loading. and unloading cycles in an indentation test. The acoustic emission results indicate that in the case of the composite the amount of crack growth during unloading is higher than that of loading, while the reverse is true in case of the wear resistant ceramics. Acoustic emission activity observed in wear resistant ceramic is less than that in the case of composite. An attempt has been made to correlate the acoustic emission signals with crack growth during indentation test.

Radially homogeneous bulk alloys of GaxIn1-xSb in the range 0.7 < x < 0.8, have been grown by vertical Bridgman technique. The factors affecting the interface shape during the growth were optimised to achieve zero convexity. From a series of experiments, a critical ratio of the temperature gradient (G) of the furnace at the melting point of the melt composition to the ampoule lowering speed (v) was deduced for attaining the planarity of the melt-solid interface. The studies carried out on directional solidification of Ga0.77In0.23Sb mixed crystals employing planar melt-solid interface exhibited superior quality than those with nonplanar interfaces. The least path criterion or least path length in the context of redundant basis vector systems is discussed and a mathematical proof is presented of the uniqueness of indices obtained by applying the least path criterion. Though the method has greater generality, this paper concentrates on the two-dimensional decagonal lattice. The order of redundancy is also discussed; this will help eventually to correlate with other redundant but desirable indexing sets.

It has been well recognized now that the blast furnace aerodynamics can be represented more accurately under the decreasing gas velocity condition. Therefore, gas-fines study has been carried out in a packed bed under the decreasing gas velocity condition. Gas and fines flow equations have been developed and solved, for two-dimensional case using finite volume method. To take into account the turbulence, k-e turbulent flow model has also been developed in two-dimension. The model's predictions have been validated against the published experimental data for the increasing gas velocity case, as no experimental data are available in open literature for the decreasing gas velocity. This study shows the difference in the results for increasing and decreasing gas velocity cases under various conditions which have been reported here. Implication of the results to the blast furnace condition has also been discussed.

Unintentionally doped homoepitaxial InSb films have been grown by liquid phase epitaxy employing ramp cooling and step cooling growth modes. The effect of growth temperature, degree of supercooling and growth duration on the surface morphology and crystallinity were investigated. The major surface features of the grown film like terracing, inclusions, meniscus lines, etc are presented step-by-step and a variety of methods devised to overcome such undesirable features are described in sufficient detail. The optimization of growth parameters have led to the growth of smooth and continuous films. From the detailed morphological, X-ray diffraction, scanning electron microscopic and Raman studies, a correlation between the surface morphology and crystallinity has been established.

Given an undirected unweighted graph G = (V, E) and an integer k ≥ 1, we consider the problem of computing the edge connectivities of all those (s, t) vertex pairs, whose edge connectivity is at most k. We present an algorithm with expected running time Õ(m + nk3) for this problem, where |V| = n and |E| = m. Our output is a weighted tree T whose nodes are the sets V1, V2,..., V l of a partition of V, with the property that the edge connectivity in G between any two vertices s ε Vi and t ε Vj, for i ≠ j, is equal to the weight of the lightest edge on the path between Vi and Vj in T. Also, two vertices s and t belong to the same Vi for any i if and only if they have an edge connectivity greater than k. Currently, the best algorithm for this problem needs to compute all-pairs min-cuts in an O(nk) edge graph; this takes Õ(m + n5/2kmin{k1/2, n1/6}) time. Our algorithm is much faster for small values of k; in fact, it is faster whenever k is o(n5/6). Our algorithm yields the useful corollary that in Õ(m + nc3) time, where c is the size of the global min-cut, we can compute the edge connectivities of all those pairs of vertices whose edge connectivity is at most αc for some constant α. We also present an Õ(m + n) Monte Carlo algorithm for the approximate version of this problem. This algorithm is applicable to weighted graphs as well. Our algorithm, with some modifications, also solves another problem called the minimum T-cut problem. Given T ⊆ V of even cardinality, we present an Õ(m + nk3) algorithm to compute a minimum cut that splits T into two odd cardinality components, where k is the size of this cut.
