A Gestão, como arte e experiência, tem sido infelizmente pouco solicitada para participar activamente no crucial e urgente processo de regeneração e reversão do Sistema Nacional de Saúde em Portugal. Perante a prevalência notória da perspectiva macroeconómica da economia da saúde, a gestão tem-se remetido quase ao serviço mínimo de repositório e subserviente cumpridor da norma emanada dos diversos e diversificados poderes da saúde, nomeadamente os político e burocrático. Sem querer com isto pretender ter encontrado a panaceia para a intervenção no processo, julga-se que sem um forte contributo da gestão jamais se atingirá o objectivo pretendido de flexão no andamento notoriamente negativo dos últimos anos. E isso passa por dois aspectos cruciais inerentes às organizações de saúde: acreditar verdadeiramente nas competências detidas pelas suas lideranças intermédias e apostar na respectiva delegação de poder e decisão. A contrapartida para isso será um sério, genuíno, forte, diferenciado e negociado processo de contratualização interna e avaliação de desempenho em excelência das unidades, serviços e centros nucleares da estrutura, em que de uma vez por todas se arrede a tradicional e já demonstradamente prejudicial posição negocial leonina dos diversos centralismos da saúde em Portugal.

The continuing importance of blue denim maintains indigo as an important vat dye industrially. In this review, we examine the various methods that have been used in the past and are currently used to reduce and dissolve indigo for dyeing. We discuss recent insights into the bacterial fermentation technology, the advantages and disadvantages of the direct chemical methods that have predominated for the last century and potentially cleaner technologies of catalytic hydrogenation and electrochemistry, which are becoming increasingly important. With considerations of environmental impact high on the dyeing industry's agenda, we also discuss the developments that have led to the production of pre-reduced indigo.

The record of deposition of tephras in Europe and the North Atlantic during the period 18.5–8.0 14C ka BP (the Last Termination and Early Holocene) is reviewed. Altogether, 34 tephras originating from four main volcanic provinces (Iceland, the Eifel district, the Massif Central and Italy) have been identified so far in geological sequences spanning this time–interval. Most of the records have been based, until very recently, on observations of visible layers of tephras. Here, we report on the potential for extending the areas over which some of the tephras can be traced by the search for layers of micro–tephra, which are not visible to the naked eye, and on the use of geochemical methods to correlate them with known tephra horizons. This approach has greatly extended the area in Northern Europe over which the Vedde Ash can be traced. The same potential exists in southern Europe, which is demonstrated for the first time by the discovery of a distinct layer of micro–tephra of the Neapolitan Yellow Tuff in a site in the Northern Apennines in Italy, far to the north of the occurrences of visible records of this tephra. The paper closes by considering the potential for developing a robust European tephrostratigraphy to underpin the chronology of records of the Last Termination and Early Holocene, thereby promoting a better understanding of the nature, timing and environmental effects of the abrupt climatic changes that characterized this period.

Summer rainfall over China has experienced substantial variability on longer time scales during the last century, and the question remains whether this is due to natural, internal variability or is part of the emerging signal of anthropogenic climate change. Using the best available observations over China, the decadal variability and recent trends in summer rainfall are investigated with the emphasis on changes in the seasonal evolution and on the temporal characteristics of daily rainfall. The possible relationships with global warming are reassessed. Substantial decadal variability in summer rainfall has been confirmed during the period 1958–2008; this is not unique to this period but is also seen in the earlier decades of the twentieth century. Two dominant patterns of decadal variability have been identified that contribute substantially to the recent trend of southern flooding and northern drought. Natural decadal variability appears to dominate in general but in the cases of rainfall intensity and the frequency of rainfall days, particularly light rain days, then the dominant EOFs have a rather different character, being of one sign over most of China, and having principal components (PCs) that appear more trendlike. The increasing intensity of rainfall throughout China and the decrease in light rainfall days, particularly in the north, could at least partially be of anthropogenic origin, both global and regional, linked to increased greenhouse gases and increased aerosols.

Where there is genetically based variation in selfishness and altruism, as in man, altruists with an innate ability to recognise and thereby only help their altruistic relatives may evolve. Here we use diploid population genetic models to chart the evolution of genetically-based discrimination in populations initially in stable equilibrium between altruism and selfishness. The initial stable equilibria occur because help is assumed subject to diminishing returns. Similar results were obtained whether we used a model with two independently inherited loci, one controlling altruism the other discrimination, or a one locus model with three alleles. The latter is the opposite extreme to the first model, and can be thought of as involving complete linkage between two loci on the same chromosome. The introduction of discrimination reduced the benefits obtained by selfish individuals, more so as the number of discriminators increased, and selfishness was eventually eliminated in some cases. In others selfishness persisted and the evolutionary outcome was a stable equilibrium involving selfish individuals and both discriminating and non-discriminating altruists. Heritable variation in selfishness, altruism and discrimination is predicted to be particularly evident among full sibs. The suggested coexistence of these three genetic dispositions could explain widespread interest within human social groups as to who will and who will not help others. These predictions merit experimental and observational investigation by primatologists, anthropologists and psychologists. Sedimentary charcoal records document changes in fire regime. We have identified 67 sites (30 sites with better than millennial resolution) which have records for some part of the Last Glacial to analyse changes in global fire regimes. Fire was consistently lower during the glacial than during the Eemian and Holocene. Within the glacial, Marine Isotope Stage (MIS) 3 is characterised globally by more fire than MIS 2. The signal for MIS 4 is less clear: there is more fire in the Northern Hemisphere and less fire in the Southern Hemisphere than during MIS 2 and 3. The records, most particularly records from the northern extratropics, show millennial-scale variability in fire regimes corresponding to the rapid climate changes associated with Dansgaard–Oeschger (D-O) cycles. Most of the D-O cycles during the Last Glacial and all of the Heinrich stadials are apparent in the composite global record of fire regime: fire increases during D-O warming events and decreases during intervals of rapid cooling. Our analyses show that fire regimes show a lagged response to rapid climate changes of ca 100–200 years in the case of D-O warming events, ca 0–100 years in the case of D-O cooling events and ca 200 years in the case of Heinrich Stadials. The Strong climatic variability experienced during the glacial resulted in important changes in fire regimes even though the base level of biomass burning was less than today.

In the past decade, a number of empirical researchers have suggested that laypeople have compatibilist intuitions. In a recent paper, Feltz and Millan (2015) have challenged this conclusion by claiming that most laypeople are only compatibilists in appearance and are in fact willing to attribute free will to people no matter what. As evidence for this claim, they have shown that an important proportion of laypeople still attribute free will to agents in fatalistic universes. In this paper, we first argue that Feltz and Millan’s error-theory rests on a conceptual confusion: it is perfectly acceptable for a certain brand of compatibilist to judge free will and fatalism to be compatible, as long as fatalism does not prevent agents from being the source of their actions. We then present the results of two studies showing that laypeople’s intuitions are best understood as following a certain brand of source compatibilism rather than a “free-will-no-matter-what” strategy.

Food industry is critical to any nation’s health and well-being; it is also critical to the economic health of a nation, since it can typically constitute over a fifth of the nation’s manufacturing GDP. Food Engineering is a discipline that ought to be at the heart of the food industry. Unfortunately, this discipline is not playing its rightful role today: engineering has been relegated to play the role of a service provider to the food industry, instead of it being a strategic driver for the very growth of the industry. This paper hypothesises that food engineering discipline, today, seems to be continuing the way it was in the last century, and has not risen to the challenges that it really faces. This paper therefore categorises the challenges as those being posed by: 1. Business dynamics, 2. Market forces, 3. Manufacturing environment and 4. Environmental Considerations, and finds the current scope and subject-knowledge competencies of food engineering to be inadequate in meeting these challenges. The paper identifies: a) health, b) environment and c) security as the three key drivers of the discipline, and proposes a new definition of food engineering. This definition requires food engineering to have a broader science base which includes biophysical, biochemical and health sciences, in addition to engineering sciences. This definition, in turn, leads to the discipline acquiring a new set of subject-knowledge competencies that is fit-for-purpose for this day and age, and hopefully for the foreseeable future. The possibility of this approach leading to the development of a higher education program in food engineering is demonstrated by adopting a theme based curriculum development with five core themes, supplemented by appropriate enabling and knowledge integrating courses. At the heart of this theme based approach is an attempt to combine engineering of process and product in a purposeful way, termed here as Food Product Realisation Engineering. Finally, the paper also recommends future development of two possible niche specialisation programs in Nutrition and Functional Food Engineering and Gastronomic Engineering. It is hoped that this reconceptualization of the discipline will not only make it more purposeful for the food industry, but it will also make the subject more intellectually challenging and attract bright young minds to the discipline.

In the last decades of the 21st century, Corporate Social Responsibility (CSR) has become one of the most widely debated issues in business management, concerning researchers, politicians, managers and society at large. With multilateral implications in economic and social life, CSR refers, essentially, to the discussion about the boundaries of business intervention in society and the ethical limits that should regulate that intervention. It questions the impact of business practices in social well-being, the role left for corporations and for the State in attending to community needs, and which are, at last, the responsibilities that tie enterprises to society. In this research, CSR is approached from the perspective of its ethical foundations, based on the moral reasoning of the business manager, as a key organizational leader with relevant decision power. Specifically, the research aims to understand how the personal human value system and the ethical orientation of managers influence their attitude towards CSR, considering this attitude as an indicator of managerial behavior that translates into corporate performance. Theoretically, CSR concept is discussed and presented as a set of social commitments, based on a strict interpretation of its meaning. As to human values, its philosophical roots are briefly analyzed and Schwartz modern motivational theory is addressed as main reference for studying the personal value system of managers in this research. Concerning ethics, based on classical theory from moral philosophy, references are seek in John Stuart Mill¿s utilitarianism, Immanuel Kant¿s deontological absolutism, John Rawls¿s theory of justice and the ethics of virtue inspired by Aristotle¿s moral thoughts. Based on an extended literature review, research hypothesis are proposed as part of a theoretical model of analysis named Individual Attitude Towards Social Responsibility Model. In order to test the theory¿s empirical validity, it was conducted a field study with 252 Brazilian managers, mainly from the metropolitan areas of São Paulo and Rio de Janeiro. Results show that managerial attitude aligned with CSR principles is favored by conservative personal values, protectors of stability and centered on collective will, and by an ethical orientation based on egalitarianism as postulated by distributive justice principles. However, results also show that the influence of values and personal ethics on managerial attitude towards CSR only occur in managers younger than 30 years old. Findings and their meanings are discussed, as well as summarized in the Axiological and Ethical Determinants of Managers¿ Social Commitment Model. Finally, methodological limitations are evaluated and clues for further research are suggested.

O objeto transicional é um mediador entre mãe e filho, eu e não-eu, mundo interno e mundo externo. A mãe suficientemente boa permitirá esse objeto e através dele a criança passará de um estado de ilusão para um estado de desilusão, do relacionar-se com o objeto para o uso do objeto. A passagem do princípio do prazer para o princípio da realidade permitida pela mãe boa, através de uma adaptação ativa com a criança facilitará uma capacidade do brincar criativo num espaço potencial. O jogo com as pessoas onde haverá amigos e inimigos somente se realizará através desse brincar criativo. Para que exista um desenvolvimento do processo de separação- individualização é necessário a existência de um objeto transicional em sua forma saudável como um acalmador da ansiedade. Daí a importância da disponibilidade da mãe e do objeto transicional para que todo o desenvolvimento psíquico saudável se realize; a importância de uma continuidade no cuidado e uma consequente confiança na mãe para que possa ser bem suportada a sua ausência; e para que no processo de dependência para o rumo à independência a criança possa seguir segura e feliz por essa separação ou independência da mãe e filho ao mesmo tempo. Caso isto não ocorra de uma forma saudável, isto e, se a mãe ou o ambiente não for suficientemente bom, pode haver o desenvolvimento, na criança e posteriormente no adulto, de um objeto transicional sendo o próprio corpo e mais tarde uma idéia fixa. O que é mais importante nisso tudo é que o objeto transicional exista e seja permitido em toda a sua plenitude sem interrupções. O processo deve realizar-se até o final, isto é, até que o objeto perca simplesmente o seu significado e não esquecido ou reprimido. Que fique reduzido somente ao nível de significante. O tempo que ele durará vai variar de criança para criança, de mãe para mãe, de meio para meio. E isto não terá muita importância. O que terá importância será somente que a ele seja permitido existir e se o processo for concluído a criança terá um desenvolvimento psíquico saudável e poderá, pela vida afora,confiar em si mesma e nas pessoas que a rodeiam. Poderá ser um "ser total" pronto para encarar e enfrentar o mundo externo.

O mundo do trabalho vem mudando ao longo das últimas décadas e acompanhando essas mudanças a relação das organizações e dos profissionais com as carreiras vem também se alterando. Um campo de conhecimento multidisciplinar e relativamente novo na academia estuda estas novas configurações e formula teorias sobre novos modelos de carreiras. Os teóricos da área tem demonstrado que os modelos tradicionais de carreira não mais se ajustam aos anseios dos profissionais e às necessidades das organizações contemporâneas. Em meio a este contexto, o serviço público brasileiro tenta organizar suas atividades em carreiras desde a década de 30, sem lograr grande êxito. Os principais elementos constitutivos que dão forma as atuais carreiras são ainda daquela época e estão relacionados ao modelo tradicional. Este trabalho tem por objetivo investigar a relação entre os modelos teóricos contemporâneos e o funcionamento prático de uma carreira no âmbito do Poder Executivo federal. Utilizando-se do estudo de caso como ferramenta metodológica foi explorada a carreira de Especialista em Políticas Públicas e Gestão Governamental do governo federal e suas características foram comparadas a dois modelos teóricos modernos de carreiras: sem fronteira e proteano. Concluiu-se pelo achado de evidências suficientes que comprovam a presença na carreira estudada de elementos consistentes com os modelos teóricos referenciados. O funcionamento prático desses elementos foi descrito e analisado, identificando-se as dificuldades na sua operacionalização em meio à cultura burocrática do setor público e à força inercial do modelo tradicional, habitualmente empregado no desenho de carreiras públicas. Espera-se, com isso, lançar luz sobre as possibilidades dos novos modelos teóricos de carreira e sua aplicação no serviço público e os limites da viabilidade de implantá-los nesse contexto. A aplicabilidade do trabalho encontra-se tanto na contribuição do material à superação da carência de estudos sobre carreiras no âmbito do serviço público brasileiro, quanto no fornecimento de embasamento teórico para ações de gestores públicos envolvidos com a temática da gestão de carreiras.

Data comprising 53,181 calving records were analyzed to estimate the genetic correlation between days to calving (DC), and days to first calving (DFC), and the following traits: scrotal circumference (SC), age at first calving (AFC), and weight adjusted for 550 d of age (W550) in a Nelore herd. (Co)variance components were estimated using the REML method fitting bivariate animal models. The fixed effects considered for DC were contemporary group, month of last calving, and age at breeding season (linear and quadratic effects). Contemporary groups were composed by herd, year, season, and management group at birth; herd and management group at weaning; herd, season, and management group at mating; and sex of calf and mating type (multiple sires, single sire, or AI). In DFC analysis, the same fixed effects were considered excluding the month of last calving. For DC, a repeatability animal model was applied. Noncalvers were not considered in analyses because an attempt to include them, attributing a penalty, did not improve the identification of genetic differences between animals. Heritability estimates ranged from 0.04 to 0.06 for DC, from 0.06 to 0.13 for DFC, from 0.42 to 0.44 for SC, from 0.06 to 0.08 for AFC, and was 0.30 for W550. The genetic correlation estimated between DC and SC was low and negative (-0.10), between DC and AFC was high and positive (0.76), and between DC and W550 was almost null (0.07). Similar results were found for genetic correlation estimates between DFC and SC (-0.14), AFC (0.94), and W550 (-0.02). The genetic correlation estimates indicate that the use of DC in the selection of beef cattle may promote favorable correlated responses to age at first mating and, consequently, higher gains in sexual precocity can be expected.

The use of equine FSH (eFSH) for inducing follicular development and ovulation in transitional mares was evaluated. Twenty-seven mares, from 3 to 15 years of age, were examined during the months of August and September 2004, in Brazil. Ultrasound evaluations were performed during 2 weeks before the start of the experiment to confirm transitional characteristics (no follicles larger than 25 mm and no corpus luteum [CL] present). After this period, as the mares obtained a follicle of at least 25 mm, they were assigned to one of two groups: (1) control group, untreated; (2) treated with 12.5 mg eFSH, 2 times per day, until at least half of all follicles larger than 30 mm had reached 35 mm. Follicular activity of all mares was monitored. When most of the follicles from treated mares and a single follicle from control mares acquired a preovulatory size ( : 35 mm), 2,500 IU human chorionic gonadotropin (hCG) was administered IV to induce ovulation. After hCG administration, the mares were inseminated with fresh semen every other day until ovulation. Ultrasound examinations continued until detection of the last ovulation, and embryo recovery was performed 7 to 8 days after ovulation. The mares of the treated group reached the first preovulatoiy follicle (4.1 +/- 1.0 vs 14.9 +/- 10.8 days) and ovulated before untreated mares (6.6 +/- 1.2 vs 18.0 +/- 11.1 days; P <.05). All mares were treated with prostaglandin F-2 alpha (PGF(2 alpha)), on the day of embryo flushing. Three superovulated mares did not cycle immediately after PGF(2 alpha), treatment, and consequently had a longer interovulatory interval (22.4 vs 10.9 days, P < 0.05). The mean period of treatment was 4.79 1.07 days and 85.71% of mares had multiple ovulations. The number of ovulations (5.6 vs 1.0) and embryos (2.0 vs 0.7) per mare were higher (P < 0.05) for treated mares than control mares. In conclusion, treatment with eFSH was effective in hastening the onset of the breeding season, inducing multiple ovulations, and increasing embryo production in transitional mares. This is the first report showing the use of FSH treatment to recover embryos from the first cycle of the year.
