Las deficiencias que registran los diferentes países de América Latina en los indicadores relacionados con el rendimiento escolar y la calidad educativa han sido un tema recurrente en la agenda política de los gobiernos de la región durante las últimas décadas. Diferentes estudios sugieren la incidencia de variables como la razón maestro/alumno, el gasto per cápita y la formación docente, entre otros. Sin embargo, se ha explorado muy poco la influencia de variables como la estructura organizacional, los sistemas de evaluación, los esquemas salariales y los incentivos, entre otros. Este trabajo pretende realizar una caracterización del desarrollo de estos aspectos para cuatro países de América Latina: Chile, México, Perú y Uruguay, en el marco de las reformas educativas emprendidas en los noventas. Adicionalmente se presenta un análisis de los principales resultados obtenidos hasta el momento, discriminados en dos tipos: la evolución de los salarios docentes y el mejoramiento en los resultados académicos de los estudiantes.

El interés de este estudio de caso es analizar el Programa Conjunto de UNFPA y UNICEF sobre MGF/E en Kenia bajo la luz de los postulados poscolonialistas. Partiendo de la idea de que la MGF es una manifestación de las desigualdades de género, se argumenta que el PC reproduce la imagen de la mujer keniana como una víctima del poder masculino. A partir de esta imagen se deslegitima el orden cultural de los grupos que siguen esta tradición, afectando las lógicas de unidad y cohesión de la sociedad. El análisis de este tipo de dinámicas permite comprender mejor los procesos de intervención de las organizaciones internacionales sobre las estructuras sociales de actores frágiles del sistema internacional.

Este proyecto realiza un estudio sobre las principales características de los sub sectores de producción de algodón en India y en Colombia. Ello, debido a que a pesar de no existir ningún acuerdo comercial en la materia entre ambos países, la hipótesis de que este llegase a presentarse resulta atractiva. En este sentido, las características del cultivo, producción y comercialización tanto de India como de Colombia, ofrecen un panorama que invita a reflexionar sobre los beneficios y desventajas para el sub sector de algodón, frente a la eventual firma de un Tratado de Libre Comercio. En este orden de ideas, en este trabajo se observan elementos tales como los distintos pormenores de cada proceso de producción, además de las estrategias de comercialización y las políticas gubernamentales de cada país con relación al cultivo de algodón. Asimismo, se da una mirada a la actualidad del sub sector de algodón en Colombia e India a través la balanza comercial de estos países. De este modo, se proponen una serie de estrategias para contrarrestar las desventajas que podrían presentarse, como a su vez plantear los beneficios que también tendrían lugar y las políticas a implementar.

La política de desarrollo tecnológico y derivada de esta, el papel que se pretende asignar a la universidad, se sustenta en un conjunto de ideas e interpretaciones erradas sobre la articulación entre ciencia, investigación y aplicaciones tecnológicas; ideas que han ido adquiriendo, aun en el medio académico, el estatus de sabiduría convencional de tal manera que, aceptadas como verdades, tienden a legitimar la acción de las instituciones y agencias gubernamentales. Este artículo analiza la propensión de ver a la universidad como la fuente de conocimiento e información directamente aplicable para la producción de bienes y servicios comerciales y cuestiona la perspectiva de considerar a la universidad simplemente como un agente de la esfera económica. El trabajo sostiene que el papel de la investigación universitaria consiste básicamente en un insumo para la enseñanza y que el bien público que provee la universidad es la creación de un sentido nacional de cultura, una forma de identidad y cohesión social.

The devolution of political power in Scotland, Wales and Northern Ireland and the developing regional agenda in England are widely read as a significant reconfiguration of the institutions and scales of economic governance. The process is furthest developed in Scotland while Wales and Northern Ireland, in their own distinct ways, provide intermediate cases. Devolution is least developed in England where regional political identities are generally weak and the historical legacy of regional institutions is limited. Within the overall context of devolution government policy has continued to emphasize partnership forms of. governance. Accordingly, the political representation of business interests has a particular salience in the new arrangements. This paper reports on findings from a study designed to examine the relationship between devolution and changes in the political representation of business interests in the territories and regions of the UK. It highlights a number of changes in the nature and extent of business representation. While some of these are significant the evidence suggests that they fail to mark a fundamental shift in the institutional foundation for sub-national business interest representation in the UK. Indeed the political geography of business representation remains dominated by an overarching centralism that is likely to provide a significant check on the further devolution of political power and democratic authority. Heritage tourism depends on a physical resource based primarily on listed buildings and scheduled monuments. Visiting or staying in a historic building provides a rich tourism experience, but historic environments date from eras when access for disabled people was not a consideration. Current UK Government policy now promotes social inclusion via an array of equal opportunities, widening participation and anti-discrimination policies. Historic environments enjoy considerable legislative protection from adverse change, but now need to balance conservation with public access for all. This paper discusses the basis of research being undertaken by The College of Estate Management funded by the Mercers Company of London and the Harold Samuel Trust. It assesses how the 1995 Disability Discrimination Act has changed the legal obligations of owners/operators in managing access to listed buildings in tourism use. It also examines the key stakeholders and power structures in the management of historic buildings and distinguishes other important players in the management process.

This paper applies an attribute-based stated choice experiment approach to estimate the value that society places on changes to the size of the badger population in England and Wales. The study was undertaken in the context of a rising incidence of bovine tuberculosis (bTB) in cattle and the government's review of current bTB control policy. This review includes consideration of culling badgers to reduce bTB in cattle, since badgers are thought to be an important wildlife reservoir for the disease. The design of the CE involved four attributes (size of badger population, cattle slaughtered due to bTB, badger management strategy and household tax) at four levels with eight choice sets of two alternatives presented to respondents. Telephone interviews were undertaken with over 400 respondents, which elicited their attitudes and preferences concerning badgers, bTB in cattle and badger management strategies. The study estimated a willingness to pay of 0.10 pound per household per year per 100,000 badgers and 1.52 pound per household per year per 10,000 cattle slaughtered due to bTB which aggregated to 22 per badger and 3298 pound per bTB slaughtered animal for all households in England and Wales. Management strategy toward badgers had a very high valuation, highlighting the emotive issue of badger culling for respondents and the importance of government policy towards badgers.

Many nations are experiencing rapid rises in the life expectancy of their citizens. The implications of this major demographic shift are considerable offering opportunities as well as challenges to reconsider how people should spend their later years. A key task is enhancing the quality of life of older people through enabling them to continue to live independently even though illness, accident or frailty may have severely reduced their physical and sensory abilities and, possibly, mental health. Yet the needs of older people and disabled people have been largely ignored in the design of everyday consumer products, the home, transport systems and the built environment in general. Whilst the need for designers, engineers and technologists to provide products, environments and systems which are inclusive of all members of society is widely accepted, there is little understanding of how this can be achieved. In 1998 the UK Engineering and Physical Sciences Research Council established its EQUAL Initiative. This has encouraged design, engineering and technology researchers in universities to join with their colleagues from the social, medical and health sciences to investigate a wide range of issues experienced by older and disabled people and to propose solutions. Their research, which directly involves older and disabled people and, for example, social housing providers, social services departments, charities, engineering and architectural consultants, and transport firms, has been extremely successful. In a very short time it has influenced government policy on housing, long-term care, and building standards, and findings have been taken up by architects, designers, health-care professionals and bodies which represent older and disabled people.

The People's Republic of China and its 1.3 billion people have experienced a rapid economic growth in the past two decades. China's urbanisation ratio rose from around 20% in the early 1980s to 45% in 2007 [China Urban Research Committee. Green building. Beijing: Chinese Construction Industrial Publish House; 2008. ISBN 978-7-112-09925-2.]. The large volume and rapid speed of building construction rarely have been seen in global development and cause substantial pressure on resources and the environment. Government policy makers and building professionals, including architects, building engineers, project managers and property developers, should play an important role in enhancing the planning, design, construction, operation and maintenance of the building energy efficiency process in forming the sustainable urban development. This paper addresses the emerging issues relating to building energy consumption and building energy efficiency due to the fast urbanisation development in China.

The aim of this article is to reconsider the fiscal interpretation of opposition parlementaire to government policy. First, it suggests that the meaning of the remonstrances is blurred by specific constraints which make it very difficult to interpret these texts. Second, it analyses a variety of documents relating to Silhouette’s fiscal projects (1759) and shows that the real objective of the Parlement of Paris, which was never mentioned in its remonstrances, was to finance the Seven Years’ War by issuing paper-money. This reading reveals the influence of the British model of State finance, especially on the critical issue of credit, on both ministers and magistrates. In spite of this common reference, the government and the Parlement of Paris diverged in their reading of the fiscal crisis, and the political culture of the monarchy prevented the formation of a workable consensus.
