This edition of the Bulletin deals with road maintenance, funds and fund management. Among other things, it emphasizes, the need to manage road funds in accordance with clear performance rules which seek to minimize maintenance costs and ensure that the road network is maintained in an appropriate condition.

This article investigates the effects of the investments made by the Northeast Financing Constitutional Fund (FNE) on the economic growth of that region's municipalities in the decade of 2000. To that end, it uses an empirical framework based on growth models that make it possible to form convergence clubs according to the municipalities' initial development level. The results corroborate the empirical strategy and reveal the existence of four groups of municipalities, in which investment flows through the FNE have different effects on growth. In general, the FNE produces positive and significant effects in most municipalities of the Northeast, except for those whose gross domestic product (GDP) per capita was either very low or very high at the start of the decade, in which case its effects are not significant.

Between 1894 and 1899 Kate Chopin (1850 – 1904), one of the main exponents of American Realism and Feminism, published seven critical essays in newspapers and journals. To this number, it might be added the sketch ―Confidences‖ and the two first entrances of Impressions, her second diary, totalizing nine texts. These texts unveil a refined critical spirit, an outspoken and edge-cutting style in writing, sometimes sarcastically merciless, and an eager reader, all of them aspects that would be put into practice by the Feminist criticism expressed in the author‘s novels and short stories. To introduce and briefly discuss these essays are the main purposes of this paper.

Kate Evans Cathcart Lindsey (1898-1975) was a Winthrop graduate (Class of 1919) and a former president of the Greenville, SC Chapter of the Winthrop Alumni Association. The Kate Evans Cathcart Lindsey Papers consist of a scrapbook and a diary relating to Mrs. Lindsey’s college days at Winthrop, as well as, correspondence and newspaper clippings pertaining to her role as the Greenville Alumni Association President. Correspondents include James P. Kinard and Shelton Phelps. The collection is a great source for information concerning student life at Winthrop (1915-1919) and of collegiate life during World War I.
