Transmission expansion planning (TEP) is a classic problem in electric power systems. In current optimization models used to approach the TEP problem, new transmission lines and two-winding transformers are commonly used as the only candidate solutions. However, in practice, planners have resorted to non-conventional solutions such as network reconfiguration and/or repowering of existing network assets (lines or transformers). These types of non-conventional solutions are currently not included in the classic mathematical models of the TEP problem. This paper presents the modeling of necessary equations, using linear expressions, in order to include non-conventional candidate solutions in the disjunctive linear model of the TEP problem. The resulting model is a mixed integer linear programming problem, which guarantees convergence to the optimal solution by means of available classical optimization tools. The proposed model is implemented in the AMPL modeling language and is solved using CPLEX optimizer. The Garver test system, IEEE 24-busbar system, and a Colombian system are used to demonstrate that the utilization of non-conventional candidate solutions can reduce investment costs of the TEP problem. This paper deals with transient stability analysis based on time domain simulation on vector processing. This approach requires the solution of a set of differential equations in conjunction of another set of algebraic equations. The solution of the algebraic equations has presented a scalar as sequential set of tasks, and the solution of these equations, on vector computers, has required much more investigations to speedup the simulations. Therefore, the main objective of this paper has been to present methods to solve the algebraic equations using vector processing. The results, using a GRAY computer, have shown that on-line transient stability assessment is feasible.

A new approach called the Modified Barrier Lagrangian Function (MBLF) to solve the Optimal Reactive Power Flow problem is presented. In this approach, the inequality constraints are treated by the Modified Barrier Function (MBF) method, which has a finite convergence property: i.e. the optimal solution in the MBF method can actually be in the bound of the feasible set. Hence, the inequality constraints can be precisely equal to zero. Another property of the MBF method is that the barrier parameter does not need to be driven to zero to attain the solution. Therefore, the conditioning of the involved Hessian matrix is greatly enhanced. In order to show this, a comparative analysis of the numeric conditioning of the Hessian matrix of the MBLF approach, by the decomposition in singular values, is carried out. The feasibility of the proposed approach is also demonstrated with comparative tests to Interior Point Method (IPM) using various IEEE test systems and two networks derived from Brazilian generation/transmission system. The results show that the MBLF method is computationally more attractive than the IPM in terms of speed, number of iterations and numerical conditioning. (C) 2011 Elsevier B.V. All rights reserved.

In this paper, a new algebraic-graph method for identification of islanding in power system grids is proposed. The proposed method identifies all the possible cases of islanding, due to the loss of a equipment, by means of a factorization of the bus-branch incidence matrix. The main features of this new method include: (i) simple implementation, (ii) high speed, (iii) real-time adaptability, (iv) identification of all islanding cases and (v) identification of the buses that compose each island in case of island formation. The method was successfully tested on large-scale systems such as the reduced south Brazilian system (45 buses/72 branches) and the south-southeast Brazilian system (810 buses/1340 branches). El artículo analiza la evolución de la regulación del sector eléctrico en Argentina y Brasil entre 1890 y 1960. Desde la instalación de las primeras usinas eléctricas a fines del siglo diecinueve hasta los años treinta, el control de las empresas concesionarias estuvo a cargo de las autoridades municipales en ambos países. No obstante, la similar estructura de los sistemas eléctricos en Argentina y en Brasil, la participación del estado en la regulación de este sector estratégico para el desarrollo económico, se produjo en diferentes coyunturas. Como resultado de la crisis de 1930, el gobierno brasileño transformó los principios jurídicos que reglamentaban la gestión de la electricidad aplicando un criterio de regulación discrecional; mientras que el estado argentino intervino una década más tarde, nacionalizando las empresas. Mediante la comparación de las trayectorias regulatorias en ambos países, se identifican las divergencias en las políticas eléctricas y su impacto en los sistemas eléctricos en los años de la segunda posguerra.

The main objective of this work is to present an efficient method for phasor estimation based on a compact Genetic Algorithm (cGA) implemented in Field Programmable Gate Array (FPGA). To validate the proposed method, an Electrical Power System (EPS) simulated by the Alternative Transients Program (ATP) provides data to be used by the cGA. This data is as close as possible to the actual data provided by the EPS. Real life situations such as islanding, sudden load increase and permanent faults were considered. The implementation aims to take advantage of the inherent parallelism in Genetic Algorithms in a compact and optimized way, making them an attractive option for practical applications in real-time estimations concerning Phasor Measurement Units (PMUs).

In the U.S., many electric utility companies are offering demand-side management (DSM) programs to their customers as ways to save money and energy. However, it is challenging to compare these programs between utility companies throughout the U.S. because of the variability of state energy policies. For example, some states in the U.S. have deregulated electricity markets and others do not. In addition, utility companies within a state differ depending on ownership and size. This study examines 12 utilities’ experiences with DSM programs and compares the programs’ annual energy savings results that the selected utilities reported to the Energy Information Administration (EIA). The 2009 EIA data suggests that DSM program effectiveness is not significantly affected by electricity market deregulation or utility ownership. However, DSM programs seem to generally be more effective when administered by utilities located in states with energy savings requirements and DSM program mandates.

Nowadays, computer simulators are becoming basic tools for education and training in many engineering fields. In the nuclear industry, the role of simulation for training of operators of nuclear power plants is also recognized of the utmost relevance. As an example, the International Atomic Energy Agency sponsors the development of nuclear reactor simulators for education, and arranges the supply of such simulation programs. Aware of this, in 2008 Gas Natural Fenosa, a Spanish gas and electric utility that owns and operate nuclear power plants and promotes university education in the nuclear technology field, provided the Department of Nuclear Engineering of Universidad Politécnica de Madrid with the Interactive Graphic Simulator (IGS) of “José Cabrera” (Zorita) nuclear power plant, an industrial facility whose commercial operation ceased definitively in April 2006. It is a state-of-the-art full-scope real-time simulator that was used for training and qualification of the operators of the plant control room, as well as to understand and analyses the plant dynamics, and to develop, qualify and validate its emergency operating procedures.
