DAS was established on July 1, 2003, by consolidating the departments of General Services, Information Technology, Personnel, and the Accounting Bureau of the Department of Revenue and Finance. In introducing our new department, you outlined four goals of this consolidation: 1. Improve service to customers, 2. Save money, 3. Streamline, and 4. Enhance resource flexibility for state government managers. Launch of the new department signaled more than just the consolidation of state government infrastructure providers. It also marked the first large-scale rollout of entrepreneurial management, a business model characterized by a customer-focused approach to delivering services in a competitive marketplace. In entrepreneurial management organizations, business decisions are motivated by the desire to meet customer needs and by rewards or consequences for financial performance. We’re pleased to provide this Annual Report for your review and trust you will agree that entrepreneurial management in state government is a viable working concept and remains a valuable asset to Iowans.

House file 2782 (2007 Infrastructure Appropriations Act) requires state agencies that receive appropriations from specific funds to report that information. The Iowa Department of Transportation received funds from the Rebuild Iowa Infrastructure Fund, the State Recreational Trails Fund, the Health Restricted Capitals, and the Rail Revolving Loan and Grant Program in FY 2007. These are the status reports for those funds and the status of the FY2006 funds received from the State Recreational Trails Fund, the Rebuild Iowa Infrastructure Fund and the Tobacco Settlement Trust Fund.

As part of a process of democratization, many countries spanning Europe, Latin Amertica, Africa, and Asia are reorganizing their governments bydevolving fiscal responsibility and authority to newly empowered regionaland local governments. Although decentralization in each country proceedsdifferently, a common element tends to be an initially heavy relianceon central government grants to fund regional spending. We develop atheoretical model of regional borrowing decisions in which the incentivesfor regional borrowing depend crucially on how the regions expect thefederal system of finance to evolve. We examine the implications of themodel using data on Spanish regions for the period 1984-1995 and findevidence that regions may be borrowing inefficiently in response toincentives imbedded in the Spanish system of fiscal decentralization.

Le profilage des fausses pièces d'identité se positionne dans une nouvelle vision axée sur le renseignement criminel du policing et de l'exploitation des traces matérielles récoltées par les polices lors d'infractions. Cette méthode moderne a pour objectif de générer des renseignements d'ordres stratégique et opérationnel qui permettront de mieux cerner et lutter contre la fraude documentaire, une criminalité discrète, méconnue et peu combattue bien qu'elle soit un phénomène grave. En effet, les faux documents d'identité créent une faille dans la sécurité, déstabilisent le système judiciaire et les administrations, et causent des dommages importants à l'économie.Dans la démarche de profilage, les caractéristiques matérielles de chaque fausse pièce d'identité - telles que les modes d'impressions, la façon dont réagit le document sous rayons ultraviolets, ou les polices de caractère - sont considérées comme la « signature » du faussaire et sont ainsi utilisées pour établir des relations entre des faux documents d'identité fabriqués par un même faussaire ou un même atelier de faux. Ces relations aident à comprendre la structure et la dynamique du trafic des faux documents et permettent de détecter des interactions criminelles dans le cadre d'enquêtes.Un système informatisé de profilage réunissant à l'heure actuelle plus de 200 fausses pièces d'identité saisies par les polices de neuf cantons suisses a été mis en place. Les analyses effectuées à partir de ce système font apparaître la fraude documentaire comme une criminalité structurée et interrégionale. Les analyses menées suggèrent également des pistes de développement des approches préventives et répressives pour lutter contre le phénomène des fausses pièces d'identité. Ces pistes concernent aussi bien les polices et les administrations que les entreprises privées telles que les banques, les fabricants de documents d'identité, les aéroports et compagnies aériennes, ou encore les agences de location de véhicules.

This article examines the debt history of two contenders for European hegemony: 16th-centurySpain and 18th-century Britain. We analyze their fiscal behavior using measures of overborrowingand fiscal policy functions. Our results suggest that stringency was not key for Britain ssuccess in avoiding default. Instead, fiscal repression allowed the United Kingdom to borrowat below-market rates, thereby outspending its continental rivals.

O presente trabalho tem por objectivo demonstrar, por um lado, a importância do custo de Fraude no sinistro ramo automóvel para as companhias Seguradoras, dotar os órgãos de gestão de elementos que culmina com o planeamento estratégico das suas actividades, adoptando os métodos organizacionais que mantém os índices de motivação dos colaboradores altos, coordenando e responsabilizando pelo controlo do sistema. Por outro lado, e de forma clara mostrar que praticar fraude no sinistro ramo automóvel, é crime, e trás impactos significativos e directos para os resultados das seguradoras, para o segurado honesto e para a sociedade em geral. Mostrar também que o aumento de ocorrências fraudulentas acarreta elevação de custos de peritagem, pagamentos e consequentemente aumentará os prémios de seguros. Neste trabalho, resumidamente foram abordados temas relacionadas com o custo de fraude no sinistro ramo automóvel, que compreende a implementação, definições, princípios e politicas anti- fraude, regras e responsabilidades. O objectivo será por isso, prevenir e tomar mais difícil a actividade fraudulenta em todos os níveis hierárquicos da organização dos prestadores externos, através de meios preventivos e de investigação, ou, em caso de ocorrência de fraude, minimizar o impacto financeiro e para a reputação da empresa, através de uma reacção pronta e célere. Realizou-se um estudo bibliográfico e estudo de caso da empresa seguradora Garantia, SA, que se encontra sediada na cidade da Praia, através de questionários que foram distribuídos aos seus colaboradores, clientes e pessoas anónimas, que de uma forma aberta quiseram responder as questões relacionadas com a empresa.

We lay out a tractable model for fiscal and monetary policy analysis in a currency union, and study its implications for the optimal design of such policies. Monetary policy is conducted by a common central bank, which sets the interest rate for the union as a whole. Fiscal policy is implemented at the countrylevel, through the choice of government spending. The model incorporates country-specific shocks and nominal rigidities. Under our assumptions, the optimal cooperative policy arrangement requires that inflation be stabilized at the union level by the common central bank, while fiscal policy is used by each country for stabilization purposes. By contrast, when the fiscal authorities act in a non-coordinated way, their joint actions lead to a suboptimal outcome, and make the common central bank face a trade-off between inflation and output gap stabilization at the union level.

The defaults of Philip II have attained mythical status as the origin of sovereigndebt crises. We reassess the fiscal position of Habsburg Castile, derivingcomprehensive estimates of revenue, debt, and expenditure from new archivaldata. The king s debts were sustainable. Primary surpluses were large and rising.Debt-to-revenue ratios remained broadly unchanged during Philip s reign.Castilian finances in the sixteenth century compare favorably with those of otherearly modern fiscal states at the height of their imperial ambitions, includingBritain. The defaults of Philip II therefore reflected short-term liquidity crises,and were not a sign of unsustainable debts.
