Many translation quality standards have been implemented to regulate the provision and procurement of language services. However, in the absence of a standardized procedure to certify U.S. language service providers (LSPs), the industry lacks consensus with regard to requirements, procedures, and expectations. This project establishes the need for such a procedure and proposes an LSP Certification Procedure based on existing quality standards. Through a review and analysis of existing translation quality standards, an interview with a key stakeholder, and the presentation of an LSP Certification Procedure, this project concludes that the U.S. language services industry requires a procedure to certify LSPs and that such a procedure may be designed and implemented based on existing standards.

The European Commission’s Green Paper on retail financial services, published on December 10th, provides valuable insights into the possible benefits of a single market, as well as the obstacles to its development and the possible remedies. While a greater diversity of products within countries could have a positive impact on both consumers and providers, it is also important to highlight that it could contribute to more effective macroeconomic policies at European level. The development of such a single market for Europe where consumers can confidently purchase more profitable financial products abroad necessitates the establishment of a European body along the lines of the US Consumer Financial Protection Bureau (CFPB), or at least the establishment of closer European supervisory cooperation and enforcement. A framework for the digitalisation of financial services should not only focus on mitigating specific types of risk, such as cyber insecurity, lack of privacy and financial exclusion, but it should also continue to maintain a “space of creation” for innovative financial firms.

En su edición número 68, que corresponde al año 2016, el Estudio Económico de América Latina y el Caribe consta de tres partes. En la primera se resume el desempeño de la economía regional en 2015 y se analiza la evolución durante el primer semestre de 2016, así como las perspectivas de crecimiento para el año. Se examinan los factores externos e internos que han incidido en el desempeño económico de la región y se destacan algunos de los desafíos para las políticas macroeconómicas en un contexto externo caracterizado por el bajo crecimiento y elevados grados de incertidumbre. En la sección temática de este Estudio se analizan los desafíos que tienen los países de América Latina y el Caribe en el ámbito interno y externo para movilizar el financiamiento del desarrollo. En lo interno, la desaceleración del crecimiento y las mayores restricciones fiscales imponen importantes retos a la movilización de recursos. En lo externo, la condición de países de renta media dificulta el acceso al financiamiento externo concesionado o de la cooperación internacional. La tercera parte, que está disponible en la página web de la CEPAL (www.cepal.org), contiene las notas referentes al desempeño económico de los países de América Latina y el Caribe en 2015 y el primer semestre de 2016, así como los respectivos anexos estadísticos. This, the sixty-eighth edition of the Economic Survey of Latin America and the Caribbean, which corresponds to the year 2016, consists of three parts. Part I outlines the region’s economic performance in 2015 and analyses trends in the first half of 2016, as well as the outlook for the rest of the year. It examines the external and internal factors influencing the region’s economic performance and highlights some of the macroeconomic policy challenges that have arisen in an external context of weak growth and high levels of uncertainty. Part II analyses the challenges that the countries of Latin America and the Caribbean face at the domestic and international levels in mobilizing financing for development. On the domestic front, slower growth and tighter fiscal restrictions pose significant challenges for the mobilization of resources. Externally, the classification of many of the region’s countries in the middle-income category limits their access to concessional external financing or international support. Part III of this publication may be accessed on the web page of the Economic Commission for Latin America and the Caribbean (www.eclac.org). It contains the notes relating to the economic performance of the countries of Latin America and the Caribbean in 2015 and the first half of 2016, together with their respective statistical annexes. Esta pesquisa tem por objetivo identificar a intensidade dos valores organizacionais de uma empresa familiar do ramo de prestação de serviços do setor elétrico, como se dá a transmissão destes valores e quanto eles estão alinhados com uma percepção ideal de valor. Foi conceituado como ditos os elementos culturais formalizados. Atribuiu-se a expressão não dito aos valores formalizados mas que não conseguiram vencer a barreira do documento onde estão expressos. A pesquisa, de natureza empírica, adotou o modelo de estudo de caso único e utiliza como seu principal referencial teórico a pesquisa de Tamayo (1996), denominada Escala de Valores Organizacionais. Foram utilizadas entrevistas do tipo pautadas com o fundador da empresa e focalizadas com os funcionários e líder. Foi utilizado questionário estruturado do autor mencionado com as instruções adaptadas para o contexto da empresa e dado tratamento matemático para apurar os resultados. O estudo de campo deu-se por meio de observações sistemáticas em visitas realizadas nas duas unidades da empresa (Osasco SP e Jundiaí SP). Os resultados do estudo apresentam-se em tabelas para melhor visualização dos dados. As conclusões apontaram para a existência de valores com pouca intensidade. Os mais intensos são direcionados para Eficiência e Eficácia e para laços de relacionamento, ambos originários da formação profissional e pessoal do fundador. Os resultados também mostram, por meio da observação dos componentes da cultura, uma baixa capacidade de transmissão dos valores organizacionais e um alto desalinhamento dos valores percebidos como real em relação ao ideal. Por fim, recomenda-se novos estudos sobre o tema.(AU)

O contexto atual das organizações é permeado por pressões, crises e incertezas, características da era da globalização, que requer capacidade humana para adaptações. O enfrentamento constante às situações instáveis necessita, em qualquer nível relacional, do que se tem nomeado resiliência. Atualmente, o uso deste termo vem se expandindo devido à sua aplicabilidade no estudo da capacidade humana de resistir à situação de intensa pressão. O termo resiliência foi desenvol vido a partir de estudos de população em estado de risco e vulnerabilidade, e atualmente tem pautado algumas discussões no campo organizacional. Com base neste conceito, objetiva -se, neste trabalho, estudar a resiliência em gestores de pessoas, em uma organização de grande porte com fins lucrativos, da área de Serviços em São Paulo, a partir da aplicação do Questionário do Índice de Resiliência: Adultos - Reivich-Shatté/Barbosa (2006). A metodologia de pesquisa adotada é de cunho exploratório e descritivo. O instrumento utilizado propiciou mensurar os sete fatores constitutivos da resiliência no comportamento humano, sendo eles: administração das emoções, controle de impulsos, otimismo com a vida, aná lise do ambiente, empatia, auto-eficácia e alcançar as pessoas. Os resultados obtidos demonstram que é possível estudar a resiliência em gestores de pessoas, a partir da utilização do instrumento proposto. Este trabalho permitiu também associar os fatores que constituem a resiliência a algumas competências essenciais necessárias para o gestor de pessoas realizar adequadamente suas atividades, sem negligenciar os aspectos de liderança associados à sua atuação.(AU)

Purpose - Many managers would like to take a strategic approach to preparing the organisation to avoid impending crisis but instead find themselves fire-fighting to mitigate its impact. This paper seeks to examine an organisation which made major strategic changes in order to respond to the full effect of a crisis which would be realised over a two to three year period. At the root of these changes was a strategic approach to managing knowledge. The paper's purpose is to reflect on managers' views of the impact this strategy had on preparing for the crisis and explore what happened in the organisation during and after the crisis. Design/methodology/approach - The paper examines a case-study of a financial services organisation which faced the crisis of its impending dissolution. The paper draws upon observations of change management workshops, as well as interviews with organisational members of a change management task force. Findings - The response to the crisis was to recognise the importance of the people and their knowledge to the organisation, and to build a strategy which improved business processes and communication flow across the divisions, as well as managing the departure of knowledge workers from an organisation in the process of being dissolved. Practical implications - The paper demonstrates the importance of building a knowledge management strategy during times of crisis, and draws out important lessons for organisations facing organisational change. Originality/value - The paper represents a unique opportunity to learn from an organisation adopting a strategic approach to managing its knowledge during a time of crisis. © Emerald Group Publishing Limited.

The present global economic crisis creates doubts about the good use of accumulated experience and knowledge in managing risk in financial services. Typically, risk management practice does not use knowledge management (KM) to improve and to develop new answers to the threats. A key reason is that it is not clear how to break down the “organizational silos” view of risk management (RM) that is commonly taken. As a result, there has been relatively little work on finding the relationships between RM and KM. We have been doing research for the last couple of years on the identification of relationships between these two disciplines. At ECKM 2007 we presented a general review of the literature(s) and some hypotheses for starting research on KM and its relationship to the perceived value of enterprise risk management. This article presents findings based on our preliminary analyses, concentrating on those factors affecting the perceived quality of risk knowledge sharing. These come from a questionnaire survey of RM employees in organisations in the financial services sector, which yielded 121 responses. We have included five explanatory variables for the perceived quality of risk knowledge sharing. These comprised two variables relating to people (organizational capacity for work coordination and perceived quality of communication among groups), one relating to process (perceived quality of risk control) and two related to technology (web channel functionality and RM information system functionality). Our findings so far are that four of these five variables have a significant positive association with the perceived quality of risk knowledge sharing: contrary to expectations, web channel functionality did not have a significant association. Indeed, in some of our exploratory regression studies its coefficient (although not significant) was negative. In stepwise regression, the variable organizational capacity for work coordination accounted for by far the largest part of the variation in the dependent variable perceived quality of risk knowledge sharing. The “people” variables thus appear to have the greatest influence on the perceived quality of risk knowledge sharing, even in a sector that relies heavily on technology and on quantitative approaches to decision making. We have also found similar results with the dependent variable perceived value of Enterprise Risk Management (ERM) implementation.

This chapter provides the theoretical foundation and background on data envelopment analysis (DEA) method. We first introduce the basic DEA models. The balance of this chapter focuses on evidences showing DEA has been extensively applied for measuring efficiency and productivity of services including financial services (banking, insurance, securities, and fund management), professional services, health services, education services, environmental and public services, energy services, logistics, tourism, information technology, telecommunications, transport, distribution, audio-visual, media, entertainment, cultural and other business services. Finally, we provide information on the use of Performance Improvement Management Software (PIM-DEA). A free limited version of this software and downloading procedure is also included in this chapter.

A notable feature of the recent commercialisation of biotechnology has been the success of 200 or so new firms, established in America since 1976, in exploiting specialised market niches. A key factor in their formation has been the ready availability of venture capital funding. These firms have been instrumental in establishing America's lead in exploiting biotechnology. It is this example which Britain has attempted to emulate as part of its strategy for developing its own biotechnology capabilities. This thesis investigated some aspects of the relationship between biotechnology and venture capital, concentrating on the determinants of the venture capitalist's investment decision. Following an extensive literature survey, two hypothetical business proposals were used to find what venture capitalists themselves consider to be the key elements of this decision. It was found that venture capitalists invest in people, not products, and businesses, not industries. It was concluded that venture capital-backed small firms should, therefore, be seen as an adjunct to the development of biotechnology in Britain, rather than as a substitute for a co-ordinated, co-operative strategy involving Government, the financial institutions, industry and academia. This is chiefly because the small size of the UK's domestic market means that many potentially important innovations in biotechnology may continue to be lost, since the short term identification of market opportunities for biotechnology products will dictate that they are insupportable in Britain alone. In addition, the data analysis highlighted some interesting methodological issues concerning the investigation of investment decision making. These related especially to shortcomings in the use of scoresheets and questionnaires in research in this area. The conclusion here was that future research should concentrate on the reasons why an individual reaches an investment decision. It is argued that only in this way can the nature of the evaluation procedures employed by venture capitalists be properly understood.
