La thèse a comme but comprendre, à la lumière du paradigme du don et de la perspective théorique de l’économie solidaire, la nature des relations de coopération entre l’Etat et les Associations Communautaires de Développement, dans le cadre de la lutte contre la pauvreté dans les communautés rurales au Cap Vert. L’objet principal de l’étude est le Programme de la Lutte Contre la Pauvreté et, particulièrement, son (Sous)Programme de la Lutte Contre la Pauvreté au milieu rural. Le PLPR, par sa conception de pauvreté, méthodologie et stratégie d’intervention décentralisé au sein des Associations Communautaires de Développement et respectives communautés, s’est révélé comme le modèle qui illustre mieux comment les deux modalités de solidarité démocratique, réciprocité et redistribution, s’interragent et participent d’un processus dynamique de génération, construction et multiplication d’initiatives et d’expériences d’économie solidaires; d’ampliation et approfondissement du processus de démocratisation de l’Etat et d’approximation de la gestion publique des communautés rurales pauvres. Subsidiairement, le paradigme du don, particulièrement, le concept de solidarité démocratique, nous a forcé à proposer un autre regard sur l’économie (conventionnelle) du Cap Vert, à partir de la réflexion et analyse sur la relation entre l’Etat et la diaspora capverdienne, propagée autour du monde, comme hypothèse dont les liens culturelles et d’identités qui existent entre l’Etat et la Diaspora constituent la motivation principale des émigrants pour envoyer, régulièrement, leurs revenues au Cap Vert. De son côté, à partir des relations de coopération entre l’Etat capverdien et ses traditionnels partenaires internationaux de développement, nous avons formulé l’hypothèse dont l’Aide Publique au Développement consiste en un système international de redistribution de ressources publiques au Cap Vert, (dons aux étrangers), pour faire face aux défis de la lutte pour l’éradication de la pauvreté et de la promotion du développement socioéconomique, représentant ainsi, comme l’équivalent empirique du concept de solidarité distributive international.

Following is the 2007 Annual Report of the Iowa Values Fund (IVF 2005) and Business Assistance Programs covering activity during Fiscal Year 2007 (FY ‘07) and cumulative for the first four years of the Iowa Values Fund Programs. The IVF (2005) is the primary funding source for a menu of financial assistance programs the Iowa Department of Economic Development (IDED) offers as incentives to Iowa companies to expand here, to recruit new companies into Iowa and assist new entrepreneurial ventures. In addition to IDED the law appropriates IVF (2005) funds for economic development activities to the Board of Regents, the Departments of Cultural Affairs and Natural Resources and to Community Colleges for certain workforce training programs. In addition to the IVF (2005), IDED allocates a portion of Community Development Block Grant and Federal Emergency Stimulus funds and several tax credit programs, all of which are included in this report.

Vision 100, the Century of Aviation Reauthorization Act, reauthorizes federal aviation programs through fiscal year 2007 and sets spending levels for the Airport Improvement Program (AIP), Essential Air Service, Small Community Development Grants, and other programs that develop and maintain facilities at airports around the country. A major component of the bill is the Airport Improvement Plan (AIP) program, which provides funding for airport rehabilitation and development projects.

Since the introduction of expanded levels of intrastate service on October 30, 2006, Amtrak trains in Illinois have produced impressive gains in both ridership and ticket revenue. This success and continuing stakeholder support has given rise to a formal request from the Illinois Department of Transportation (“Ill. DOT”) to Amtrak to develop a feasibility study regarding possible service consisting of a morning and an evening train in each direction between Chicago and the Quad Cities. The area between Chicago and the Quad Cities includes many rapidly growing communities. From Chicago toward the West and South, many towns and cities have experienced double digit growth increases in population since the year 2000. Southern DuPage, Cook and Will counties have seen especially strong growth, pressuring highway infrastructure, utilities, and schools. Community development and highway congestion are readily apparent when traveling the nearly 3 hour, 175 mile route between Chicago and the Quad Cities. As information, there are only three weekday round trip bus frequencies available between Chicago and the Quad Cities. The Quad City International Airport offers a total of 10 daily scheduled round trip flights to Chicago's O'Hare International Airport via two separate carriers flying regional jets. The Quad Cities (Davenport, Moline, Rock Island, and Bettendorf) are located along the Mississippi River. Nearly 60% of its visitors are from the Chicago area. With dozens of miles of scenic riverfront, river boating, casinos, and thousands of acres of expansive public spaces, the Quad Cities area is a major draw from both Iowa and Illinois. The huge Rock Island Arsenal, one of the largest military arsenals in the country and located along the river, is transitioning to become the headquarters of the United States First Army. As will be discussed later in the report, there is only one logical rail route through the Quad Cities themselves. The Iowa Interstate Railroad operates through the Quad Cities along the river and heads west through Iowa. The Quad Cities are considering at least three potential locations for an Amtrak station. A study now underway supported by several local stakeholders will recommend a site which will then be considered, given available local and other financial support. If Amtrak service were to terminate in the Quad Cities, an overnight storage track of sufficient length along with ample parking and certain other requirements covered elsewhere in the report would be required.

La asignación de unas categorías de desvalorización hacia profesiones relacionadas con el cuidar debido a la reproducción de tareas tradicionalmente desarrolladas en el ámbito privado y doméstico, tiene que ver con la configuración de un orden social masculino, que ha necesitado de un proceso de deslegitimización y silenciamiento a lo largo de la historia de las aportaciones realizadas por las mujeres y que ha necesitado configurar unos supuestos arbitrarios basados en la biología, para justificar su exclusión. La monopolización del mercado sanitario y su control por la medicina a traves de la creación de instituciones con capacidad para legitimar los saberes y transmitirlos, ha permitido dejar fuera del conocimiento científico ciertas prácticas de curación, como las de las enfermeras y comadronas. Se hace por tanto necesario rescribir la historia para recuperar del olvido mujeres y profesiones que a pesar de haber hecho contribuciones destacables, no aparecen en la historia oficial y que han estado relegadas del conocimiento debido a intereses de poder y control. Dado que la ciencia no es neutral, es necesario visibilizar las estrategias que utiliza para la reproducción y supervivencia de los supuestos en que se apoya el sistema de clasificación social.

Aquest Treball de Final de Grau d’Educació Social pretén aprofundir i reflexionar al voltant dels conceptes de desenvolupament comunitari, participació i voluntariat social, sobretot en la seva dimensió pràctica. Partint d’aquest marc teòric, s’ha portat a terme una anàlisi de la realitat social i una diagnosi de necessitats socials del Voltreganès, és a dir, de la comunitat que formen els municipis de les Masies de Voltregà i Sant Hipòlit de Voltregà. A partir dels resultats, i la interpretació de les dades extretes de les entrevistes, realitzades a diferents professionals vinculats amb l’àmbit social i d’atenció a les persones, s’ha justificat la necessitat i interès d’un projecte de voluntariat, per poder donar resposta a les necessitats emergents de la població. En la part final del treball presento l’àmbit i les línies principals d’aquest projecte.

How can municipal sociocultural policies stimulate and promote community empowerment, civic creativity or social cohesion? What objectives should be proposed at the municipal level to promote processes of sociocultural community development? How can we identify local needs in order to stimulate community development processes? In response to these questions, our paper proposes a creative solution: indicators to evaluate sociocultural policies. The proposal will enable us to obtain information about our own reality and, at the same time, contribute to producing changes and to outlining possible de intervention strategies for local administrations. The proposal describes a system of creative, flexible and rigourous indicators intended for municipal technicians and politicians interested in evaluating their sociocultural actions and strategies. We present the result of a research process whose methods included validation of the indicators by experts and technicians in or related to sociocultural community development, and the application of this system based on a case study of a Spanish municipality. Among the proposed indicators specific consideration is given to the support of local creators and the promotion of civic creativity, as well as the use, the creation and the articulation of sociocultural activities as strategies to contribute to cultural and civic diversity

The phenomenon of communitas has been described as a moment 'in and out of time' in which a collective of individuals may be experienced by one as equal and individuated in an environment stripped of structural attributes (Turner, 1 969). In these moments, emotional bonds form and an experience of perceived 'oneness' and synergy may be described. As a result of the perceived value of these experiences, it has been suggested by Sharpe (2005) that more clearly understanding how this phenomenon may be purposefully facilitated would be beneficial for leisure service providers. Consequently, the purpose of this research endeavor was to examine the ways in which a particular leisure service provider systematically employs specific methods and sets specific parameters with the intention of guiding participants toward experiences associated with communitas or "shared spirit" as described by the organization. A qualitative case study taking a phenomenological approach was employed in order to capture the depth and complexity of both the phenomenon and the purposefiil negotiation of experiences in guiding participants toward this phenomenon. The means through which these experiences were intentionally facilitated was recreational music making in a group drumming context. As such, an organization which employs specific methods of rhythm circle facilitation as well as trains other facilitators all over the world was chosen purposely for their recognition as the most respectable and credible in this field. The specific facilitator was chosen based on high recommendation by the organization due to her level of experience and expertise. Two rhythm circles were held, and participants were chosen randomly by the facilitator. Data was collected through observation in the first circle and participant- observation in the second, as well as through focus groups with circle participants. Interviews with the facilitator were held both initially to gain broad understanding of concepts and phenomenon as well as after each circle to reflect on each circle specifically. Data was read repeatedly to drawn out patterns which emerged and were coded and organized accordingly. It was found that this specific process or system of implementation lead to experiences associated with communitas by participants. In order to more clearly understand this process and the ways in which experiences associated with communitas manifest as a result of deliberate facilitator actions, these objective facilitator actions were plotted along a continuum relating to subjective participant experiences. These findings were then linked to the literature with regards to specific characteristics of communitas. In so doing, the intentional manifestation of these experiences may be more clearly understood for ftiture facilitators in many contexts. Beyond this, findings summarized important considerations with regards to specific technical and communication competencies which were found to be essential to fostering these experiences for participants within each group. Findings surrounding the maintenance of a fluid negotiation of certain transition points within a group rhythm event overall were also highlighted, and this fluidity was found to be essential to the experience of absorption and engagement in the activity and experience. Emergent themes of structure, control, and consciousness have been presented as they manifested and were found to affect experiences within this study. Discussions surrounding the ethics and authenticity of these particular methods and their implementation has also been generated throughout. In conclusion, there was a breadth as well as depth of knowledge found in unpacking this complex process of guiding individuals toward experiences associated with communitas. The implications of these findings contribute in broadening the current theoretical as well as practical understanding as to how certain intentional parameters may be set and methods employed which may lead to experiences of communitas, and as well contribute a greater knowledge to conceptualizing the manifestation of these experiences when broken down.

This thesis analyzes the practices and experiences of two groups of Canadian volunteers who visited the organic fanning and "alternative development" project ofFinca la Flor (FLF) in central Costa Rica. Using both participant observation and in-depth interviews with volunteers and other people involved with FLF, I examine volunteers' understandings of their involvement with the fann. I argue that three discursive fonnations are instrumental in shaping this particular volunteering encounter. Specifically, interpretation of these Canadian volunteers' experiences inspires the argument that the emerging practice of international volunteering (or voluntourism) exists at the intersection of discourses of development, volunteering and tourism, all of which both reflect and maintain problematic North-South relationships. The analysis shows that in spite ofFLF's construction as an (alternative / sustainable) international-development project, and in spite of volunteers' initial conceptualization of their trip as "volunteering," volunteers tend to act and describe their time at FLF in ways that look more like tourism than like volunteer labor or international development. Likewise, although FLF claims to principally be focused on alternative development, and merely to open up this authentic development space to volunteers for their participation, the organization in both practice and discourse seems primarily to construct a tourist experience and cater to the needs of foreigners as tourists. Discourses of development and volunteering do infonn the practices offann personnel and volunteers at FLF, but they become subordinated to the more dominant discourse of tourism as the volunteers' and fann management's ideals of development and volunteering capitulate to become focused on satisfying volunteers' (perceived or "real") touristic desires. The FLF participants I studied may have entered the encounter as volunteers, but they departed the site having been tourists.

Employing critical pedagogy and transformative theory as a theoretical framework, I examined a learning process associated with building capacity in community-based organizations (CBOs) through an investigation of the Institutional Capacity Building Program (ICBP) initiated by a Foundation. The study sought to: (a) examine the importance of institutional capacity building for individual and community development; (b) investigate elements of a process associated with a program and characteristics of a learning process for building capacity in CBOs; and (c) analyze the Foundation’s approach to synthesizing, systematizing, and sharing learning. The study used a narrative research design that included 3 one-on-one, hour-long interviews with 2 women having unique vantage points in ICBP: one is a program facilitator working at the Foundation and the other runs a CBO supported by the Foundation. The interviews’ semistructured questions allowed interviewees to share stories regarding their experience with the learning process of ICB and enabled themes to emerge from their day-to-day experience. Through the analysis of this learning process for institutional capacity building, a few lessons can be drawn from the experience of the Foundation.
