In my master's thesis I explore the political significance of logging in Papua New Guinea (PNG). In commercial logging the post-colonial state of PNG, its local communities, transnational companies and non-governmental organizations come interestingly together. The central research questions are what forms of political awareness and mobilization does commercial logging bring up in the small scale communities and how – if at all – does logging change the relationship between these communities and the state of PNG. The thesis is based on three months of ethnographic fieldwork conducted in 2007 in a village located in the East New Britain province of PNG. The village, inhabited mainly by the Mengen people, was an interesting case, because logging operations had been conducted in the area with the permission of the people, while on the other hand some villagers had formed a conservation association of their own. Parliamentary elections were also held in PNG during the time of my fieldwork. During my stay in the village I took part in the village life and conducted interviews. In addition to this, much of my material is based on informal discussions with people. On my way to and from the village I also interviewed several Papua New Guinean NGO-workers in the national and provincial capitals. In my thesis I show that environmental conservation in the village is part of a larger attempt to protect local autonomy, culture and the environment, i.e. it is a ”localistic” movement. Locals supporting conservation, as well as those supporting logging, take actively part in national parliamentary as well as local level politics. In my thesis I have attempted to unpack the notion of ”local” by examining internal power relations of the community and describing various lines of thought and opinions that base on local cultural values. Along with this, commercial logging seems also to elicit the role of the state in two-fold way in East New Britain. On the one hand, the government seeks to use logging roads built by logging companies as the basis of its own national infrastructure, even though the company roads are often of manifestably poor quality and short-lived. On the other hand, problems caused by logging, such as land disputes, create a need among local communities for the state and its services. Central themes in my thesis are the local values invested in the environment, as well as the ways in which the locals produce their environment both conceptually as well as physically. As subsistence farmers the locals depend economically on the condition of their environment. However, the value of the environment goes beyond economical questions. For example, the environment holds proof of the history of the community. Conversely, also the state and companies attempt to conceptualize, modify and administer the environment. This is done through processes such as mapping and road building, both crucial political questions in East New Britain. Here the anthropological discussion about space and place, as well as political geography are central. The diverse ways of conceptualizing the environment, as well as logging, cause often disputes about the ownership of land areas. Because of this I discuss local ways of holding the land communally, as well as PNG's land legislation and ways of dispute management. Land tenure and disputes are political questions that the locals have to deal with and in some cases these questions also create a need for the judiciary system of the state. The disputes affect also political activity, which I discuss at some length in my thesis as well. Interestingly, the locals, regardless of their political views and affiliations, establish transnational connections ranging from NGOs to government departments and multinational companies.

O parasitismo é uma importante força seletiva em populações, assim como a competição e a predação. Os parasitos sanguíneos podem afetar a coloração da plumagem, a seleção sexual e o sucesso reprodutivo em aves. As aves da região Antártica têm sido mencionadas na literatura como livres de hemoparasitos. A Baía do Almirantado, na Ilha Rei George, Península Antártica, é a maior Baía da região, abrigando diferentes espécies de aves durante o período reprodutivo. Dentre elas, estão duas espécies de skuas, as mais frequentes da Antártica, skua-sub-antártica (Catharacta lonnbergi) e skua-polar-do-sul (C. maccormicki) e três espécies de pinguins, pinguim-antártico (Pygoscelis antarctica), pinguim-papua (P. papua) e pinguim-de-adélia (P. adeliae). Skuas e pinguins são aves que se dispersam durante o inverno austral, podendo ser potenciais reservatórios e transmissores de parasitos, embora resultados negativos de hemoparasitos tenham sido encontrados para diversas outras aves marinhas e também para a região Antártica. O objetivo do presente trabalho foi investigar a presença de hemoparasitos em pinguins e skuas antárticos na Baía do Almirantado. Amostras de lâminas de esfregaço sanguíneo e de sangue para análises moleculares de pesquisa de Plasmodium/Haemoproteus foram coletadas em dois períodos reprodutivos, de dezembro de 2010 a março de 2011 e de dezembro de 2011 a fevereiro de 2012. Um total de 185 amostras de aves foram coletadas, incluindo 120 pinguins e 65 skuas. Skuas foram tiveram resultados negativos para hemoparasitos. As três espécies de pinguins foram positivas para Plasmodium/Haemoproteus , via técnica molecular, incluindo dois P. papua,dois P. antarctica etrês P. adeliae. Apenas um indivíduo confirmado positivo pela técnica molecular, pertencente a P. papua, foi positivo utilizando a técnica de esfregaço sanguíneo, com diagnóstico de Plasmodium sp. Não houve diferença significativa entre indivíduos machos e fêmeas das espécies parasitadas, assim como entre adultos e filhotes. As aves parasitadas (n=7), foram categorizadas abaixo do peso (n=5) e acima do peso (n=2). O presente estudo é o primeiro a relatar hemoparasitos na região Antártica e também é o primeiro registro de presença de hemoprotozoários para as três espécies de pinguins analisadas. A ausência de hemoparasitos em aves antárticas tem sido justificada pela ausência de potenciais vetores na região. Portanto, é possível que os pinguins parasitados tenham adquirido a infecção durante a dispersão por ocasião do inverno austral. No entanto, skuas antárticas também são aves migratórias, que podem atingir regiões com potenciais vetores reconhecidos, mas nunca foram diagnosticadas com hemoparasitos, o que foi reforçado pelos resultados negativos do presente estudo. Nesse caso, acredita-se que skuas, podem ter um sistema imune competente ou que a ausência de hemoparasitos nessas aves seja justificada por confinamentos filogenéticos entre parasito-hospedeiro. Entretanto, pouco se sabe sobre a existência de vetores na Antártica, rotas migratórias das aves da região e especificidade parasito-hospedeiro. Os resultados inéditos encontrados no presente estudo devem, portanto, servir como ponto de partida para o entendimento das interações parasito-hospedeiro, de forma a contribuir para a preservação do ambiente antártico.

Este estudo teve como objetivo avaliar a magnitude da exposição de pinguins do gênero Pygoscelis da Antártica ao mercúrio total (HgT), selênio (Se) e cobre (Cu) e verificar a variabilidade destes elementos-traço de acordo com suas características biológicas, para tal foram utilizadas penas do peito de Pygoscelis papua (n=30), P. antarctica (n=21) e P. adeliae (n=48) que corresponderam àquelas coletadas em animais da Ilha Rei George, Antártica. Encontrou-se níveis aparentemente inferiores de HgT e Se em P. papua tendo também sido a espécie que mais se distinguiu das outras duas. Além disto, houve correlação entre os níveis de HgT e Se para as espécies P. antarctica e P. adeliae indicando que é possível que ocorra nos pinguins um processo de destoxificação do mercúrio orgânico por meio do selênio, porém isto não pôde foi confirmado. Ressalta-se que o atual estudo é o primeiro a relatar níveis de HgT em penas do peito da espécie P. antarctica, sendo esta informação relevante para o entendimento e conservação desta espécie de pinguim da Antártica. De modo geral o cobre (8346/32545 ng/g p.s. mín/máx) foi o elemento que apareceu em concentrações maiores se comparado ao selênio (618,7/7923,5 ng/g p.s. mín/máx) e mercúrio total (114,6/1180,2 ng/g p.s. mín/máx). Estas elevadas concentrações de cobre nas penas possivelmente se deve a incorporação via alimentação composta essencialmente de krill, que é um crustáceo de altas concentrações deste elemento essencial. Genericamente foi possível observar que todas as informações reportadas no atual trabalho, tais como as correlações entre os elementos-traço (HgT e Se) e características biológicas, mostram que as três espécies de pinguins analisadas seguem padrões distintos de distribuição de elementos-traço possivelmente porque apresentam dieta diferenciada, além disto, é provável que as características individuais influenciem nestes padrões, e por isto devem ser avaliadas para um melhor entendimento da distribuição dos elementos-traço nestes animais. Observa-se que as concentrações do elemento-traço não essencial HgT aparentemente não constituiu uma ameaça aos pinguins porque foi inferior ao nível considerado prejudicial a aves, enquanto o selênio é um elemento que deve ser constantemente monitorado pois exibiu concentrações próximas àquelas considerada danosa para aves quando incorporadas via dieta. Verificou-se que a presença dos elementos-traço não constitui uma ameaça a saúde dos Pygoscelis da Ilha Rei George, apesar disso, faz-se necessária a realização de um programa de monitoramento constante nesta região, que é uma área ainda considerada como não impactada pela ação antrópica.

The temporal variation of components of a moderately diverse (H=1.46) tropical estuarine fish assemblage (long. 146°30'E, lat. 8°45'S) was directed by salinities that had been determined by local oceanographic and probably topographic conditions. For this assemblage, two types of intrayear component profiles are predicted. Pooled data (1988-91) reveal a large component of regular/resident species (43%) in an assemblage which has been under a narrow temperature regime «5T). These results facilitate a discussion on the relevance and usefulness of three hypotheses often cited in studies concerning species diversity and component characteristics of the subtropical/tropical coastal nonreef fish assemblages. Manifestations of the assemblage are reflected in catch composition and weights of 39 trials conducted for a selective prawning gear whose performance in bycatch reduction, mainly for finfishes, is judged by an index, E, we have previously proposed. This gear is capable of harvesting the prawn while conserving the demersal fish. Behavioral responses to netting of the prawns and the finfishes, especially the nearshore surface schoolers such as leiognathids, are discussed from several points of view. An adaptation in terms of group selection for leiognathids of their locking mechanism of median fin spines has been interpreted. For the purpose of bycatch reduction or E enhancement, suggestions for improvements in net design and trawl configuration by considering the behavioral features of fish are made. Our original formula of E is modified for general use. Bycatch problems in the regional prawn fisheries and their possible impacts on fishery planning and development in Papua New Guinea as a developing country are discussed. The gear tested may offer enormous ecological and economic benefits. The gear is multipurpose, extremely simple, and can also be used as a biological sampler.

This paper outlines developments over about 20 years in the construction of and ecological research on artificial reefs, fish aggregation devices (FAD's), and other artificial habitats designed to enhance fish populations and fisheries in the Australian region (including New Zealand and Papua New Guinea). Work was initially carried out on multicomponent reefs using a variety of waste materials, as well as some specially constructed concrete and steel structures. Later studies concentrated on single-component reefs, again mainly using waste materials. Although no definitive conclusions were reached on the relative effectiveness of the different materials used, waste motor vehicle tires and derelict ships were generally judged to be the best all-around materials for single-component reef construction in sheltered estuarine and offshore marine environments, respectively, in this region. FAD's comprising polyvinylchloride pipe sparbuoys (or in some areas polyurethane foam floats) attached to railroad car wheel anchors by polyethylene rope and chain, and supporting attractor drapes of synthetic mesh webbing, also provedtobegenerallysuccessfulin thisarea. Overall conclusions for the Australian region include the predominant use of waste materials in artificial reef construction, which has been primarily aimed at recreational fisheries enhancement; the successful use of FAD's for both recreational and commercial fisheries enhancement; the need for further and better planned research into and monitoring of the effectiveness of both of these enhancement methods; and the need for future research into the effectiveness of unfished "artificial habitat reserves" in enhancing fisheries production from surrounding fished areas.

The sequences of the mitochondrial ND4 gene (1339 bp) and the ND4L gene (290 bp) were determined for all the 14 extant taxa of the Drosophila nasuta subgroup The average A + T content of ND4 genes is 76.5% and that of ND4L genes is 83.5%. A total of 114 variable sites were scored. The ND4 gene sequence divergence ranged from 0 to 5.4% within the subgroup. The substitution rate of the ND4 gene is about 1.25% per million years. The base substitution of the genesis strongly transition biased. Neighbor-joining and parsimony were used to construct a phylogeny based on the resultant sequence data set. According to these trees, five, distinct mtDNA clades can be identified. D. niveifrons represents the most diverged lineage. D, sulfurigaster bilimbata and D. kepulauana form two independent lineages. The other two clades are the kohkoa complex and the albomicans complex. The Kohkoa complex consists of D. sulfurigaster sulfurigaster, D. pulaua, D. kohkoa, and Taxon-F. The albomicans complex can be divided into two groups: D. nasuta, D. sulfurigaster neonasuta, D. sulfurigaster albostrigata, and D.. albomicans from Chiangmai form one group; and D. pallidifrons, Taxon-I, Taxon-J, and D. albomicans from China form the other group. High genetic differentiation was found among D. albomicans populations. Based on our phylogenetic results, we hypothesize that D. niveifrons diverged first from the D, nasuta subgroup in Papua New Guinea about 3.5 Mya. The ancestral population spread to the north and when it reached Borneo, it diversified sequentially into the kohkoa complex, D. s. bilimbata, and D. kepulauana. About 1 Mya, another radiation occurred when the ancestral populations reached the Indo-China Peninsula, forming the albomicans complex. Discrepancy between morphological groupings and phylogenetic results suggests that the male morphological traits may not be orthologous. (C) 1999 Academic Press.

A model of equatorial ocean is used to study the roles of the Pacific western boundary and the Mindanao Current (MC) in the evolution of the equatorial warm pool. The model consists of the single baroclinic mode of a two-layer ocean, with the parameterization of the anomalous increment of the interface representing the SST difference from its long-term-space-mean. The ocean is driven by a wind path in the middle ocean with a real or an artificial geometry assigned at the western and eastern boundaries. In order to test the role of the MC, the western boundary current is introduced into the model by a boundary condition at a position, real and unreal, respectively. The model experiments show that the warm pool, which is insensitive to the longitudinal width of the wind band in middle ocean, results mainly from the accumulation o the eastly-drifted warm water in the equatorial western Pacific. It is the dominant factor for the formation of the warm pool that, at a very low latitude, the Papua New Guinea coast intersects the longitudinally lined Philippine Islands at an obtuse angle. In contrast, the western Atlantic boundary, which inclines poleward from the equator at some 135 degrees, could guide the warm water there moving to a higher latitude. On the other hand, the equatorial warm pool in the western equatorial Pacific is very sensitive to the assignment of th Mindanao Current at 7.5°N and displaces southward, with a stronger southern branch than the northern one. We attribute this asymmetry to the combined effect of the western boundary and the MC upon the equatorial warm away from the equator. A by-product of our solutions is the possible mechanism of the "secondary warm pool" in the eastern Pacific north of the equator. It is suggested that, mainly or partly, the "secondary warm pool" results from the cooperation of the southeast monsoon in eastern Pacific and the eastern boundary hindering the propagation of the Kelvin wave poleward alongshore.

A new species of polyclad flatworm from Papua New Guinea is described. It is found symbiotic in the ophiuroid Ophiothrix purpurea von Martens, 1867 (Echinodermata: Ophiuroidea). Apparently it belongs to the taxon Discoplana Bock, 1913 and can be distinguished from the six previously described Discoplana species by its very short ejaculatory duct and a penial papilla covered with a penial sheath, but without any true sclerotised structures such as a stylet or spines. The cladistic analysis of the Discoplana/Euplana species, based on morphological features and including two outgroups, reveals that all species of Discoplana, except D. pacificola, form a monophyletic taxon, that is not a synonym of Euplana Girard, 1893. Therefore the name Discoplana is conserved and the new species will be described as Discoplana malagasensis sp. nov. A key for the Discoplana/Euplana group is provided. In this key the biogeographical distribution and possible synonyms are given.

Cherax quadricarinatus, es una especie de langosta de agua dulce nativa de Australia y Papua Nueva Guinea que se cultiva en varios países incluyendo Argentina, por lo que las investigaciones acerca de su biología reproductiva están orientadas a conocer las condiciones óptimas de cultivo, y desarrollar técnicas para su reproducción y crecimiento. El objetivo general fue determinar el momento del desarrollo en que ocurre la diferenciación sexual y el posible rol regulador de la temperatura, caracterizar el proceso de diferenciación gonadal y madurez sexual, y los cambios morfométricos asociados. Los resultados indicaron que la diferenciación sexual secundaria ocurre a partir de los 0,23 g aproximadamente, correspondiente al estadio juvenil VI ó VII. La temperatura no ejerció un claro efecto sobre la diferenciación sexual. Las hembras, desde la diferenciación gonadal hasta su maduración, presentaron tres morfotipos ováricos. En función de la coloración ovárica, la estructura histológica y la proporción de los distintos tipos celulares se distinguieron cuatro estadios de desarrollo ovárico: I (blanco-transparente), II (crema pálido-naranja pálido), III (naranja con oocitos verdes) y IV (verde oliva). En los machos se identificaron tres estadios de desarrollo y dos tipos de appendices masculinae ó papilas fálicas. Se reconocieron diferentes patrones de intersexualidad y cuatro posibles combinaciones de aberturas genitales que permitieron definir cuatro tipos de intersexo: intersexo hembra (I), intersexo macho (II), y dos tipos de intersexo macho-hembra (III y IV). Los resultados del análisis morfométrico mostraron que los intersexos hembras representan un tipo sexual morfométricamente diferenciado de las hembras y los machos, aunque desde el punto de vista funcional son hembras. Los cambios en las relaciones morfométricas de las dimensiones de los quelípedos se vincularon con el inicio de la la madurez sexual desde el punto de vista histológico en los machos e intersexos hembra.

Strategies for mitigation of seafloor massive sulphide (SMS) extraction in the deep sea include establishment of suitable reference sites that allow for studies of natural environmental variability and that can serve as sources of larvae for re-colonisation of extracted hydrothermal fields. In this study, we characterize deep-sea vent communities in Manus Basin (Bismarck Sea, Papua New Guinea) and use macrofaunal data sets from a proposed reference site (South Su) and a proposed mine site (Solwara 1) to test the hypothesis that there was no difference in macrofaunal community structure between the sites. We used dispersion weighting to adjust taxa-abundance matrices to down-weight the contribution of contagious distributions of numerically abundant taxa. Faunal assemblages of 3 habitat types defined by biogenic taxa (2 provannid snails, Alviniconcha spp. and Ifremeria nautilei; and a sessile barnacle, Eochionelasmus ohtai) were distinct from one another and from the vent peripheral assemblage, but were not differentiable from mound-to-mound within a site or between sites. Mussel and tubeworm populations at South Su but not at Solwara 1 enhance the taxonomic and habitat diversity of the proposed reference site. © Inter-Research 2012.

La seguridad nacional, en este caso específico la seguridad nacional australiana, no está limitada su espacio físico del territorio sino que se expande a escenarios más amplios cómo sus vecinos inmediatos (Indonesia, Timor Oriental y Papúa Nueva Guinea) e incluso la región en la que se encuentra Australia. En esta perspectiva, las operaciones de mantenimiento de paz son herramientas de la política de seguridad australiana que se han establecido debido a la necesidad de responder a los nuevos desafíos en seguridad. En este trabajo se analizarán las Operaciones de Mantenimiento de Paz en Timor Oriental (1999) y Papúa Nueva Guinea (1997) como parte de la política de seguridad nacional de Australia.

Estudio de caso en el análisis de la situación afrontada por la población de Papúa Occidental durante el periodo de 1962-1969, época en la que la nueva República de Indonesia y Holanda se disputaban la soberanía sobre el territorio papuano. Dicha disputa tuvo lugar durante la época de Guerra Fría, lo que llevó a que Estados Unidos junto con sus aliados en la región y la Unión Soviética intervinieran en él. Finalmente, Estados Unidos teniendo en cuenta sus intereses favoreció a la República de Indonesia y obligó a Holanda firmar el Acuerdo de Nueva York, en el que se establecía que sería la Autoridad Ejecutiva Temporal de las Naciones Unidas quien administrara y preparara el territorio para un futuro Acto de Libre Elección. En cualquiera que fuese el panorama, las Naciones Unidas no cumplieron con lo establecido en el Acuerdo lo que llevó a que fueran condescendientes con todas las peticiones indonesias sin tener en cuenta los deseos y los derechos de la población papuana, violándose su derecho de auto-determinación de los pueblos.

La tesis devela la connotación sistemática y multicausal de lo que a través de la investigación se denomina como "Procesos de Territorialización de la Inseguridad Ciudadana". Mediante un estudio de caso, se pone en evidencia la apropiación y captura sostenida en el tiempo de fenómenos como la inseguridad y la criminalidad, sobre determinadas zonas o barrios urbanos que por sus características socioeconómicas, políticas, geográficas, culturales, laborales y de mercado de quienes los habitan o frecuentan, se consideran como sectores "críticos y/o vulnerables".
