El propósito central es demostrar si en Guatemala existen políticas públicas adecuadas para garantizar los derechos de los migrantes, en situación "regular" o "documentada", así como el tratamiento que reciben los migrantes en calidad "irregular" o "indocumentados, tomando en cuenta que el país reúne las tres categorías: origen, tránsito y destino. Para lograr este propósito se ha tenido a la vista tres objetivos principales que se resumen en: a) Conocer las políticas y acciones de las instituciones de gobierno así como de las Organizaciones no Gubernamentales conocidas comúnmente como ONG, dedicadas a la protección de los derechos de los migrantes, b) Hacer un examen de la situación de los derechos humanos de los migrantes y la normatividad internacional y nacional, c) Examinar los resultados de las acciones de gestión gubernamental en el área bilateral y multilateral, con el fin de asegurar un respeto a los derechos de los migrantes guatemaltecos en el extranjero, principalmente en Estados Unidos y México. Por los razonamientos anteriores, la tesis se concentra en analizar la situación de los migrantes "documentados" e "indocumentados en Guatemala y su paso por México así como su situación Estados Unidos, estableciendo una relación directa entre los instrumentos nacionales e internacionales, también entre las acciones de los gobiernos frente a los constantes abusos, malos tratos, violaciones sexuales, humillaciones, torturas, persecución, detención, secuestros e incluso asesinatos, entre otros hechos, que merecen especial atención. En Estados Unidos, Europa y otras partes del mundo hay una creciente ola de migrantes, pero a la vez los Estados han establecido mecanismos cada vez más represivos, llegando al extremo de la criminalización, un prejuicio peligroso contra un migrante "ilegal" o "indocumentado" al tratarlo como "criminal" o "terrorista". Para Guatemala, el tema de los migrantes en otros países es de fundamental importancia por el aporte económico que brindan a través de sus remesas, por ello, se presenta una sección de conclusiones y recomendaciones al gobierno de Guatemala con el fin de reforzar, incluso de reformular políticas que alivien los sufrimientos de los migrantes que transitan por el país y a la vez que logre plantear planes y programas objetivos hacia México y Estados Unidos en su relación bilateral. También se quiere aportar con el medio profesional, académico y estudiantil.

France is known for being a champion of individual rights as well as for its overt hostility to any form of group rights. Linguistic pluralism in the public sphere is rejected for fear of babelization and Balkanization of the country. Over recent decades the Conseil Constitutionnel (CC) has, together with the Conseil d’État, remained arguably the strongest defender of this Jacobin ideal in France. In this article, I will discuss the role of France’s restrictive language policy through the prism of the CC’s jurisprudence. Overall, I will argue that the CC made reference to the (Jacobin) state-nation concept, a concept that is discussed in the first part of the paper, in order to fight the revival of regional languages in France over recent decades. The clause making French the official language in 1992 was functional to this policy. The intriguing aspect is that in France the CC managed to standardise France’s policy vis-à-vis regional and minority languages through its jurisprudence; an issue discussed in the second part of the paper. But in those regions with a stronger tradition of identity, particularly in the French overseas territories, the third part of the paper argues, normative reality has increasingly become under pressure. Therefore, a discrepancy between the ‘law in courts’ and the compliance with these decisions (‘law in action’) has been emerging over recent years. Amid some signs of opening of France to minorities, this contradiction delineates a trend that might well continue in future.

The gills contain essential cells for respiration and osmoregulation, whereas the hepatopancreas is the site of digestion, absorption, and nutrients storage. The aim of this work was to separate and characterize gill and hepatopancreatic cells of the mangrove crab, Ucides cordatus. For gills, the methodology consisted of an enzymatic cellular dissociation using Trypsin at 0.5%, observation of cellular viability with Tripan Blue, and separation of cells using discontinuous sucrose gradient at concentrations of 10%, 20%, 30%, and 40%. The hepatopancreatic cells were dissociated by magnetic stirring, with posterior separation by sucrose gradient at the same concentrations above. For gills, a high cellular viability was observed (92.5 +/- 2.1%), with hemocyte cells in 10% sucrose layer (57.99 +/- 0.17%, *P < 0.05), principal cells in the 20% sucrose layer (57.33 +/- 0.18, *P < 0.05), and thick cells and pillar cells in the 30% and 40% sucrose layers, respectively (39.54 +/- 0.05%, *P < 0.05; and 41.81 +/- 0.04%, *P < 0.05). The hepatopancreatic cells also showed good viability (79.22 +/- 0.02%), with the observation of embryonic (E) cells in the 10% sucrose layer (67.87 +/- 0.06%, **P < 0.001), resorptive (R) and fibrillar (F) cells in the 20% and 30% sucrose layers (44.71 +/- 0.06%, **P < 0.001, and 43.25 +/- 0.01%, *P < 0.05; respectively), and blister (B) cells in the 40% sucrose layer (63.09 +/- 0.03%, **P < 0.001). The results are a starting point for in vitro studies of heavy metal transport in isolated cells of the mangrove crab U. cordatus, subjected to contamination by metals in the mangrove habitat where they are found.

Zinc oxide is a widely used white inorganic pigment. Transition metal ions are used as chromophores and originate the ceramic pigments group. In this context, ZnO particles doped with Co, Fe, and V were synthesized by the polymeric precursors method, Pechini method. Differential scanning calorimetry (DSC) and thermogravimetry (TG) techniques were used to accurately characterize the distinct thermal events occurring during synthesis. The TG and DSC results revealed a series of decomposition temperatures due to different exothermal events, which were identified as H(2)O elimination, organic compounds degradation and phase formation. The samples were structurally characterized by X-Ray diffractometry revealing the formation of single phase, corresponding to the crystalline matrix of ZnO. The samples were optically characterized by diffuse reflectance measurements and colorimetric coordinates L*, a*, b* were calculated for the pigment powders. The pigment powders presented a variety of colors ranging from white (ZnO), green (Zn(0.97)Co(0.03)O), yellow (Zn(0.97)Fe(0.03)O), and beige (Zn(0.97)V(0.03)O).

A novel biosensor for glucose was prepared by adsorption of 1,1`-bis(4-carboxybenzyl)-4,4`-bipyridinium di-bromide compound (H(2)BpybcBr(2)) onto the surface of a nanocrystalline TiO(2) film deposited onto FTO glasses, which was used as a platform to assemble the enzyme glucose oxidase to the electrode surface. The H(2)BpybcBr(2)/TiO(2)/FTO modified electrode was characterized by scanning electron microscopy, X-ray fluorescence image, cyclic voltammograms and spectroelectrochemical measurements. The immobilization of GOD on functionalized TiO(2) film led to stable amperometric biosensing for glucose with a linear range from 153 mu mol L(-1) to 1.30 mmol L(-1) and a detection limit of 51 mu mol L(-1). The apparent Michaelis-Menten constant (K(m)) was estimated to be 3.76 mmol L(-1), which suggested a high enzyme-substrate affinity. The maximum electrode sensitivity was 1.25 mu A mmol L(-1). The study proved that the combination of viologen mediators with TiO(2) film retains the electrocatalytic activity of the enzyme, and also enhances the electron transfer process, and hence regenerating the enzyme in the reaction with glucose.
