The National Marine Sanctuaries Act (16 U.S.C. 1431, as amended) gives the Secretary of Commerce the authority to designate discrete areas of the marine environment as National Marine Sanctuaries and provides the authority to promulgate regulations to provide for the conservation and management of these marine areas. The waters of the Outer Washington Coast were recognized for their high natural resource and human use values and placed on the National Marine Sanctuary Program Site Evaluation List in 1983. In 1988, Congress directed NOAA to designate the Olympic Coast National Marine Sanctuary (Pub. L. 100-627). The Sanctuary, designated in May 1994, worked with the U.S. Coast Guard to request the International Maritime Organization designate an Area to be Avoided (ATBA) on the Olympic Coast. The IMO defines an ATBA as "a routeing measure comprising an area within defined limits in which either navigation is particularly hazardous or it is exceptionally important to avoid casualties and which should be avoided by all ships, or certain classes of ships" (IMO, 1991). This ATBA was adopted in December 1994 by the Maritime Safety Committee of the IMO, “in order to reduce the risk of marine casualty and resulting pollution and damage to the environment of the Olympic Coast National Marine Sanctuary”, (IMO, 1994). The ATBA went into effect in June 1995 and advises operators of vessels carrying petroleum and/or hazardous materials to maintain a 25-mile buffer from the coast. Since that time, Olympic Coast National Marine Sanctuary (OCNMS) has created an education and monitoring program with the goal of ensuring the successful implementation of the ATBA. The Sanctuary enlisted the aid of the U.S. and Canadian coast guards, and the marine industry to educate mariners about the ATBA and to use existing radar data to monitor compliance. Sanctuary monitoring efforts have targeted education on tank vessels observed transiting the ATBA. OCNMS's monitoring efforts allow quantitative evaluation of this voluntary measure. Finally, the tools developed to monitor the ATBA are also used for the more general purpose of monitoring vessel traffic within the Sanctuary. While the Olympic Coast National Marine Sanctuary does not currently regulate vessel traffic, such regulations are within the scope of the Sanctuary’s Final Environmental Impact Statement/Management Plan. Sanctuary staff participate in ongoing maritime and environmental safety initiatives and continually seek opportunities to mitigate risks from marine shipping.(PDF contains 44 pages.)

The swordfish, Xiphias gladius, is a large migratory oceanic species. It is widely distributed in tropical, temperate, and sometimes cold waters of all oceans, and is usually found in areas with sea-surface temperatures above 13°C. It can reach a maximum size of 540 kg, and is a favorite food fish in many countries. It is excellent for steaks, canning, or teriyaki, the Japanese dish of meat grilled with sugar, soy sauce, and rice wine. Swordfish is harvested commercially throughout its distribution, in both coastal and high-seas fisheries. Sport fisheries for swordfish are very small compared to those for other billfishes, accounting for no more than a few hundred fish per year. (PDF file contains 284 pages.)

This document is in Spanish. El capítulo 1concentra información sobre los volúmenes de producción obtenidos en la fase primaria de la actividad ( capturas y acuacuItura). Las principales variables manejadas son: producción por principales especies, por tipos de consumo, por litoral y por entidad federativa, así como su valor a precios de playa, incorporando al final un conjunto de cuadros con series históricas de producción. En el capitulo JI se presentan estadísticas sobre la transformación o industrialización en productos pesqueros. Los indicadores más representativos se refieren a materia prima procesada y producción obtenida, desagregándola por entidad federativa y principales líneas de producción, es decir, congelado, enlatado, reducción ( fabricación de harina de pescado y aceites) y otros procesos. El capítulo In contiene las estadísticas sobre la fase de la comercialización y consumo de los productos provenientes de la pesca: disponibilidad, consumos (aparente y per-cápita), precios y balanza comercial pesquera, incluyendo con series históricas sobre estos mismos indicadores. Enseguida --capítulo IV-, se da a conocer información acerca de los principales activos disponibles en el sector, esto es, sobre la flota, la planta industrial, astilleros, instalaciones portuarias y centros de acuacuItura. Asimismo, aparecen cifras de los empleos generados por la actividad y de los créditos otorgados al sector por la banca de desarrollo. Finalmente, en el capítulo V se hace un compendio de las principales variables de la actividad pesquera mundial, en el que se puede apreciar la participación de México en la pesca mundial. In the past few years, large-scale, high-seas driftnet fishing has sparked intense debate and political conflict in many oceanic regions. In the Pacific Ocean the driftnet controversy first emerged in the North Pacific transition zone and subarctic frontal zone, where driftnet vessels from Japan, the Republic of Korea, and Taiwan pursue their target species of neon flying squid. Other North Pacific driftnet fleets from Japan and Taiwan target stocks of tunas and billfishes. Both types of driftnet fishing incidentally kill valued non-target species of marine life, including fish, mammals, birds, and turtles. In response to public concerns about driftnet fishing, government scientists began early on to assemble available information and consider what new data were required to assess impacts on North Pacific marine resources and the broader pelagic ecosystem. Accordingly, a workshop was convened at the NMFS Honolulu Laboratory in May 1988 to review current information on the biology, oceanography, and fisheries of the North Pacific transition zone and subarctic frontal zone. The workshop participants, from the United States and Canada, also developed a strategic plan to guide NMFS in developing a program of driftnet fishery research and impact assessment. This volume contains a selection of scientific review papers presented at the 1988 Honolulu workshop. The papers represent part of the small kernel of information available then, prior to the expansion of cooperative international scientific programs. Subsequent driftnet fishery monitoring and research by the United States, Canada, Japan, Korea, and Taiwan have added much new data. Nevertheless, this collection of papers provides a historical perspective and contains useful information not readily available elsewhere. (PDF file contains 118 pages.)

The United States and Japanese counterpart panels on aquaculture were formed in 1969 under the United States-Japan Cooperative Program in Natural Resources (UJNR). The panels currently include specialists drawn from the federal departments most concerned with aquaculture. Charged with exploring and developing bilateral cooperation, the panels have focused their efforts on exchanging information related to aquaculture which could be of benefit to both countries. The UJNR was begun during the Third Cabinet-Level Meeting of the Joint United States-Japan Committee on Trade and Economic Affairs in January 1964. In addition to aquaculture, current subjects in the program include desalination of seawater, toxic microorganisms, air pollution, energy, forage crops, national park management, mycoplasmosis, wind and seismic effects, protein resources, forestry, and several joint panels and committees in marine resources research, development, and utilization. Accomplishments include increased communication and cooperation among technical specialists; exchanges of information, data, and research findings; annual meetings of the panels, a policy-coordinative body; administrative staff meetings; exchanges of equipment, materials, and samples; several major technical conferences; and beneficial effects on international relations. The California Department of Fish and Game's Natural Stocks Assessment Project (NSAP) collected water quality data at high tides on a monthly basis from February 1991 to October 1994, and during low tides from March 1992 to June 1994 in the Klamath River estuary to describe water quality conditions. NSAP collected data on water temperature, dissolved oxygen, salinity, depth of saltwedge, and Klamath River flow. Klamath River flows ranged from 44.5 cubic meters per second (1570 cfs) in August 1994 to 3832.2 cubic meters per second (135,315 cfs) in March 1993. Saltwater was present in the estuary primarily in the summer and early fall and generally extended 2 to 3 miles upstream. Surface water temperatures ranged from 6-8° C in the winter to 20-24° C in the summer. Summer water temperatures within the saltwedge were generally 5 to 8° C cooler than the surface water temperature. Dissolved oxygen in the estuary was generally greater than 6 to 7 ppm year-round. A sand berm formed at the mouth of the river each year in the late summer or early fall which raised the water level in the estuary and reduced tidal fluctuation so that the Klamath estuary became essentially a lagoon. I hypothesize the formation of the sand berm may increase the production of the estuary and help provide favorable conditions for rearing juvenile chinook salmon.

A subject of a change of authorised limits in 1994 for the discharge of liquid radioactive waste by the reprocessing plant Sellafield (UK) was an increase of these limits for certain radionuclides (3H, 14C, 60Co, 99Tc and 129I). It is investigated now how the radioactivity in marine biota from the North Sea and subsequently the public radiation exposure by ingestion has developed in the years since 1994. This is based on a compartment model for the Northeast Atlantic. Discharges of the reprocessing plants Dounreay (UK) and La Hague (F) are included in the assessment. It is deduced that about 60 % of 137Cs in the North Sea originate presently in the remobilisation of old Sellafield discharges from the Irish Sea sediment. A comparison with measured biota data shows that the model is conservative in the most cases. The public radiation exposure from ingestion of fish, crustaceans and molluscs from the central North Sea as the sum over 12 considered radionuclides has decreased from 1992 to 1998 from 0,13 to 0,08 μSv·y–1. For the southward and northward joined regions it was a little bit smaller with a similar decreasing trend.
Desarrollo rural en Espacios Naturales Protegidos: el caso del Parque Natural de Gorbeia (1994-2008)

Una de las funciones encomendadas a los Espacios Naturales Protegidos es la promoción del desarrollo rural. Se ha tomado como caso de estudio el Parque Natural de Gorbeia para analizar la dinámica socioeconómica de su área de influencia y contrastarla con los objetivos planteados por su marco normativo. Con ello se ha puesto de manifiesto que, por una parte, el incremento poblacional y mayor dinamismo económico en su entorno probablemente responda a razones ajenas al potencial endógeno del Parque; y por otra, que la reestructuración agraria así como la búsqueda de objetivos diferentes al explícito de desarrollo rural podrían dificultar en un futuro próximo la gestión territorial y conservación medioambiental de este enclave.
