OBJECTIVE--Total sedentary (absence of whole-body movement) time is associated with obesity, abnormal glucose metabolism, and the metabolic syndrome. In addition to the effects of total sedentary time, the manner in which it is accumulated may also be important. We examined the association of breaks in objectively measured sedentary time with biological markers of metabolic risk.

RESEARCH DESIGN AND METHODS--Participants (n = 168, mean age 53.4 years) for this cross-sectional study were recruited from the 2004-2005 Australian Diabetes, Obesity and Lifestyle study. Sedentary time was measured by an accelerometer (counts/[minute-1] < 100) worn during waking hours for seven consecutive days. Each interruption in sedentary time (counts/min [greater than or equal to] 100) was considered a break. Fasting plasma glucose, 2-h plasma glucose, serum triglycerides, HDL cholesterol, weight, height, waist circumference, and resting blood pressure were measured. MatLab was used to derive the breaks variable; SPSS was used for the statistical analysis.

RESULTS--Independent of total sedentary time and moderate-to-vigorous intensity activity time, increased breaks in sedentary time were beneficially associated with waist circumference (standardized ß = -0.16, 95% CI -0.31 to -0.02, P = 0.026), BMI (ß = -0.19, -0.35 to -0.02, P = 0.026), triglycerides (ß = -0.18, -0.34 to -0.02, P = 0.029), and 2-h plasma glucose (ß = -0.18, -0.34 to -0.02, P = 0.025).

CONCLUSIONS--This study provides evidence of the importance of avoiding prolonged uninterrupted periods of sedentary (primarily sitting) time. These findings suggest new public health recommendations regarding breaking up sedentary time that are complementary to those for physical activity.

This study addresses a gap in much of the research involving stress among high-risk occupations by investigating the effects of linear, non-linear and interaction models in a law enforcement organization that has undertaken a series of efficiency-driven organizational reforms. The results of a survey involving 2085 police officers indicated that the demand-control-support model provided good utility in predicting an officer's satisfaction, commitment and well-being. In particular, social support and job control were closely associated with all three outcome variables. Although the demand × control/support interactions were not identified in the data, there was some support for the curvilinear effects of job demands. The results have implications for the organizational conditions that need to be addressed in contemporary policing environments where new public management strategies have had widespread affects on the social and organizational context in which policing takes place.

The Demand-Control-Support (DCS) model is investigated in the context of police officers working within an organization that has relatively widespread uptake of New Public Management (NPM) practices. A survey of 479 police officers from two geographic regions was undertaken and the results indicate that the DCS offers a simple, yet powerful, framework for identifying the conditions to be managed in an NPM-oriented environment. Job control and work-based support predict all four target variables, strengthening the view that decision-making latitude and support from supervisors and colleagues represent critical resources for promoting the well-being, satisfaction and commitment of public sector employees.

I worked as a school administrator in 'disadvantaged schools' for many years. In this study I asked colleagues from sixteen schools in the northern and western suburbs of Adelaide to co - theorise about changes in their neighbourhood, school populations and programs, now that their schools are no longer recognised by policy as 'disadvantaged1. I explore the use of narrative method and arts based approaches by constructing a 'literary' research text that uses conventional sociological forms together with images, poetry and personal stories. I use anthropological and geographical theoretical constructs to look at the changing material, economic, cultural and social landscapes and the mosaic of inequalities in the city of Adelaide. I suggest that this is not a simple binary polarisation, although large numbers of people are similarly positioned by de-industrialisation and the diminishing social wage. After examining the literature on poverty in Australia, I am eventually prepared to call this space class, understanding that this is a sociological metaphor. Through a theorisation of each school as a 'place' within a specific neighbourhood, I look at the similarities and differences across sites. I suggest that 'disadvantaged schools' are similarly positioned as sites for the mediation of social inequalities, and that this can be readily seen in the time consuming 'housework' of discipline and welfare. I indicate how each school is differently able to 'do more with less', because of their unique neighbourhood and its narratives, knowledges, histories, teleologies and people. I show that the common coercive regimes of market devolution, new public management and the 'distributive curriculum' frame the work of teachers, students and administrators in ways that are not conducive to 'doing justice', despite the policy rhetoric of equity and community. I provide evidence that the neoliberal imaginary of context free schooling enshrined in effective schools literatures is Utopian and irrational. I argue that the capacity of the school to 'generate context' is always paradoxically dependent on 'context derived'. I discuss the notion of 'doing justice' and the benefits of 'disadvantaged schools' having a local set of principles that guide their decisions and actions and provide evidence that the school administrator's understandings of 'doing justice' are important. I also suggest that, despite being increasingly isolated and hindered by policy directions, the majority of the sixteen schools continue to work for and with principles of justice and equity, drawing on a range of emotional and intellectual resources and deep, longstanding commitments. I conclude by speculating on the kinds of policy and research agendas that might take account of both the commonalities and differences amongst 'disadvantaged schools', and what might be included in a comprehensive and systematic approach to 'doing justice'.

Drawing on upper echelon theory and focusing on the context of higher education reforms in Australia within new public management in university faculties/colleges, this study investigates the diagnostic versus interactive uses of management control systems by Deans/Pro-Vice Chancellors of Faculties/Colleges (hereafter called Faculty PVCs). It seeks to identify how the professional and experiential characteristics of these senior academic executives and the structure of their Faculty, impact on their managerial and collegial orientation as reflected in their approach to using management controls. A mail survey of Faculty PVCs is conducted amongst a census of all Faculties/Colleges of all universities in Australia. Supplementing this survey are semi-structured interviews with the PVC of the business and science Faculty at a large Australian university. Results reveal that PVCs who have had a longer career in higher education tend to use MCSs more interactively (or collegially). There is also evidence that as PVCs hold their current position for longer periods, they tend to move from an early diagnostic use of MCSs to a subsequent interactive use. Further, the higher the complexity of a Faculty the more a PVC will adopt an interactive approach to MCS use. Other PVC and Faculty characteristics did not reveal patterns of significant influence on the interactive or diagnostic use of MCSs. A key revelation from interviews is that PVCs will give over-riding importance to meeting centrally-set diagnostically-focused KPI, but still take a collegial approach within their Faculty to the broader use of MCSs. The findings lend limited support to upper echelons theory, but provide a grounding for further research into the impact that a managerial versus a collegial approach by PVCs/Deans may have on their Faculty’s growth in innovative capacities, teaching qualities or financial strength.

The idea of community development has been evoked by Australian governments over many decades. The expressions of community have differed widely, often as a result of politics rather than informed policy. In 1999, after seven years of radical neo-liberal restructuring in Victoria, the Bracks government found itself unexpectedly elected to power. They faced new challenges such as a diminished public sector, growing social inequality and climate change. The first two terms of Victorian Labor were a seminal period in terms of the role they would invoke for ‘community’. Did grass roots participation take a central place, or did rhetoric rule over substance? The evidence points to a government maintaining a neo-liberal trajectory, and thereby losing an opportunity to enable an active citizenry.

 The My School website in Australia offers moderately nuanced comparisons between any school and sixty other socio-educationally similar schools. Detrimental effects on poor-performing schools are small because it is forbidden to use these comparisons to construct league tables. More generally, however, the website promotes practices of auditing employees. As such it undermines teachers’ sense of integrity and any sense that they are professionals who society respects enough to entrust with an important task. It is not surprising that very few teachers use it, and it would seem not many parents use it either. A left-of-centre government established the website despite opposition by the teacher unions but with the support of News Corporation. New Public Management and an accompanying great increase in auditing offer a deeper explanation for why the website was established. Public servants and political leaders of both the left and the right support the transparency about school performance so My School is likely to continue. An alliance between teacher unions, parents and community groups might see education policy switch tracks from the present market orientation to a welfare orientation.

This paper argues that Flickr, a popular ‘photosharing’ website, is facilitating new public engagements with world heritage sites like the Sydney Opera House. Australian heritage institutions (namely libraries and museums) have recently begun to employ Flickr as a site through which to engage communities with their photographic archives and collections. Yet Flickr is more than an ‘online photo album’: it is a social and cultural network generated around personal photographic practices. Members can form ‘groups’: self‐organised communities defined by shared interests in places, photographic genres, or the appraisal of photographs. These groups are public spaces for both visual and textual conversations – complex social negotiations involving personal expression and collective identity. For one group, the common interest is the Sydney Opera House, and their shared visual and textual expressions – representations of this building. This paper argues that such socio‐visual practices themselves constitute an intangible heritage. By drawing on the work of scholars Jose Van Dijck and Nancy Van House, Dawson Munjeri and Michael Warner, the paper proposes that this enactment of intangible heritage is implicated in the broader cultural value of the Sydney Opera House

Esta dissertação apresenta o desenvolvimento de um novo algoritmo de criptografia de chave pública. Este algoritmo apresenta duas características que o tornam único, e que foram tomadas como guia para a sua concepção. A primeira característica é que ele é semanticamente seguro. Isto significa que nenhum adversário limitado polinomialmente consegue obter qualquer informação parcial sobre o conteúdo que foi cifrado, nem mesmo decidir se duas cifrações distintas correspondem ou não a um mesmo conteúdo. A segunda característica é que ele depende, para qualquer tamanho de texto claro, de uma única premissa de segurança: que o logaritmo no grupo formado pelos pontos de uma curva elíptica de ordem prima seja computacionalmente intratável. Isto é obtido garantindo-se que todas as diferentes partes do algoritmo sejam redutíveis a este problema. É apresentada também uma forma simples de estendê-lo a fim de que ele apresente segurança contra atacantes ativos, em especial, contra ataques de texto cifrado adaptativos. Para tanto, e a fim de manter a premissa de que a segurança do algoritmo seja unicamente dependente do logaritmo elíptico, é apresentada uma nova função de resumo criptográfico (hash) cuja segurança é baseada no mesmo problema.

A disseminação da informação e o uso de novas tecnologias têm delineado uma transformação nos processos de ensino-aprendizagem. Uma parte significativa desta transformação está relacionada ao uso da educação a distância como forma de atingir novos públicos e desenvolver novas metodologias de ensino. Estas transformações também estão afetando cada vez mais as corporações, que tem economizado milhões de dólares todos os anos, usando a educação a distância (EAD) para treinar seus empregados de modo mais eficiente e eficaz do que com os métodos tradicionais. Mas, apesar da maciça presença da EAD na Web, o assunto educação ou treinamento a distância ainda é pouco conhecido e, até certo ponto, incompreendido. A interface entre o ensino/treinamento via Web e as universidades tradicionais ou abertas está ainda pouco explorado. O objetivo deste trabalho é fazer um levantamento comparativo entre os cursos universitários que utilizam a educação a distância e os cursos ou treinamentos a distância utilizados pelas empresas. Buscamos identificar na amostra formas de interação e suporte aos alunos semelhantes entre as universidades e as empresas, a fim de reuni-las formando grupos ou segmentos com características similares. Nesta análise identificamos três grandes grupos que melhor caracterizam as metodologias adotadas.

Nos últimos anos, a taxa de desemprego no Brasil tem-se mantido relativamente estável. No entanto, assistimos a uma redução do emprego no mercado de trabalho formal concomitante a um crescimento do mercado informal. Esta mudança tem sido identificada com uma piora de qualidade, ou precarização, do emprego, já que este, no mercado informal, é tido como de baixa qualidade. Nesta pesquisa, procuramos investigar a dimensão desta precarização analisando a qualidade dos postos de trabalho que estão sendo eliminados no mercado de trabalho formal. O que se observa é que a qualidade dos postos de trabalho neste mercado é bastante heterogênea, e há evidência de que a redução do emprego que está ocorrendo se dá, principalmente na indústria, nos postos de baixa qualidade. Assim, o fenômeno não se caracteriza pela eliminação dos postos de qualidade, mas pela transferência dos de baixa qualidade para o mercado informal. Por sua vez, a análise do mercado informal revela também uma grande heterogeneidade entre trabalhadores que não têm carteira de trabalho assinada e trabalhadores autônomos. O emprego destes últimos tem crescido a taxas elevadas como conseqüência da terceirização. O aumento da força de trabalho no mercado informal, por outro lado, coloca novas questões para as políticas públicas, que também são investigadas neste trabalho.

The press and the State had developed, in Brazil, a relation of interdependence. Press and broadcasting corporations depend on state money for its survival and politicians depend on the press and the exposition in the media to communicate with their electorate. This relation of proximity affects the elaboration of public policies for the sector. This study analyzes public policies for broadcasting and the press since 1964, when it was established in the country the military regimen, a mark of a deep reform in the Communications. Public policies are debated in line with two dimensions - one relative to the infrastructure needed by the Communications, and another referring to the content of information. Our conclusion clarifies the urgency of a revision in the laws that regulate the media, many of which are not applicable anymore, and questions the independence of Brazilian parliamentarians to proceed with the necessary reforms and to the discussion about new public policies for the sector.

Esta pesquisa teve como objetivo identificar fatores críticos que possibilitarão implantação, com desenvolvimento coletivo individual, de uma Política Pública centrada na variável solidariedade, como meio de busca da integração para melhoria da Educação Básica Profissional do Sistema das Escolas Técnicas do Estado do Rio de Janeiro, sob responsabilidade da Fundação de Apoio Escola Técnica (FAETEC). pesquisa teve como referência de busca de dados informações, em sua maioria, de profissionais, alunos stakeholders alijados da participação concreta da atual Política Pública da FAETEC de suas respectivas unidades. Por isso Paulo Freire também serviu como referencial, principalmente no que diz em relação aos excluídos na página 19, do livro "Educação Mudança" quando escreve: "O verdadeiro compromisso solidariedade, não solidariedade com os que negam compromisso solidário, mas com aqueles que, na situação concreta, se encontram convertidos em coisas". Essas premissas fortaleceram escolha da pesquisa-ação como metodologia. Dos stakeholders citamos o Sindicato dos Técnicos Industriais do Estado do Rio de Janeiro (SINTEC-RJ). Associação de Pais Responsáveis de Alunos da Escola Técnica Estadual Adolpho Bloch (APRAETEAB) Conselho Regional de Engenharia Arquitetura (CREA-RJ) através de Técnicos que são Inspetores na atual gestão. Participaram também outras pessoas interessadas, cujas colaborações foram efetivas, todos se empenharam em colaborar para que, mesmo enfrentando dificuldades, pesquisa fosse suficiente mostrasse que estávamos fertilizando terreno propício implantação futura de uma nova Política Pública nessa Instituição, combatendo egoísmo, orgulho vaidade daqueles que, independentemente de ideologias já foram corroídos em seu caráter, mais, demonstram em seu corporativismo mal orientado, que egoísmo coletivo traz de malefícios, inclusive o de não conseguir ver possibilidade de um mundo melhor: uma outra globalização.

During the 1980¿s and the 1990¿s, the Brazilian federal government started to set up a new public administration policy called ¿managerial¿ conceived of new patterns of efficiency and effectiveness and extremelly concerned about optimizing state administration to grant best results for people. This decision has been taken due to three main reasons; (i) the worst fiscal crisis considering the last decades; (ii) exhaustion on interfering with Brazilian economy due to its opening to globalization, and (iii) extremelly deep-rooted burocratic methods. The Brazilian state reform presented as a diagnosis of the human resource government area: (i) gradual raising costs in payroll, allied to (ii) huge raising inefficiency in public services, and (iii) civil servants are unprepared to improve better responses to currents citizen demands and to adopt new methods of management based on the best professional performance and the best quality of public services. We have concluded that the federal government often tries to make civil servants redundant instead of adopting a real policy of management that would give them better conditions to improve their performance. This paper presents a concrete proposal to improve quality in civil servants performance by taking advantage of information technology and of our assumed country¿s democratization. We suggest that the Brazilian state reform must be and should be a new path of social growth and development not only in economic basis.
