This paper examines a particular form of online activity-weblogging, and how it has allowed for specific new forms of popular political communication in the context of the Second Gulf War. After describing the basics of weblogging, the paper discusses Western media coverage of the war and then shows how 'warbloggers' positioned themselves vis-à-vis media coverage and propaganda, creating commentaries that frequently combined media and political criticism. While bloggers of every political hue offered a range of perspectives and personal styles, some general tendencies are evident in warblogging discourse. The piece ends by questioning the significance of warblogging in terms of its potential contribution to democratic communication.

The conventional approach in the discipline of International Relations is to treat terrorist organizations as "non-state" actors of international relations. However, this approach is problematic due to the fact that most terrorist organizations are backed or exploited by some states. In this article, I take issue with the non-stateness of terrorist organizations and seek to answer the question of why so many states, at times, support terrorist organizations. I argue that in the face of rising threats to national security in an age of devastating wars, modern nation states tend to provide support to foreign terrorist organizations that work against their present and imminent enemies. I elaborate on my argument studying three cases of state support for terrorism: Iranian support for Hamas, Syrian support for the PKK, and American support for the MEK. The analyses suggest that, for many states, terror is nothing but war by other means.

In this period, the key to the relationship between India and Latin America and the Caribbean (LAC) was based in the political nature of this liaison: it was a "uni-multilateral" relationship, centered in India, where LAC countries operated as a group of autonomous entities (an "island chain" structure), and not as a unit of a supranational character with unified international conduct (an island structure). As we will see, faced with uniform and consistent Indian policies, LAC had national policies which make it impossible to discuss a regional policy towards India. The goal of this work is to form a general characterization of the bilateral policies during the period of the Cold War with the intent of identifying the key explanatory factors of the process. While this may be a limited objective, it addresses the non-existence of an academic debate surrounding the topic. We intend to contribute an analysis which in this phase is primarily descriptive.

Among phytophagous spider mites, the two-spotted spider mite Tetranychus urticae Koch, 1836 is one of the most important agricultural pests, not only because of the damage it causes, but also because it has a wide host range, infesting many commercial crops such as leafy greens, cotton, beans, and soybeans, among others. This study was carried out in a greenhouse of the Faculdade de Ciências Agrárias (FCA) of the Universidade Federal da Grande Dourados (UFGD), located in the city of Dourados, state of Mato Grosso do Sul. The experiment was arranged in a randomized block design with 5 treatments and 4 replicates. The treatments consisted of 5 levels in percentage of chlorotic symptoms (indicating mite damage): 0%, 25%, 50%, 75%, and 100%. All of the characteristics evaluated, except for number of pods per plant, the number of seeds per plant, the total weight (productivity), and the weight of 1000 seeds, were significantly influenced by the different levels of chlorotic symptoms. The economic damage level for the two-spotted spider mite Tetranychus urticae, according to the equation y = 66.63-0.51 x, based on the price of US$ 11.00 per bag of soybeans and a control cost of US$ 16.00, would be 15.80% chlorotic symptoms. At a price of US$ 29.00 per bag with the same control cost, the economic damage level would be 13% of chlorotic symptoms.

Abstract: in Portugal, and in much of the legal systems of Europe, «legal persons» are likely to be criminally responsibilities also for cybercrimes. Like for example the following crimes: «false information»; «damage on other programs or computer data»; «computer-software sabotage»; «illegitimate access»; «unlawful interception» and «illegitimate reproduction of protected program». However, in Portugal, have many exceptions. Exceptions to the «question of criminal liability» of «legal persons». Some «legal persons» can not be blamed for cybercrime. The legislature did not leave! These «legal persons» are v.g. the following («public entities»): legal persons under public law, which include the public business entities; entities utilities, regardless of ownership; or other legal persons exercising public powers. In other words, and again as an example, a Portuguese public university or a private concessionaire of a public service in Portugal, can not commit (in Portugal) any one of cybercrime pointed. Fair? Unfair. All laws should provide that all legal persons can commit cybercrimes. PS: resumo do artigo em inglês.

Diz o art. 224º do Código Penal português (CP): “1 - Quem, tendo-lhe sido confiado, por lei ou por acto jurídico, o encargo de dispor de interesses patrimoniais alheios ou de os administrar ou fiscalizar, causar a esses interesses, intencionalmente e com grave violação dos deveres que lhe incumbem, prejuízo patrimonial importante é punido com pena de prisão até 3 anos ou com pena de multa. § 2 - A tentativa é punível. § 3 - O procedimento criminal depende de queixa. § 4 – É correspondentemente aplicável o disposto nos n.os 2 e 3 do artigo 206.º e na alínea a) do n.º 1 do artigo 207º. Redacção da Lei nº 19/2013, de 21/2 – vigente a partir de 23/3/13. Referem, por um lado, os n.os 2 e 3 do artigo 206º: “Restituição ou reparação: (…) 2 - Quando a coisa furtada ou ilegitimamente apropriada for restituída, ou tiver lugar a reparação integral do prejuízo causado, sem dano ilegítimo de terceiro, até ao início da audiência de julgamento em 1ª instância, a pena é especialmente atenuada. § 3 - Se a restituição ou a reparação forem parciais, a pena pode ser especialmente atenuada”. § Says the art. 224 of the Portuguese Penal Code (PC): "1 - Who, having been entrusted by law or legal act, the disposal charge of other people's property interests or to manage or supervise, cause to those interests, intentionally and with serious breach of his duties, important material damage is punished with imprisonment up to three years or a fine. § 2 - The attempt is punishable. § 3 - The criminal proceedings on a complaint. § 4 - It is accordingly applicable the provisions of paragraphs 2 and 3 of Article 206 and paragraph a) of paragraph 1 of Article 207. Wording of Law No. 19/2013, of 21/2 - effective from 03.23.13. Refer on the one hand, paragraphs 2 and 3 of Article 206: "Restitution or repair: (...) 2 - When the stolen or illegally appropriate thing is restored, or have rise to full compensation for financial loss, no illegitimate damage Third, until the beginning of the trial, in 1st instance, the penalty is mitigated. § 3 - If the refund or repair are partial, the penalty can be mitigated. "

Over the past 25 years, expatriate managers have voiced increased disenchantment with their compensation packages whíle abroad. This paper takes a prescriptive approach, outlíning severa I elements of a successful human resources strategy and stressing key ingredients of effective international compensation programs. Particular ettention is given to the adherence of cultural values and distrlbutive justice when working across nations and cultures.

Fluorescent protein microscopy imaging is nowadays one of the most important tools in biomedical research. However, the resulting images present a low signal to noise ratio and a time intensity decay due to the photobleaching effect. This phenomenon is a consequence of the decreasing on the radiation emission efficiency of the tagging protein. This occurs because the fluorophore permanently loses its ability to fluoresce, due to photochemical reactions induced by the incident light. The Poisson multiplicative noise that corrupts these images, in addition with its quality degradation due to photobleaching, make long time biological observation processes very difficult. In this paper a denoising algorithm for Poisson data, where the photobleaching effect is explicitly taken into account, is described. The algorithm is designed in a Bayesian framework where the data fidelity term models the Poisson noise generation process as well as the exponential intensity decay caused by the photobleaching. The prior term is conceived with Gibbs priors and log-Euclidean potential functions, suitable to cope with the positivity constrained nature of the parameters to be estimated. Monte Carlo tests with synthetic data are presented to characterize the performance of the algorithm. One example with real data is included to illustrate its application.
