Since the end of the 1980s, international relations has experienced a resurgence of regionalism in Europe (Single Market, Maastricht) and the Americas (NAFTA, MERCOSUR). Why did regional economic cooperation gain mo­ mentum? Theoretical approaches have proved the relevance of institutions, intergovernmental bargains, and na­ tional interest formation for the emergence of cooperation, but fall short in explaining why new cooperative moves happened in the late 1980s and early 1990s and not earlier. This paper argues that the simultaneous con­vergence of interests favoring regional organization of states was stimulated by transnational globalization. Since the early 1980s, states had to adapt to the pressures from transnational globalization, from actors and systems which are not shaped by national territories and interests, and which undermined traditional national economic policy and domestic coalitions. Under the new circumstances, joint regional governance on specific policy areas became an attractive option to respond to new constraints. With the conceptualization of transnational globalization as an explanatory factor for regional cooperation this paper does not dismiss other approaches, but rather attempts to complement the research agenda by shedding light on a crucial-but often neglected-aspect of international relations.

Este estudo visa analisar as interferencias do Banco Mundial na Educacao Brasileira a partir do estudo de seis teses (aqui identificadas pelas iniciais A,B,C, D, E e F) de doutorado relativas ao tema, defendidas na Universidade Estadual de Campinas (Unicamp), sendo quatro delas (A, B, C, e D) voltadas a area de educacao e duas (E e F) a area de Ciencias Sociais e Economia. O estudo das teses parte dos objetivos de cada uma, que podem ser resumidos da seguinte forma: a Tese A - ¡ªA Mundializacao da Educacao: o Projeto Neoliberal de Sociedade e de Educacao no Brasil e na Venezuela. (MELO, 2003) -, sob a orientacao do Prof. Dr. Nilson Joseph Demange, teve como objetivo investigar o processo de mundializacao da educacao como elemento de uma nova fase de internacionalizacao e acumulacao capitalista, conduzida hegemonicamente pelos sujeitos politicos coletivos que assumem o projeto neoliberal de sociabilidade, especialmente o Fundo Monetario Internacional e o Banco Mundial, que buscam ser condutores das reformas estruturais para a America Latina e Caribe; a Tese B . ¡ªO Capital Financeiro e a Educacao no Brasil. (DEITOS, 2005) -, sob a orientacao da Profa. Dra. Maria Elizabete Sampaio Prado Xavier, teve como objetivo definir quais as consequencias da consolidacao do projeto, para a redefinicao das politicas educacionais na America Latina e Caribe; a Tese C . ¡ªGlobalizacao e Descentralizacao: o Processo de Desconstrucao do Sistema Educacional Brasileiro pela Via da Municipalizacao. (ROSAR, 1995) -, sob a orientacao do Prof. Dr. Demerval Saviani, teve como objetivo analisar as reformas educacionais empreendidas no Brasil, no periodo de 1995-2002, particularmente a politica educacional nacional para o ensino medio e profissional, com financiamento externo do Banco Internacional para Reforma e Desenvolvimento (BIRD); a Tese D . ¡ªAs Politicas Educacionais para o Desenvolvimento e o Trabalho Docente. Liliana Rolisen Petrilli Segnini, trata da politica educacional para o ensino de 1¨¬ grau, tracada segundo a visao de seu autor no ambito de projetos federais, com o objetivo de induzir a municipalizacao do ensino, transferindo encargos para o municipio, sem a realizacao de investimentos financeiros satisfatorios nessa instancia; a Tese E . ¡ªEconomia, poder e influencias externa: O Grupo Banco Mundial e as Politicas de Ajustes Estruturais na America Latina, nas Decadas de Oitenta e Noventa. (COELHO, 2002) ., sob a orientacao do Prof. Dr. Sebastiao Carlos Velasco e Cruz, teve como objetivo analisar as relacoes entre o projeto educacional implementado pelo governo estadual, no periodo entre 1995 e 1998 e suas concepcoes de politicas educacionais; a Tese F - ¡ªA Questao Social e os Limites do Projeto Liberal no Brasil. (GIMENES, 2007) ., sob a orientacao do Prof. Dr. Carlos Alonso Barbosa de Oliveira, teve como objetivo analisar a relacao entre a economia, o poder politico e a influencia externa, focalizando o Grupo Banco Mundial e os programas de ajustamento estrutural na America Latina. Por fim este estudo mescla teses brasileiras advindas da area da Educacao e da Economia; foca o banco mundial e sua influencia no Brasil, oferecendo uma visao das conexoes logicas existentes entre elas. A pesquisa analisou as tendências de formação de professores na perspectiva da educação inclusiva ante as exigências do cotidiano escolar que desde a década de 1990 vem apresentando uma demanda crescente de estudantes com necessidades educacionais especiais nas salas comuns do ensino regular. A inclusão escolar é um processo que depende da combinação de vários fatores, não é responsabilidade apenas do professor. Entretanto, questionamos: Será que os professores estão sendo preparados para pensar nesta perspectiva, de planejar para a diversidade da sala de aula, especialmente na vertente de alunos com deficiência intelectual, de realizar um trabalho em equipe com professores especialistas? A reflexão sobre a formação e a prática de professores na sala de aula inclusiva faz parte do processo de inclusão, ainda em construção. Eis a questão que norteou esta pesquisa, no sentido de revelar impactos das políticas de inclusão escolar nos cursos de formação de professores e na prática docente, revelando conflitos, resistências, contradições, avanços e mecanismos de exclusão implícitos na proposta da inclusão, contribuindo ainda, para a discussão sobre o papel da universidade como locus privilegiado de formação docente. Os resultados da pesquisa apontaram para uma superficialidade na formação de professores na perspectiva da educação inclusiva. A ação investigativa articulou as políticas públicas de formação de professores, as Diretrizes Curriculares Nacionais para as licenciaturas, os dispositivos legais, a sustentação teórica e os instrumentos de investigação para coordenadores, estudantes de Pedagogia e de Letras e professores do Ensino Fundamental em exercício.

The thesis investigates the properties of two trends or time series which formed a:part of the Co-Citation bibliometric model "X~Ray Crystallography and Protein Determination in 1978, 1980 and 1982". This model was one of several created for the 1983 ABRC Science Policy Study which aimed to test the utility of bibliometric models in a national science policy context. The outcome of the validation part of that study proved to be especially favourable concerning the utility of trend data, which purport to model the development of speciality areas in science over time. This assessment could have important implications for the use of such data in policy formulation. However one possible problem with the Science Policy Study's conclusions was that insufficient time was available in the study for an in-depth analysis of the data. The thesis aims to continue the validation begun in the ABRC study by providing a detailed.examination of the characteristics of the data contained in the Trends numbered 11 and 44 in the model. A novel methodology for the analysis of the properties of the trends with respect to their literature content is presented. This is followed by an assessment based on questionnaire and interview data, of the ability of Trend 44 to realistically model the historical development of the field of mobile genetic elements research over time, with respect to its scientific content and the activities of its community of researchers. The results of these various analyses are then used to evaluate the strenghts and weaknesses of a trend or time series approach to the modelling of the activities of scientifiic fields. A critical evaluation of the origins of the discovered strengths and weaknesses.in the assumptions underlying the techniques used to generate trends from co-citation data is provided. Possible improvements. to the modelling techniques are discussed.

This study explained the diversity of corporate financial practices in two nations. Existing studies have emphasized the reliance on equity finance in U.S. firms and bank loans in Japanese firms. In fact, patterns of corporate finance were much more complex. Financial institutions, which were created by national economic policy and regulation, affected corporate financial practices, but corporate financial practices often differed from what policymakers expected. Differences in corporate financial practices between nations also reflected differences in the mixture of industries in each nation. Many factors such as the amount of fixed capital, the process of production, the level of risk, the degree of innovation, and the importance of the industry in the national economy affected corporate financial practices. In addition, corporate financial practices within each nation differed from firm to firm due to managers’ considerations about stock ownership, which would affect their control power; corporate finance was closely related to control over management through ownership. To explain these complexities of corporate financial practices, the study linked corporate finance with the development of financial institutions in the United States and in Japan. While financial institutions affected corporate financial practices, the response of the firms to financial institutions and opportunities were diverse. The study also attempted to grasp variations in corporate financial practices by dealing with companies in three sectors: railroads, public utilities, and manufacturing. Finally, the study examined the structure of firm ownership. Contradictory to the widely held belief that U.S. firms distributed securities more widely to the public than did Japanese firms, many large American firms remained closely held, while some Japanese counterparts built publicly-held corporations.

The Cross-Florida Barge Canal, synonymous with boondoggle and waste, became the cause celebre of environmental activism in Florida of the late 1960s. Dramatic changes in Florida's and the nation's politics doomed the CFBC to failure. My purpose is to place in national context the important developments and personalities of Florida's most important environmental controversy. ^ The methodology involved a series of interviews with the most important actors in the canal drama and the environmental movement. Also utilized were regional collections in Florida Public Libraries, the Florida State Archives, personal papers housed at the University of Florida and Corps of Engineers documents. Results showed a clear connection between Florida activism and national environmental policy through the influence of key individuals. I concluded that the CFBC acted as a catalyst to Florida's environmental movement, serving as an indicator of a larger political change from the New Deal coalition to the Republican realignment of 1968. ^
