As zonas costeiras desde cedo foram consideradas como áreas preferenciais e com vocação para a prática de actividades turísticas. Por outro lado, o sector do turismo tem sido apontado como um factor de desenvolvimento, sobretudo para países ou regiões onde o tecido económico e produtivo é pouco competitivo, apresentando-se esta actividade como um sector chave para o desenvolvimento (Relatório do Estado do Ambiente, 1999). No entanto, este sector tem levantado alguns problemas ambientais nas zonas costeiras, pelo excessivo consumo do produto turístico sol e mar. Além disso, os turistas de hoje já não procuram apenas estes produtos turísticos, mas também estão interessados em que estas áreas possuam outros produtos turísticos de qualidade, tanto a nível ambiental como a nível cultural. Apareceu, depois da conferência mundial sobre desenvolvimento e ambiente, o conceito de turismo sustentável, como parte integrante do desenvolvimento sustentável, o que levou a que se procedesse à criação de critérios para a prática deste tipo de turismo. A nível europeu está a ser elaborada uma Agenda 21 para o sector do turismo, definindo as linhas orientadoras para este sector, de forma a satisfazer as necessidades dos visitantes, mas também de forma a preservar e melhorar a herança cultural e ambiental dos territórios com potencialidades turísticas. Estas linhas orientadoras deverão ser também aplicadas de forma concreta às zonas costeiras onde se verifica cada vez mais uma degradação do ambiente, e consequentemente do sector turístico. Da verificação destes problemas entre o sector do turismo e as áreas costeiras, procedeu-se ao estudo da noção de Turismo Sustentável e/ou Sustentabilidade do Turismo nas zonas costeiras, principalmente naquelas que necessitam de um rejuvenescimento turístico e ambiental. Foi analisado o caso de estudo do concelho de Mira, com o intuito de verificar como poderão ser aplicados os critérios da sustentabilidade do turismo neste território que necessita ser rejuvenescido. Pretende apresentar-se um programa de turismo sustentável em que sejam apontadas as várias potencialidades do concelho de Mira para tornar o sector do turismo mais sustentável, diversificando o produto turístico da região, oferecendo novas e renovadas condições aos seus visitantes, conservando e promovendo os recursos naturais e culturais do concelho e criando benefícios e oportunidades à sua população.

A Componente de Apoio à Família surge como resposta à necessidade daquelas famílias cujo horário de trabalho não é compatível com o tempo letivo diário disponibilizado pelos jardins-de-infância públicos aos seus filhos. O Jardim-de-infância situa-se num contexto organizacional diversificado, uma vez que estabelece relações com o agrupamento de escolas a que pertence, com a autarquia, com os pais, com as associações de pais, com as instituições particulares de solidariedade social, com a comunidade e com outros parceiros educativos. Este estudo visa analisar a participação de diferentes prestadores de serviços: autarquias, associações de pais e instituições particulares de solidariedade social na organização, funcionamento e gestão da Componente de Apoio à Família. Neste contexto, pretendemos identificar os princípios e as estratégias que sustentam os diferentes prestadores de serviços e o modo como lidam com as questões da Componente de Apoio à Família, isto é, as lógicas de ação inerentes a cada prestador de serviços. Partindo de uma matriz metodológica qualitativa, recorremos ao estudo de caso, desenvolvendo o trabalho empírico em três concelhos da zona centro denominados Concelhos do Mar, da Ria e da Praia. Privilegia-se a realização de entrevistas, nomeadamente a educadores de infância, representantes dos agrupamentos de escolas, presidentes de associações de pais, diretoras/coordenadoras das instituições particulares de solidariedade social, animadores da componente de apoio à família e representantes das autarquias, num total de 56 entrevistas. Como principais resultados, verificamos que nos concelhos em estudo a resposta da Componente de Apoio à Família prestada por diferentes organizações apresentam lógicas de ação distintas: no Concelho do Mar a predominância vai para as lógicas de ação de poder local e de associativismo; no Concelho da Ria predominam lógicas de ação de natureza empresarial/mercado e de poder local; no Concelho da Praia salientamos as lógicas de ação burocrática e de poder local.

Socio-economic changes, alterations in societal expectations and new public policies have put pressures on higher education public funding, bringing the issue of funding diversification to the forefront. Income diversification, namely, generation of funds from private, as well as from competitive public sources, has become increasingly important in European higher education due to a complex financial environment and perceived deficit of innovation transfer. Although there are numerous studies about changes in national funding systems and allocation mechanisms, few have focused on diversification of funding sources, especially in the European context, making Portugal no exception. Thus, this study aims at exploring income diversification at the institutional level and its influence on the internal organisational structures. For this purpose two Portuguese public universities were chosen as case studies. The empirical material was collected through semi-structured interviews with top management and middle management of each university and through documentary analysis. Data analysis demonstrated that both universities are in the process of institutionalizing and formalising practices of income diversification, notably by getting more professional in how they are dealing with external stakeholders, such as businesses, local community, and students. However, the study also revealed that there is no formal, organised strategy to deal with income diversification. In general, the universities are reacting to external demands rather than pro-actively exploring opportunities. In this respect, the analysis determined several factors that promote or inhibit income diversification activities. Quality and favourable organizational culture were named by the interviewees as the most relevant factors for successful income diversification. External factors such as legal arrangements and funding conditions were cited as major constraints. This research has also revealed that revenue diversification activities tend to develop along the continuum towards higher sophistication and systematisation of activities that are supported by a powerful infrastructure. Together with efforts at the institutional level, the role of government policies proves to be crucial in providing tools and incentives to higher education institutions and creating a harmonious higher education system.

O Design Social assume-se cada vez mais como ferramenta de fortalecimento social e como uma arma na luta contra a fealdade do mundo, o inútil, o disfuncional e outros aspectos da desumanização. Mas não basta só produzir produtos para as pessoas, é preciso produzir com as pessoas. Após uma intervenção institucional da Universidade de Aveiro, em parceria com a Vista Alegre, sobre responsabilidade social corporativa e uma análise do caso paradigmático da Fiskers Village, desenhámos um modelo orientador para o Design Social e definimos directivas para intervir junto da comunidade local da Serra dʼArga, em Portugal: (1) o design como método de acção (2) do local para o global, (3) que identifica, partilha e intervém (4) com a comunidade, (5) em modo sistémico e com base no ciclo de vida, (6) visando construir para a integração máxima nos ciclos da natureza. Estas directivas serviram de pano de fundo à nossa intervenção e deram origem a uma oficina que pretendeu associar design, craft e natureza. Aí foram criados produtos e serviços sustentáveis que ligam produtores e consumidores ao território, sugerem uma outra forma de ocupação do tempo, e, finalmente, ajudam a comunidade a repensar a sua vida social e a sua relação com a floresta.

Cette recherche qualitative a pour objectif de contribuer aux connaissances sur le trouble d’accumulation compulsive (TAC) afin de donner des assises empiriques à la pratique des travailleurs sociaux, techniciens en travail social, éducateurs spécialisés, psychoéducateurs et autres professionnels intervenant au sein des services sociaux. Par extension, elle vise aussi à fournir des pistes pour l’amélioration des services offerts aux personnes aux prises avec ce problème. La question de départ de cette recherche était : Comment les usagers des CSSS ayant eu des services pour un TAC perçoivent et évaluent-ils les interventions effectuées par les intervenants sociaux? Afin d’y répondre, des entrevues individuelles semi-dirigées ont été effectuées auprès d’usagers de Centres de santé et de services sociaux de Québec et ses environs (CSSS Alphonse-Desjardins, Québec-Nord, Portneuf et de la Vieille-Capitale). Ces usagers ont complété le questionnaire Working Alliance Inventory-SR (WAI-SR), version française. Des intervenants sociaux des CSSS ont également participé à des groupes de discussion, afin de compléter et contextualiser les données obtenues. Résultats : Le TAC est une expérience et une situation de vie avant d’être une condition au sens psychiatrique, et les comportements d’accumulation s’inscrivent dans les perceptions que les usagers ont d’eux-mêmes, de leurs priorités et objectifs et des conditions dans lesquelles ils veulent vivre. Les usagers rencontrés ont majoritairement une opinion favorable des services psychosociaux des CSSS, ce qui peut être lié à un bon niveau de reconnaissance de la problématique. La perception favorable des services semble liée à une bonne alliance thérapeutique. Autant les usagers que les intervenants sociaux percevaient qu’il y avait un manque de ressources dans la région de Québec pour répondre aux besoins spécifiques des personnes aux prises avec des problèmes inhérents au TAC. This article focuses on the role played by principals in enhancing parental involvement in primary schools. The schools involved in this research were characterised by a high presence of ethnic minority children and were located in a neighbourhood of low social and economic status in the Midlands region of the United Kingdom. Qualitative methods were employed in order to explore the influence of strong leadership on engagement of the parents. The study spanned a period of four years, giving an opportunity to examine sustainability of the activities introduced by the principals and staff. The findings reported are based on data collected from an Infant and Junior School involved in a number of extra-curricular and curriculum-enhancing projects. It argues that strong leadership fosters engagement of parents in school activities and thus academic achievement of pupils improved over time. The findings bring evidence that the role of the school principal is crucial in the introduction, implementation and sustainability of solutions focused on parental involvement, as well as bringing benefits to the social cohesion of the local community. ABSTRACT The purpose of this paper is to explore the political implications of policies and measures designed to promote “localism”. That is to say, the devolution of power down to a neighbourhood level, as enacted under the 2011 Localism Act. The implementation of localism in London boroughs will be examined. The context is the current concern over disengagement in an era of “anti-politics”, so it is intended to gain an understanding of how localism is interpreted and implemented on the ground. A tentative thesis, of a “restorative politics”, is proposed, such that localism is dynamic and is generating healthy political activity which counters anti-politics in the local community. This could have profound implications for the political parties locally and at Westminster. The extant theories about localism include constructivist interpretations suggesting that a neo-liberal localism is anti-political. This is contested. An emerging narrative heralding a new dawn of empowerment, and related themes concerning social capital, subsidiarity and anti-politics are reviewed. A necessarily empirical approach is adopted in an essentially functionalist frame of reference. There is a review of both academic and policy literature, combined with interviews of professionals involved in localism. This paper is designed to scope a future more substantial piece of research. The conference brief asks; “what scales or levels are appropriate for organising politics in this century”. In a century so far characterised by disillusionment, democratic deficits and abstention, the answer may be; local. The Good Life is lived locally in shared experience and familiar surroundings, hitherto not much amenable to local change. This paper intends to show the Portuguese municipalities’ commitment, since the first decade of this century, in cultural facilities of municipal management and how it provided 12 of the 18 district capitals of mainland Portugal with cultural equipment, but after all we want to know if this effort resulted in a regular, diverse, and innovative schedule. Investing in urban regeneration, local governments have tried to convert cities’ demographic changes (strengthening of the most educated and professionally qualified groups) in effective cultural demands that consolidate the three axes of development competitiveness-innovation-creativity. What the empirical study to the programming and communication proposals of those equipment shows is that it is not enough to provide cities with facilities; to escape to a utilitarian conception of culture, there is a whole work to be done so that such equipment be experienced and felt as new public sphere. Equipment in which proposals go through a fluid bind, constructed through space and discourse with local community, devoted a diversified and innovative bet full filling development axis. This paper presents in a systematic way what contributes to this binding on the analyzed equipment.

Local Tourist Systems (LTS) can be analyzed according to an investigation structure that derives from industrial economics on industrial districts, local productive systems or learning regions. LTS concept is a useful analytical tool that can seize the resorts diversity and organization. Resorts can be conceived both as clusters or industrial districts, either with a perfect agreement between productive sphere and local community or a mere industrial juxtaposition without any economic or social connection. On the other hand tourist clusters analysis has cross referred almost exclusively to socio-economic criteria. Environmental issues were almost disregarded. Approaches swing from the “greening” of products and practices to initiatives focused on an integrated approach, linking environment and tourist development. This paper tries to discuss how to favor – inside a tourist destination - the creation of clusters grounded on sustainable tourism. The case studies (the 5 Alentejo Natural Reserves: Estuário do Sado; Lagoas de Santo André e da Sancha; Vale do Guadiana; Sudoeste Alentejano e Costa Vicentina; Serra de S. The NeO'liberal State and the Crisis ofPublic Service Broadcasting in the Anglo-American Democracies The purpose ofthis analysis ofthe present condition ofpublic service broadcasting in the Anglo- American democracies was to investigate whether such media can still be regarded as the primarypublic spherefor a dialogue between each nation 's civil society and the State. The motivationfor this thesis was based on a presumption that such fora for public discussion on the central issues of each society have become viewed as less relevant bypoliticians andpolicy-makers and thepublics they were intended to serve in the Anglo-American democracies over thepast two decades. It is speculated that this is the case because ofa beliefthat the post-war consensus between the respective States andpublics that led to the construction of the Keynesian Welfare State and the notion ofpublic service broadcasting has been displaced by an individualistic, neo-liberal, laissez-faire ideology. In other words, broadcasting as a consumer-oriented, commercial commodity has superseded concerns pertaining to the importance ofthe public interest. The methodology employed in this thesis is a comparative analysisfrom a criticalpolitical economy perspective. It was considered appropriate to focus on the United Kingdom, Australia, Canada and the\ United States because they comprise the four largest Anglo-American nations with democratic political systems andprimarily market economies. Justificationfor this particular sample is reinforced by thefact that case study countries also share a common socio-political and economic tradition. The evidence assembledfor this thesis consisted almost exclusively ofexisting literature on the subjects ofpublic service broadcasting, global economic andpolitical integration, and the ascendance ofthe 'free-market ' ethos in Western democracies since the late mid- to late-1970s. In essence, this thesis could be considered as a reinterpretation ofthe existing literature relevant to these issues. Several important common features werefound among the political, economic and broadcasting systems of the four case study nations. It is proposed that the prevalence of the neo-liberal world view throughout the political and policy environments of the four countries has undermined the stability and credibility of each nation 's national public service broadcasting organization, although with varying intensity and effect,. Deregulation ofeach nation 's broadcasting system and the supremacy ofthe notion of 'consumer sovereignty' have marginalized the view of broadcasting on any basis other than strictly economic criteria in thefour case study countries. This thesis concludes that,for a reconstruction ofa trulyparticipatory anddemocraticpublicsphere to be realized in the present as well as thefuture, a reassessment ofthe conventional concept ofthe 'public sphere ' is necessary. Therefore, it is recommended that thefocus ofpolicy-makers in each Anglo-American democracy be redirectedfrom that which conceived ofan all-encompassing, large, state-ownedand operated public broadcasting service toward a view which considers alternativeforms ofpublic communication, such as local community and ethnic broadcasting operations, that are likely to be more responsive to the needs of the increasingly diverse and heterogeneous populations that comprise the modem Anglo-American democracies. The traditional conception of public broadcasters must change in accordance with its contemporary environment if the fundamental principles of the public sphere and public service broadcasting are to be realized.

This study was an evaluation of the sexual knowledge of individuals who have '"a developmental disability and the effect of sex education. This was also a pilot study involving the evaluation of the Socio-Sexual Knowledge and Attitudes Assessment Tool (SSKAAT; Griffiths & Lunsky, in press). This tool is a revised version of the Socio-Sexual Knowledge and Attitudes Test (SSKAT; Wish, Fiechtl McCombs, & Edmonson, 1980). Thirty-two individuals participated in the study (20 males and 12 females), who were receiving supports from local community agencies. Participants were assessed using the SSKAAT and SSKAT in an initial assessment and in a 6-week follow-up. Sixteen participants received a 6-week sex education program, Life Horizons I and II (Kempton & Stanfield, 1988a, 1988b), between the assessments, while 16 participants served as a control group. It was found that sex education was successful at increasing knowledge regarding sexuality, as demonstrated by increased scores on both the SSKAT and SSKAAT. However, the current study did not demonstrate any significant effect of gender on knowledge about sexuality. It was also found that IQ did not have a significant effect on knowledge regarding sexuality. The present study found the SSKAAT to be very reliable, with test-retest reliabilities ranging from .87 to .99. This appeared to be an improvement over the original SSKAT, whose reliability ranged from .72 to .90. Furthennore, the revised SSKAAT was fOlmd to provide a much more in-depth assessment of sexual knowledge and attitudes for individuals who have a developmental disability.
