The LSTA goals for Iowa, FY98-FY02, are as follows: 1. Provide all Iowans with expanded access to information and materials through the State of Iowa Libraries Online (SILO) network. 2. Improve library service to Iowans through knowledgeable, well-trained staff and wellinformed public library trustees and library users. 3. Meet Iowans’ increasing demands for information and library services by identifying and encouraging resource sharing and partnerships. 4. Provide state level leadership and services to accomplish the LSTA Five-Year Plan. The primary objectives of this evaluation are to provide: $ An assessment of the overall impact of Iowa’s LSTA funding and success in achieving the goals identified in the state’s five-year plan. $ An in-depth analysis of two specific goals from the plan: providing Iowans with expanded access to information and materials through the State of Iowa Libraries Online (SILO) network; and improving library service to Iowans through knowledgeable, well-trained staff and well-informed public library trustees and library users. LSTA built on accomplishments made possible with the federal HEA II-B grant awarded to the State Library in 1995. This grant led the way in bringing technology to Iowa libraries by creating an electronic library network for resource sharing. SILO (State of Iowa Libraries Online) became fully functional in 1997. The State Library continued funding SILO with LSTA money when the grant ended. This funding supports the SILO infrastructure, providing equitable access to information through cutting edge technology to Iowans in both small and large, rural and urban, communities. Access to electronic material and information has encouraged public libraries to increase the number of computers and public access to the Internet. LSTA funding was used to increase training opportunities for library staff and trustees. Many programs, such as librarian certification, were strengthened by an increase in continuing education opportunities.

The Iowa Commission of Libraries, the State Library’s governing board, convened the Library Services Task Force in August 2000. This group consisted of 46 Iowans from across the state, including librarians from all types of libraries, library trustees, legislators, members of Iowa Regional Library system (now called Library Service Areas) and Area Education Agencies, and citizens. Their mission was to make recommendations to the Commission on positioning libraries to effectively and efficiently meet the future needs of Iowans. Needs and expectations of Iowa Library customers and funding authorities were identified and examined by the Task Force, and are reflected in its recommendations. The Commission received the Task Force recommendations in December 2000, carefully studied them, solicited input from the Iowa library community, and with a few changes, forwarded the recommendations to the Governor and the Iowa General Assembly. These recommendations are now known as Iowa Commission of Libraries priorities and serve as a blueprint for future development of the Iowa library system. A second need assessment was conducted in 2001 as part of the process to formulate the joint Library Service Area – State Library Plan of Service 2003-2005. Biennial development of this plan is mandated by the Code of Iowa. In 2001, Library Service Area and Library Development staff from the State Library chose to completely revamp this plan, and used the process outlined in the The New Planning for Results by Sandra Nelson (the Public Library Association planning model) to do so. The group conducted a strengths/weaknesses/opportunities/threat analysis of the Iowa library situation, identified needs and put them in priority order, and identified service responses. Needs identified by the Library Services Task Force were similar to those identified by the Library Service Area and Library Development staff group. These needs were further analyzed and documented by State Library staff during the development of the LSTA plan. Sources consulted are identified in the text of the LSTA plan and/or listed at the close of this document. The text of the Library Services Task Force report and the documents created during the development of the Plan of Service 2003-2005 are cited in the appendix to this document.

The optimal location of services is one of the most important factors that affects service quality in terms of consumer access. On theother hand, services in general need to have a minimum catchment area so as to be efficient. In this paper a model is presented that locates the maximum number of services that can coexist in a given region without having losses, taking into account that they need a minimum catchment area to exist. The objective is to minimize average distance to the population. The formulation presented belongs to the class of discrete P--median--like models. A tabu heuristic method is presented to solve the problem. Finally, the model is applied to the location of pharmacies in a rural region of Spain.

I am pleased to present the performance report for the Iowa Department for the Blind for fiscal year 2008. This report is provided in compliance with sections 8E.210 and 216B.7 of the Code of Iowa. It contains valuable information about results achieved because of the services that we and our partners provided to blind and visually impaired Iowans during the past fiscal year in the areas of Vocational Rehabilitation, Independent Living, Library Services, and Resource Management. We determine our competitive success in a number of ways. We look at the federal standards and indicators to learn our ranking in relation to the performance of other public rehabilitation agencies. We compare our library's production and circulation figures with those from previous years to determine trends. We set our own standards for success by looking at such factors as the number of successful case closures, average hourly wage at case closure, skills training provided, and compliance with regulations. Results show that the Department is working positively toward achieving its strategic goals of increasing the independence and productivity of blind Iowans and improving access to information for blind Iowans. Major accomplishments of the year included:  The selection of our Library as one of eight libraries to receive the new digital talking book machines and books in digital media from the National Library Service for the Blind and Physically Handicapped. Priority for distribution of the machines is given to Library patrons who are veterans.  The Department, the Iowa Braille School, and the Department of Education have been promoting the new expanded core curriculum as part of their continued efforts to improve the coordination and delivery of services to blind and visually impaired students in Iowa.  The Department's five-year grant funded Pathfinders mentoring program ended this year. A total of 49 blind youths aged 16-26 were paired with successful blind adult mentors. Assessments of the program clearly showed that participation in the program had a measurable positive effect on the youth involved.  Finally, earnings ratios and the percentage of employment for vocational rehabilitation clients of the Department are among the best in the nation, as measured by the U.S. Rehabilitation Services Administration's standards and indicators for the year ended September 30, 2007. Overall, we met or exceeded 13 of 18 targets included in this report. A discussion of the Department's services, customers, and organizational structure, and budget appears in the "Department Overview" that follows. Information pertaining to performance results appears in the final section of this document. The success of the Department's programs is evident in the success achieved by blind Iowans. It is reflected in the many blind persons who can be seen traveling about independently, going to their jobs and to the community and family activities in which they participate. Sincerely, Karen A. Estat de la qüestió sobre l'ús de les tecnologies de la informació als hospitals pediàtrics per tal d'educar en el lleure i pal·liar l'aïllament d'infants i adolescents i les seves famílies durant l'estada a l'hospital. A partir del grau d'implantació de les tecnologies, s'ha fet una anàlisi de diverses experiències d'arreu del món. S'han identificat dos models diferents pel que fa als objectius: els que centren la seva atenció en aspectes curriculars i els que potencien aspectes lúdics. Ambdós compten amb la implicació del personal sanitari vinculat als pacients i amb la figura del voluntari per a gestionar aquests serveis. Les principals diferències entre els projectes estudiats són les fonts de finançament, la tipologia de serveis que ofereixen i la naturalesa de les entitas que els promociona.

Les "Pautas para bibliotecas al servicio de pacientes de hospital, ancianos y discapacitados en centros de atención de larga duración" elaborades per l'IFLA són el marc normatiu de les biblioteques per a pacients. La seva existència, però, no garanteix el seu compliment; és per això que trobem realitats ben diverses, des dels hospitals que les reinterpreten i adeqüen a les seves necessitats i mitjans fins als que les ignoren o les desconeixen. En aquesta comunicació farem un recorregut per diverses alternatives o interpretacions als espais hospitalaris dedicats tant a l'oci com a la informació dels pacients en un context internacional. Es conclou que la biblioteca per a pacients és un servei en si mateix i es reivindica com un servei més al qual el malalt té dret.

The state appropriates funds to support library services to Iowans through the State Library, the Library Service Areas, and state aid to local libraries known as Enrich Iowa. As a result of legislation enacted in 2010, the Iowa Library Association, or ILA, convened a committee to make recommendations regarding reorganization of state-funded library operations and services. The committee's recommendations have been approved by the ILA and endorsed by the State Commission of Libraries. The recommendations described involve the reorganization of the State Library and Library Service Areas.

Kiinteistöalan haasteeksi on muodostunut laadukkaan palvelun hankkiminen kilpailuilta kiinteistöpalveluiden markkinoilta ja ulkomaisten kiinteistösijoittajien asettamat vaatimukset yhteistyölle. Tutkimuksen tavoitteena oli määritellä asiakastyytyväisyyttä tukevia elementtejä kiinteistöjohtamisen palveluprosesseihin laatujärjestelmän kehittämisen tueksi ja tutkia kiinteistöpalveluiden sopivuutta rakennusliikkeen palveluntarjontaan. Tutkimuksessa esitettyjä teoreettisia malleja sovellettiin diplomityön empiirisessä osiossa Oka Oy:n kiinteistöpalveluyksikön palveluprosesseihin. Palvelun laadun liittäminen asiakastyytyväisyyden muodostumiseen nousi laatujärjestelmän perustaksi. Kiinteistöpalveluiden laadun parantaminen alkaa alihankkijoiden kilpailutuksen onnistumisesta ja palveluiden tuottamisen aikaisesta laadun valvonnasta. Asiakastyytyväisyyden ylläpitäminen edellyttää säännöllistä ja sisällöllisesti asiakaskohtaisesti räätälöityä raportointia sekä asiakastarpeiden ymmärtämisen kautta tapahtuvaa jälkimarkkinointia. Tutkimuksen perusteella suomalaisten rakennusliikkeiden palvelutarjonta tulee laajentumaan kohti kiinteistön elinkaaren aikaisia palveluja synergiahyötyjen ja asiakkaiden kumppanuudelta vaatimien hyötyjen vuoksi. Vahvana kilpailuetuna tulee olemaan hyväksi havaittujen käytönaikaisten taloteknisten ratkaisujen saattaminen rakentamisen suunnittelun hyödynnettäväksi.

Työssä tutkittiin voidaanko helpdesk-asiantuntijoille kehitetyn asiantuntijan ja tietojärjestelmän väliseen dialogiin ja puumaiseen ongelmanratkaisulogiikkaan perustuvan tukijärjestelmän käytöllä tehostaa laajakaistaliittymäviankorjausta. Työ selvitti dialogi-työkalun käyttöönoton jälkeisen vuoden seurantajakson aikana helpdeskin ongelmanratkaisuasteen ja liittymäviankorjausprosessin kehitystä sekä arvioi prosessin tehostumisen vaikutusta palvelun laatuun. Seurantajakson aikana helpdeskissä päätettyjen asiakaskontaktien määrä kasvoi merkittävästi, viankorjausprosessin keskimääräinenläpimenoaika lyhentyi ja vikailmoituksen kohdentamistarkkuus oikeaan työjonoon parani. Prosessin tehostumista kuvaavien mittareiden muutos on tilastollisesti erittäin merkitsevä. Dialogi-työkalulla voidaan tehostaa laajakaistaliittymien viankorjausprosessia merkittävästi ja vaikuttaa joiltain osin myös palvelun laatuun.

Suorituskyvyn mittaaminen korostuu yhä nopeammin muuttuvassa ja monimutkaisemmassa toimintaympäristössä. Taloudellisia mittareita laajempi suorituskyvyn mittaaminen mahdollistaa muutosten huomaamisen ja niihin reagoinnin aikaisemmin kuin pelkkä taloudellisten lukujen seuraaminen. Asiakkaiden vaatimuksien ja kilpailun kasvaessa tulee IT- yritysten pyrkiä yhä laadukkaampaan toimintaan pysyäkseen kilpailussa mukana. Tutkimuksen aiheena on rakentaa tasapainotettu mittaristo tietohallintoympäristön ylläpitopalveluille sekä esittää menetelmiä laadun parantamiseen. Palveluiden laadun parantamisen osalta käsitellään palvelun laadun ominaisuuksia, laadunhallintaa ja laadunhallintajärjestelmien käyttökokemuksia, kehitysmenetelmiä sekä laadun parantamisen vaikutuksia. Huomio kiinnittyi ennakoivaan laatutyöskentelyyn ja palvelun laadun ominaisuuksien monipuoliseen käsittelyyn. Palveluiden ollessa kyseessä painotus on toiminnanja suunnittelun laadussa. Suorituskyvyn mittaamisessa käsitellään suorituskyvynominaisuuksia, suorituskyvyn mittaamisen käyttöä, tasapainotettua mittaristoa ja mittariston rakentamista. Soveltavassa osiossa rakennetaan tasapainotettu mittaristo sekä esitetään menetelmiä palveluiden laadun parannukseen. Mittareiden valinnassa ja laadun kehittämisessä on käytetty hyväksi IT- yritysten viitekehyksiä ITILiä ja COBITia.

Cuando una empresa se decide a realizar una iniciativa comercial en Internet, al igual que en el mundo físico, es necesario definir un diseño adecuado del sitio web que se ajuste a su idea de negocio y a su público objetivo. El presente trabajo trata de analizar como influye el diseño del establecimiento virtual en el desarrollo de la gestión comercial, incidiendo en los siguientes aspectos: diseño gráfico, usabilidad y accesibilidad. A partir de este análisis, se estudian los distintos grupos de consumidores con comportamientos homogéneos y se posicionan en función de sus actitudes. El análisis también permite definir la calidad del servicio prestado por este tipo de establecimientos, así como las principales dimensiones en que se despliega. En las conclusiones se citan aspectos en los que el gestor de una tienda online debe incidir para mejorar la calidad de su servicio.

Este artículo analiza diferentes elementos que influyen en el comportamiento de compra del cliente de un supermercado online. Estos elementos están relacionados tanto con aspectos estéticos del sitio web, como con los procesos que tienen lugar en el momento de realizar la compra. A partir de este análisis, se estudian los distintos grupos de consumidores con comportamientos homogéneos y se posicionan en función de sus actitudes. El análisis también permite definir la calidad del servicio prestado por este tipo de establecimientos, así como las principales dimensiones en que se despliega. En las conclusiones se citan aspectos en los que el gestor de un supermercado online debe incidir para mejorar la calidad de su servicio.
